ON TUESDAY FEBRUARY 26; 2013
Mayor Craig B. Johnson called the meeting to order at 7:24 p.m.
1. ROLL CALL:
Present: Mayor: Craig B. Johnson;
Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P.
Petri, Christine K. Prochno
Also Present: Village Manager Raymond R. Rummel; Village Attorney George B.
Knickerbocker; and Village Clerk Judith M. Keegan
A quorum was present.

3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Village Board Meeting held on February 12,
2013 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—Mayor Johnson stated due
to tonight's snowstorm the presentation of the Jaycee house decorating awards will be postponed
to the March 12, 2013 Village Board meeting.
The Mayor announced High School District 214 will be working at Elk Grove High School this
summer to cover the exposed piping on the roof. The work is being paid for by the FAA as part
of the sound insulation project. Painting will also be done to the exterior of the school.
Mayor Johnson addressed concerns about the Federal Sequestration taking affect March 1, 2013.
The Sequestration is a Federal issue. The Federal Government is looking to downsize its
expenditures. The Mayor stated that Elk Grove Village has been doing that for the past four
years and the Federal Sequestration should not have an impact on Elk Grove Village.
The Mayor referenced Senate Bill 622. The State of Illinois has an office which oversees and
issues State licenses to Doctors. The State no longer has the money to pay the licensing staff.
The State wants to take municipalities sales tax dollars to pay those salaries. It doesn't make
sense. The Mayor encouraged residents to address the issue with their State Representatives and
Senators. The State needs to get their house in order on their own, not with the money that
belongs to municipalities.
Mayor Johnson asked Alva Kreutzer, School District 214 Board Member and Paul Kelly, newly
named Principal of Elk Grove High School,to join him at the podium. Ms. Kreutzer stated
current Elk Grove High.School Principal, Dr. Nancy Holman, would be retiring at the end of this
school year. She thanked Dr. Holman for her decades of service to public education. Ms.
Kreutzer spoke of the educational and career qualifications of Mr. Kelly. Ms. Kreutzer
introduced Mr. Paul Kelly, Elk Grove High School Principal effective July 1, 2013.
Mr. Kelly thanked Ms. Kreutzer, Mayor Johnson and the Board of Trustees for giving him the
opportunity to introduce himself to the community. Mr. Kelly stated he is honored to be named
the Principal at Elk Grove High School and is extremely excited to get started. He looks forward
to strengthening the bonds between Elk Grove High School and the Elk Grove community.

Mayor Johnson congratulated Mr. Kelly and noted that Mr. Kelly is the youngest Principal ever
appointed in School District 214 history.
Trustee Feichter attended a ceremony on February 16, 2013 at Christus Victor Lutheran Church
for Eagle Scout Christopher Brand. Christopher built and planted a garden behind the Church
for his Eagle Scout project. The garden provides vegetables to the Food Pantry. Police Chief
Steve Schmidt and Fire Lieutenant John Fordon were also in attendance at the ceremony.
Trustee Feichter announced the Elk Grove Historical Society will be presenting "Folks with
Spokes." The exhibit presents the history of cycling in Elk Grove Village. The opening night is
March 8, 2013. A lecture about the exhibit will be given that night at 5:30 p.m. at the Garden
Terrace. The exhibit will be on display for the next couple of months.
Trustee Lissner stated according to his count, Christopher Brand is the 126`h Eagle Scout in Elk
Grove Village.
Trustee Lissner will be attending the Joint Action Water Agency meeting tomorrow evening.
There should be some new information about future alternative water supplies other than the City
of Chicago and there will be discussion about the I-90 reconstruction work.
Trustee Lissner complimented Joe Carey; Assistant to the Village Manager, on the great job he
did putting together the recent Village Newsletter. The Newsletter provided residents and
businesses with a variety of good information.
Trustee Czamik announced applications for the Frank J. Czarnik Memorial Scholarship are
available at Elk Grove High School, Conant High School, the Park District Office,the Pavilion
and at some of the local Churches. Applicants must be a senior in high school and an Elk Grove
Village resident. Applications are due May 10, 2013. Four $1,000 scholarships will be awarded.
Trustee Petri and Village Manager Ray Rummel attended the Solid Waste Agency meeting and
the Northwest Municipal Conference on February 13, 2013. Both meetings were interesting.
Budgets will be discussed at the next Solid Waste Agency meeting.
Trustee Prochno, Trustee Lissner and their spouses attended Dine-A-Palooza on February 20,
2013 at Midieval Times. The event was sponsored by the Woodfield Convention& Visitors
Bureau. It was a very nice event and a good fundraiser for the organization.
Starting March 1, 2013 on Channel 6 "In the Grove" will feature interviews with Trustee
Prochno and Park District Commissioners Tom Cooke and Bill O'Malley discussing Youth
Committee Scholarships, the Parks Foundation and events happening at the Park District.
Trustee Prochno asked that residents please shovel their sidewalks for pedestrian safety.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the February 26,2013 Accounts
Payable Warrant in the amount of$1,164,473.64.

6. CONSENT AGENDA
A. Queen of the Rosary School, 690 Elk Grove Boulevard—Authorization of a request to
waive permit fees for the installation of a fire alarm panel in the amount of$50.

B. Sebert Landscaping Company, Bartlett, IL—Authorization of a request to renew a
landscape services contract for the following:
• The 2013 Turf and Landscape Bed Maintenance—Residential Contract in an amount not
to exceed$77,243 from the General Fund; and
• The 2013 Turf and Landscape Bed Maintenance—Business Park Contract in an amount
not to exceed $41,477 from the Industrial/Commercial Revitalization Fund.
C. Civiltech Engineering, Inc. Itasca, IL—Authorization to award a professional services
contract for the Arthur Avenue Culvert Replacement Project in the amount of$44,732.
D. Arrow Road Construction, Mt. Prospect, IL—Authorization to award a contract to the
lowest responsive and responsible bidder for the 2013 MFT Hot-Mix Asphalt Material Purchase
Contract in an amount not to exceed$50,273.85, which will be paid from the Motor Fuel Tax
Fund.
E. Donohue & Associates, Chicago, IL—Authorization to award a professional services
contract for the Lift Station Rehabilitation Project at the Jet-Die Lift Station (860 Elmhurst
Road), Greenleaf Lift Station(2580 Greenleaf Avenue), and the Shadywood Lift Station (100
Shadywood Lane) in the amount of$78,000 from the Water& Sewer Fund.
F Schroeder& Schroeder, Inc., Skokie, IL-Authorization of a request to award a
construction contract to the lowest responsive and responsible bidder for the 2013 Village-Wide
Concrete Replacement Contract in the amount of$337,052.25.
G. Arrow Road Construction Co., Mt. Prospect, IL—Authorization of a request to award a
construction contract to the lowest responsive and responsible bidder for the 2013 MFT Street
Resurfacing Contract in the amount of$722,906.95 from the Motor Fuel Tax Fund.
H. Obligation Bonds—Adopt Ordinance No. 3332 entitled"AN ORDINANCE ABATING A
PORTION OF THE 2012 PROPERTY TAXES LEVIED FOR CERTAIN TAXABLE

BOARDS AND COMMISSIONS
8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—Items D, F and G
on the Consent Agenda address Item d. 2013 Street/MFT Program. The paving, cement and
miscellaneous asphalt contractors are included in those items. Contracts will be awarded and
work can begin when the weather breaks.
9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—No
Report
10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—The Village hires college age
students for the summer. It is a temporary ten week position. Anyone interested in applying for,
a job should contact the Public Works Department at 847-734-8041.
Trustee Lissner asked if the positions could be posted on the Village website. Staff will look into
posting on the website. Applications should be submitted by mid-March.
11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—There is
information about small branch pick-up in the Village Newsletter. Pick-up will resume on April
1, 2013 and continue through December 15, 2013. More details and information about other
forms of disposal are available in the Village Newsletter. Trustee Feichter complimented Joe
Carey on the Newsletter.
12. INFORMATION COMMITTEE - TRUSTEE PROCHNO—No Report
13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION-TRUSTEES
LISSNER/PETRI—No Report
14. YOUTH COMMITTEE - TRUSTEE FRANKE - The Youth Committee will be awarding
three $1,000 scholarships. One will be awarded by the Parks Foundation and two will be
awarded by the Village. Applicants must be a resident of Elk Grove Village and attending
College or Trade School in the fall. Applications are available at Elk Grove High School,
Conant High School, St. Viator High School, the Park District office and on the Village website.
Applications are due by May 3, 2013.
15. PARADE COMMITTEE - TRUSTEE CZARNIK- The annual Hometown Parade will
be on Saturday, June 15, 2013. The parade theme is "Sports on the Boulevard." Parade
applications were mailed and responses are being received. The 2013 parade Grand Marshal is
Don Kerstin. Don supports many charitable efforts with his time, talent and good works.
Sponsors for this Year's parade are Grove Memorial Chapel, Chicago Offset Printing, Elk Grove
Chamber of Commerce, Jerry Castle & Son Hi-Lift Inc., and A&H Plumbing.
The next meeting of the Parade Committee is Monday, March 4, 2013 at 5:30 p.m. in Room E of
the Zettek Municipal Building.

b. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE -TRUSTEE
CZARNIK- The Community Spirit award winner for February is Bill Beaupre. For years Bill
has volunteered his time at EGTV as a sports announcer. Bill is also a member of the Elk Grove
Rotary Club. Bill deserves recognition for all of his hard work within the community. Bill will
be featured on"In The Grove"on Channel 6 during the month of February.
Acknowledge a good deed by nominating someone for the Community Spirit Award. Forms are
available at Village Hall,the Library,the Pavilion, Jarosch Bakery and on-line at
www.elkgrove.org.
c. LIQUOR COMMISSION - MAYOR JOHNSON—No Report
d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON - The next special event will
be the Memorial Day Ceremony.
e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON - The 2013 Tour of Elk Grove
will take place August 2, 3 and 4.
19. REPORT FROM THE VILLAGE CLERK—Early Voting for the April 9, 2013
Consolidated Election will be taking place at the Elk Grove Village Hall in Room D from
Monday, March 25, 2013 through Saturday, April 6, 2013. Voting hours will be 9:00 a.m. to
5:00 p.m. Monday through Saturday. The last day for Voter Registration prior to the April 91h
election is Tuesday, March 12, 2013.

21. REPORT FROM THE VILLAGE MANAGER—We are supposed to get between 7 and
13 inches of snow tonight. Village Manager Rummel thanked the Public Works Department for
all of their hard work clearing the streets.
22. NEW BUSINESS -None
AUDIENCE— 8:00 p.m. —Mayor Johnson acknowledged a Scout from Troop 95 attending the
Village Board meeting to earn his Citizenship & Community badge.
Trustee Feichter commended the Police Department on arresting two fugitives from New York.
