6. CONSENT AGENDA
A) Consideration to authorize payment in the amount of
$13, 023. 00 for FY 02/03 membership dues to the Northwest
Municipal Conference.
(Membership dues to the Northwest Municipal Conference
are based on population and are assessed at a per capita
rate of $0. 375. )
B) Consideration of a request from the Elk Grove Chamber of
Commerce (EGCC) for prepayment of dues for FY 02/03
membership in the amount of $350. 00.
C) Consideration to award a contract to the lowest responsive
and responsible bidder, Koz Trucking and Sons, Inc. ,
Medinah, SL to furnish and deliver gravel and stone on an
as-needed basis in a total contract amount not to exceed
$29, 062. 50.
(Bid specifications were obtained by six potential
bidders, of which four submitted bids. Upon review of the
bids submitted, Koz Trucking and Sons, Inc. , was
determined to be the lowest responsive and responsible
bidder.
(The Village has contracted with this vendor in the
past and has found their services and delivery meet
Village requirements.
(Sufficient funds are budgeted and available in the
General and Water and Sewer Funds for this purpose.
(Reports from the Director of Finance and Director of
Public Works, recommending approval, are attached. )

D) Consideration of the following:
• to waive the formal bidding process; and
• to renew an existing contract with Canon Business
Solutions, Schaumburg, IL to maintain and service all
Village-owned Canon copiers for the period May 1, 2002
through April 30, 2003 in a total contract amount not
to exceed $12, 848. 00.
(Canon Business Solutions has serviced the Village's
Canon copiers for the past ten years, and their service
has been satisfactory. The Village's existing maintenance
contract requires renewal for FY 02/03 .
(The contract amount reflects no increase over the
prior year for maintenance of the 17 Canon copiers owned
by the Village.
(Adequate funds are budgeted and available for this
purpose.
(A report from the Assistant Director of Finance,
recommending approval, is attached. )
E) Consideration to increase an existing contract with George
Kountoupes Painting Company for repairs and repainting at
two water storage reservoirs at Pump House 2 in the amount
of $10, 000 for a total contract amount of $148, 400.
(The Village Board awarded this contract at the April
9, 2002 meeting.
(After emptying the tanks and completion of closer
inspections of roof structural members, additional repairs
have been identified. Based on the awarded unit prices,
the additional work will total $3, 130. 00
(A total contract increase of $10, 000 is requested in
case additional repairs are identified as the project
progresses.
(Adequate funds are available in the Water & Sewer
Fund for transfer as needed.

recommending approval, is attached. )
F) Consideration of a request (attached) to waive the Village's
annual business license fees for the period June 1, 2002 through
May 31, 2003, for the following governmental and not-for-profit
agencies:

(It has been past practice of the Village Board to
waive the business license fees for other governmental and
not-for-profit agencies. A report from the Director of
Finance is attached. )
G) Consideration to authorize payment of Suburban O'Hare
Commission dues for fiscal year 2002-2003, at a cost of
$2. 20 per capita, for a total amount of $76, 560. 00.
(The Suburban O'Hare Commission (S.O. C. ) represents
municipalities on issues of O'Hare Airport expansion,
noise, and air pollution. Dues are paid on a quarterly
basis and are the same amount as last fiscal year.
(Sufficient funds are budgeted and available for this
expense. )
H) Consideration to award a professional service contract for
the purchase of eighteen (18) computers to Compaq Computer
Corporation of Houston, TX through the Western States
Contracting Alliance joint purchasing program in an amount
not to exceed $22, 026.
(The Village entered into an agreement last fiscal
year with a national cooperative purchasing group, Western
States Contracting Alliance, a consortium of state
agencies which was formed for the purpose of bidding
volume purchases and allowing the contract to be extended
to other governmental and educational entities. The
discounted price is the same no matter how many computers
are purchased.
(The Information System staff has standardized on the
Compaq system, which provides the network environment with
a better integration by using the same manufacturer.
(Adequate funds, with transfers, are budgeted and
available in the various department's General and
Water/Sewer Fund accounts.
(A report from the Director of Finance, recommending
approval, is attached. )
I) Consideration to renew a contract with the Illinois
Criminal Justice Information Authority, Chicago, IL in the
amount of $18, 480 to provide computer hardware access and

software programming and maintenance for the Police
Information Management System (PIMS) for the period July
1, 2002 thru June 30, 2003.
(The PIMS System is operated and maintained by the
Illinois Criminal Justice Information Authority. Elk
Grove has participated in PIMS since 1984 .
(Approximately fifty (50) other law enforcement
agencies participate in PIMS. The Illinois Criminal
Justice Authority provides four main-frame computers for
PIMS services, which are directly connected to State and
National Crime Information Computers.
(The contract amount represents no increase from prior
years.
(Sufficient funds are budgeted and available for this
purpose.
(Reports from the Director of Finance and Chief of
Police, recommending approval, are attached. )
J) Consideration of the following:
• to waive the formal bidding process; and
• to award a contract to Canon Business Solutions Inc. ,
Schaumburg, It to furnish and deliver two Canon Image
Runner 5000 networked digital copiers at a unit cost of
$13, 180. 00, including the trade-in value of $250 each
for two existing copiers, for a total contract amount
not to exceed $26, 360. 00.
(The FY 02/03 Budget includes the replacement of an
IBM Model So copier utilized by Public Works and a Canon
Model 6650 used by the Fire Department. Both existing
copiers are older models that experience frequent calls
for service.
(The Public Works Department and Fire Department used
demonstration Image Runner 5000 units and are satisfied
with their performance. The Village has standardized on
Canon units since 1993 . Replacement of existing copiers
will significantly reduce maintenance costs.
(Adequate funds are budgeted and available for this
purpose.
(Reports from the Assistant Director of Finance, Fire
Chief, and Director of Public Works, recommending
approval, are attached. )
K) Consideration of the following:
• to increase an existing contract with Kale Uniforms for
FY `01/02 in the amount of $1, 500. 00 for a total
contract amount of $42, 500. 00; and

• to waive the formal bidding process and award a
contract to Kale Uniforms, Inc. , Chicago, IL for Police
Department uniforms for the period May 1, 2002 through
April 30, 2003 in a total contract amount not to exceed
$46, 000. 00.
(Due to the number of new hires during FY 01/02, the
Police Department exceeded the contracted amount for
uniforms by $1,500.
(Kale Uniforms has been the sole source of quality
uniforms to the Village for the past several years.
Kale's pricing is competitive and their service is found
to be excellent.
(Adequate funds are available for this purpose.
(Reports from the Director of Finance and Deputy Chief
of Police, recommending approval, are attached. )
L) Consideration to award a professional service contract to
TranSystems Corporation, Schaumburg, IL for Phase 2
engineering studies for improvements along Lively
Boulevard from Landmeier Road to Higgins Road in a total
contract amount not to exceed $318, 251 from the ICRC Fund.
(This improvement will be constructed in two stages;
Section "A" will be Oakton Street to Higgins, and Section
"B" will be Landmeier Road to Oakton. Section "A" will
include widening Oakton from Bonnie Lane to Higgins.
(TranSystems has completed numerous improvement
projects in the Village and is one of the ICRC
transportation consultants. Design engineering for both
sections will be completed for a total fee of $179, 152,
and right-of-way acquisition services will be completed
for a total fee of $139, 099. The Oakton to Higgins
section of this improvement is targeted for a contract
letting in April, 2003.
(Adequate funds are budgeted and available for this
purpose in the ICRC Fund.

Development, recommending approval, is attached. )
M) Consideration to authorize Alan J. Boffice and Douglas C.
Goostree to attend the Senior Executive Institute at the
University of Virginia in Charlottesville, VA from July 14
- 26, 2002 at a cost of $5, 000 per person.
(Funds for the leadership development program are
included in the professional development budget in the
Village Manager's Office. The program is offered once a
year and class size is limited to 30-40 senior local
government officials. )

N) Consideration of a request (attached) to waive the
Village's annual vehicle sticker fees for the period June
1, 2002 through May 31, 2003, from the following
governmental agencies:

O) Consideration to award a contract to the lowest responsive
and responsible bidder, ALSCO - American Industrial,
Chicago, IL for rental of uniforms and linens at fixed
unit pricing for the period July 1, 2002 through June 30,
2003 in a total contract amount not to exceed $18, 781 .23 .
(Bid documents were obtained by six vendors, of which
four submitted bids. Upon review of the bids submitted,
ALSCO - American Industrial was determined to be the
lowest responsive and responsible bidder.
(The term of this contract is three years with an
option to extend for another 36 months. The total annual
contract amount for both uniforms and linens represents an
estimated 120 lost or damaged items. The contract amount
also includes weekly changes of these items and laundering
of uniforms.
(Adequate funds are budgeted and available for this
purpose.

P) Consideration to adopt Ordinance No. 2.8.94• (attached)
amending Title 6, Chapter 4, Section 6-4-5-4 :13, Fire
Lanes, of the Village Code of the Village of Elk Grove
Village by adding amended designated fire lanes for
Alexian Brothers Medical Center (800 Biesterfield Road) .

(Alexian Brothers recently completed an expansion to
their parking garage and relocation of employee parking
spaces. As a result of these changes, new fire lanes are
requested throughout the Hospital complex.
(A copy of the site plan showing the revised fire lane
configuration is on file with the Village Clerk.
(A report from the Fire Chief, recommending approval,
is attached. )
Q) Consideration to adopt Ordinance No. X8§5 (attached)
amending Section 7E - Industrial Districts - of the Zoning
Ordinance by providing for conditions and regulations of
certain Conditional Uses (Business and Trade Schools) .
(This item adopts the text amendment recommended to
permit Business and Trade Schools as conditional uses in
the I-1 and I-2 Industrial districts. This matter was
discussed at the May 14, 2002 Village Board meeting and
currently appears as Unfinished Business of the Village
Attorney. )

R) Consideration to adopt Ordinance No. 1.8 .6 (attached)
amending Section 3-3-6 of the Village Code pertaining to
classification of Liquor Licenses by adding thereto
provisions for a new Class G License (Municipal Seasonal) .
(This item adopts a new Liquor License permitting sale
of beer in conjunction with the sale of food by a
municipal entity on premises owned by the municipal
entity.
(This license classification will be deemed seasonal
and shall be valid between April 1 and October 31. )
