Mayor Craig B. Johnson called the meeting to order at 7:27 p.m.
1. ROLL CALL:

Also Present: Village Manager Raymond R. Rummel; Village Attorney George B.
Knickerbocker; and Village Clerk Judith M. Keegan
A quorum was present.
2. PLEDGE OF ALLEGIANCE/INVOCATION—The Invocation was delivered by Pastor
Michael Gates, Living Hope Church.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Village Board Meeting held on February 26,
2013, 2013 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—On March 7, 2013 Mayor
Johnson and the Village Board attended the Chamber.of Commerce Wine &Beer Tasting event.
It was a successful event with close to 500 people in attendance.
On March 12, 2013 Mayor Johnson attended a Suburban O'Hare Commission(SOC) meeting in
Addison. The Commission has expanded endeavors past the airport issue. Discussion was held
about the Elgin O'Hare Expressway and the Busse Woods Dam projects.
The Police Department conducts three tobacco compliance checks for sale to minors each year.
There are 28 establishments currently licensed to sell tobacco in the Village. There was 100%
compliance. Over the past ten years there have been 840 tobacco compliance checks on
businesses. Out of those 840 checks there have been 27 violations. Those figures represent a
97% compliance rate. In comparison, the State of Illinois has a 91% compliance rate and the
national average is 91.5%. Mayor Johnson complimented the businesses in Elk Grove Village
for being above the national average and hopes that we can always have 100% compliance.
Jaycees Holiday Decorating Contest— Steve Cassara, 2013 Jaycees President, Amber Schroeder,
John Pruyn and Melissa Gardner, representing the Elk Grove Jaycees,joined Mayor Johnson at
the podium. Mr. Cassara gave a brief history of the Elk Grove Jaycees.
The following awards for the 2013 Holiday Decorating Contest were presented:
Most Lights to the Kyprianidis family at 1495 Morgan Drive
Traditional to the Cook family at 1655 Hampshire Drive
Kids Choice to the Frank family at 837 Delphia Avenue (the Frank family was not in
attendance to receive their award. Arrangements will be made to have the award given to the
Frank family.)
Employee Service Recognition Awards—The Village has always recognized Village
Employee's service anniversaries. This year the Village Board decided to start recognizing those
employees' publicly at Village Board meetings. The following employees were recognized for
their years of service to the Village:

Bill Tranchita—Firefighter/Paramedic— 15 years of service
Brian McVeigh—Firefighter/Paramedic—20 years of service
Steve Trudan—Deputy Director of Community Development—35 years of service
George Murtaugh—Public Works Foreman—35 years of service
A brief employment history was given for each employee, family members present were
introduced and pictures were taken with Mayor Johnson. Employees and their families were
invited to stay for a cake and coffee reception following the Village Board meeting.
Signing Ceremony—An agreement was reached between Elk Grove Village and the
International Association of Firefighters, Local 2340, representing the Elk Grove Village
Firefighters. A contract that is fair to both the Village and the Union was negotiated and agreed
upon. Both sides came together for the betterment of the Village. ,

John Lodewyck, President of the Union,Nathan Gac, Brian McVeigh and Roger Ferguson,
Union Representatives,joined Mayor Johnson and Trustees Czamik and Petri at the signing
table. Trustees Czarnik and Petri represented the Village Board during union negotiations.
John Lodewyck thanked the membership, the negotiation team and the executive team for their
support, hard work and dedication.
The Collective Bargaining Agreement was signed by Mayor Johnson and the Union
Representatives. Mayor Johnson advised the Firefighters present in the audience that the new
wage amount would be reflected in their next paycheck and all retroactive back pay will be
issued to them the first week in April.
Key to the Village-Mark and Gail Evans joined Mayor Johnson at the podium. Mayor Johnson
presented Mark Evans with a Key to the Village and a Proclamation recognizing him as an
Honored Citizen and proclaiming March 12, 2013 as "Mark H. Evans Day" in Elk Grove
Village. Mr. Evans is a retired Air Force Master Sergeant and is the Founder and driving force
behind Pizzas 4 Patriots. Mr. Evans thanked Mayor Johnson and the Board of Trustees for their
support and commitment to the Community. Mr. Evans presented the Mayor and Board of
Trustees with gift bags containing mugs, rocks from Afghanistan and hats. A Pizza 4 Patriots
clock and tee shirt were also presented to Mayor Johnson.
Trustee Franke announced there will be two CERT classes offered this year. The first class will
be a weekend class taking place on Friday, April 19th, Saturday, April 20th, and finishing
Saturday, April 27h. ,Anyone interested in participating should contact Carl Sabo at 847-357-
4193.
Trustee Lissner stated he received an email last week from FEMA (Federal Emergency
Management Agency) reminding him to change his clock this past weekend. This is also a good
time for everyone to change the batteries in their smoke detectors. Trustee Lissner sent well
wishes to resident and former Zoning Board of Appeals member, Larry Michalski. Mr.
Michalski served on the Zoning Board of Appeals from August, 2005 through September, 2008.
Trustee Petri announced there is a Tollway presentation with the Greater O'Hare Association at
Avalon Banquets at 11:30 a.m. tomorrow. They will be presenting their plans for the future.
This spring work will be starting on the Elmhurst Road full interchange and on a bridge over

Rohwling Road at the Elgin O'Hare. Tomorrow evening Trustee Petri will be attending both the
SWANNC meeting and the Northwest Municipal Conference.
Trustee Czamik announced applications for the Frank J. Czarnik Memorial Scholarship are
available at Elk Grove High School, Conant High School, the Park District Office and the
Pavilion. Applicants must be an Elk Grove Village resident graduating from High School this
year and going on to college. Applications are due May 10, 2013. Four$1,000 scholarships will
be awarded.
Trustee Feichter and Trustee Prochno attended the "Folks with Spokes"presentation given by
Sandy Denninger of the Elk Grove Historical Society last Friday at the Pavilion. There were
about fifty people in attendance. There is an exhibit at the Historical Society Museum about the
history of bicycling and bicycling in Elk Grove Village. There is an interactive video on display
that makes you feel like you are riding a bike on the bike path at Busse Woods. Sandy's
presentation on Friday included information on the history of cycling in the United States and the
cultural bias on women and cycling. It was an informative and fun presentation.
Trustee Prochno added that she found it interesting that a lot of the information presented was
from the Chicago Tribune dating back to the late 1800's and it was stated that they deemed the
bicycle was going to be the downfall of the horse and buggy.
Mayor Johnson reminded everyone to wear a helmet while bicycling. The helmet from Mayor
Johnson's bicycle accident is included in the exhibit.
Trustee Prochno thanked residents for keeping their sidewalks shoveled for safe pedestrian
traffic, with a special thank you to those helping their elderly and.disabled neighbors.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the February 28,2013 Accounts
Payable Warrant in the amount of$177,942.00.

6. CONSENT AGENDA
A. Crystal Maintenance Services Corp., Mt. Prospect, IL—Authorization of a request to renew
a custodial services contract for custodial services in an amount not to exceed $35,323.
B. Authorization of the following items:
• To award a professional service contract to Civiltech Engineering, Inc, of Itasca, IL for
construction engineering services for resurfacing of Biesterfield Road in an amount not
to exceed $115,829 from the Capital Projects Fund; and
• To award a contract to the lowest responsive and responsible bidder J.A. Johnson
Paving Co. of Arlington Heights, IL for the resurfacing of Biesterfield Road in an
amount of$896,547.69 from the Capital Projects Fund.

C. Authorization of the following items:
• To increase the Capital Projects Fund by $2,484,713 for certain lighting, resurfacing,
bridge and building improvements; and
• To increase the Water& Sewer Fund by $38,000,000 for improvements to the sanitary

D. Plan Commission Hearing—Authorization of a request to hold a Public Hearing before the
Plan Commission to consider the petition submitted by Elk Grove Bank & Trust for a Special

14. YOUTH COMMITTEE - TRUSTEE FRANKE—Youth Committee Scholarship
applications are due May 3, 2013. The Youth Committee will be awarding three $1,000
scholarships. One will be awarded by the Parks Foundation and two will be awarded by the
Village. Applicants must be a resident of Elk Grove Village and attending College or Trade
School in the fall.
15. PARADE COMMITTEE -TRUSTEE CZARNIK-The annual Hometown Parade will
be on Saturday, June 15, 2013. The parade theme is "Sports on the Boulevard." Parade
applications were mailed and responses are being received. The 2013 parade Grand Marshal is
Don Kerstin. Don supports many charitable efforts with his time, talent and good works.
Sponsors for this Year's parade are Grove Memorial Chapel, Chicago Offset Printing, Elk Grove
Chamber of Commerce, Jerry Castle & Son Hi-Lift Inc., and A&H Plumbing.
The next meeting of the Parade Committee is Monday, April 12013 at 5:30 p.m.

CZARNIK—The Community Spirit Award winner for March is Mike Wary. Mike gives back
to the Community by announcing the Elk Grove High School football games, girls' volleyball
games and boys and girl's basketball games. He is always willing to help Elk Grove High
School when he is needed. Mike will be featured on "In the Grove" on Channel 6 during the
month of March.
Acknowledge a good deed by nominating someone for the Community Spirit Award. Forms are
available at Village Hall, the Library,the Pavilion, Jarosch Bakery and on-line at
www.elk rog ve.org.
There is a Blood Drive scheduled for Saturday, April 20, 2013 from 8:00 a.m. to 12:30 p.m. in

Memorial Day Celebration, RotaryFest,the Parade, 4h of July fireworks and the summer concert
series featuring Blood, Sweat &Tears, Fran Cosmo the former lead singer of Boston, Daryl
Stuermer of Genesis/Phil Collins and Three Dog Night.

will take place August 2, 3 and 4.
19. REPORT FROM THE VILLAGE CLERK- Early Voting for the April 9, 2013
Consolidated Election will be taking place at the Elk Grove Village Hall in Room D from
Monday, March 25, 2013 through Saturday, April 6, 2013. Voting hours will be 9:00 a.m. to
5:00 p.m. Monday through Saturday.

21. REPORT FROM THE VILLAGE MANAGER—The Fiscal Year 2013/2014 Budget
Meeting will take place next Tuesday, March 19, 2013 at 6:00 p.m. in Room E of Village Hall.
22. NEW BUSINESS -None
AUDIENCE—8:33 p.m. —Anna Villarreal, District Executive, from Boy Scouts of America and
Aaron Vikemyr introduced themselves to the Mayor and Village Board. They provided
information about a community leadership breakfast they are sponsoring to help raise funds for
the Boy Scouts of America. The event is being held in Elk Grove Village at the Sheraton Suites.
Invitations were extended to the Mayor, Village Board and staff. The event is taking place April
24,2013 at 7:00 p.m.
