MINUTES OF THE REGULAR MEETING
OF THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON FEBRUARY 21,2012
Chairman Shapiro called the meeting to order at 5:30 p.m. in the Charles J. Zettek Building,
901 Wellington Avenue, Elk Grove Village, and noted for the record that the following
members were present: Chairman Alan J. Shapiro DDS, Secretary E. Butch Ehrke, and
Commissioner Michael P. Kontek.
It was moved by Commissioner Kontek and seconded by Commissioner Ehrke that the
minutes of January 17, 2012 meeting be approved as submitted and that the Board dispense
with the reading thereof. The motion was voted upon by acclamation whereupon Chairman
Shapiro declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
1. Stanard&Associates, Inc., Invoice SA000019437 dated 02/21/2012 in the amount
of$2,765.00 for psychological evaluations for seven (7) firefighter candidates.
2. Stanard& Associates, Inc., Invoice SA000019331 (1 of 2)dated 01/31/2012 in the
amount of$5,717.00 for custom written examination for police sergeant promotional
process, development of assessment exercises, consulting, and travel expenses.
Invoice 2 of 2 to follow.
3. Theodore Polygraph Service, Invoice 3121 dated 02/01/2012 in the amount of
$945.00 for polygraph examinations for seven police officer candidates.
4. Theodore Polygraph Service, Invoice 3126 dated 02/07/2012 in the amount of
$270.00 for polygraph examinations for two police officer candidates.
It was moved by Secretary Ehrke and seconded by Commissioner Kontek that the Board
authorize the disbursement of funds for payment. The motion was voted upon by acclamation
whereupon the Chairman declared the motion carried.
CORRESPONDENCE
1. Order of Suspension dated 01/25/2012 to Police Officer for violating Rules and
Regulations of the Elk Grove Village Police Department, Section 26.1.1A, Rules of
Conduct, Rule 49 (failure to appear in court). One day suspension to be served on
February 6, 2012.
2. Order of Suspension dated 01/24/2012 issued to Police Officer for violating Rules
and Regulations of the Elk Grove Village Police Department, Section 26.1.1A, Rules
of Conduct, Rule 46 (failure to operate a Village vehicle in a safe manner). One day
suspension to be served on February 1, 2012.

3. Written Reprimand dated 02/16/2012 to Police Officer for violating Rules and
Regulations of the Elk Grove Village Police Department, Section 26.1.1A, Rules of
Conduct, Rule 46 (failure to operate a Village vehicle in a safe manner).
4. Appointment letters to four firefighters to be hired on April 9, 2012:
Ryan M. Bruess, Donald A. Hoffrnan, Jr., Mark A. Pelletreau, and Mario A.
Gutierrez.
OLD BUSINESS
1. Discussed police sergeant testing process and schedule.
2. Discussed police officer candidate scheduling.
3. Discussed firefighter hiring process.
NEW BUSINESS
1. Commission instructed secretary to contact Stanard& Associates to schedule
meeting to discuss fire lieutenant promotional process.
ELIGIBILITY LIST/HIRING STATUS
1. Police Officer—ten vacancies; authorized to hire four. Final eligibility list contains
56 candidates and will expire on January 16, 2014.
2. Firefighter—one vacancy. Eight names remain on the final eligibility list published
on November 4, 2011; fifty-nine names remain on the preliminary eligibility list.
List is scheduled to expire on January 7, 2013.
3. Police Sergeant —New promotional process commenced on February 16, 2012.
4. Fire Lieutenant—Ten names appear on the eligibility list scheduled to expire on
January 6, 2012. However,per agreement with IAFF Local 2340, list will remain in
effect until April 6, 2012. Next promotional process to commence on or after May
21, 2012 per notification to IAFF Local 2340 dated May 21, 2011.
ADJOURNMENT
It was moved by Commissioner Ehrke and seconded Commissioner Kontek that the meeting
be adjourned. The motion was voted upon by acclamation whereupon Chairman Shapiro
declared the motion carried. The meeting adjourned at 5:45 p.m.
