CONSENT AGENDA A) Consideration to authorize a public hearing before the Plan Commission to hear the petition of Robert Troch for a special use permit and text amendment to Section 7E-3:A of the Zoning ordinance to allow the operation of a commercial parking lot for private vehicles in the I-2 Industrial district at 2401 Pan Am Boulevard. (The owner of the property is petitioning for a special use permit for the purpose of creating a parking facility for trucks/trailers from local industrial businesses. The property at 2401 Pan Am Boulevard is partially occupied by an existing business. The other portion of the parcel is vacant. Based on inquiries from local businesses, the owner feels that a market exists for long-term truck/trailer parking in the area. (Under the current zoning ordinance, commercial parking for private vehicles is not listed as a permitted, special or prohibited use. Therefore, the petitioner is seeking a text amendment to allow commercial parking in the I-2 zoned district. (Staff has reviewed the subject petition and has no major objections to the proposed use of the property. A public hearing date has yet to be determined. (A report from the Assistant to the Village Manager, recommending approval, is attached. ) Agenda for VB Meeting 9-9-97 • 2 B) Consideration to authorize a public hearing before the Plan Commission to hear the petition of AT&T Wireless Communications for a special use permit to increase the height of an approved monopole antenna located in the I-1 zoned district at 1060 Oakton Avenue. (AT&T previously received a special use permit to construct a 112 foot monopole antenna on the new Fire Station property at 1060 Oakton Avenue. Based on engineering tests of the antenna location, AT&T is requesting to increase the monopole to 120 feet in order to maintain call quality on their wireless phone system. (Staff has reviewed the petition and has no objections. A public hearing date has yet to be established. (A report from the Assistant to the Village Manager, recommending approval, is attached. ) C) Consideration to award a professional services contract to the lowest responsive and responsible bidder, All-Tech Decorating, Lemont, IL to provide labor, equipment and materials for exterior and interior painting of the Meacham Road Fire Station in an amount not to exceed $14, 950. (Bid specifications were provided to thirteen (13) potential vendors of which five (5) responded. Upon review of the bids submitted, All-Tech, Decorating was determined to have the lowest responsive and responsible bid. All-Tech has provided painting services to the Village in the past with satisfactory results. (Sufficient funds are budgeted and available for this request. (Reports from the Purchasing Agent and Fire Chief, recommending approval, are attached. ) D) Consideration to award a professional services contract to the lowest responsive and responsible bidder, Meat Cleaning service, Chicago, IL to furnish custodial services at the Fire Administration Building and Landmeier Public Works Facility for a nine-month period in an amount not to exceed $21, 663 . 77. Agenda for VB Meeting 9-9-97 3 (Bid specifications were submitted to fourteen (14) potential vendors of which five (5) responded. Upon review of the bids received, Neat Cleaning Service was determined to be the lowest responsive and responsible bidder. (Under the terms of the contract, Neat Cleaning Service will provide general custodial services at the Fire Administration and Landmeier Public Works Facility. In addition, the contract provides for management of the paper products inventory and floor stripping services at both locations. (The Village's current custodial contract was extended for an additional two months at the July 28, 1997 Village Board meeting so that Village staff could review the bids submitted and develop an implementation plan for the new custodial contract. Under the new contract, Neat Cleaning Service will assume responsibility of the custodial duties on October 1. In accordance with the bid specifications, the contract will last for a nine-month period through .. _ June 30, 1998. If the Village is satisfied with Neat Cleaning Service's performance the contract will be renewed on July 1, 1998 and extended to April 30, 1999 in accordance with the fiscal year calendar. The contract includes 4 annual renewal options. (Sufficient funds are budgeted and available for this request. (Reports from the Purchasing Agent and Director of Public Works, recommending approval, are attached. ) E) Consideration to allow Firefighters George Burger and Matthew Reidy to attend paramedic training at Northwest Community Hospital, Arlington Heights, IL from September 22 through January 16, 1998 at a total cost not to exceed $4, 000. (The Firefighters will attend an eight-week classroom session followed by three-weeks of clinical work in area hospital emergency rooms. After both sessions are completed, the Firefighters will have a five-day review session in preparation for The Illinois State examination in late January 1998. (Sufficient funds are included in the FY 1997-98 budget for this expense. ) Agenda for VB Meeting 9-9-97 4 F) Consideration to authorize Firefighter Michael A. Pestel, to attend Firefighter II and HazMat Operations training in Elgin, IL from September 15 through November 1, 1997 a total cost not to exceed $1, 450. (Firefighter Pestel was recently hired due to a retirement in the Fire Department. This training will qualify Firefighter Pestel for active duty.
