CONSENT AGENDA A) Consideration of a request (attached) from Elk Grove High School to waive the $50 business license fee for the 1995 Homecoming Parade, scheduled `for Friday, September 22, 1995 . (It has been the past practice of the Village Board to waive business license fees for other governmental agencies. (A report from the Director of Finance, recommending approval, is attached. ) 0 B) Consideration to award a service contract to the lowest responsive and responsible bidder, All Tech Decorating, Lemont, IL to furnish all labor, equipment, and materials related to the painting of the interior/exterior of Biesterfield Fire Station 7 and the exterior of the Fire Administration in an amount not to exceed $11 ,930. (The FY 95-96 budget contains funds for the painting of Fire Department facilities. Bid specifications were provided to (9) nine potential bidders of which six responses were received. Each bidder was required to provided a lump sum total to complete the project based on quantity and material required to paint both facilities. Upon review of the bids submitted, All Tech Decorating was determined to have the most responsive and responsible bid. Agenda for VB Meeting 9-26-95 -2- (A reference check was completed on All Tech Decorating as a part of the bid review. All Tech Decorating has proven to provide satisfactory services and meets all required bid specifications. (Reports from the Purchasing Agent and Fire Chief, recommending approval, are attached. ) C) Consideration to award a purchase contract to the lowest responsive and responsible bidder, St . Aubin & Brothers, Inc. , Kirkland, IL, to furnish and plant 150 balled and burlapped deciduous shade trees in an amount not to exceed $137. 85 per tree in a total amount not to exceed $20, 677.50. (A total of $30,000 is budgeted in FY 95-96 for the purchase of 150 trees throughout the Village. This contract represents a 31% decrease under the budgeted amount . (in addition, St . Aubin & Brothers has agreed to participate in the Village 's Private Tree Planting Program. Under the terms and conditions in the Village 's contract, the resident 's cost will be $179 . 80 per tree. This includes tax and planting on private property. All orders and payments will be exchanged between St . Aubin and the resident. (Reports from the Purchasing Agent and Director of Public Works, recommending approval, are attached. ) D) Consideration to award a snow plowing contract to McKay Contractors, Inc. , Chicago, IL to provide snow plowing services for the 1995196 winter season in an amount not to exceed $45,000. (At the 9112195 Village meeting, the Village Board authorized staff to negotiate a snow plowing contract with McKay Contractors who was the apparent low bidder for the project . This authorization was granted due to the exceptions and duration in the formal bids received on 911195 . (Every contractor bidding required a minimum guarantee of work. The minimum guarantee for McKay will be $40,960, which was their low bid exception. (McKay will provide 9 pieces of snow plowing equipment under the contract when requested by the Village. The equipment includes dump trucks with plows, endloaders; and supervisors in plow vehicles. (Reports from the Purchasing Agent and Director of Public Works, recommending approval, are attached. E) Consideration to award a purchase contract to the lowest responsive and responsible bidder, Akzo Nobel Salt, Inc. , of Clarks Summit, PA, for the purchase and delivery of rock salt in an amount of $27. 12 per ton for a total cost not to exceed $81 ,360. Agenda for VB Meeting 9-26-95 -3- (Akzo Nobel Salt, Inc. , was awarded the contract for rock salt under the joint purchase agreement with the State of Illinois. (The Village is required to purchase 70% of the amount ordered or 2, 100 tons at a price of $56,952. (Sufficient funds are budgeted and available for this expenditure. (Reports from the Purchasing Agent and Director of Public Works, recommending approval , are attached. ) F) Consideration to adopt RESOLUTION NO. 54-95 (attached) authorizing the Village President and Village Clerk to execute an agreement with the Cook County Highway Department for the installation and maintenance of a traffic signal system at the intersection of Landmeier Road and Tonne Road. (Two of the four legs of the traffic signal (Tonne Road and Landmeier Public Works facility) are owned by Elk Grove. It is, therefore, the Village 's responsibility to accept 50% of the maintenance and electrical energy charges for the traffic signal . The electricity is provided free of charge under our franchise agreement with Commonwealth Edison. (In addition, the Landmeier Fire Station has a preemption system on the traffic signal . The cost to maintain that system is 100% the responsibility of the Village. (The agreement with Cook County sets forth these responsibilities. A report from the Director of Engineering and Community Development recommending approval is attached. ) G) Consideration to adopt RESOLUTION NO. 55-95 (attached) authorizing the closing of traffic lanes on State and County highways for the 3rd Annual Motorola Half Marathon. (The Elk Grove Police Department will assist with traffic enforcement to facilitate the Motorola Marathon and minimize the impact on motorists in the area . In order to close lanes or place traffic signals on flashing red at Biesterfield/Rohlwing and Biesterfield/Meacham requires a permit by the State and County, if its on a non-emergency basis. Schaumburg is applying for the permit; however, a resolution agreeing to abide by the permit is necessary. (The acquiring of the permit is strictly a precautionary measure which will enable the Police Department to close lanes of traffic or have a red flashing signal, if necessary. The Police Department does not anticipate the need to close any lanes but would like the ability to do so if necessary. Agenda for VB Meeting 9-26-95 • -4- H) Consideration to adopt Resolution No. 56-95 (attached) regarding the redemption of outstanding general obligation bonds, series 1987 of the Village of Elk Grove Village (H.E.L.P. ) . (In 1987, The Village issued $5 million in general obligation bonds to provide the initial loss funds for the High-Level Excess Liability Pool (HELP) . The Village annually levies the tax required for the bond issue and subsequently abates that levy. The principal and interest payments on the bond issue are then paid by the 15 members of H.E.L.P. (Due to successful operations and no losses to date, H.E.L.P. now has sufficient funds available to redeem the remainder of the bond issue. By redeeming the bonds early, the Village will save over $31 ,000. (A report from the Director of Finance recommending approval and a letter from H.E.L.P. , requesting the Village 's compliance, are attached. ) I) Consideration to adopt ORDINANCE NO. 2448 (attached) amending Title 3, "Business and License Regulations", Chapter 2, "Occupation and Other and Business Taxes", Section 3-2-5, "Real Estate Transfer Tax. " (The current ordinance regulating Real Estate Transfer Taxes only provides for the collection of delinquent water and sewer assessments and penalties prior to issuing a stamp. This prohibits the Village from collecting current water and sewer assessments after a real estate transfer stamp is issued. (The amended ordinance will provide the Village with the ability to collect all water and sewer assessments prior to issuing a transfer stamp. This will ensure that all outstanding utility bills are paid before a real estate transfer is made. (A report from the Director of Finance, recommending approval, is attached. ) J) Consideration to adopt ORDINANCE NO. 2449 (attached) , granting a variation of sections 3-6:B, 3-6:D and the bulk regulations of section 7-1 and section 4-3-1 C. and D. to permit the location of a principal structure in two front yard areas and a reduction in the number of parking spaces required for property located at 2180 Pratt Boulevard, Elk Grove Village (Material Sciences Corp. ) (This item also appears under the unfinished business of the Village Attorney portion of the agenda . K) Consideration to adopt ORDINANCE NO. 2450 (attached) , granting a variation of Sections 3-6:B and 3-6:D and the bulk regulations of Section 7-1 of the zoning Agenda for VB Meeting 9-26-95 • -5- ordinance to permit the construction of a room addition which would encroach approximately 2 .5 feet into a required front yard for property located at 1803 Oriole Drive, Elk Grove Village (FANK) . (This item also appears under the unfinished business of the Village Attorney portion of the agenda . L) Consideration to adopt ORDINANCE NO. 2451 (attached) granting a Special Use Permit to Cedarwood Development, Inc. , to permit the construction and operation of a retail office furniture supply facility in an I-1 industrial zoned district located at the southwest corner of Oakton Street and Busse Road. (This item also appears under the unfinished business of the Village Attorney portion of the agenda . ) M) Consideration to adopt ORDINANCE NO. 2452 (attached) granting a variation of section 3-6:D. 1 of the zoning ordinance to permit the construction of a fireplace that would extend 1 . 85 feet into the required eight (8 ') foot sideyard property located at 898 Debra Lane. (This item also appears under the unfinished business of the Village Attorney portion of the agenda . ) 7. REGULAR AGENDA A) Consideration to authorize Lexington Homes Development Company to construct and maintain two (2) Rohlwing Road entryway monument signs for the Hunting Chase Subdivision located at the southeast corner of Rohlwing and Biesterfield Roads. (According to the Village 's Annexation Agreement, Lexington Homes is permitted to construct and maintain (2) two monument signs on Rohlwing Road as long as they are substantially in accordance with the plans previously submitted as Exhibit H of the agreement . A copy of the exhibit is attached. The only difference between the signage is that the original proposal used brick and the revised proposal uses stone. (The Director of Engineering & Community Development has reviewed the plans and finds them to be in accordance with the terms of the agreement . Office Max - At the 9-12-95 Village Board meeting the Village Board directed the Village Attorney to prepare an ordinance granting a special use permit to allow the construction of an office furniture & supply store in the I-1 district located on the southwest corner of Oakton Street and Busse Road. Agenda for VB Meeting 9-26-95 -7- c. 1803 Oriole Drive - At the 9-12-95 Village Board meeting, the Village Board directed the Village Attorney to prepare an ordinance granting a variation to construct a room addition that would encroach into required front yard, (PH 8-29-95) . d. 2180 Pratt Boulevard - At the 9-12-95 Village Board meeting, the Village Board directed the Village Attorney to prepare an ordinance granting a variation for use of yard for structures of corner lots and reduction of off-street parking spaces regulations (PH 8-29-95) . 18. CONSENT AGENDA (continued) N) Consideration of a request (attached) from Jack Coffman, Property Manager for the Hampton Farms Townhome Condominium Association, for a variation from Section 8-8-1-3A. 4, paragraphs a . and b. of the Municipal Code to permit the construction of driveways which exceed a width of twenty (20 ') feet at the property line and twenty-six (261) feet at the curb at 21 locations in Phase I of the Hampton Farms subdivision. (According to the Municipal Code, the maximum allowable width of driveways at the property line and curb are twenty (201) and twenty-six (261 ) feet respectively. The petitioner is seeking a variation to construct driveways which exceed these widths at 21 locations in the Hampton Farms subdivision. (when Centex constructed the Hampton Farms subdivision in the 1980 's they installed landscape islands between the driveways of three and four car-attached garages in order to meet, the Village 's requirements for driveway width. Over the years the cost of maintaining the landscape islands has proved to be expensive due to damage from snowplowing and the application of salt which adversely affects the vegetation. (Information on this item was previously distributed to the Village Board. ) O) Consideration to authorize the Plan Commission to hold a public hearing on the petition of Rainbow Fish House, Inc. , Franklin Park, IL for a Special Use Permit to allow the construction of a food processing facility in an I-2 Industrial zoned district . (Rainbow Fish House is petitioning for a Special Use Permit for the purpose of constructing a frozen fish processing facility at 950 Chase Avenue. This operation is allowed as a Special Use in I-2 zoned districts. Therefore, a public hearing on this matter is required.
