6. CONSENT AGENDA
A) Consideration of a request (attached) from Arthur
Briesch, 620 Fairfield Circle, for a variation from
Section 8-8A-3A. 1 , of the Municipal Code to permit the
construction of a driveway and apron with decorative
brick pavers and from Section 8-8A-3A. 4 paragraphs a .
and b. of the Municipal Code to permit a maximum
driveway width of 24 . 5 feet at the property line and
28 . 5 feet at the curb.
(The Municipal Code requires driveways in
residential areas to be constructed of concrete or
asphalt . The paving specifications for the proposed
brick material indicate that it is capable of
supporting the vehicular weight anticipated at this
location.
(The petitioners have stated that they are
willing to pay for all costs for removal and
replacement of the decorative paving should the
Village need to do work on the apron.
(In addition, the maximum driveway widths at the
property line and curb permitted under the Municipal
Code are 20 feet and 26 feet respectively. The
petitioner is seeking a variation to construct a
driveway width not more than 24 . 5 feet at the property
line and 28 .5 feet at the curb. The existing driveway
is 28 feet wide adjacent to the 3-car garage.

B) Consideration of a request (attached) from Mr. and
Mrs. Wegrzyn, 1021 Carpenter Court, to receive a
variation from Section 8-8A-3A. 4, paragraphs a. and b.
of the Municipal Code to permit a maximum driveway
width of 30 feet at the property line and 34 feet at
the curb.
(The maximum driveway width at the property line
and curb permitted by the Municipal Code are twenty
(20) feet and twenty-six (26) feet respectively. The
petitioners are seeking a variation to construct a
driveway width not more than 30 feet at the property
line and not more than 34 feet at the curb.
(The petitioners are requesting the variation to
provide better access to their 3-car garage and to
eliminate an existing code violation. The existing
driveway and apron currently violate Section 8-8A-3A. 1
of the Municipal Code which requires the width of the
driveway be the same width as the apron. The existing
driveway is 30 feet while the apron is only 20 feet .
The driveway was widened in 1972 prior to the adoption
of the ordinance regulating driveway widths.

C) Consideration of a request (attached) from John Bria,
705 Ruskin Drive, to receive a variation from Section
8-8A-3A. 4 , paragraphs a . and b. of the municipal Code
to permit a maximum driveway width of 36 feet at the
property line and 42 feet at the curb.
(The maximum driveway widths at the property
line and curb permitted by the Municipal Code are
twenty (20 ' ) feet and twenty-six (26 ' ) feet
respectively. The petitioners are seeking a variation
to construct a driveway width not more than 36 feet at
the property line and not more than 42 feet at the
curb.
(The petitioner is planning to pave a 12 feet
wide grass parkway that separates two 18 feet wide
aprons. The existing driveway and apron currently
violate 'Municipal Code Section 8-8A-3A. 1 . , which
requires the width of the driveway be the same width
as the apron. Approval of this variation will allow
the owner to eliminate the existing code violation .
The driveway met code when constructed because' the
ordinance regulating driveway widths was not enacted
until 1976.

D) Consideration to reject all bids received for the
purchase of 1996 Police vehicles.
(Schmerler Ford was the only dealer to bid on
1996 Police vehicles. Chevrolet no longer produces
the Caprice police package car so no bids were
received from them. The Village can save money by
purchasing Ford squad cars off of the State contract
rather than through the bid submitted by Schmerler
Ford.
(The Police Department is reviewing options for
1996 replacement squads and will be making a
recommendation within the next few months. )
E) Consideration to authorize the Director of
Engineering and Community Development to attend the
1995 International Public Works Congress & Exposition
in Dallas, Texas from September 23 through 27, in an
amount not to exceed $1 ,300.
(Sufficient funds are budgeted and available for
this expense. )
F) To authorize payment of $1 ,212 . 75 in dues to the
Illinois Municipal League for Fiscal Year 1995-1996.
(The dues amount reflects no change from last
year 's dues payment .
(The Illinois Municipal League (IML) represents
municipalities on legislation pending before the
General Assembly. In addition, our dues payment
includes subscriptions to the Illinois Municipal
Review which is a monthly publication that contains
information on programs and activities of other
municipalities.
(Sufficient funds are budgeted and available for
this expense. )
G) Consideration to extend a maintenance contract with
Aldridge Electric to provide maintenance of
Village-owned traffic signals and overhead street
lights for a period of May 1 , 1995 to April 30, 1996,
in the amount of $6, 454 . 80.
(The low bid contract awarded to Aldridge
Electric in 1993 included two (2) one-year options to
extend the contract . Based upon the excellent service
provided by the company, it is recommended that the
second one-year option be accepted by the Village.
The cost is the same as last year. This contract will
be in effect from May 1 , 1995 until April 30, 1996 .
(The contract covers the maintenance of Village-
owned traffic signals at six intersections . In
addition, the contract includes the maintenance of

twenty-seven overhead street lights on Touhy and
Elmhurst Roads.
(Sufficient funds are included in the 1995-96
Fiscal Year Budget for this expenditure.
(Reports from the Purchasing Agent and Director
of Public Works, recommending approval, are attached. )
H) Consideration of the following:
-- to waive the formal bidding process;
-- to award a sole source purchase contract to
Physio-Control , Inc. , Redmond, Washington to
furnish and deliver two (2) Life Pak
defibrillators in an amount not to exceed
$15, 190. 50; and
-- to declare as surplus property, two (2) 10-year
old defibrillators to be used as a trade-in for
this purchase, in the amount of $2, 000.
(The fiscal year 1995-96 budget includes funds
for the replacement of two (2) defibrillators which
are currently 10 years old.
(Physio-Control Inc. is the sole source provider
of Life Pak defibrillators on which the Fire
Department is currently standardized. By
standardizing on this product the Village gains
several benefits, including maintenance and service
under current agreements, interchangeable batteries,
and standardization of personnel operating procedures.
(The cost per each unit is $8, 995 for a total of
$17,990. This amount is reduced by the trade-in of
two existing units as well as a $799 . 50 discount
received by the Village for a total cost of
$15, 190. 50. This is a decrease of 15% under the
amount budgeted for this purchase.

I) Consideration to increase a professional service
contract with Testing Service Corporation, Carol
Stream, IL to provide construction material
engineering services required for the 1995 MFT Program
and Private Participation Concrete Program in the
amount of $5, 000. 00 for a total contract amount not to
exceed $13, 000. 00.
(The original contract amount approved at the
March 14 , 1995 Village Board meeting was insufficient
to perform all of the testing required by IDOT for our
MFT program. All unit testing prices are the same as
the original proposal received and accepted earlier
this year. This increase will provide sufficient
balance for the remainder of these projects.

recommending approval, is attached. )
J) Consideration to award a contract to the lowest
responsive and responsible bidder, Bartlett Heating
and Air Conditioning, Mt . Prospect, IL to furnish and
install equipment to improve the HVAC system in the
Police Department in an amount not to exceed $131 , 597 .
(A total of five (5) bids were received and
reviewed by the Public Works Department along with the
Village 's consultant, Patrick Engineering, Inc. , who
prepared the specifications for the project . Bartlett
Heating and Air Conditioning was determined to be, the
lowest responsive and responsible bidder.
(The work entails replacing 2 condensing units;
installing certain duct work; testing and balancing
the system, and electrical work. Bartlett is familiar
with the mechanical systems involved in this project
by virtue of their role as maintenance contractor for
all Village HVAC systems. In addition, Bartlett has
performed similar installations for local
municipalities and school districts in the past and
has performed satisfactorily.
(Sufficient funds are budgeted and available for
this expenditure.

K) Consideration to adopt ORDINANCE NO. 2447 (attached)
granting a Special Use Permit to allow Northwest
Central Dispatch to place a radio communication
antenna on top of the Biesterfield/I-290 water tower
and the installation of an equipment box on Village
property.
(At the 8/8/95 Committee of the Whole meeting,
the consensus of the Village Board was to grant
Northwest Central Dispatch Systems (NWCDS) permission
to place a 10 . 5 foot whip-antenna on top of the west
side water tower. This antenna will substantially
improve radio communication between Village public
safety personnel and the NWCD system, thereby,
increasing safety to Village residents and businesses .
