CONSENT AGENDA A) Consideration of a request (attached) from Sharon Harrod, 624 Chelmsford, for a variation from Section 8-8A-3 .A1 of the Municipal Code to permit a driveway to be constructed with concrete paving bricks. (The Municipal Code requires driveways in residential areas to be constructed of concrete or asphalt . (The petitioner is proposing to replace the entire existing driveway with decorative paving brick. The paving specifications submitted indicate that the proposed material is capable of supporting the weight of vehicles on the driveway. (A report from the Director of Engineering & Community Development, recommending approval, is attached. ) B) Consideration of a request (attached) from Larry Laube, 1495 Morgan Drive, to grant a variation to Section 8-12B-1-1D, Easements of the Municipal Code to permit the location of a swimming pool 2 feet into a public utility and drainage easement . (The petitioner recently constructed an 18-foot round, above ground swimming pool which encroaches 2 feet into the existing 10-foot utility easement . The cause for the encroachment was a measuring miscalculation on the part of the petitioner. All Agenda for VB MeetOg 06-27-95 • -2- other regulations have been complied with by the petitioner. (The petitioner has been granted permission to encroach upon the easement by Ameritech, Commonwealth Edison, Northern Gas, and Continental Cablevision. The Department of Engineering and Community Development has determined that there are no Village owned utilities in the easement. (The Village will retain the right to utilize the easement in the future with restoration of the- easement limited to its existing state prior to the construction of the pool . (A report from the Director of Engineering & Community Development, recommending approval, is attached. ) C) Consideration of a request (attached) from Richard Penley, 250 Yarmouth Road, for a variance from Section 8-8A-3 .A1 of the Municipal Code to permit a driveway to be constructed with concrete paving bricks. (The Municipal Code requires driveways in residential areas to be constructed of concrete or asphalt. (A report from the Director of Engineering & Community Development, recommending approval, is attached. ) D) Consideration of a request (attached) from the Elk Grove Village Public Library to waive the $25 business license fee for their coin-operated vending machine. (It has been the past practice of the Village Board to waive the business license fees for other governmental agencies. (A report from the Assistant Director of Finance is attached. ) E) Consideration of a request (attached) from the Alexian Brothers Medical Center Auxiliary Thrift Shop to waive the $100 business license fee for the retail sales conducted in the thrift shop. (It has been the past practice of the Village Board to waive the business license fees for not-for-profit agencies. (A report from the Finance Director is attached. ) Agenda for VB Meetong 06-27-95 • -3- F) Consideration to increase the FY 1995-96 Village Manager 's budget in the amount of $1 , 750 for purposes of establishing an Internet presence. (At the June 13, 1995 Committee of the Whole meeting, the consensus of the Village Board was to initiate an Internet "home page" for the purpose of Economic Development marketing of the Village on the World Wide Web. The cost for this project will be approximately $1 , 750. About $700 is start-up costs to purchase such items as a modem, software and a telephone line. The remaining costs are recurrent service provider fees, Internet name fee, phone costs etc. These funds will be added to the Village Manager 's Office budget which includes all Economic Development activity. (A report from the Assistant Village Manager dated May 22 is attached. ) G) Consideration to award a professional service contract to Gerard Printing, Elk Grove, IL for the typesetting and three (3) business newsletters in an amount not to exceed $12, 629 . (A request for proposal was sent to eight (8) firms for the typesetting and printing of residential and business newsletters. A total of four (4) firms responded. (Gerard Printing submitted the lowest cost proposal . We have used Gerard in the past and have been satisfied with their work. (Sufficient funds are budgeted and available for this purpose. (A report from the Administrative Assistant, recommending approval is attached. ) H) Consideration of the following: -- to award a purchase contract to the lowest responsive and responsible bidder, Total Solutions Group (TSG) , Bloomington, MN for the purchase of a Mannesman Tally Model MT961 line matrix printer for use on the AS-400 computer in an amount not to exceed $9,387; and -- to declare an IBM 4214-2 printer as surplus property to be used as trade-in credit on this purchase in the amount of $300. (The FY 1995-96 budget includes funds for a new printer which will print optical character recognition (OCR) on our utility bills and payroll checks. The OCR feature will improve the speed and accuracy of all Agenda for VB Meeting 06-27-95 data entry functions included in facilitating these tasks. (Formal bids were solicited from eight (8) companies of which two (2) responded. Total Solutions Group (TSG) had the lowest prices. Upon review of the performance of both printers, Total Solutions Group (TSG) was also found to be the lowest responsive and responsible bidder. (The bid price of $9, 687 reflects the trade-in value of $300 for the Village 's existing IBM printer. (Reports from the Purchasing Agent and Data Processing Supervisor, recommending approval are attached. ) I) Consideration to award a professional services contract to the lowest responsive and responsible bidder, Jaclynn, Inc. , Arlington Heights, IL, for grass mowing and maintenance of 5 state and county right-of-ways on a bi-weekly basis in an amount not to exceed $8,919 . (Due to the completion of the Elk Grove Boulevard/Reverend Morrison Enclosure Project and the Fire Administration building, a greater amount of personnel time is devoted to maintain the areas and keep the areas aesthetically acceptable. As a result, additional in-house personnel time has been assigned to this maintenance, thus incurring the need for a private contractor to maintain the State & County rights-of-way. Funds were included in the FY 195- 196 budget for this purpose. (The low bid amount submitted provided a per cutting price of $991 , which included basic mowing and litter cleaning at each location. At this point in the season each location will need to be cut 9 times based on a bi-weekly mowing schedule for a total contract amount of $8,919 . (I.D.O. T. and Cook County only provide minimal maintenance at their locations which causes the property to become unkempt and poses site and/or safety problems. Traditionally, the Village has assumed additional responsibility for these locations as a service to residents. The rights of way to be cut include Meacham Road, Norge Road, Rohlwing Road, Arlington Heights Road, and "Little" Higgins. (Reports from the Director of Public Works and Purchasing Agent, recommending approval, are attached. ) Agenda for VB Mee•g 06-27-95 • -5- J) Consideration of the following: -- to award a service contract to Neri Brothers Construction, Inc. Medinah, IL, for the construction and installation of approximately 3, 400 lineal feet of 10-inch watermain on Rohlwing Road from Elk Grove Boulevard to Landmeier Road, excluding the portion between Tower and Laurel, in an amount not to exceed $331 , 705; and -- to increase the Water and Sewer General Fund by $31 , 705 for this project . (Bids were solicited from thirteen (13) companies of which eleven (11) responded. Each bid submitted included two pavement restoration alterations, bituminous concrete and Portland cement. The lowest responsive and responsible bidder was determined to be Neri Brothers Construction, Inc. (Neri Brothers has completed work for several neighboring communities within the last two years, including Roselle, Bloomingdale, Glen Ellyn, Barrington, and Winfield. A check of their references revealed that they have completed their work on time; established a good working relationship with municipalities; and have the experience necessary for this project . (A report .from the Director of Engineering & Community Development recommending approval, is attached. ) K) Consideration of a request from the North West Housing Partnership (attached) to waive all fees related to building and engineering permits for an 80-unit independent senior housing facility at 912 Landmeier Road. (This item was discussed at the June 13, 1995 Committee of the Whole meeting. it was the consensus of the Village Board to waive all fees associated with building and engineering permits only. Approximately $25,000 of the work bid is for the Village; the remaining $77, 148, is estimated work for residents and businesses which will be collected prior to commencement of the replacement work. (To date, about 300 residents and businesses have expressed an interest in the program. The cost for the program is somewhat higher this year due to an anticipated shortage of concrete. (Reports from the Director of Public Works and Purchasing Agent, recommending approval are attached. ) Agenda for VB Meet g 06-27-95 O -7- M) Consideration to adopt RESOLUTION NO. 38-95 (attached) determining the appropriateness for class 6(B) status pursuant to the Cook County Real Property Classification Ordinance as amended January 1 , 1995 for certain real estate owned by Circuit Systems at 2400 Lunt Avenue which has been vacant for several years. (Circuit Systems plans to undertake substantial renovation, rehabilitation, and repairs to an existing building at 2400 Lunt Avenue. This building has been vacant for several years. (The tax incentive allows a property tax assessed valuation reduction from 36% to 16% of the fair market value for an eight-year period. The class 6(B) status applied to the renovation of this facility. (An additional $3,000,000 will be added to the tax base and 60 new jobs will be created as a result of this renovation. (A report from Economic Development recommending approval, and a letter from the consultant representing the petitioner requesting 6-B status are attached. ) N) Consideration to adopt ORDINANCE NO. 2435 (attached) prohibiting the use of skateboards, rollerblades, and bicycles on tennis courts. At the 6113195 Village Board meeting, a request was deferred to permit a driveway width of 24 feet at the property line and 28 feet at the curb at 285 Walter Avenue (Johnson) . 3 .
