Accounts Payable Warrant : July 21 , 1994 6. CONSENT AGENDA A) . Consideration to authorize the Plan Commission to hold a public hearing on the petition of Nextel Communications for a Special Use Permit to locate an antenna and equipment shed at the water tower site located off Pratt Boulevard. (This item was discussed at the July 12, 1994 Committee of the Whole Meeting. (A public hearing is scheduled for August 3, 1994 before the Plan Commission. ) B) Consideration to increase a professional service contract previously awarded to Freidman, Eisentein, Raemer and Schwartz (FERS) , the Village auditors by $1,200 to perform a grant audit of the Northeastern Metropolitan Narcotics Drugs Enforcement Group grant to Elk Grove for a total contract amount not to exceed $19,200. (The Village Board awarded a contract to FERS on April 12, 1994 in the amount of $18,000 to audit Village funds. The $1,200 increase is needed to perform additional audit services as required by the Illinois Single Audit Act . (According to the Single Audit Act an audit is Agenda for VB Sting 7-26-94 -2- required if federal grant funds are received in excess of $25,000 during any year. At the time of our contract with FERS we had not reached the $25,000 limit required for an audit on this grant . (The federal funds received under the Metropolitan Enforcement Group grant totalled $30,000 and, therefore, must be audited. (A report from the Director of Finance recommending approval is attached. ) C) Consideration to award a contract to the lowest responsive and responsible bidder, John Neri Construction Corporation, Inc. , for the 1994 Eden Road Watermain Improvement Project in an amount not to exceed $20, 785 . (This section of watermain on Eden Road has experienced two main breaks and a service valve leak this past winter. Upon inspection of the watermain, it was found to have significant corrosion. (The Village has utilized John Neri Construction on a past watermain project . This company performed well on that project. (A report from the Director of Engineering and Community Development, recommending approval is attached. ) D) Consideration to authorize payment of Suburban O 'Hare Commission dues for fiscal year 1995 at a cost of $1 . 00 per capita, totaling $33,429. (The Suburban O 'Hare Commission represents a total of 13 municipalities on issues of O'Hare Airport noise and air pollution. SOC is active in opposing further expansion of O 'Hare Airport as well as efforts to locate a third airport in the region, (The amount of the dues reflects no increase from last year's dues. ) E) Consideration of the following: -- to adopt RESOLUTION NO. 37-94 (attached) approving a grant of easement between the Village of Elk Grove Village and owners of record for property located at 1465 William Clifford Lane (Hassan) ; and -- to adopt RESOLUTION NO. 38-94 (attached) approving a grant of easement between the Village of Elk Grove Village and owners of record for property located at 1461 William Clifford Lane (Zapfel) . (The easements are necessary to allow for the Agenda for VB Alting 7-26-94 -i- Village to perform improvements to an existing drainage swale located between 1461 and 1465 William Clifford Lane. This improvement will provide for an overland flow relief swale as recommended by our drainage consultant for William Clifford Lane. (A report from the Director of Engineering and Community Development, recommending approval is attached. ) F) Consideration of the following: -- to adopt RESOLUTION NO. 39-94 (attached) authorizing the Village President to execute an agreement between the Village of Elk Grove Village and the Illinois Department of Transportation and the Forest Preserve District of Cook County (Pedestrian Overpass -- Higgins Road) ; and -- to adopt RESOLUTION NO. 40-94 (attached) appropriating . funds in the amount of $263,925 for the construction of a pedestrian overpass over Illinois Route 72 (Higgins Road) approximately 800 feet west of Arlington Heights Road, identified as State Section 31B-1, State Job No. C-91-100-94. (The agreement provides for the construction of the 610 foot long and 16 foot wide Higgins pedestrian/bicycle overpass. The overpass will be located approximately 800 feet west of Arlington Heights Road. (The agreement outlines the responsibilities of the State and Village with respect to the construction of the overpass. The State is responsible for all construction and engineering matters and the Village is responsible to , pay a lump sum payment equal to 95% of our financial commitment to IDOT. The remaining 5% will be paid to IDOT upon completion of the project . The Village 's share is 25% of the cost of the bridge which is estimated in total at $1,055, 700. (The second resolution is needed for the appropriation of $263,925 for our share of the construction and engineering. The resolution also provides for the passage of a supplemental resolution, . if necessary, should the construction costs for the project increase.' (Funds are included in the Capital Project Fund for this expenditure. (A report from the Director of Engineering and Community Development, recommending approval, is attached.) Agenda for VB ting 7-26-94 • -4- G) Consideration of the following: -- to adopt RESOLUTION NO. 41-94 (attached) authorizing the Village President to execute an agreement between the Village of Elk Grove Village and the Illinois Department of Transportation (Biesterfield Road Section II) ; and -- to adopt RESOLUTION NO. 42-94 (attached) appropriating funds in the amount of $443,000 for the construction of roadway improvements on Biesterfield Road from Wellington Avenue to Arlington Heights Road, project No. STPM-6003 (929) Section 91-00035-01-WR. (The agreement provides for improvements under Phase II Biesterfield Road project . (The Village is responsible for all plan preparation and engineering supervision during this project. The Village is also responsible for all energy costs for lighting within the improvement area and for the maintenance costs associated with the interconnect of traffic signals from Wellington to Arlington Heights Road. Our share for the improvement is 20% or $443,000. (The second resolution is for the appropriation of funds in the amount of $443,000, which is required by the State. Funds are included in the Capital Projects Fund for the expenditure. (A report from the Director of Engineering and Community Development recommending approval is attached. ) H) Consideration to adopt RESOLUTION NO. 43-94 (attached) authorizing the Village President to execute an agreement between the Village of Elk Grove Village and Barton-Aschman Associates, Inc. for traffic engineering services at a cost plus fixed fee not to exceed $4, 679 . (The agreement is for traffic engineering services to determine the feasibility for a traffic signal interconnect system on Arlington Heights Road between Devon Avenue and Higgins Road. (Of three proposals received by the Village, Barton-Aschman 's proposal is the lowest cost at $4, 679. In addition Barton-Aschman specializes in traffic signal interconnect systems and is currently working with Lake and Cook Counties on similar CMAQ funded projects. Barton-Aschman 's familiarity with CMAQ funding requirements will also ensure that this project will meet those requirements. (Finally, Barton-Aschman 's working relationship Agenda for VB Muting 7-26-94 with Cook County will also be helpful in meeting County requirements for Arlington Heights Road. (Sufficient funds are budgeted and available for this expenditure. (A report from the Director of Engineering & Community Development, recommending approval, is attached. ) I) Consideration to adopt ORDINANCE NO. 2380 (attached) amending Title 5, Chapter 5, Section 5-5-1 , Fire and Ambulance Service outside the Village by providing for an increase in the rates for contracted services and non-contract per call and by deleting section 5-5-IB-2a, trailer homes, from the current rate structure. (The Village has contracts with and charges fees for fire and ambulance services for unincorporated residents located within our fire service boundaries. Our current rate for contracted services is $85 per year for all properties. For non-contracted services the Village charges per call for ambulances and $204 per call for each fire fighting apparatus exclusive of automobiles. These rates have been in effect since November 1 , 1983 . (To determine if a rate increase is appropriate the Finance Department researched the current cost to residents and businesses based upon taxes paid to the Village and tax revenue allocated to the Fire Department . Based upon this research, it is recommended that the current rate of $85 be increased to $100 for individual homeowners and association members (including trailer homes) and $115 for commercial and industrial properties. Currently trailer homes :are -a separate classification but the Village has no service contracts for trailer homes and there is no need to classify them separately. (For non-contract service it is recommended to increase per call ambulance charges to $130 and per call apparatus charges to $260. (This ordinance reflects the recommended changes by the Finance Department. (A separate agreement is held with the Forest View Fire Protection District to provide fire and ambulance services to 131 non-residents in the Braniger Estates Subdivision. The agreement is automatically renewed every year on November 1 . If any change is made to the agreement the Village must give the District a 90-day notice prior to. November 1 . Upon adoption of. this ordinance the Village will proceed to notify the Fire Protection District of the terms of the agreement to reflect the fee increase. At the 3-22-94 Village Board meeting the Village Attorney was directed to prepare an ordinance granting -Nelson -Marine a temporary variation to park boats on a gravel area, providing for a 4-year escrow agreement to accrue funds to pave the rear parking lot. 16.
