Call to Order 2. Invocation (Rev. Mark Clem, Pastor, Elk Grove Baptist Church 3 . Approval of Minutes of January 25, 1994 4 . President 's Report 5 . Accounts Payable Warrant 6. CONSENT AGENDA A) Consideration of the following: -- To approve the final payment to Techno, Inc. , Chicago, Illinois for the cleaning and painting of the Lively Boulevard water reservoir #8, and installation of a cathodic protection system in the reservoir in an amount of $244, 600; and -- To approve the Balancing Change Order for the water reservoir #8 improvements for a net decrease of $13, 600, from the contract price. (The Village Board awarded the contract to Techno, Inc. for the improvements to water reservoir #8 on 8/24/93 . (The decrease in the original amount of the contract is due to the elimination of pretreatment of the paint residue. This residue is normally classified as hazardous material due to lead which requires pretreatment before disposal . In this case the residue did not require pre-treatment . (A report from the Director of Public Works, recommending approval is attached. ) 0 Agenda for VB Meeting 2-8-94 -2- B) Consideration to authorize David C. Sindelar, Firefighter, to attend Paramedic certification training in Arlington Heights, IL from February 28, 1994 through June 10, 1994, at a cost not to exceed $1 ,463 .30. (Sufficient funds are available for this expenditure. ) C) Consideration to concur with the authorization of the Village Manager allowing William A. Knipp, Firefighter recruit to attend Firefighter and Haz/Mat First Responder Certification Class in Elgin, IL from February 7, 1994 to March 25, 1994, in an amount not to exceed $1 ,530. 40. (The recruit was hired on January 31 . The request was pre-approved due to the Fire Academy class beginning prior to the 2/8/94 Village Board meeting. (Sufficient funds are budgeted and available for this purchase. ) D) Consideration to adopt RESOLUTION NO. 9-94 (attached) authorizing release/retention of Executive Session Minutes of the Village of Elk Grove Village. (The resolution releases for public inspection certain Executive Session Minutes from January 1990 to December 1992 . ) E) Consideration of the following: -- To adopt RESOLUTION No. 10-94 (attached) authorizing the Village President to execute an agreement between the Village of Elk Grove Village and the North West Housing Partnership: -- To waive the Village building permit and inspection fees associated with the program; and -- To designate the Community Service Coordinator as the "liaison" as identified in the agreement . (The agreement provides for a program to rehabilitate single-family homes. The Partnership will administer Federal Community Development Block Grant (CDBG) funds for housing preservation activities. (The program will allow low to very low income Village residents to receive funds for home rehabilitation. Residents receive assistance in the form of grants, deferred loans and direct low interest loans. Permitted rehabilitation consists only of bringing homes into compliance with building codes or by making them more energy efficient . Agenda for VB Meeting 2-8-94 -3- (The Partnership will administer all aspects of the program, including applications, applicant background verification, determination of level and type of assistance, inspections, bid specifications, and payment for construction on work. However, a Village liaison will be needed to promote the program as well as coordinate inquiry referral and the local permit process. (The Director of Engineering and Community Development, Community Service Coordinator, and Village Attorney have reviewed the agreement and find it acceptable. (A report from the Director of Engineering and Community Development and Community Service Coordinator recommending approval was distributed previously. ) F) Consideration to adopt RESOLUTION NO. 11-94 (attached) authorizing the Village President to execute an agreement between the Village of Elk Grove Village and the Illinois Housing Development Authority. (The agreement provides for the Illinois Housing Development Authority (IHDA) to administer the Mortgage Credit Certificate Program on behalf of the Village. This program provides federal income tax credits to first-time home buyers, making homes more accessible to this group. (The funds for this program are provided by federal private activity bonds which will go through IHDA. The Village ceded its 1993 Federal bonding authority ($50 per capita) for this purpose last April . (A total of $1 , 671 ,450 is available to Village residents under this program. Residents must meet certain eligibility requirements, including income level and purchase price of home. In Elk Grove, townhomes and condominiums are within the price range of this program. (There is no cost or risk to the Village by participating in the program. IHDA issues bonds to fund the mortgages and the mortgages pay off the bonds. (A report from the Director of Finance recommending approval is attached. The Village Attorney has reviewed the agreement and finds it acceptable. G) Consideration to adopt RESOLUTION NO. 12-94 (attached) authorizing the Village President to execute a professional service contract between the Village of Elk Grove Village and Appraisal Systems to perform professional land appraisal services at a cost not to exceed $1 ,800. (The professional service contract will provide Agenda for VB Meeting 2-8-94 -4- the Village with land appraisals of available property to construct a new fire station and training facility. This item is listed in the five year capital projects list and involves the relocation of Landmeier Fire Station #8 to the new facility. (The recommended contractor, Appraisal Systems of Park Ridge, IL will be looking for a 3 to 5 acre site to accommodate the facility which could include a smoke tower, burn building, draft pit, drill yard and possible salt storage dome. (A report from the Fire Chief, recommending approval , is attached. ) H) Consideration to adopt ORDINANCE NO. 2348 (attached) issuing a certificate of authority to American Private Car to permit the issuance of a public passenger vehicle dispatcher license for dispatching of livery vehicles in the Village of Elk Grove Village. (The ordinance authorizes a certificate of authority to dispatch livery vehicles within the Village. (This item was discussed at the 1125194 public hearing and is on the unfinished business section of the Agenda . ) I) Consideration to adopt ORDINANCE NO. 2349 (attached) amending Title 4, Chapter 6, Municipal Waste System, of the Official Code of the Village of Elk Grove Village by establishing, therein, penalty provisions for the Village 's municipal waste system. (The ordinance adds a penalty (fine) provision to the municipal code for those single-family residents who refuse to pay for refuse collection. Currently non-paying residents are discontinued from refuse collection service by Waste Management and they dispose of their refuse by unknown means. The ordinance provides enforcement of the section of the Municipal Code that requires single-family residents to have refuse collection service. (A report from the Health Service Coordinator recommending approval is attached. ) J) Consideration to adopt Ordinance No. 2350 (attached) authorizing an ammendment to Ordinance 2342, General Obligation Bonds, Series 1994, Section 11 , Tax Levy. (The ordinance corrects an error in the tax levy schedule which appears in Ordinance 2342 for the General Obligation Bond refinancing adopted on 1111194 . The amended motion on this ordinance will correct the error by restating the tax levy for filing purposes. (When setting forth the amount in the ordinance Agenda for VB Meeti•2-8-94 • -5- for tax levy purposes to finance the bonds, bond counsel inadvertently placed the amount the Village was saving in that place. At the 1 /25/94 Village Board Meeting the Village Attorney was directed to prepare an ordinance granting a variation to AZexian Brothers Medical Center for a fence that would encroach 20 feet into the 25 foot set back. 2 . At the 1 /25/94 Village Board Meeting the Village Attorney was directed to prepare an ordinance granting a certificate of authority to operate a dispatching center to American Private Car Company. 16.
