A) Consideration of a request (attached) from Elk Grove
Public Library to waive the 1994 alarm user license
fee in the amount of $25 . 00.
(It has been the practice of the Village Board
to waive license fees for other governmental agencies.
(A report from the Director of Finance is
attached. )
B) Consideration of the following:
-- To approve the final pay estimate to Greco
Contractors, Des Plaines, Illinois for the Phase
II Drainage Improvements Project in an amount of
$6, 811 . 43; and
-- To approve the Balancing Change Order for the
Phase II Drainage Improvements Project for a net
increase of $11 ,923 . 47, from the contract price.
(Greco Contractors completed the project at a
total cost of $383, 760. 32, which is $11 ,923 . 47 above
the contract price. This increase was approved by the
Village Board at the September 28, 1993 Village Board
meeting. The additional cost was due to an increased

volume of material to be removed and a utility
conflict at Udall Park. Both circumstances were
unexpected.
(A report from the Director of Engineering and
Community Development recommending approval , is
attached. )
C) Consideration of requests (attached) from School
District #59 to waive the 1994 Alarm User License for
the following schools:
Admiral Byrd School
Clearmont School
Grove Jr. High School
Ridge School
Rupley School
Salt Creek School
for a total amount of $150. 00
(It has been the past practice of the Village
Board to waive license fees for other governmental
agencies.
(A report from the Director of Finance is
attached. )
D) Consideration to concur with the previous decision of
the Assistant Village Manager authorizing Patrol
Officers Janice Kopf, Cheri Norway, Kevin Finnen and
Gregory Gora to attend basic police recruit training
at the Chicago Police Academy from January 10 to April
12, 1994 at a cost per officer not to exceed $2, 608
and at a total cost not to exceed $10, 432 .
(The Police Officers were hired on December 17.
The first available police academy class began January
10, before the next available Village Board meeting.
This agenda item will confirm the authorization for
the four recruits to attend the academy) .
(Sufficient funds are budgeted and
available for this expenditure) .
E) Consideration to authorize Police Officer Thomas E.
Froelich to attend a crime prevention seminar in
Louisville, Kentucky, from January 31 to February 11 ,
1994 at a cost not to exceed $1 ,317. 000.
(This seminar is advanced D.A.R.E. officer
training.
(Sufficient funds are budgeted and available for
this expenditure. )
F) Consideration to award a professional service
contract to MTI, Elk Grove Village, Illinois, for
design and construction management services for the

Fire Administration building remodeling project in an
estimated amount of '$95,040.
(The Village Board approved an increase in the
Capital Projects Fund to cover the cost of this
service at the December 14, 1993 Committee of the
Whole Meeting.
(The costs include design fees (architect) in
the amount of $23, 760; construction management fees of
$35,280 (80 of construction costs) ; and reimburseables
of $36,000 (i . e. rubbish removal, temporary
enclosures, fencing. )
(MTI will oversee the construction management of
the project, including the review and preparation of
necessary drawings and bid specifications. )
(A report from the Village Manager was
previously distributed on December 6, 1993 . )
G) Consideration to increase a contract with LoVerde
Construction for the drainage ditch enclosure project
in the amount of $25,000 for a total amount not to
exceed $2,909, 711 . .
(The additional costs for the project are
due to the pavement restoration for the sanitary
force main installation. The force main was installed
under a separate contract with Nola Construction, but
was in the same area as the Boulevard Ditch .
(Lo Verde Construction is contracted to perform
roadway restoration for the drainage ditch project .
Much of the restoration for the force main project is
within the same area scheduled for restoration by Lo
Verde. In order to avoid double restoration by both
contractors, the price of the Nola contract was
reduced to exclude restoration and all restoration
will now be performed by Lo Verde. Lo Verde 's price
for the additional work is reasonable and they are
available to perform the restoration.

H) Consideration to authorize the Plan Commission to
conduct a public hearing on the annexation and zoning
of the 49 acre Zirko property located at the southwest
intersection of Biesterfield Road and I-290.
(Lexington Homes is petitioning to annex and
zone the property to allow for the development of
townhomes. No date has been established for the
public hearing before the Plan Commission. )
I) Consideration of the following:
-- To waive the formal bidding process; and

To award a purchase contract to Air One, Inc. ,
Schaumburg, Illinois, as a sole source supplier,
to furnish and deliver the following:

(The Fire Department is in the fourth year of a
five-year program to replace its breathing apparatus units.
(The Fire Department has standardized on
equipment manufactured by Mine Safety Appliance (MSA) . MSA
is the exclusive territorial vendor for MSA equipment in our
area .
(Sufficient funds are budgeted and available for
this purchase.
(Reports from the Purchasing Agent and Fire Chief,
recommending approval, are attached. )
J) Consideration of the following:
-- To adopt RESOLUTION No. 1-94 (attached)
appropriating $658,531 from the FY 94-95 Motor Fuel
Tax Fund for the 1994 Street Maintenance Program;
-- To authorize the expenditure of $276, 400 from the
FY 94-95 General Corporate Fund for the program;
and,
-- To authorize staff to advertise for bids for work
included in the program.
(The Capital Improvements Committee reviewed the
1994 Street Maintenance Program on Tuesday, January 4,
1994 and recommends approval as submitted.
(A report from the Director of Public Works was
distributed previously. )
K) Consideration to adopt RESOLUTION No. 2-94 (attached) ,
authorizing Village officials to sign a work permit from
the Illinois Department of Transportation (IDOT) for
work performed by the village or village contractors in
State-owned rights-of-way.
(The State of Illinois requires municipalities to

adopt such a resolution prior to work being performed in
state rights-of-way, including emergency work on broken
water mains and sanitary sewers.
(The State of Illinois asks municipalities to
adopt' this resolution every other year rather than every
year. The resolution is acceptable to the State in lieu
of a Surety Bond. )
L) Consideration to adopt RESOLUTION NO. 3-94 (attached)
honoring former Village President Charles J. Zettek.
(This resolution formally recognizes the
designation of the "Charles J. Zettek Municipal
Building" .
(The resolution is dated December 16, 1993 which
is when the dedication ceremony took place. )
M) Consideration to adopt ORDINANCE No. 2341 (attached)
amending Title 1 , Chapter 7, Article A, Section 1-7A-6A,
Powers and Duties of the Official Code of the Village of
Elk Grove Village (Village Manager) .
(Appointments to the positions of Deputy Police
Chief and Deputy Fire Chief are done by the respective
Department Head with the approval of the Manager. The
Municipal Code reflects this practice in the Fire and
Police Sections of the code. However, the current
ordinance for the Village Manager was not changed during
the recodification and so it is in conflict with the
current policy and practice. The attached ordinance
removes the Deputy Chief classifications from Section A. )
N) Consideration to adopt ORDINANCE NO. 2342 providing for
the issuance of $10, 000,000 General Obligation Bonds,
Series 1994, of the Village of Elk Grove Village, Cook
and DuPage Counties, Illinois, and providing for the
levy and collection of a direct annual tax for the
payment of the principal of and interest on said bonds.
(Closing for the bonds will take place on January
19 . The refunding will result in the Village saving
$195,000. In addition, the Village 's Aal bond rating
was reconfirmed by Moody 's Investment Services .

A. Pending Action by Village Board
1 . At the 9114193 Village Board meeting an ordinance
amending Day Care Centers was referred to
the JPZ Committee for review. The ordinance amends
Title 3, Chapter 8, Article A, Day Care Centers and
Homes, of the Village Code of the Village of Elk
Grove Village as it pertains to maximum number and
age of children in day care homes.
