ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY MARCH 26, 2013 Mayor Craig B. Johnson called the meeting to order at 7:09 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czamik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Christine K. Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on March 12, 2013 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czamik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—Mayor Johnson had no report. Trustee Franke.stated a CERT class will be starting on April 19, 2013. Anyone interested in taking the class should contact Officer Carl Sabo at 847-357-4193. Trustee Petri stated that last Wednesday he hosted the Japanese foreign exchange students in the Council Chambers. It was a very nice visit and then Police Chief Schmidt gave them a tour of the Municipal facility. The students were in Elk Grove Village for thirteen days. Trustee Czarnik stated there are four $1,000 scholarships being offered from the Frank J. Czamik Memorial Scholarship Fund. Applications are available at Elk Grove High School, Conant High School, the Park District Office and the Pavilion. Applications are due May 10, 2013. The scholarships are available for Elk Grove Village residents graduating from high school this year and going on to college. Trustee Feichter reported the Character Counts Coalition will be hosting their annual Celebration of Cultures at the Pavilion on Friday, April 5, 2013 from 6:30 p.m. to 8:00 p.m. Trustee Prochno stated Elk Grove High School has foreign exchange students who are visiting the Village's Sister City of Termini Imerese this week. A recent graduate of the Citizen's Police Academy told Trustee Prochno what a wonderful program the Academy is and that it was very enjoyable and informative. Trustee Prochno thanked the Rotary Club for volunteering an afternoon at the Kenneth Young Resale Shop. Trustee Prochno announced the Elk Grove Senior Center is having their spring rummage sale on Thursday, April 25`h and Friday, April 26`h from 9:00 a.m. to 2:00 p.m. at the Sheila Ray Adult Center, 225 E. Elk Grove Boulevard. Donations to the rummage sale will be accepted during the week of April 15, 2013. This is a fundraiser to help support programs at the Senior Center. There will be a drop box available at the Pavilion during the week of April 15`h for donations. 1 VBM 3-26-13 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the March 26,2013 Accounts Payable Warrant in the amount of$442,674.20. Mid America Japanese Club—Authorization of a request to waive business license fees in the amount of$135 for the Japan Festival to be held at Elk Grove High School in June. B. Federal Asset Seizure Fund—Authorization of a request to increase the Federal Asset Seizure Fund in the amount of$11,100 for the purchase of two laptops and related equipment for the recent vehicle purchases. C. Peters & Associates, Oakbrook Terrace, IL—Authorization to award a professional services contract for advanced technical support of the Village's computer networks for the remaining Fiscal Year 2013 in the amount not to exceed $28,050. D. Powell Tree Care, Inc., Elk Grove Village, IL—Authorization to renew a professional service contract for the 2013 Parkway Tree Maintenance Program in the amount not to exceed $98,257. E. Bulk Rock Salt- Authorization of the following: • To purchase an additional 1,000 tons of Bulk Rock Salt from the State of Illinois Joint Purchase Contract in the amount of$64,040; and • To award a contract from the State of Illinois Joint Purchase Contract,for the purchase of 2,800 tons of Bulk Rock Salt for the FY 2013-14 winter season at a maximum cost of$70 per ton. F. Municipal GIS Partners, Des Plaines, IL—Authorization to award a professional services contract for support services in connection with Elk Grove Village's Geographic Information System (GIS) in an amount not to exceed $145,797 from the Industrial/Commercial Revitalization Fund. G. Copenhaver Construction, Gilberts, IL—Authorization to award a professional service contract to the lowest responsive and responsible bidder for the 2013 Crosswalk Rehabilitation Project in the amount of$250,687 from the Residential Enhancement Fund. H. Plat of Easement—Adopt Resolution No. 15-13 entitled"A RESOLUTION OF APPROVAL OF A PLAT OF EASEMENT FOR PUBLIC SIDEWALK(SOUTH SIDE OF BIESTERFIELD BETWEEN MARTHA STREET AND EXISTING SIDEWALK WEST OF BEISNER ROAD)" I. Class 6B, 951 Nicholas Boulevard—Adopt Resolution No. 16-13 entitled"A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 613 STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 951 NICHOLAS BOULEVARD, ELK GROVE VILLAGE, ILLINOIS" J. Vantagepoint Payroll Deduction—Adopt Resolution No. 17-13 entitled "A RESOLUTION AUTHORIZING THE VILLAGE OF ELK GROVE VILLAGE TO PARTICIPATE IN THE VANTAGEPOINT PAYROLL DEDUCTION INDIVIDUAL RETIREMENT ACCOUNT PROGRAM THROUGH ICMA RETIREMENT CORPORATION" Mayor Johnson asked if any of the Trustees or staff had any questions or comments about the Consent Agenda. There were none. The Mayor asked if anyone in the audience wished to address the Village Board regarding the Consent Agenda. Alexian Brothers Medical Center—Authorization to approve a sign variation at 901 Martha Street. Item Proposed Permitted by Variation Ordinance Requested Freestanding Monument 80 square ft/ 45 square ft Additional Sign 7 ft height /6 ft height 35 square ft/ 40 square feet per side 1 It height (double-sided, illuminated) The sign variation is being requested for the new Alexian Brothers Hospice Facility located at Biesterfield Road and Martha Street. The Director of Community Development recommends approval of the variation. Mayor Johnson asked if any of the Trustees had any questions regarding the sign variation. There were none. Motion to approve a sign variation for the Alexian Brothers Medical Center at 901 Martha Street. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—Trustee Petri is looking forward to the weather breaking so the 2013 Street Program can begin. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—The Judiciary, Planning & Zoning Committee met before the Village Board meeting to review a request from Prologis to consolidate five lots into one lot at Devon Avenue and Busse Road. After review, the JPZ Committee approved the request and is forwarding it to the Village Board for review. The Village Board will review the Minutes of the JPZ Committee meeting. The item will be added to the Agenda for the next Village Board meeting. 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—No Report 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—No Report 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO—No Report 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - TRUSTEES LISSNER/PETRI—No Report 14. YOUTH COMMITTEE -TRUSTEE FRANKE - Youth Committee Scholarship applications are due May 3, 2013. Applications are available at the high schools, Village Hall, Pavilion and Park District Office. Applicants must be a resident of Elk Grove Village and attending College or Trade School in the fall. The Youth Committee will be awarding three $1,000 scholarships. One will be awarded by the Parks Foundation and two will be awarded by the Village. The recipients will be announced on May 28, 2013. 3 VBM 3-26-13 15. PARADE COMMITTEE - TRUSTEE CZARNIK- The annual Hometown Parade will be on Saturday, June 15, 2013. The parade theme is "Sports on the Boulevard." Parade applications were mailed and responses are being received. The 2013 parade Grand Marshal is Don Kerstin. Don supports many charitable efforts with his time, talent and good works. Sponsors for this Year's parade are Grove Memorial Chapel, Chicago Offset Printing, Elk Grove Chamber of Commerce, Jerry Castle & Son Hi-Lift Inc., and A&H Plumbing. The next meeting of the Parade Committee is Monday, April 1, 2013 at 5:30 p.m. 16. PLAN COMMISSION - VILLAGE MANAGER—No Report 17. ZONING BOARD OF APPEALS - VILLAGE MANAGER—No Report 18. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE -TRUSTEE CZARNIK- The Community Spirit Award winner for March is Mike Wary. Mike gives back to the Community by announcing the Elk Grove High School football games, girls' volleyball games and boy's and girl's basketball games. He is always willing to help Elk Grove High School when he is needed. Mike will be featured on"In the Grove" on Channel 6 during the month of March. Acknowledge a good deed by nominating someone for the Community Spirit Award. Forms are available at Village Hall, the Library, the Pavilion, Jarosch Bakery and on-line at www.elk rog ve.org. REPORT FROM THE VILLAGE CLERK-Early Voting for the April 9, 2013 Consolidated Election is taking place at the Elk Grove Village Hall in Room D, Monday through Saturday from 9:00 a.m. to 5:00 p.m. The last day of early voting is Saturday, April 6, 2013. 20. UNFINISHED BUSINESS Village Board - None Village Attorney -None 21. REPORT FROM THE VILLAGE MANAGER—No Report 22. NEW BUSINESS -None AUDIENCE—7:22 p.m. Resident Joe Sparacino addressed the Village Board with concerns about a fence installed by his Association. Mayor Johnson assured Mr. Sparacino that the Village is aware of his concerns and that the fence has a ten year warranty. If there are any problems with the fence during the next ten years the contractor is responsible for fixing it. 4 VBM 3-26-13 23.
