CALL TO ORDER Roll Call Present: Trustees Nancy J. Czarnik, Patton L. Feichter,Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Christine K. Prochno A Quorum was present. Also present: Village Manager Raymond R. Rummel,Village Attorney George B. Knickerbocker and Village Clerk Judith M. Keegan 2. PLEDGE OF ALLEGIANCE 3.APPROVAL OF MINUTES OF April 9, 2013 Motion to approve the minutes of the Regular Village Board Meeting held on April 9, 2013 as submitted and dispense with the reading. Moved By Trustee Petri Seconded By Trustee Czarnik VOICE VOTE MOTION CARRIED 4: MAYOR&BOARD OF TRUSTEES' REPORT- On April 11, 2013 Mayor Johnson attended the 100th Birthday celebration of Estelle Douglas at Alexian Village. On April 22, 2013 Mayor Johnson attended the Elk Grove Township Board meeting. It was the last Board meeting of Township Supervisor Nanci Vanderweel. Nanci is retiring in the near future. Mayor Johnson presented her with a Proclamation in honor of her retirement and her thirty-seven years of commitment to the Community. Mayor Johnson reported the Village was awarded a Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA). This is the 291h consecutive year the Village has received this prestigious award which is considered to be the highest form of recognition in governmental accounting. Mayor Johnson congratulated Finance Director Christine Tromp. Mayor Johnson referenced an article in the Chicago Tribune by Jon Hilkevitch about O'Hare runways and noise that towns are suddenly getting. This is something Elk Grove has always been aware of and warned about. The good news is that the noise impact on Elk Grove Village has shrunk dramatically. The Mayor and Board were more concerned about the expressway coming through Elk Grove Village. Mayor Johnson commended Village employees for doing a great job with the recent flooding. The Public Works Department provided residents with sand piles and all the necessary tools for filling sand bags. The flooding subsided very quickly. The Village is working very diligently with the Cook County Forest Preserve District to get the Busse Dam operational. In this instance there probably would have still been some flooding but not as bad. Devon Avenue would probably have remained open. The goal is for construction on the Dam to begin in the summer of 2014. In light of the recent events which occurred in Boston, Mayor Johnson reassured residents that the best security has always been provided at Village events and will continue to be provided at all Village events. Page 1 of 7 Police Commendations - Police Chief Schmidt joined Mayor Johnson at the podium. Chief Schmidt presented Elk Grove Village Police Department Life Saving Awards to Officer John Bazukas and Officer Anthony Mazzuca. Officer Bazukas was first to respond and perform CPR on a person suffering from a heart attack which stabilized the individual for transport to a medical facility. Officer Mazzuca pulled an individual from a burning vehicle. A Life Saving Award is also going to be presented to resident Steven W. Pizza. Mr. Pizza was unable to attend the Village Board meeting. Mr. Pizza assisted Officer Mazzuca with pulling the individual from the burning vehicle. Trustee Franke thanked the CERT volunteers for their help with the flooding. Around thirty-seven volunteers came out and helped to direct traffic and sandbag. The volunteers are a big help and are truly appreciated. Trustee Prochno announced the Senior Center is conducting their semi-annual Rummage Sale this Friday and Saturday,April 26 and 27 from 9:00 a.m. to 3:00 p.m. Trustee Prochno stated a resident commented to her that they were very impressed with the Public Works Department during the recent flooding situation. Days before the storm hit,the Public Works crews were cleaning out the sewer grates so that the storm water could flow freely. Trustee Prochno announced the annual Memorial Day Observation will be taking place on Monday, May 27, 2013 at 10:45 a.m. outside at the Park District Pavilion. Mayor Johnson wished Trustee Prochno a Happy Birthday. Trustee Feichter announced the student recognition program will be taking place at the next Village Board meeting. The students have done wonderful things to make our community better. Everyone is invited to attend. Trustee Feichter announced the second annual "Ride with the Mayor'will be taking place on June 8, 2013. It will start at noon with a tour of the Folks with Spokes exhibit at the Historical Society Museum and a safety check of everyone's bikes. The ride with the Mayor will take place from 1:00 p.m. to 2:00 p.m. The Village's State Representative, Senator and Congresswoman have all been invited to participate. After the ride there will be a band playing and refreshments will be provided. Trustee Lissner stated he would be representing the Village tomorrow morning at a Community Leadership breakfast hosted by the Northwest Suburban Council of the Boy Scouts of America. Trustee Czarnik stated there are four$1,000 scholarships being offered from the Frank J. Czarnik Memorial Scholarship Fund. Applications are available at Elk Grove High School, Conant High School, the Park District Office and the Pavilion. The scholarships are available for Elk Grove Village residents graduating from high school this year and going on to college. Applications are due May 10, 2013. Trustee Petri stated he and Village Manager Ray Rummel recently attended the Northwest Municipal Conference and the Solid Waste Agency meetings. They were very interesting meetings. There were eleven Mayors there for their last time. They either decided not to run for re-election or were defeated. Trustee Petri noted that the work done this past fall at Circle Bay prevented homes from being flooded during the recent storm. Mayor Johnson added that work done on Shadywood Lane also prevented flooding. Over 2.5 million dollars has been devoted to the residential enhancement program. Authorization to renew a purchase contract with Beverly Materials, LLC of Hoffman Estates, IL to furnish and deliver gravel and sand and in the amount of$26,717.00, of which $26,008.00 is from the Water/Sewer Fund and$709.00 is from the General Fund. c. Authorization of a request to renew an HVAC maintenance service contract with Dynamic Heating& Piping Company of Crestwood, IL in the amount of$67,880.00. d. Authorization to award a construction contract to Superior Road Striping, Inc..of Melrose Park, IL for thermoplastic pavement markings along Lively Boulevard from Higgins Road to Devon Avenue in the amount of$43,134. e. Authorization of a request for the following sign variations for monument signs by Prologis identifying the Elk Grove Business Park at the intersections of Devon Avenue/Lively Boulevard, Mark Street/Katherine Way, and Lively Boulevard/Thorndale Avenue. Mayor Johnson asked if any of the Trustees had any questions or comments. Trustee Petri stated that he objects to the variation based on the size of the signs and the fact that they do not advertise a company and they are advertising in Elk Grove Village that it is the Prologis Business Park,which is not true. Trustee Petri stated they are nice looking signs but that he does not agree with them and will be voting no. CAPITAL IMPROVEMENTS COMMITTEE-Trustee Petri - The Street Program will begin once the weather cooperates. Mayor Johnson thanked Commissioner Tim Schneider for obtaining permission from the County for the Village to move barricades on Arlington Heights Road to open it up to four lanes during the recent flooding. The Mayor advised that Arlington Heights Road is going to be worked on for several months and reminded everyone that cell phones cannot be used in construction zones. Work will begin on Biesterfield Road on May 1, 2013. Expect delays on both roads. Mayor Johnson asked that everyone be patient and take their time. In addition,we should know by the next Board meeting whether the State will be working on Higgins Road and Busse Road this year. 9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- No Report 10. PERSONNEL COMMITTEE - Trustee Franke- No Report 11. RECYCLING&WASTE COMMITTEE - Trustee Feichter- On Saturday,June 22, 2013 the Village will be hosting a document destruction event and electronic recycling event at Fire Station 8 on Oakton Street between the hours of 9:00 a.m. and noon. 12. INFORMATION COMMITTEE -Trustee Prochno - The Information Committee met on Friday,April 19, 2013 to review the Village's updated Information Technology Plan. The updated plan presents several new IT initiatives and projects. The plan was developed with the goal of setting organizational priorities and bringing focus to any challenges and changes that should be considered as the Village moves forward. Within the plan the most emphasis was put on the replacement of the Village's twenty year old mainframe computer Enterprise Resource Planning (ERP) system. The ERP handles the Village's entire financial system. The anticipated replacement schedule of the ERP is 3 to 5 years. Other items discussed was the standardization of addresses within all the Village databases, a review of the Village's on-line permitting system, additional training for the firehouse software program,the replacement of the Police Department administration software, implementation of infrastructure management software within Public Works, automated time tracking and scheduling for payroll and additional computer training for Village staff. It was the consensus of the Information Committee to have staff move forward with the implementation of the IT Plan as submitted. Trustee Prochno thanked Trustee Franke and Trustee Lissner for serving on the Committee. Trustee Prochno asked if anyone had any questions or concerns about the Plan. There were none. Trustee Prochno thanked Matt Roan for putting all the information together. It was the consensus of the whole Village Board to move forward with the Plan. 13. CABLE TELEVISION COMMITTEE -Trustees Lissner/Petri- No Report 14. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION-Trustees Lissner/Petri - No Report 15.YOUTH COMMITTEE -Trustee Franke- Scholarship applications are due Friday, May 3, 2013. The Village will be awarding two $1000 scholarships and the Parks Foundation will be awarding one $1000 scholarship. Recipients of the scholarships will be announced May 28, 2013. Page 5 of 7 16. PARADE COMMITTEE- Trustee Czarnik- The annual Hometown Parade is going to be on Saturday, June 15, 2013. The parade theme is"Sports on the Boulevard."' Parade applications were mailed and responses are being received. The Navy Band will be participating this year. Mayor Johnson asked if he and the Trustees can be in front of the Navy Band so that they can see them perform. Trustee Czarnik stated she will check the line-up. Sponsors for this Year's parade are Grove Memorial Chapel, Chicago Offset Printing, Elk Grove Chamber of Commerce,Jerry Castle&Son Hi-Lift Inc., and A&H Plumbing. The Grand Marshal is Don Iterstin. Mr. Kerstin has done a lot of volunteering and charity work within the Village. The next meeting of the Parade Committee is Monday May 6, 2013 at 5:30 p.m. 17. HEALTH &COMMUNITY SERVICES ADVISORY COMMITTEE -Trustee Czarnik-The Community Spirit award winner for April is Tom Akouris. Tom announces the television program "In The Grove' on EGTV Channel 6. Tom will be featured on "In The Grove" during the month of April. Acknowledge a good deed by nominating someone for the Community Spirit Award. Forms are available at Village Hall,the Library,the Pavilion,Jarosch Bakery and on-line at www.elkgrove.org. Trustee Czarnik thanked everyone who participated in the Blood Drive which was held last Saturday. 18. LIQUOR COMMISSION - Mayor Johnson -A Public Hearing was held earlier this evening for two establishments caught selling to minors. 19.SPECIAL EVENTS COMMITTEE - Mayor Johnson - The next special event is the Memorial Day Observation. Following that is Rotaryfest, 4th of July fireworks,Summer Concert Series and the Alexian Brothers Tour of Elk Grove. 20.TOUR OF ELK GROVE UPDATE- Mayor Johnson - No Report 21. PLAN COMMISSION -Village Manager Rummel b. PC Docket 13-1 Public Hearing to consider a petition for Special Use to permit a financial institution in a B-3 zoning district and a financial drive-thru facility,(ATM) in a B-2 zoning district on the property located at 100-180 Biesterfield Road. Elk Grove Village Bank&Trust wishes to occupy the retail space located next door to the Starbucks. In order to occupy the space, they require a Special Use Permit on the recommendation of the Plan Commission. In addition,they would like to install a drive-up ATM machine in the existing parking lot which also requires a Special Use Permit on the recommendation of the Plan Commission. The Plan Commission conducted a Public Hearing on April 17, 2013 and recommended by a vote of 6 to 3 to the Village Board to authorize the Bank to occupy that space. The Plan Commission also recommended by a vote of 6 to 3 to recommend that the drive-up ATM be allowed in the parking lot with the recommendation that the drive aisle be shifted to avoid traffic conflicts with the Starbucks drive-thru and if the Bank was ever to cease operations and render the ATM not usable,that the property be restored to its current condition. Mayor Johnson asked if any of the Trustees had any questions or concerns. There were none Motion to direct the Village Attorney to prepare the necessary documents. PUBLIC COMMENT - 8:19 p.m. - Resident Joe Sparacino addressed the Mayor and Board regarding concerns he has about the quality of a fence which was installed by his townhome association. Mayor Johnson advised Mr. Sparacino that the fence contractor gave the association a ten year warranty. Mr. Sparacino requested that the Village provide him with a copy of the warranty. Mayor Johnson advised Mr. Sparacino that staff would try to obtain a copy of the warranty and would provide him with a copy. Mayor Johnson asked Mr. Sparacino if he would let the matter go once he gets a copy of the warranty.
