REGULAR VILLAGE BOARD MEETING
May 14, 2013

3.APPROVAL OF MINUTES OF April 23, 2013
Motion to approve the Minutes of the Regular Village Board Meeting held on April 23,
2013 as submitted and dispense with the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT- Mayor Johnson attended the following
events:
April 26, 2013 -Awards Banquet recognizing the volunteers who serve on Village Boards
and Commissions.
April 28, 2013 - Opening day of the Philippine Summer Basketball League at the Pavilion.
May 2, 2013 - Delivered the State of the Village address to the Elk Grove Chamber of
Commerce.
May 2, 2013 - Daisy&Cadet Girl Scouts from Clearmont School met with the Mayor and
toured the Police Department.
May 4, 2013 - Coffee with the Mayor and Board.
May 7, 2013 - Judged the Science Fair at Link School.
May 13, 2013 - Presented the "Key to the Village" to retiring Elk Grove Township
Supervisor, Nanci Vanderweel.
Mayor Johnson recognized Elk Grove Township Supervisor.Nanci Vanderweel, present in
the audience, and thanked her for everything she has done for the Elk Grove Village
Community.
Mayor Johnson noted that construction projects taking place in the Village were up from 15
million dollars in April of last year to 38 million dollars in April of this year. The permit
fees paid to the Village are up from $250,000 to $600,000. Businesses are making
investments back into Elk Grove, which means more jobs and more tax revenue.
Mayor Johnson addressed road construction projects taking place within the Village. The
State of Illinois just announced it will be doing work in the Village on Higgins Road and
Busse Road. Most of the work and lane closures will take place during the night, except for
a small portion of Higgins that is in a residential area. The State and County are investing
over 12 million dollars into Village infrastructure. Mayor Johnson asked that everyone be
patient and advised everyone to not use their cell phones in the construction zones. Elk
Grove Police Officers are ticketing for cell phone use in construction zones. Cell phone use
is prohibited in construction zones and school zones twenty-four hours a day, seven days a
week.
The State of Illinois has opened the bids for the last pedestrian bridge in the Busse Woods
Forest Preserve. Mayor Johnson advised that a woman was killed today at the intersection
where the bridge is going to be built. The Mayor extended sympathy to the family. The
bridge is needed for safety; hopefully construction will begin sooner than originally
anticipated.

Scholarships- Pastor Curt Hansen, representing Community Character Coalition of Elk
Grove,joined Mayor Johnson at the podium. Pastor Hansen stated the Community
Character Coalition (CCC) is celebrating ten years in Elk Grove Village this year. The Fallen
Soldier Memorial Scholarships being awarded are based on the pillars of citizenship and
are presented in honor of four young citizens of Elk Grove Village who served their country
and gave their lives for our freedom. Their names are James Cronin, Phillip Frank, John
Olsen and Adriana Salem. The scholarships are given in partnership with the Village with
funding from the Tour of Elk Grove. Three $1500 scholarships were awarded based on
citizenship and leadership in the community. Scholarships were presented to Faith
Meitzler - Conant High School, David Vitale- St. Viator High School, and Kaley Wendorf-
Elk Grove High School.
Recognition- Community Character Coalition representatives, Betsy Boswell and Birdie
Biciglia,joined Mayor Johnson at the podium. The following youth groups were honored
for their services to the community and presented with certificates: Leo Club, Green Grens,
Clearmont School Girl Scouts, Ridge Family Center for Learning, Izzy Ruiz (lemonade
stand), District 59 Health, Nutrition & Fitness Group, Forest View Student Senate, Queen of
the Rosary Student Council, Meade Interact Club, Meade Rotary Prep, St.Julian Eymard
Youth Ministries,and Link School Girl Scouts. A representative from each group gave a
brief explanation of their groups contributions to the community.
Trustee Czarnik announced the Frank J. Czarnik Memorial Scholarship applications have
been completed. She hopes to announce the four$1,000 scholarship recipients in June.
Trustee Czarnik thanked everyone who participated and wished them good luck.
Trustee Petri stated that on May 6th he,Village Manager Rummel, and Trustee Lissner went
to West Dundee to attend the swearing in of Mayor Chris Nelson. On May 8, 2013 Trustee
Petri attended the SWANCC meeting in Mount Prospect. Earlier today Trustee Petri and
several other Trustees and staff members attended the grand opening of Yusen Logistics.
Trustee Prochno announced the annual Memorial Day Observation will take place on
Monday, May 27, 2013 at 10:45 a.m. in front of the Pavilion. The ceremony is being
sponsored by the Village, Park District,VFW Post 9284, Ladies Auxiliary and the American
Legion.
Nick Nikola, President of Friends of Critters and Salt Creek, is conducting the annual Salt
Creek clean up on Saturday,June 8, 2013 from 9:00 a.m. to 12:00 p.m. This is the 31St clean
up in eighteen years in Elk Grove Village. The cleanup will start at the Elk Grove High
School parking lot at 9:00 a.m.
Trustee Lissner attended the Mayor's State of the Village Address on May 2, 2013. Trustee
Lissner complimented Mayor Johnson for doing a great job explaining all of the things
taking place in the Village that are going to improve the sewers, flooding and roads in the
Business Park.
Trustee Feichter stated he and most of the other Trustees attended the Prayer Breakfast at
Shinnyo-En Temple on May 2, 2013. Elk Grove Village celebrates National Prayer Day each
year at a different place of worship within the Village. Trustee Feichter also attended the
Mayor's State of the Village Address and complimented Mayor Johnson on an excellent job.
5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the April 30, 2013 Accounts Payable Warrant in the amount of
$512,114.45.

6. CONSENT AGENDA
a. Authorization of a request from the Elk Grove Park District in the amount of$73,480
to waive building and engineering permit fees for the renovation of the Pavilion
Aquatic Center.
b. Authorization of a request from the Alexian Brothers Medical Center Rehabilitation
Center located at 935 Beisner Road to waive building permit fees for the remodeling
of patient rooms in the amount of$5,327.
c. Authorization of a request from the Alexian Brothers Medical Center located at 800
Biesterfield Road to waive building permit fees for the roof replacement at the
surgery/recovery unit in the amount of$4,766.
d. Authorization to grant a variation from the Municipal Code, Section 8-1213-1-11),
Easementsto permit the construction of a shed which will encroach one foot (1')
into the three-foot (3') public utility easement and the side property line at 56
Woodcrest Lane.
e. Authorization to award a service contract with Kale Uniforms, Inc. of Chicago, IL for
the purchase of Police Officer uniforms in an amount not to exceed $45,000.
f. Authorization to award a professional services contract with Civiltech Engineering of
Itasca, IL for design engineering on various drainage improvements throughout the
Business Park in the amount of$583,416 from the Water&Sewer Fund.
g. Authorization to award a professional services contract to Johnny Rockets Fireworks
Display Corporation of Chicago, IL to design and produce fireworks displays in
an amount not to exceed $40,000.
h. Adopt Ordinance No. 3337 entitled "AN ORDINANCE DESIGNATING A DIRECTOR

8. CAPITAL IMPROVEMENTS COMMITTEE -Trustee Petri - No Report
9. JUDICIARY, PLANNING AND ZONING COMMITTEE -Trustee Lissner-Trustee Lissner
requested two items be added to the Committee Agenda. The first item is Door-to-Door
Solicitors. The second item is the number of household pets allowed per household.
10. PERSONNEL COMMITTEE - Trustee Franke- No Report
Mayor Johnson announced the next Village Board Meeting on May 28, 2013 will be
taking place at 4:00 p.m. instead of the regular time of 7:00 p.m. Newly elected
Officials will be sworn into office that day.
11. RECYCLING &WASTE COMMITTEE - Trustee Feichter- On Saturday,June 22, 2013
the Village will be hosting a document destruction event and electronic recycling event at
Fire Station 8 at 1000 Oakton Street between the hours of 9:00 a.m. and noon.
12. INFORMATION COMMITTEE -Trustee Prochno - No Report
13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri -Trustee Lissner received
a notice from Chris Nelson of Comcast announcing that Comcast has created some free Wi-
Fi hot spots in the Village. This will save people money on their cell phone data plans when
checking the web. The website for further information is www.infinity.com/wifi. Trustee
Lissner will make further announcements as he receives information.
14.INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION -Trustees
Lissner/Petri - Trustee Petri reported the Industrial/Commercial Revitalization
Commission met on May 9, 2013 with the Desert Rose Design Corporation. Desert Rose
designed a new logo and also provided publicity ideas for the Commission and the Business
Park. Those ideas will hopefully be implemented soon.

IS.YOUTH COMMITTEE -Trustee Franke -The Youth Committee will be meeting in
Executive Session on Saturday, May 18, 2013 at 9:00 a.m. to discuss the winners of the
scholarships. The recipients will be announced on May 28, 2013 and the scholarships will
be awarded at the June 18, 2013 Village Board meeting.
16. PARADE COMMITTEE-Trustee Czarnik- The annual Hometown Parade is going to be
on Saturday, June 15, 2013. The parade theme is "Sports on the Boulevard." Parade
applications are complete and the Committee is now working on placement. There are
many units, including the U.S. Navy Band.
The Grand Marshal is Don Kerstin. Mr. Kerstin supports many charitable efforts with his
time, talent and good works. Sponsors for this year's parade are Grove Memorial Chapel,
Chicago Offset Printing, Elk Grove Chamber of Commerce, Jerry Castle &Son Hi-Lift Inc.,
A&H Plumbing and Candy Werks. Candy Werks is a new company that moved to the
Village and they are donating the candy for this year's Parade.
The next meeting of the Parade Committee is Monday, June 3, 2013 at 5:30 p.m.
EGTV Channel 6 Program "In the Grove" is featuring information about the Parade with
Committee Member,Anne Feichter.
17. HEALTH &COMMUNITY SERVICES ADVISORY COMMITTEE- Trustee Czarnik-The
Spirit Award winner for May is Angie Catania. Angie gives her time to the community by
announcing the television program "Inside the Village" on EGTV Channel 6. This program
keeps residents informed of things going on in our great Village. She is also involved with
the Girl Scouts. Angie will be featured on EGTV Channel 6 "In The Grove" throughout the
month of May.
Acknowledge a good deed by nominating someone for the Community Spirit Award. Forms
are available at Village Hall, the Library, the Pavilion, Jarosch Bakery and on-line at
www.elkgrove.org.
18. LIQUOR COMMISSION - Mayor Johnson- No Report
19.SPECIAL EVENTS COMMITTEE - Mayor Johnson -The next special event is the
Memorial Day Observation on May 271h. The summer concert series will take place in July.
20.TOUR OF ELK GROVE UPDATE - Mayor Johnson - The voice of many major bike races,
Bob Roll,will be announcing this year's race. There will be two one hour shows that will be
shown nationally this year,the Women's Pro Race and the Men's Pro Race.
21. PLAN COMMISSION -Village Manager Rummel
a. PC Docket 12-8 - Public Hearing to consider a text amendment to Section 7E-3:A
pertaining to Special Uses in Industrial Districts to permit indoor teaching and
training facilities for a variety of sports and athletic disciplines.
The Village Manager stated this item requires further legal research and will not be
brought before the Village Board at this time.
b. PC Docket 13-2 - Public Hearing to consider a petition for Special Use to permit the
operation of an automotive repair shop in an I-1 Industrial District on the property
located at 220 Seegers Avenue.
Village Manager Rummel reported a Public Hearing was held before the Plan
Commission to consider a petition for a Special Use Permit request from Diamond
Truck&Trailer to operate an automotive repair shop in an I-1 Industrial District at
220 Seegers Avenue. The Plan Commission voted unanimously (9-0) to grant the
Special Use. The Petitioners were present in the audience.
Mayor Johnson stated there was one condition. The Special Use would only apply to
Diamond Truck&Trailer and would not be transferable should they sell or close
their business. Mayor Johnson asked if any of the Trustees had questions or
comments. There were none

23. REPORT FROM VILLAGE MANAGER-Village Manager Rummel reminded everyone
that Village Vehicle Stickers and Pet Licenses are due June 15C.

25. UNFINISHED BUSINESS - The Ordinance was prepared and appears as item i. on the
Consent Agenda.
