May 28, 2013

4. MAYOR& BOARD OF TRUSTEES' REPORT—Mayor Johnson reported that he attended
the following events:
May 28—Delivered a State of the Village report at the Senior Center
May 23 — Delivered a State of the Village report to the Rotary Club
May 24—greeted the 3`d grade students from Byrd School that were taking a tour of the Village
Hall and Police Department.
May 27—Memorial Day Ceremony at the Pavilion
Trustee Prochno stated the Village's 15`h annual Memorial Day Observation took place on
Monday, May 17, 2013. Due to inclement weather, the Observation took place indoors at the
Pavilion. There was a very large turnout. The guest speaker this year was Courtney Olson, sister
of Jon Olson. Jon Olson passed away in 2005 serving our country.
The annual Salt Creek clean up which is organized by Nick Nikola will take place on Saturday,
June 8, 2013 from 9:00 a.m. to 12:00 p.m. This is the 3151 clean up in eighteen years in Elk
Grove Village. The cleanup will start at the Elk Grove High School parking lot at 9:00 a.m.
Trustee Prochno noted the Splash Pad in the Town Square was turned on today.
Trustee Feichter announced the "Ride with the Mayor” will be taking place on June 8, 2013 from
noon to 4:00 p.m. The actual bike ride will take place between 1:00 p.m. and 2:00 p.m. The ride
will be five miles throughout the Village. The ride will start from the Historical Museum.
Safety checks will take place at noon. After the ride, from 2:00 to 4:00, there will be
refreshments and a band for entertainment.
Trustee Czamik stated on May 15, 2013 she participated with many Elk Grove residents and the
5th grade students at Rupley School for a Senior Celebration. Trustee Czarnik thanked the
teachers, parents and all concerned for organizing the event. Trustee Czarnik gave a special
thanks to Ivan, her student host, for a lovely day.
Mayor Johnson noted that Trustee Petri has served as a Village Trustee for thirty-four years.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the May 28, 2013 Accounts Payable Warrant in the amount of$1,484,518.99.

6. CONSENT AGENDA
a. Authorization of a request from Northwest Presbyterian Church located at 301 Ridge
Avenue to waive FY 2013-14 Vehicle Sticker fees in the amount of$50.
b. Authorization of a request from the Fraternal Order of Police, Elk Grove Village Lodge
No. 35, to waive the FY 2014 permit fees for the operation of a coin-operated packaged

food/beverage machine at the Police Department located at 901 Wellington Avenue in
the amount of$50.
c. Authorization of a request from School District 54, Mead Jr. High School, located at
1765 Biesterfield Road, to waive the FY 2014 business license fees for the operation
of two (2) coin-operated packaged food/beverage machines in the amount of$100.
d. Authorization of a request from the Little Boots Foundation to waive fees for a retail and
food dealer license for the Little Boots Rodeo Festival in the amount of$200.
e. Authorization of a request from the Prince of Peace UnitedMethodist Church, located at
1400 Arlington Heights Road, for the following:
• To waive permit fees for the annual Pumpkin Patch and PumpkinFest in the amount
of$300; and
• To waive permit fees for a day care license for the Prince of Peace Preschool at the
Prince of Peace United Methodist Church in the amount of$325.
f. Authorization of a request from the Elk Grove Township Community Day Care Center
located at 711 Chelmsford Lane to waive fees for a coin-operated packaged
food/beverage vending machine ($50); a food processors/food storage fee ($100); and a
day care center license fee ($325) for a total amount of$475.
g. Authorization of a request from the Salvation Army, Emergency Disaster Services
Office, located at 1000 Pratt Boulevard to waive vehicle sticker fees for 15 vehicles
in the amount of$1,025.
h. Authorization of a request from the Elk Grove Park District for the following:
• To waive permit fees for the cost of FY 2013-14 business licenses in the amount of
$2,985; and
• To waive vehicle sticker fees for the FY 2013-14 vehicles in the amount of$2,250
for a total fee waiver of$5,235.
i. Authorization of a request from the Rotary Club of Elk Grove Village for the following:
• To authorize a $15,000 contribution to the 2013 RotaryFest event that takes place
from June 12, 2013 to June 16, 2013;
• To authorize the Rotary Club to host a fireworks display on Saturday, June 15, 2013;
• To waive the fee for a temporary Class A liquor license ($2,900), a carnival license
fee ($500), and a food caterer's license fee ($100) for a total amount of$3,500; and
• To waive the permit fee for the use of a fire hydrant for non-firefighting purposes in
the amount of$75.
j. Authorization to grant special permission authorizing outdoor seating at Sea Ranch, Inc.
d/b/a Tensuke Market at 3 S. Arlington Heights Road' in conjunction with the seating
plan approved by the Department of Community Development.
k. Authorization to award a professional service contract to Desert Rose Design Inc. of
Lombard, IL to implement a Beyond Business Friendly Economic Development
Marketing Plan for a total contract amount not to exceed $143,450 through the
Industrial/Commercial Revitalization Fund.

Mayor Johnson asked that item k be removed from the Consent Agenda and requested an
amended motion.
Trustee Czarnik amended the motion to approve the Consent Agenda with the removal of
item k. Trustee Lissner seconded the amended motion.
Mayor Johnson asked if the Trustees or staff had any questions or comments about the Consent
Agenda. There were none. The Mayor asked if anyone in the audience wished to address the
Village Board regarding the Consent Agenda. No Response.

7. REGULAR AGENDA -None
8. CAPITAL IMPROVEMENTS COMMITTEE -Trustee Petri—Trustee Petri stated he was
looking forward to the start of the 2013 Street Program.
9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner—Trustee
Lissner stated staff is gathering information regarding the two items listed on the Agenda; Door-
to-Door Solicitors Ordinance and Pets Per Household. Mayor Johnson requested staff provide
copies of Minutes and Finding of Fact from when the issue was previously addressed.
10. PERSONNEL COMMITTEE - Trustee Franke—No Report
11. RECYCLING & WASTE COMMITTEE - Trustee Feichter—The Village will be hosting
a document destruction and electronic recycling event on Saturday, June 22, 2013 at Fire Station
8 at 1000 Oakton Street between the hours of 9:00 a.m. and noon.
12. INFORMATION COMMITTEE - Trustee Prochno—Trustee Prochno issued a friendly
reminder to everyone to not use their cell phones while driving in construction zones. The law
applies 24/7 even if actual construction is not taking place. Also, remember to wear your seat
belts. The Police are doing seat belt checks.
13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri —No Report
14. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - Trustees

15. YOUTH COMMITTEE - Trustee Franke—The Youth Committee met on May 18, 2013 to
discuss scholarship applications. It was very hard choosing the winners, all the applications were
great. Trustee Franke thanked everyone who participated. The three scholarships are being
awarded to Angelica Ford, Kaley Wendorf and Jackie Noto. Jackie will be receiving her
scholarship from the Parks Foundation and Kaley and Angelica will receive their awards at the
June Village Board meeting.
16. PARADE COMMITTEE - Trustee Czarnik—The annual Hometown Parade is Saturday,
June 15, 2013. The parade theme is Sports on the Boulevard. Please come out to the parade and
recommend it to your friends. Many people have worked very hard to make it an enjoyable
event for everyone.
Don Kerstin is the Grand Marshal. Don supports many charitable efforts with his time, talent
and good works. Sponsors for this year's parade are Grove Memorial Chapel, Chicago Offset
Printing, Elk Grove Chamber of Commerce, Jerry Castle & Son Hi-Lift Inc., A&H Plumbing,
Creative Werks and Dolphin Swim Club.
The next meeting of the Parade Committee is Monday, June 3, 2013 at 5:30 p.m.

17. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE - Trustee Czamik
The Community Spirit Award Winner for May is Angie Catania. Angie gives her time to the
Community by announcing the EGTV Channel 6 program "Inside the Village." This program
keeps residents informed on what is happening in the Village. Angie has been announcing for
over ten years. She is also involved with the Girl Scouts. Watch "In The Grove" on Channel 6
this month to learn about Angie.
18. LIQUOR COMMISSION - Mayor Johnson—No Report
19. SPECIAL EVENTS COMMITTEE - Mayor Johnson—The next special event is
RotaryFest and the parade.
20. TOUR OF ELK GROVE UPDATE - Mayor Johnson—There will be two one hour shows
this year that will be broadcast nationally. One for the Women's Pro Race and one for the Men's
Pro Race. Bob Roll is one of the guest commentators for the race this year.
21. PLAN COMMISSION - Village Manager Rummel —There are no items to be addressed
under the Plan Commission.
22. ZONING BOARD OF APPEALS - Village Manager Rummel
ZBA Docket 13-1 — A Public Hearing was held to consider a petition for a variation from the
provisions of the Elk Grove Village Zoning Ordinance as it pertains to permitted locations for
detached accessory structures in business zoning districts on the property located at 10
Biesterfield Road.
The Village Manager reported Me Donald's at the corner of Biesterfield Road and Arlington
Heights Road is seeking a variation for a detached trash corral to be located approximately
eight feet to the front lot line and be placed on the side lot line, extending approximately
seventeen feet into the required twenty-five foot setback.
The Zoning Board of Appeals conducted a Public Hearing to consider the variation request
and made a recommendation to grant the variation by a vote of seven to one subject to a
landscape screening plan for the south side of the property facing Biesterfield Road.
Mayor Johnson stated Me Donald's is installing a second drive-thru lane which requires the
trash corral to be relocated from its current location. Me Donald's has agreed to make it a full
brick enclosure. One of the Zoning Board members was concerned because Me Donald's had
already installed some footings. Me Donald's informed the Village and stated in writing that
they were installing the footings at their own risk. Me Donald's installed the footings for cost
effective reasons while they were doing other work. The Village was aware they were doing
the work and Me Donald's had the understanding that they may have to remove the footings at
their own cost if the variation was not granted.
The Petitioner was present in the audience and confirmed they were comfortable with the
landscaping requirements.
Trustee Petri asked the Petitioner if they could replace the timbers on the Arlington Heights
Road side with stone or brick. The timbers are starting to deteriorate. The Petitioner advised
they would take care of it.
Trustee Czarnik asked if the landscaping requirement was in addition to what Me Donald's
had already planned. It is additional landscaping.
Mayor Johnson thanked Me Donald's for the enhancements they are making on the property.
Motion to direct the Village Attorney to prepare the necessary documents for a variation
from the provisions of the Zoning Ordinance as it pertains to permitted locations for
detached accessory structures on property located at 10 Biesterfield Road.

The Petitioner was advised they do not have to attend the June Village Board meeting for
formal approval. The Petitioner was also advised they could go forward with the work once
they have obtained the proper permits from the Community Development Department.

23. REPORT FROM VILLAGE MANAGER—No Report
24. REPORT FROM VILLAGE CLERK—No Report
25. UNFINISHED BUSINESS—The unfinished business under the Village Attorney can be
removed. The item appears on the Consent Agenda as item in.
26. NEW BUSINESS—Trustee Czarnik announced the Farmer's Market will be starting this
Saturday, June 1, 2013 and will run through October 15, 2013. The Market hours are 7:30 a.m.
to 1:00 p.m. There are twenty-five vendors and the Market is located in the Village Hall parking
lot. Radio station 104.3 will be broadcasting live from 11:00 a.m. to 1:00 p.m. at the Market on
opening day and there will be a drawing for a Canon camera. The proceeds from the Farmer's
Market go to three Elk Grove Food Banks; the Elk Grove Township Food Bank, the Elk Grove
Presbyterian Church Food Bank and St. Nicholas Episcopal Church Food Bank. The Farmer's
Market is operated by volunteers. The Directors are Jack Groat, Connie Groat, Monica
Montemayer and Christopher Groat. Future special events at the Farmer's Market will be
announced by Trustee Prochno and will appear on the website.
Mayor Johnson asked Jack Groat, "Cowboy Jack" to join him at the podium. Mr. Groat spoke
about events that will be taking place at the sixth annual Little Boots Rodeo on Saturday and
Sunday, June 22nd and 23`d. Proceeds from the Rodeo are donated to local charities. Mr. Groat
invited the Trustees to attend the Rodeo and compete in a duck race on Saturday at 1:30 p.m.
The winner of the duck race will receive a trophy and a $250 donation will be made to a charity
of their choice in Elk Grove Village.
Jim Nesci, owner of Cold Blooded Creatures, was present with Mr. Groat and displayed a 15
foot, 125 pound Albino Burmese Python snake. Mayor Johnson and Village Trustees
participated in holding the snake. Mr. Nesci will be performing with his creatures at the Little
Boots Rodeo.
Mr. Groat challenged Mayor Johnson to sit on a live fourteen foot alligator at the Rodeo on
Saturday. Mayor Johnson accepted the challenge.
Oaths of Office of Elected Officials—Mayor Johnson and Trustees Franke, Prochno and Feichter
were all re-elected into office on April 9, 2013.
Mayor Johnson administered the Oath of Office to Trustee Franke. Trustee Franke stated it is an
honor and privilege to be a Village Trustee and thanked Mayor Johnson, fellow Trustees and
Village staff for all they do for Elk Grove Village. Trustee Franke stated he has lived in the
Village for fifty-two years and would not want to live anywhere else, Elk Grove Village is his
heart.
Mayor Johnson administered the Oath of Office to Trustee Prochno. Trustee Prochno stated it
has been an honor and privilege to serve the Village for the past sixteen years. She is excited by
everything the Village has accomplished and thanked Village staff for all of their support.
Trustee Prochno expressed how much she loves serving with the other Board members and is
happy they have been together for so many years. Trustee Prochno looks forward to the
challenges the next four years will bring. Trustee Prochno thanked her husband for his love and
support.
Mayor Johnson administered the Oath of Office to Trustee Feichter. Trustee Feichter thanked
his wife Anne for all the support and understanding she has given him. Trustee Feichter thanked
Village staff for all they do. Trustee Feichter stated how much he has enjoyed working with the
rest of the Board for the past sixteen years. Trustee Feichter thanked the residents for giving him
the honor of serving the people of Elk Grove Village for a fifth term. Trustee Feichter thanked
Mayor Johnson for his support and complimented the Mayor on his love and devotion to the
Village.
Village Clerk Keegan administered the Oath of Office to Mayor Johnson. Mayor Johnson
thanked the Village Trustees. The Mayor stated that he and each of the Trustees truly care about
Elk Grove Village. They all have Elk Grove in their hearts; they love the community and have
all devoted many years to the community. The Village Board is dedicated to running a good,
efficient community. Everyone may not always be in agreement but when a decision is made the
Board unites and works as a team to support each other. Mayor Johnson thanked Village
Manager Rummel for his leadership and Village staff for doing a great job. Mayor Johnson

highlighted several accomplishments that he and the Village Board are very proud to have
achieved on behalf of the Village throughout their years together. The Board has stood united
and tackled many difficult issues together. Elk Grove Village still provides free events to bring
the community together. Residents of other communities envy what Elk Grove provides and
offers its residents and businesses. Mayor Johnson spoke about transparent government in Elk
Grove. Village meetings are televised and can be viewed live stream on the computer. Agendas
and meeting information are posted on the Village website. Mayor Johnson thanked the
community for the honor and privilege to serve the people of Elk Grove Village. The Mayor
stated he and the Board will continue to work hard for the community.
