CONSENT AGENDA A) Consideration to authorize the payment of $11 , 032 .in dues to the Northwest Municipal Conference for Fiscal Year 1991-92 . (The dues payments are calculated on the basis of $0. 33 per capita. ) S) Consideration to authorize the payment of $3 , 638 in dues to the Northeastern Illinois Planning Commission (NIPC) for Fiscal Year 1991-92 . C) Consideration to increase a fuel contract previously awarded to J. M. Sweeney Co. in the amount of $1.5 ,800. (The contract was awarded at the May 22, 1990 Village Board meeting in an amount not to exceed .$144 , 775 . That figure was an estimate and did not account for .the unforeseeable rise .in fuel costs last summer and fall . (The contract must be increased by $15 ,800 to cover the gasoline and diesel fuel costs incurred over the last two weeks of the Fiscal Year. The total cost of the contract is $160 ,575 . (A report from the Purchasing Agent recommending approval is attached . ) D) Consideration of a request (attached) from the Elk Grove Park District for a waiver of thirty-one (31 ) business license fees totaling $6 , 110 . (A report from the Assistant Director of Finance detailing the licenses and locations is attached. ) Agenda for VB Meeting 5-- - yl • E ) Consideration of the following requests to waive license fees: - From ABMC Auxiliary (attached) to waive the $25 business license fee for the Auxiliary Thrift Shop located on Turner Avenue; and From the Prince of Peace United Methodist Church (attached) to waive the $100 fee to operate a daycare center in the Church. (it has been the past practice of the Village Board to waive license fees for not-for-profit groups. (A report from the Assistant Director of Finance is attached. ) F) Consideration of the following: - To waive the formal bidding process; and - To award a single source purchase contract to Kale Uniforms, Chicago, in an amount not to exceed $14 ,000 for clothing, uniforms and accessories for Police personnel . (Kale Uniforms is an exclusive vendor and is the only source for Police uniforms. (Reports from the Chief of Police and Purchasing Agent recommending approval are attached for your reference . ) G) Consideration of the following: To waive the formal bidding process; and To award a purchase contract to Stanton Equipment Company, LaGrange, IL, in the amount of $22,425 to fabricate and install an identical replacement vacuum debris box on an existing truck chassis. (The manufacturer no longer produces the vacuum debris box needed to replace the existing box. However, the manufacturer still has the pattern and agreed to fabricate the replacement box which will be compatible to the existing truck chassis. (Attached are reports from the Director of Public Works and the Purchasing Agent . Funds were included in the Water & Sewer Budget for this purpose. ) Agenda for VB Meeting 5- 1 • -3- H) Consideration to award a professional service contract to Strand Associates, Inc. , Joliet, IL, to provide engineering plans, specifications, and cost estimates for the replacement of watermain along Landmeier Road at a cost not to exceed $8, 000 . (The water main will be replaced between Arlington Heights Road and Tonne Road, in conjunction with the County's widening of Landmeier Road. (Reports from the Director of Public Works and Purchasing Agent recommending approval are attached. ) I) Consideration to authorize the Director of Finance, George C. Coney, to attend the 1991 Annual GFOA Conference in Denver, Colorado , from June 2 to June 5 , 1991 , at a cost not to exceed $1 ,380 . J) Consideration to authorize Firefighter W. Mark Sellers to attend "Highway Emergency Response Training" in Pueblo, Colorado from July 20, 1991 to July 26, 1991 , at a cost not to exceed $1 , 599 . 75 . (Sufficient funds are budgeted and available. ) K) Consideration to waive the residency requirement for Police Officer John Watts to reside approximately one block outside the required 15 mile radius. (Information was previously distributed on 5-13-91) L) Consideration of the following: To waive the first reading of an ordinance; and To adopt ORDINANCE No. 2166(attached) , amending Section 12 . 003 of the Municipal Code (permitted signs) by adding sign regulations for Office Park Conditional Use Districts. (The language to be added to the Municipal Code duplicates the language in the Zoning Ordinance. (With the incorporation of the language into the Municipal Code, the Municipal Code would regulate all signage in the Village . Variation requests for signage in O-P conditional Use Districts may be acted upon by Village Board action rather than by Zoning Variation. (The removal of the existing sign language from the Zoning Ordinance will occur at a later date . (A report from the Director of Engineering and Community Development recommending approval is attached . ) .� Agenda for VB Meeting 5- 91 . -n- M) Consideration to adopt RESOLUTION NO. 32-91(attached) , authorizing submission of transportation projects to the Northwest Municipal Conference Technical Transportation Planning Group. (The transportation projects to be submitted are a full itnerchange at the NW Tollroad and Arlington Heights Road (first priority) and a full interchange at the NW Tollroad and Elmhurst Road (second priority) . (This item was discussed at the 5-14-91 Committee of the Whole Meeting. ) REGULAR AGENDA 7 . Consideration of a request (attached) from Ace Hardware, 651 Devon Avenue, for a variation to Chapter 11A, Section 102.2A of the Municipal Code to install four (4) trees and 60 shrubs in the appropriate boundary landscape area . (The Municipal Code would require six (6) trees and 48 shrubs in the. area. The petitioner is requesting the variation because the mature trees would block the existing signage identifying the building. To compensate for two fewer trees, the petitioner will install 12 additional shrubs. (The Director of Engineering and Community Development recommends granting the variation provided the property owner plants the additional two trees should the existing signage be replaced at a higher elevation. Pending Action by Village Board: 1) Exel Inn, sign variation At the 3-12-91 VB meeting, action was deferred on a request for a variation for a second sign at the Exel Inn, 1000 W. Devon. 2) J.U.L.I .E. Membership At the 4-9-91 VB meeting, action was deferred on a resolution authorizing a membership agreement with the Joint Utilities Location Information for Excavators (J.U.L.I .E. ) . B. Pending Action by Village Attorney: 1) 1880 Maine Drive ' - Zoning Variation At the 5-14-91 VB meeting, the Village Attorney was directed to prepare an ordinance granting a variation for a deck and gazebo to infringe 10 feet into the rear yard at 1880 Main Drive . (ZBA Docket 91-4) 2) 401 Charles Drive - Zoning Variation At the 5-14-91 VB meeting, the Village Attorney was directed to prepare an ordinance granting a variation for a fence in the front yard at 401 Charles Drive.
