A) Consideration to authorize Gary E. Parrin, Assistant
Village Manager, to attend the Annual Conference of the
International City Management Association in Reno, Nevada
from September 13, 1992 through September 17, 1992, at a
cost not to exceed $1 ,500.
(Funds are included in the Budget for attendance at
this Conference.
B) Consideration to authorize the payment of $11 , 700 to the
Northwest Municipal Conference for FY 1992-93 Dues.
(The dues calculation is based upon $0.35 per
capita . This is an increase of 2 cents per capita from
last year:)
C) Consideration of a request (attached) from the
Northeastern Illinois Planning Commission (NIPC) for
payment of FY 1992-93 dues in the amount $3, 784 .
(The dues amount represents an increase of 4% over
last year.
(NIPC provides special individual profile reports
based upon Census information; updated model ordinances for
floodplain management, stormwater detention, and stream and
wetland protection, as well as other technical information
and assistance. )

D) Consideration to approve a contract with the Illinois
Criminal Justice Information Authority, Chicago, 1L, in the
amount of $20, 405 for providing computer hardware and
software programming and maintenance for the Police
Information Management System (PIMS) .
(The PIMS System is operated by the Illinois Criminal
Justice Information Authority. Elk Grove has participated
in PIMS since 1984 . Fifty (50) other law enforcement
agencies also participate in PIMS. The Criminal Justice
Authority provides three main-frame computers and
programming for PIMS, which are directly connected to the
State LEADS computer system and the National Crime
Information Center Computer.
(This year 's contract reflects a $143 increase over
last year 's contract .
(Reports from the Purchasing Agent and Police Chief,
recommending approval, are attached. )
E) Consideration of a request (attached) from the Evangelical
Lutheran Church of the Holy Spirit, 666 Elk Grove
Boulevard, to waive the Village 's 1992-93 business license
fee for the Holy Spirit Pre-School in the amount of $100.
(It has been the past practice of the Village to waive
the business license fees for not-for-profit agencies.
(A report from the Director of Finance is attached. )
F) Consideration of the following:
To waive the formal bidding process; and,
To renew a service contract with Chicago
Communications Service, Inc. , to maintain Motorola
radio equipment of the Police, Fire, and Public Works
Departments in the amount of $21 ,556.90.
(Chicago Communications has maintained the Village 's
radio equipment since 1984 . Chicago Communications
maintains the equipment at 750 of Motorola 's pricing while
offering the same terms and conditions as Motorola .
Motorola uses Chicago Communications as its service
contractor for its direct maintenance costs.
(The contract includes an increase of 3% per unit
over last year 's contract .

Fire Chief, and Director of Public Works, recommending
approval, are attached. )

G) Consideration to waive the first reading of an ordinance
and to adopt ORDINANCE NO. 2242 (attached) amending the
position classification and salary plan of the Village by
adding one Police Officer position for a total authorized
strength of 78 .
(The Police Officer position will be assigned to the
Northwest Suburban Auto Theft Task Force. If funding for
the position is ever eliminated, then the position will
lapse through normal attrition.
(This item was discussed at the 5-26-92 Committee of
the Whole meeting. )
H) Consideration to waive the first reading of an ordinance
and to adopt ORDINANCE NO. 2243 (attached) , amending the
Municipal Code by deleting Westview Drive at Clearmont from
Yield intersections and adding it to one and two-way Stop
intersections.
(Currently, on southwest bound Westview Drive at
Clearmont Drive there is a Yield sign. The Police
Department studied the intersection and recommends that a
Stop sign be posted for the safety of the pedestrians who
attend Clearmont School and use the neighboring park.
(A report from the Chief of Police, recommending
approval, is attached. )
I) Consideration of the following:
To waive the first reading of an ordinance and to
adopt ORDINANCE NO. 2244, amending the Fire Prevention
Code of the Village; and,
To waive the first reading of an ordinance and to
adopt ORDINANCE NO. 2245, amending the Building
Activity Code of the Village.
(This item was discussed at the 5-26-92 Committee of
the Whole meeting.
(Copies of the Code, in ordinance form, are on file
in the Village Manager 's Office. )

J) Consideration of the following:
To charge the basic user rate of $0. 35 per 1 ,000
gallons to Elk Grove Village users of the Bensenville
Wastewater Treatment facility effective June 1 , 1992;
and,
- To waive the first reading of an ordinance and to
adopt ORDINANCE NO. 2246 (attached) , amending the
Municipal Code to establish a capital expenditure
reimbursement charge of $0.35 per 1 ,000 gallons for
Elk Grove Village users of the Bensenville Wastewater
Treatment facility effective June 1 , 1992 .
(The basic user rate is allowed by ordinance. The
amended ordinance establishes a charge placed on Elk Grove
Village users of the Bensenville Wastewater Treatment
facilites for Elk Grove Village 's proportionate costs for
capital improvements to the Bensenville system.
(The Department of Finance will notify customers of
the additional charges. June charges are billed to the
customers in July. )
K) Consideration to waive the first reading of an ordinance
and to adopt ORDINANCE NO. 2247 (attached) , amending
Title III of the Municipal Code, designating the Village
Manager as the Civil Defense Director and the Fire Chief as
Civil Defense Coordinator.
