Accounts Payable Warrant 6 . CONSENT AGENDA A) Consideration to authorize Fire Captain Gregory T. Riddle to attend the Association of Public Safety Communication Officers (APCO) Conference in Seattle Washington, August 8-14 , 1992 , at a cost not to exceed $1 , 274 . 83 . ( Sufficient funds are budgeted and available. ) B) Consideration of the following: - To waive the formal bidding process; and To award a professional service contract to O ' Brien and Associates , Arlington Heights , IL, in an amount not to exceed $2 , 000, for material testing of concrete, asphalt and aggregate. (A material consultant is used to assist the Department of Engineering & Community Development in the technical area of material inspection. The Department has used O'Brien for the past three years and is pleased with the quality of their work. O ' Brien ' s charges are the same as last year and they submitted the lowest cost proposal this year. (The Village will be invoiced for each test performed during the year. It is estimated that the total amount for tests will not exceed $2 , 000 for the year. (Attached is a report from the Director of Engineering & Community Development, recommend approval . Funds were included in the Engineering & Community Development Budget for this purpose. ) Agenda for VB MAng 5-26-92 • -2- C) Consideration to increase the FY 1991-92 ( last fiscal year) Budget as follows : General Fund Cable Activity. . . . . . . . . . . . . . . . $ 5 , 272 Legal Services Activity. . . . . . . $136, 211 Asset Seizure Fund. . . . . . . . . . . . . . . $ 18, 295 D) Consideration of the following: To declare as surplus property five (5 ) Decatur radar units for the purpose of receiving $120 in trade-in value; To waive the formal bidding process ; and, To award a contract to Kustom Electronics to furnish five (5 ) Kustom HR-12 police radar units at a total cost not to exceed $9 , 180 including trade-in. (The Police Department currently uses both Decatur and Kustom radar units . These are the two leading manufacturers of these units . The Police Department will standardize with Kustom units because of numerous mechanical problems experienced with the Decatur units . In addition, the Kustom units are smaller, less obstructive to the driver' s view, and easier to operate. (Reports from the Purchasing Agent and Deputy Police Chief, recommending approval, are attached. ) E) Consideration to award a contract to Fulton Contracting, Roselle, IL, to furnish and install one ( 1 ) outdoor warning siren in an amount not to exceed $14 , 750 . (The Village awarded a contract to Fulton for three warning sirens in September 1991 . At that time, the Village provided seven potential bidders with specifications, but only Fulton Contracting bid on the project. Fulton has agreed to provide one additional siren at its 1991 bid price. (The siren is to be installed at 1680 Gibson Drive. The necessary special use permit and zoning variation were previously granted by the Village Board. ( Sufficient funds are budgeted and available for this expenditure. (Reports from the Purchasing Agent and Fire Chief, recommending approval, are attached. ) Agenda for VB Meeting 5-26-92 • -3- F) Consideration of the following: - To waive the formal bidding process; and - To renew a 12-month maintenance agreement with White Way Sign Company, Chicago, IL, covering the Electronic Message Display along Biesterfield Road, at a cost not to exceed $4 ,296 . (White Way Sign has provided prompt service in the past and is the original company to supply and install the system in 1990 . The cost for maintenance is the same as last year. (A report from the Purchasing Agent, recommending approval , is attached. G) Consideration of the following: To waive the formal bidding process ; and - To renew a 12-month maintenance agreement with Otis Elevator Company, Alsip, IL, covering two elevators in the Municipal Complex at a cost not to exceed $4 ,200 . (The price of the contract represents a 4 . 25% decrease over the price of last year' s contract. (Otis Elevator has provided quality service in the past and is the only known firm to provide this service . Otis Elevator has maintained these elevators since they were installed in 1987 . (Reports from the Purchasing Agent and Director of Public Works, recommending approval, are attached. ) H) Consideration of the following: - To approve the Balancing Change Order for the Biesterfield/Beisner Temporary Traffic Signal installation at a cost of $5, 366 . 33 over the bid price; and - To approve the Final Pay Estimate for acceptance of the completion of the traffic signal installation. (The bid price was $46 , 000 . In addition, there was $5, 366 . 33 in change order work performed, bringing the total cost to $51, 366 . 63 . (The change order work included the installation of a concrete foundation for the permanent signal controller (at Beisner and Biesterfield) and the installaiton of 2-inch , conduit from Martha Street to the I-290 Ramp. Originally, the Village was to use existing IDOT conduit but the lines were kept separate to facilitate maintenance. . . .please continue Agenda for VB Meng 5-26-92 • -4- (An additional $5, 000 was budgeted this fiscal year to cover the change orders . Funds will be transferred in the Municipal Purpose Fund to cover the remaining $36,6 . 33 . (A report from the Director of Engineering & Community Development, recommending approval, is attached. ) I ) Consideration of the following: To waive the formal bidding process; and To renew a 12-month maintenance agreement with Hewlett Packard for maintenance on the Hewlett Packard PIMS equipment at a cost not to exceed $4 ,284 . (The price ofthe contract is less than last year' s contract due to having non-PIMS equipment serviced by a company other than Hewlett Packard. (Hewlett Packard is the only known source for maintenance on PIMS equipment. (Reports from the Purchasing Agent and Chief of Police, recommending approval, are attached. ) J) Consideration of the following: To waive the formal bidding process ; and - To renew a 12-month maintenance agreement with Hansen and Associates for maintenance on two IBM Model 50 copy machines at a cost not to exceed $7 , 200 . (Hansen and Associates has provided quality service in the past . This is the same price as last year' s contract and is the lowest of two proposals received by the Department of Finance. (A report from the Purchasing Agent, recommending approval, is attached. ) K) Consideration to waive the first reading of an ordinance, and to adopt ORDINANCE NO. 2239 (attached) , authorizing the execution of a Second Supplemental Indenture of Trust and a Second Amendment to loan agreement for Industrial Revenue Bonds issued to LaQuinta Motor Inn. ( In 1984 , the Village provided for the issuance of Industrial Revenue Bonds for LaQuinta . The first amendment to the issuance was approved by the Village Board in 1985 . The second amendment will permit a bank or trust company to act as a remarketing agent for the bonds and provide for a different way to compute the interest rate. The changes do not affect the bond amount or due date . . . .please continue Agenda for VB Meng 5-26792 -5- (There are no costs to the Village for this except the Village Attorney' s fee to review the documents . Those fees will be reimbursed to the Village. (A report from the Finance Director is attached for your reference. (The Second Supplemental Indenture and Amendment, totaling 34 pages , are on file in the Village Clerk' s Office. ) L) Consideration to waive the first reading of an ordinance and to adopt ORDINANCE NO. 2240 (attached) , amending the Municipal Code, by providing for parking by permit in certain locations . (The ordinance will designate "No Parking Except By Permit" areas from June 1 to August 31, from 10 a.m. to 8 p.m. , along designated areas surrounding Fountain Square Park. Those areas are the same as requested by the Park District. (A report from Deputy Police Chief Rose, recommending approval , is attached. ) M) Consideration to waive the first reading of an ordinance and to adopt ORDINANCE NO. 2241 (attached) , amending the Village ' s Classification and Salary Plan. (The Ordinance creates the positions of Data Processing Supervisor, Systems Analyst, and Programmer/ P.C . Specialist in the Finance Department and establishes ranges for the positions as recommended in the Director of Finance ' s May 14 , 1992 memorandum. (This item was discussed at the 5-19-92 Committee of the Whole meeting. ) Agenda for VB Meeng 5-26-92 • -6- N) Consideration to adopt RESOLUTION NO. 36-92 (attached) , supporting the continuation of the Municipal share of the Illinois State Income Tax Surcharge. (Governor Edgar has proposed redirecting the Municipal share of the temporary income tax surcharge to the State. As a result, the Illinois Municipal League requests that all municipalities adopt the attached resolution. Elk Grove is scheduled to receive $585, 000 from the surcharge in FY 1992-93 , and an additional $117 , 000 in FY 1993-94 . ) O) Consideration to adopt RESOLUTION NO. 37-92 (attached) , authorizing the Village Manager to execute an agreement between the Village and the Fraternal Order of Police Labor Council Lodge No. 35 .
