AGENDA Regular Village Board Meeting May 12 , 1992 Elk Grove Village 1 . Call to Order 2 . Invocation 3 . Approval of Minutes of April 28 , 1992 4 . President ' s Report 5 . CONSENT AGENDA A) Consideration to increase a contract with Door Systems , Elk Grove Village, in the amount of $500 to be paid from the FY 1991-92 Budget, for a total contract not to exceed $5, 100 . (The original contract was approved by the Village Board on January 28 , 1992 , in the amount of $4 , 600, for installing 10 overhead door electronic eye safety devices at the four fire stations. While performing that installation, it was discovered that two door openers needed to be modified to be compatible with the standardized electronic eye system. (The cost to modify each door is $250 . Funds will be transferred to cover the purchase. The total contract price with the increase is still below the price of the second lowest bidder. (A report from the Fire Chief, recommending approval , is attached. ) B) Consideration to award a professional service contract to Donohue and Associates , Inc . to provide Construction Contract Administration and Resident Project Representation for the floodproofing of the Fire Administration Building at a total cost not to exceed $15, 600 . . . . please continue 1 Agenda for VB Meeting 5-12-92 -Z- (Donohue designed the plans to floodproof the structure . Under this contract, Donohue will attend pre-construction conferences , review drawings, and observe the construction of the concrete flood wall and installation of the sump pump. (The Department of Engineering & Community Development will perform daily resident inspection services with specialty inspections from Donohue as needed. (A report from the Director of Engineering & Community Development, recommending approval, is attached. ) C) Consideration of the following: To increase the FY 1992-93 Water & Sewer Fund $3, 063 . 75; To waive the formal bidding process; and To award a contract to Plote, Inc . , Elgin, IL in an amount not to exceed $28, 063 . 75 to relocate the Village-owned sanitary sewer forcemain in the Elmhurst Road right-of-way . ( In the FY 1992-93 Water & Sewer fund, $25, 000 was budgeted for the project. Plote is the contractor for the Elmhurst Road project and is willing to relocate the forcemain as part of that project. In a negotiated proposal, Plote submitted unit prices that are comparable to unit prices on other Village projects . By utilizing the same contractor, the forcemain work can be expedited without delaying the project. (A report from the Director of Engineering & Community Development, recommending approval, is attached. ) D) Consideration of the following: To increase the FY 1992-93 Budget $10 , 000 to purchase a replacement truck body; and To increase the FY 1992-93 Budget $5 ,500 for the purchase of three replacement overhead doors for the Landmeier Garage . . . . .please continue Agenda for VB McNing 5-12-92 • -3- (Both the truck body and the garage doors were budgeted for replacement in FY 1991-92 but were not carried over into the FY 1992-93 Budget. The bid specifications have been prepared and will be advertised upon the approval of the Budget increase . (A report from the Director of Public Works , recommending approval, is attached. ) E ) Consideration of the following: To waive the formal bidding process; and, To provide a purchase contract to Kale Uniforms , Chicago, IL, for Police Department uniforms in an amount not to exceed $18, 550 . (Kale Uniforms has provided uniforms to the Police Department in the past and is the only source available in this area at this time. ( Sufficient funds are budgeted and available for this contract . (Reports from the Chief of Police and Purchase Agent, recommending approval , are attached. ) F) Consideration of a request (attached) from the Elk Grove Park District to waive the annual alarm license fee for the Park District Garage, 140 Lively, at a cost of $18 . 75 . ( It has been the past practice of the Village Board to waive alarm license fees for other governmental agencies . (A report from the Director of Finance is attached. ) G) Consideration of the following: - To waive the formal bidding process ; and, To award a service contract to Eastman Kodak in the amount of $8, 052 for maintenance on the Police Department' s Eastman Kodak 2255 photocopier. (Eastman Kodak is the only known source for maintenance on this equipment . (Reports from the Chief of Police and the Purchasing Agent, recommending approval, are attached. ) Agenda for VB Meting 5-12-92 -4- H) Consideration to adopt RESOLUTION NO. 33-92 (attached) , adopting a Parkway Tree Removal and Replacement Policy for the Village . (The attached policy establishes procedures for removing and replacing parkway trees that are obstructing sanitary sewer lines . The policy consolidates two existing policies into one document by placing the permit and inspection process under the control of Engineering & Community Development. (A report from the Administrative Assistant, recommending approval, is attached. ) I) Consideration to adopt RESOLUTION NO. 34-92 (attached) , establishing a minimum fee for the issuance of Building permits . (The attached resolution will establish a minimum fee for building permits at $15 . 00 . There presently is no minimum fee for building permits . (A report from the Director of Engineering & Community Development, recommending approval, is attached. ) J) Consideration to waive the first reading of an ordinance and to adopt ORDINANCE NO. 2236 (attached) , amending Section 23 . 903 of the Municipal Code by designating certain fire lanes for the Liberty Business Park at 2525 Busse Road. (A report from the Fire Chief, recommending approval , is attached. ) K) Consideration to waive the first reading of an ordinance and to adopt ORDINANCE NO. 2237 (attached) , amending Section 14 . 512 of the Municipal Code, by adding "No Parking" areas . (The Police Department undertook a survey of "No Parking" areas around recently completed park sites and noted that Fountain Square Park, and Hampshire Park on the south side of Hamphire Lane, require appropriate signage . Agenda for VB MeePing 5-12-92 -5- L) Consideration of the following: To waive the first reading of an ordinance, and to adopt ORDINANCE NO. 2238 (attached) , rescinding the Municipal Code adopted on March 27 , 1961 , and adopting the 1992 Official Code of the Village; and - To adopt RESOLUTION NO. 35-92 ( attached) , establishing the fee for the 1992 Municipal Code at $130 . 00 . (The 1992 Municipal Code is on file in the Village Clerk' s Office . CONSENT AGENDA (continued) M) Consideration to award a contract to the lowest responsive and responsible bidder, Martam Construction, Inc . , in an amount not to exceed $192 , 196 . 60 for the floodproofing of the Fire Administration Building. (Martam has performed quality work for the Village in the past. The bid price is $14 , 345 less than the Engineer' s estimate.
