CONSENT AGENDA A) Consideration to authorize Police Officer Myles Greenberg to attend Basic Police Motorcycle Operation Certification training at Milwaukee, WI from May 17 to May 22 at a cost not to exceed $1,220 from FY 1992-93 funds . B) Consideration to accept a donation from Schmerler Ford of a 1991 Ford Police Pursuit Mustang with an estimated value of $12 , 000 . (Ford Motor Company presented many of its dealers , including Schmerler Ford, with vehicles for testing by a local police department. The Elk Grove Police Department received the car for testing in June 1991 . The police pursuit package makes it unsuitable for sale to the general public . Schmerler Ford wishes to demonstrate its commitment to the Village by donating the vehicle to the Police Department. (A report from the Police Chief, recommending approval, is attached. ) Agenda for VB Mele0ing 4-14-92 -2- C) Consideration of the following: - To declare two Cortronix cellular telemetry telephones as surplus for the purpose of selling those units ; and To authorize the purchase of four Motorola (Ameritech) cellular telephones (Model #AC250CP) ; four cables from Physio Control ; and four additional batteries with chargers from Alexander Battery Co. , at a total cost not to exceed $4 , 650 , for use on Life Pac 10 defibrillation units . (A report from the Assistant Village Manager and Fire Chief, recommending approval, was distributed 3-26-92 . ) D) Consideration to accept an "in-car" mobile video tape system donated by the Chicago Chapter of Mothers Against Drunk Driving (M.A.D.D. ) , valued at approximately $3 , 000 , for installation in the Police Department ' s traffic .vehicle . (The camera will be activated during traffic stops of suspected intoxicated drivers . The video tape can then be used as evidence in Court . (A report from the Police Chief, recommending approval , was distributed on 3-30-92 . ) E ) Consideration of the following: - To accept title to, and declare surplus , one 1988 Hyundai Excel 2-door (VIN: KMHLDIIJOJU123625 ) as a drug asset seizure for the purpose of auctioning the vehicle. To accept title to, and declare surplus , one 1990 Chevrolet 4x4 Pick-up (VIN: 2GCFK29K8Lll78977 ) as a drug asset seizure for the purpose of auctioning the vehicle. (The vehicles were forfeited to the Village through drug enforcement efforts . No Village funds are required to take possession of the vehicles . (The proceeds from the sale of the vehicles will be placed in the Asset Seizure Fund. (A report from the Chief of Police, recommending approval , is attached. ) Agenda for VB Meeting 4-14-92 -3- F) Consideration of the following: To increase the FY 1991-92 Asset Seizure Budget $1,500; and To authorize Police Officer Paul Petri to attend a Cannabis Leaf Identification training course at Carbondale, IL from April 27 to May 7 , 1992 , at a cost not to exceed $1 , 500 from the Asset Seizure Fund. (A report from the Chief of Police was distributed on April 1 , 1992 . ) G) Consideration to appoint Assistant Finance Director Diane Gillian as Assistant Village Treasurer. (The Assistant Village Treasurer performs the functions of the Village Treasurer during the Treasurer' s absence. (A report from the Director of Finance, recommending approval , is attached. ) H) Consideration to authorize the Plan Commission to conduct a public hearing on a petition to annex and zone property B-2 for the purpose of constructing a restaurant on vacant property located at 2731 Old Higgins Road. (The property is located just east of the Old Higgins Road and Elmhurst Road intersection. ) I ) Consideration to authorize the payment of $6 , 115 . 47 to O. C . Tanner Sales Company, Salt Lake City, Utah, for supplying service awards to be presented at the 1992 Awards Banquet in May. (Village Board authorization is required for purchases exceeding $4 , 000 . (Adequate funds are budgeted and available for this expenditure . ) J) Consideration to award a professional service contract to Pandolfi, Topolski , Weiss & Co, to perform the FY 1991-92 Annual Audit in an amount not to exceed $14 , 935 . (Pandolfi, Topolski and Weiss conducted the Annual Audit last year. Their fee was increased three percent ( 3% ) over last year. (A report from the Director of Finance, recommending approval , is attached. ) Agenda for VB Meeting 4-14-92 • -4- K) Consideration to award a contract to GTE Customer Networks to maintain the Village' s Northern Telecom telephone system at a cost of $1 . 32 per telephone port and at a total cost not to exceed $4 , 118 . 40 . (The contract is from May 1, 1992 to April 30 , 1993 . The Village has used GTE since 1987 . The per port charge increased 2%, which is the first rate increase since 1987 . (A report from the Director of Finance, recommending approval , is attached. ) L) Consideration of a request (attached) from High School District 214 to waive the 1992 Vehicle License fee for five vehicles for a total of $100 . ( It has been the past practice of the Village to waive license fees for other governmental agencies . (A report from the Director of Finance is attached. ) M) Consideration to award a professional service contract to RJN Environmental Associates, Inc . , Wheaton, IL, to provide engineering design services for improvements to the Ridge Avenue lift station and force main at a cost not to exceed $30 , 291 . (Last January, Donohue and Associates completed a study identifying deficiences in the lift station, force main, and upstream collection system. Based upon that study, Public Works sought proposals from three firms to design the necessary improvements . (RJN was selected, based upon the firm' s experience on similar projects , the firm' s qualifications , and the firm' s approach to the project. In addition, RJN submitted the lowest cost proposal . (Sufficient funds are budgeted and will be carried over into the next fiscal year for this project. (Reports from the Purchasing Agent and Director of Public Works, recommending approval, are attached. ) Agenda for VB McPing 4-14-92 • -5- N) Consideration to reject all bids received for Microcomputer equipment for the Fire Department due to vendors submitting non-responsive bids . (The specifications are currently being revised with the intent of rebidding these items during the next fiscal year. ( Reports from the Purchasing Agent and Fire Chief, recommending rejection of all bids, are attached. ) O) Consideration to award a professional service contract to Triton Consulting Engineers , Ltd. to provide construction engineering services for the Biesterfield Road Improvement, Section I Project, at a cost not to exceed $124, 855 . (Triton completed the design plans for this project and has previous experience on FAUS projects in the Village . (The project is scheduled for a May bid letting. The Illinois Department of Transportation requests that the Village submit a construction engineering services agreement at this time. (A report from the Director of Engineering and Community Development, recommending approval, is attached. (A report from the Director of Finance is attached. ) Agenda for VB Meting 4-14-92 • -6- Q) Consideration of the following: To waive the first reading of an ordinance; and To adopt ORDINANCE NO. 2225 (attached) , granting a Special Use Permit and Zoning Variation, pertaining to height limitations , to permit the installation of an outdoor warning siren at 1630 Gibson Drive. (The Plan Commission and Zoning Board of Appeals recommend the granting of the Special Use Permit and Zoning variation, respectively, for 1630 Gibson, for the installation of an outdoor warning siren. ) R) Consideration to adopt RESOLUTION NO. 21-92 (attached) , supporting the development of a regional police training academy at the College of DuPage. (There are six accredited police training academies in Illinois, including the Cook County Police Academy and the Chicago Police Academy. The Chicago Police Academy will be closing to suburban departments for an indefinite period which will cause a severe backlog at the Cook County Academy. The remaining police academies are downstate which adds significant costs to train recruits . (DuPage County is asking all municipalities in the County to adopt the attached resolution seeking the College of DuPage to be certified as a Police Academy. ) S) Consideration to adopt RESOLUTION NO. 22-92 (attached) , establishing policies for the distribution of Elk Grove Village recycling bins .
