A) Consideration to authorize payment of $1 , 450 to the
Northwest Municipal Conference for the joint intervention
in the Foreign Fire Insurance litigation.
(The $1 ,450 contribution would be used to establish a
$10, 150 fund to appeal the Foreign Fire Insurance
litigation. In total , seven (7) communities are
contributing to the establishment of the fund. )
B) Consideration to increase a contract with Greco
Contractor, Des Plaines, Illinois, for the construction of
Phase II Drainage Improvements at a cost of $37,000 for
a total contract cost not to exceed $408, 837 .25 .
(On September 8, 1992, the Village Board awarded the
contract to Greco at a cost of $371 , 837 .25 .
(The additional cost was due to two unexpected
circumstances. First, the volume of material removed from
the Circle Bay site was 5,500 cubic yards more than
originally anticipated, resulting in a cost of $27,000.
Second, a utility conflict at Udall Park prevented a storm
sewer as planned. The total cost to re-route the storm
drain was $9, 900.

C) Consideration to award a purchase contract to the lowest
responsive and responsible bidder, McKay Contractors, Inc. ,
Chicago, IL for snow and ice control for the 1992-93 season
at a per unit cost not to exceed the following and at a
total contract cost not to exceed $27, 000.

basis. )
(D) Consideration to adopt the following resolutions:
-- RESOLUTION NO. 51-93 (attached) authorizing the
Village President to execute a joint agreement with IDOT -
Arlington Heights Road improvement at I-90 (full
interchange) ; and
-- RESOLUTION NO. 52-93 (attached) appropriating funds
in the amount of $6,900 for the installation of an OPTICOM
system in conjunction with the roadway improvements on
Arlington Heights Road, FAU Route 2626 at Interstate 90
(Northwest Tollway) .
(The agreement defines the responsibilities of the
State and the Village in constructing a full interchange
at Arlington Heights Road and Interstate 90.
(The State is responsible for administering all
aspects of the improvement as well as installing the
emergency vehicle preemption OPTICOM at the interchange
location. The State will continue to maintain Arlington
Heights Road at that location.

(The Village will be able to review and approve
the interchange improvement plans. The Village is
responsible for all costs related to relocating Village
utilities within construction boundaries.
(The $6,900 will be used to pay for the
construction of the OPTICOM system.

attached. )
(E) Consideration to adopt RESOLUTION NO. 53-93 (attached)
rescinding Resolution NO. 23-82 and authorizing the Village
President to execute the Continental Cable Group amended
agreement .
(The amended agreement makes several minor changes
to the current agreement . First, it renames the Warner
Regional Cable Group to the Continental Cable Group. The
group monitors the operation and activities of Cable
Communications. This group also coordinates all aspects of
cable television franchises of its member communities. In
addition, the agreement specifies that the chairperson of
the group shall be the representative of the host
community. This represents current practice. The former
agreement had the chairperson elected from the membership
of the Group.
(Member communities include Buffalo Grove, Hoffman
Estates, Palatine, Rolling Meadows, and Elk Grove. The
group has been in existence since 1982 . All the member
communities have been asked to adopt the revised agreement .
(F) Consideration to adopt RESOLUTION NO. 54-93 (attached) to
provide for the regulation of basic service tier rates and
related equipment, installation and service charges of any
cable television system operating in the Village of Elk
Grove Village.
(The resolution authorizes the Village Manager to
execute the FCC form certifying the . Village as a
Franchising Authority to regulate basic cable rates.
(All member municipalities of the Continental Cable
Group are in the process of becoming certified.
(The effective date of the certification is 30 days
after submitting the form to the FCC.
(This item was discussed at the 9-21 -93 Committee of
the Whole Meeting. )
G) Consideration to adopt ORDINANCE NO. 2322 (attached)
establishing additional compensation for Police Sergeants
attending court on off-duty days.
(The ordinance provides Police Sergeants an
additional $100 in compensation per day when attending
court on off-duty days.

(The ordinance will be distributed on Friday,

H) Consideration to adopt ORDINANCE NO. 2323 (attached)
amending Title 6, Section 6-3-6-6 of the Village Code
pertaining to parking facilities for the handicapped
(increase in fine from $50. 00 to $100. 00) .
(The ordinance increases the fine of parking in a
handicap parking stall from $50. 00 to $100. 00. The
effective date of the ordinance is January 1 , 1994 .

A. Pending Action by Village Board
1 : At the 9114193 VB meeting an ordinance amending
Day Care Centers was referred to the JPZ Committee
for review. The ordinance amends Title 3, Chapter 8,
Article A, Day Care Centers and Homes, of the Village
Code of the Village of Elk Grove Village as it
pertains to maximum number and age of children in
day care homes.

I) Consideration to award a contract to Triton Consulting
Engineers, LTG. , Schaumburg, IL to perform consulting
engineering services for the JFK/Elk Grove Boulevard
Roadway Improvement, leveling of the median along Elk
Grove Boulevard from Arlington Heights Road to Rev.
Morrison Boulevard and modernization of the traffic
signal at Elk ,Grove Boulevard and Arlington Heights Road
at a cost not to exceed $58,941 .
(The proposal includes consulting engineering
services ,for the widening and resurfacing o (In
addition, Triton will perform engineering services on
related projects to the Boulevard widening. First, the
provision of engineering services for the leveling of
the median along Elk Grove Boulevard from Arlington
Heights Road to Reverend Morrison Boulevard. The cost
for this service is $2,011 . This work will be performed
when studying the installation of the storm sewer line.
Second is the engineering services for the modernization
of traffic signals at the intersection of Elk Grove .
Boulevard and Arlington Heights Road. The cost for this
service is $4,498. As other traffic signals in the area
(i .e. Cosman Road and Arlington Heights Road) are being
modernized at a cost split of 113 Village funds and 2/3
County contributions, now is the time to study this
intersection as well .
(In addition, Triton will perform engineering
services on related projects to the Boulevard widening.
First, the provision of engineering services for the
leveling of the median along Elk Grove Boulevard from
Arlington Heights Road to Reverend Morrison Boulevard.'
