CONSENT AGENDA A) Consideration of a request (attached) from Eagle Food Store to use their parking lot for special activities and events to celebrate their 100th anniversary from Friday, May 21 through May 23 . (The celebration will include a number of activities such as a petting zoo, children 's train, food stands, and an inflated balloon among other attractions in the parking lot of the Eagle Food Store. (This item was discussed at the May 18, 1993 Committee of the Whole Meeting. ) B) Consideration to concur with the Assistant Village Manager 's authorization to allow Firefighters John J. Kelly and Carla A. Penn to attend the Firefighter II Certification Class in Arlington Heights, Illinois, from May 17 to June 25, 1993, at a cost not to exceed $1 ,255 per person, for a total cost of $2,510. (The firefighters were hired on May 10. The first available Fire Academy class started May 17, before the next scheduled village Board meeting. (Sufficient funds are budgeted and available for, this expenditure. ) C) Consideration of a request (attached) from the Greater Agenda for VB Meeting 5-25-93 • -2- O 'Hare Association of Industry and Commerce for payment of FY 1993-94 dues in the amount of $250. (The dues amount- represents no increase from last year. (The Greater O 'Hare Association represents 900 companies in the northwest suburban area and works to retain and attract new businesses into the Greater O'Hare business community. ) D) Consideration to authorize Fred Engelbrecht, Police Chief, to attend the International Association of Chiefs of Police Annual Conference in St . Louis, Missouri from October 16, 1993 through October 21 , 1993, at a cost not to exceed $1 ,028. E) Consideration of the following: -- To waive the formal bidding process; and -- To award a purchase contract to Metropolitan Pump Company, Romeoville, IL, to furnish and deliver one (1 ) submersible waste water pump in an amount not to exceed $5,957. (The pump will be utilized as a back-up for the Pratt Avenue lift station . When an existing pump is removed from service for scheduled maintenance and/or emergency repairs, the back-up pump is placed in service and the pump under repair becomes the back-up unit . (on March 23, 1993, the Village Board awarded a contract to Metropolitan for an identical pump for the Route 83 lift station. At that time, Metropolitan 's low bid price was 22% below other bidders. Metropolitan is offering the Village the same pump at the same price as awarded in March 1993 . (Sufficient funds are budgeted and available for this purchase. ) (Reports from the Purchasing Agent and Director of Public Works are attached. ) F) Consideration of the following: -- To waive the formal bidding process; and -- To award a purchase contract to Kustom Electronics, Shorewood, Minnesota, to furnish five (5) Kustom HR-12 radar units in an amount not to exceed $9, 000, including a trade-in value of $500. (The Police Department currently utilizes Kustom HR-12 radar units and is standardized on them., The Police Department has tested several different Radar units over the years and determined that the Kustom HR-12 model is Agenda for VR Meeting 5-25-93 • -3- best suited to meet the needs of the department . (Kustom Electronics, Shorewood Minnesota is the manufacturer of these radar units. No other supplier of this radar unit is known. (Sufficient funds are budgeted and available for this purchase. (Reports from the Purchasing Agent and Police Chief recommending approval are attached. ) . G) Consideration to award a professional services contract to RJN Environmental Associates, Inc. , Schaumburg, Illinois, to provide construction support service on the the Ridge Avenue Lift Station Improvements Project in an amount not to exceed $20, 000. (RJN Environmental Associates, Inc. , are the consultants who prepared the specifications for the project . (Public Works staff will provide daily construction inspection and contract administration for the project . in addition, the Public Works Department is recommending supplemental engineering support for services including pre-construction meeting coordination, shop drawing review, private consultation of contract documents, construction orientation and on-site observation. RJN is familiar with the project and can perform the required work. (The contract will be invoiced as needed on a time and material basis to control the usage of the consultant . The Director of Public Works has reviewed the hourly rates of the consulting project managers and finds them to be fair and reasonable. (A report from the Director of Public Works, recommending approval , is attached. ) H) Consideration of the following: -- To waive the formal bidding process; and -- To award a purchase contract to Motorola, Inc. , Schaumburg, IL as a sole source supplier, to furnish two (2) mobile communications radios and one (1 ) portable radio at a total cost not to exceed $8,270. (The Fire Department has standardized on Motorola equipment . In addition, Motorola is the sole supplier of radio equipment for use in conjunction with the joint Computer-Aided Dispatch System at Northwest Central Dispatch . (Reports from the Purchasing Agent and Fire Chief recommending approval , are attached. (Sufficient funds are budgeted and available for this purchase. ) I) Consideration of the following: Agenda for VB Mee•g 5-25-93 • -4- -- To waive the formal bidding process; and -- To award a blanket purchase contract to Kale Uniforms, Inc. , Chicago, Illinois for Police Department uniforms for the period June 1 , 1993 through April 30, 1994, in an amount not to exceed $19,500. (Kale Uniforms has provided quality uniforms in the past and is the only known source available at this time for Police and Fire Department uniforms. Past attempts to locate additional sources for these uniforms have proven ineffective. (The contract includes the purchase and/or replacement of police officer uniforms and accessories on an as needed basis. (Reports from the Purchasing Agent and Police Chief recommending approval are attached. ) J) Consideration to award a maintenance contract to the lowest responsive and responsible bidder, Falat Mechanical Inc. , Schaumburg, IL for the maintenance of heating, ventilation, and air conditions at all Village facilities for the period from June 1 , 1993 through April 30, 1994 in an amount not to exceed $15,500. (The apparent low bidder, Ener-Trot , Inc. , did not meet the bid specifications. Their proposal included one preventative maintenance per year while the specifications required four per year. The contract is, therefore, recommended to be awarded to the next low bidder, Falat Mechanical , who provided the lowest responsive and responsible bid. (The list of village facilities covered under the contract include the Municipal Complex, both Public Works Garages, Fire Administration building, and the four fire stations. (Reports from the Purchasing Agent and Director of Public Works, recommending approval , are attached. (Sufficient funds are budgeted and available for this expenditure. (A report from the Assistant Director of Finance is attached. ) L) Consideration of a request (attached) from the Evangelical Lutheran Church to waive the $100 business license fee for their Holy Spirit Pre-School . (It has been the past practice of the village Board to waive the business license fees for other not-for profit agencies. (A report from the Assistant Director of Finance is Agenda for VB Mee•g 5-25-93 • -6- attached. ) M) Consideration to authorize the payment of $56, 436 to the Greater Woodfield Convention and Visitors ' Bureau (GWCVB) for FY 1993-94 dues . (The GWCVB serves as representatives in local , metropolitan, and statewide public hospitality and tourism industry agencies in the northwest suburban area, including Elk Grove. The Bureau is active in promoting Greater Woodfield through advertising, networking, and participation in national and local tradeshows) . (A report was previously distributed on this item. Sufficient funds are budgeted and available for this purpose. ) N) Consideration to adopt RESOLUTION NO. 28-93 (attached) accepting an Irrevocable Letter of Credit No. 00318466 from the First National Bank of Chicago, expiring June 17, 1994 , in the amount of $400,000, to guarantee construction of public improvements at Super Kmart Shopping Center (Biesterfield/Meacham) . (The Letter of Credit guarantees the construction of public improvements such as roads, sanitary sewer, storm sewer, water main, and traffic signals at the shopping center location. (The Letter of Credit is in a format previously found acceptable by the Village Attorney. (A report from the Department of Engineering & Community Development, recommending approval, is attached. ) O) Consideration to adopt RESOLUTION No. 29-93 (attached) determining the appropriateness for Class 6B Status pursuant to the Cook County real property classification ordinance as amended January 1 , 1990 for certain real estate owned by Circuit Systems, 2201 Landmeier Road, Elk Grove Village, IL. (Circuit Systems plans to construct a 55, 000 square foot addition to their existing building at 2201 Landmeier Road. Circuit Systems is a manufacturer of circuit boards. (The tax incentive allows a property tax assessed valuation reduction from 36% to 160 of fair market value for an eight-year period. The class 6 (B) status applies to the building addition and renovations. (Circuit Systems plans to hire an additional 20 people as a result of the addition . The value of the addition will add $2 million to the property tax base. (Attached is a report from the Economic Development Assistant and a letter from Circuit Systems requesting the Class 6 (B) status. ) Agenda for VB Meeting 5-25-93 • -7- P) Consideration to adopt -RESOLUTION No. 30-93, rescinding Resolution 97-70 and adopting an amended Automatic Aid Agreement between the Village of Elk Grove Village and Village of Schaumburg. (This action will amend the current automatic aid agreement between Elk Grove and Schaumburg to require Schaumburg to provide a fire engine to service the boundary limits of the Meacham fire station during a working fire. The Schaumburg response will allow Elk Grove fire engines to remain at their stations to respond to any other alarms. ) (This item was discussed at the 5-18-93 Committee of the Whole Meeting. ) (The Resolution will be distributed on Friday, May 21 . ) Q) Consideration to adopt RESOLUTION No. 31-93 (attached) supporting the issuance of Industrial Revenue Bonds by the Illinois Development Finance Authority. (The Illinois Development Finance Authority approved an application to issue tax-exempt Industrial Revenue Bonds on behalf of Grecian Delight Foods, Inc. The Authority has notified the Village seeking our support of the bond issue . The bond issue is let by the State of Illinois. The Village obligates no funds when supporting the bond issuance. The municipality has 45 days from the receipt of the notification to send a resolution approving or disapproving the project . (The bond issue will be used to purchase and renovate an existing vacant manufacturing facility at 1201 Tonne Road (formerly Re MI Foods) . In addition, there are -plans to construct an addition to the facility. The amount of the bond issue is $8, 900,000. (Grecian Delight Foods is currently applying for 6B status from Cook County. An estimated 150 jobs will be created as a result of this project . (A report from the Economic Development Assistant recommending approval is attached. ) R) Consideration to adopt ORDINANCE NO. 2301 (attached) amending Title 3, Chapter 3, Section 3-3-7, Number of Licenses of the village Code of the Village of Elk Grove Village by decreasing the number of Class "D" liquor licenses by one from 8 to 7, and increasing the number of Class "A" liquor licenses by one, from 29 to 30 -- Comfort Inn (Webb Hotel) . (Comfort Inn is requesting to change their liquor license from Class "D", beer and wine only to a Class "A" license which allows full liquor service on premise. (Comfort Inn decided to wait for the new Agenda for VB Meeting 5-25-93 • -8- license year before requesting to make the change in order to avoid having to pay for a new license so close to the end of the licensing year. (A report from the Village Clerk is attached. ) S) Consideration to adopt ORDINANCE NO. 2302 (attached) amending Title 6, Chapter 4, Section . 6-4-5-4 : (Fire lanes) of the Municipal Code of the Village of Elk Grove Village by adding designated fire lanes for the Elk Grove Village VFW Post 9284 - (400 E. Devon Avenue) . (The Elk Grove Veterans Club Post 9284 is requesting to designate fire lanes on the north, west and east side of their building. (The VFW is aware that they are responsible to install and maintain signs identifying the fire lanes subject to the approval of the Fire Chief.
