6. CONSENT AGENDA
A) Consideration to authorize the Plan Commission to hold a
public hearing on a petition to obtain a special use permit
from William K. Olson and Associates to construct a
Hardee 's Restaurant in an I-1 zoned district located at the
southeast corner of Greenleaf Avenue and Busse Highway.
(A restaurant is classified as a special use in an
I-1 zoned district .
(The proposed Hardee 's Restaurant is estimated to be
4, 100 square feet . The restaurant will have drive-thru
service and indoor dining. Street access is proposed off
of Greenleaf Avenue and Busse Road.
(A hearing date has not yet been established. )
B) Consideration to award a professional service contract to
Goldstein and Associates to perform full actuarial
valuations of the Police and Fire Pension Funds for fiscal
year 1994 at a total cost not to exceed $6, 000.
(The Governmental Accounting Standards Board (GASB)
requires full actuarial:- studies for public pension plans
every other year. A full actuarial valuation is required
in fiscal year 1994 .
(Illinois State Statues permit a municipality to
retain an enrolled actuary, other than the Department of
Insurance, to perform valuations of pension plans in the.
determination of the annual property tax levy requirements.

(Independent actuaries are preferred over the
Illinois Department of Insurance actuaries as they use
current data and develop assumptions that are unique to
each pension fund.
(Four professional service proposals were received
from independent actuaries. Goldstein and Associates
provided the lowest cost proposal . Goldstein and
Associates meet Village requirements and are highly
recommended by other Villages who retain their
services.
(The total cost ($6,000) will be split evenly between
each pension fund.
(A report from the Director of Finance, recommending
approval, is attached. )
C) Consideration to authorize the payment of $11 , 700 to the
Northwest Municipal Conference for FY 1993-94 Dues.
(The dues calculation is based upon $0. 35 per
capita . This represents no change from last year 's dues.
(The village has been a member of the NWMC since
December 1961 . The NWMC is comprised of 35 municipalities
and 5 townships with a combined population of over one
million . It provides services on a regional basis,
including joint purchasing, legislative overviews, training
and education, government information, and many others.
(Sufficient funds are budgeted and available for this
purpose. )
D) Consideration to approve a contract with the Illinois
Criminal Justice Information Authority, Chicago, IL, in the
amount of $20, 405 to provide computer hardware access and
software programming and maintenance for the Police
Information Management System (PIMS) .
(The PIMS System is operated by the Illinois Criminal
Justice Information Authority. Elk Grove has participated
in PIMS since 1984 .
(Fifty (50) other law enforcement agencies
participate in PIMS. The Illinois Criminal Justice
Authority provides four main-frame computers for
PIMS services, which are directly connected to State and
National Crime Information Computers.
(The contract is for a one-year period (July 1 , ,1993
to June 30, 1994) , based upon the State 's Fiscal Year.
Sufficient funds are budgeted and available for this
contract . The proposed contract is at the same rate as
- --last year 's contract .
(Reports from thePurchasingAgent and Police Chief,
recommending approval, are attached. )

3-E) Consideration of the following:
-- To waive the formal bidding process; and
-- To renew a 12-month maintenance agreement with Hansen
and Associates , for maintenance on two IBM Model 50
copy machines at a cost not to exceed $7,416.
(The Finance Department solicited proposals from the
only two known responsible firms capable of maintaining
this equipment .
(Hansen and Associates provided the lowest price
quote and has provided quality service to the Village in
the past .
(This contract price reflects a 3% increase over last
year 's contract . Sufficient funds are budgeted and
available for this purpose.
(A report from the Purchasing Agent, recommending
approval, is attached. )
F) Consideration of the following:
-- To waive the formal bidding process; and,
-- To award a sole source service contract to Eastman
Kodak in the amount of $8, 400 for maintenance on the
Police Department 's Eastman Kodak 2255 photocopier.
(Eastman Kodak is the only known source for
maintenance on this equipment .
(Reports from the Chief of Police and the Purchasing
Agent, recommending approval , are attached. )
G) Consideration to award contracts to the lowest responsive
and responsible bidders for the rehabilitation of the Ridge
Avenue Lift Station as follows:
-- J. F. Ahern Company, Fond Du Lac, WI, to perform
improvements consisting of replacement of pumps, controls,
piping, values, installation of a prefabricated control
building and other related appurtenances at a total cost
not to exceed $344 , 888; and
-- to Mola Construction, Inc. , Addison, IL, to replace
approximately 3, 800 lineal feet of 18-inch diameter force
main pipe at a total cost not to exceed $446,980.

(RJN Environmental Associates, Inc. , the consultants
who prepared the specifications for this project, reviewed
all bids in concert with the Public Works Department .
(The Village 's Capital Improvements Program includes
the rehabilitation of .the Ridge Avenue Lift Station and
replacement of the 18" force main that services the
station . The total cost of the improvements is $791 , 868 .
Sufficient funds are budgeted and available for this
purpose.
(Reports from the Director of Public Works and
Purchasing Agent, recommending approval , are attached. )
H) Consideration to adopt ORDINANCE NO. 2299 designating the
representative to the Northwest Suburban Municipal Joint
Action Water Agency for the Village of Elk Grove Village.
(The ordinance designates Dennis J. Gallitano as
Director on the Board of Directors of the Agency and
Michael Tosto as Alternate Director.
(This item was discussed at the 4/27193 Committee of
the Whole Meeting. )
I) Consideration to adopt ORDINANCE 2300 granting a
variation of Section 5 . 23 G. 2 . (a) of the Zoning Ordinance
as it pertains to permitted solid fences on corner
lots to permit the installation of a solid fence in
the required clearance area on property located at
649 E. Elk Grove Boulevard, Elk Grove Village
(Mesh) .
(At the 4-27-93 Village Board meeting the Village
Attorney was directed to prepare an ordinance granting this
zoning variation.
(The ordinance will be distributed prior
to the 5-11-93 Village Board meeting. )

At the 4127193 Village Board Meeting the Village Attorney
was directed to prepare an Ordinance for a variation to
allow an encroachment of seven (7) feet into the required
ten (10) foot setback for the construction of a fence at
649 E. Elk Grove Boulevard. Consent Item I.
