A) Consideration- of the following:
-- To increase a professional services contract awarded
to Bell Land Improvements on October '13,- 1992 for snow
plowing services in an amount not to exceed $24 , 000
for a total contract amount not to exceed $81, 000;
and,
-- To increase the Public Works budget by $24 , 000 to
cover the possible costs associated with additional
snow plowing services .
(On January 12 , 1993 the Village Board authorized
this contract to be increased by $30, 000 to $57 , 000 due to
the significant amount of snowfall experienced this
season. After recent snow events only $7 ,000 remains
of that amount .
(The Director of Public Works recommends an increase
of $24 ,000 to cover possible snow plowing services needed
for the remaining 6 weeks of the snow season.
(A report from the Director of Public Works ,
recommending approval, is attached. )

B) Consideration to award a professional service contract to
Pandolfi, Topolski, Weiss & Company to perform the FY
1992-93 Annual Audit in an amount not to exceed $15, 380 .
(Pandolfi, Topolski and Weiss has conducted the
Annual Audit over the last two .years . Their fee to perform
the audit this year was increased $445 . 00 ( 3%) over last
year.
(A report from the Director of Finance, recommending
approval, is attached. )
C) Consideration of the following:
-- To waive the formal bidding process; and,
-- To increase a contract awarded to Lo Verde
Construction by the Village Board on November 24 ,
1992 to replace 89 feet of defective 12-inch
sanitary sewer pipe along the Elk Grove
Boulevard Ditch at a cost of $145 per foot for
a total amount not to exceed $25,000 .
( In preparation for the construction work on the Elk
Grove Boulevard Drainage Ditch Enclosure Project, it was
found that a 12-inch sanitary sewer line is deteriorated
that runs parallel to the Boulevard ditch. A 50-foot
and 25-foot section of sewer pipe had partially collapsed
while a 14-foot section of sewer was not at the proper
elevation.
(Lo Verde Construction Company is the contractor for
the enclosure of the drainage ditch and can perform the
sanitary sewer repairs in conjunction with the enclosure
project . Public Works has reviewed the price quotes
received from Lo Verde and found them to be fair and
reasonable.
(The defective sections of pipe will be replaced with
a ductile iron pipe. The contract also includes all
restoration of landscape, curb, and pavement as a result of
the repairs .

recommending approval , is attached. )
D) Consideration to award a purchase contract to the lowest
responsive and responsible bidder, Northwest Ford Truck
Franklin Park, Illinois , to furnish and deliver one ( 1 )
1993 Cab and Chassis with Mounted Sewer Cleaner in an
amount not to exceed $68, 478 , including $3, 500 discount
applied on the trade-in of a 1978 Ford LN800 .

(The delivery of the cleaner is expected after May 1,
during the next fiscal year. This purchase will be made
from the FY 1993-94 Budget . Funds for this purchase
were approved in the 1992-93 budget and are included
in the 1993-94 proposed budget . Due to the low bid
price, the FY 1993-94 budget will be reduced $10, 000 .
(A report from the Purchasing Agent and Director of
Public Works , recommending approval, are attached. )
E) Consideration to adopt RESOLUTION NO. 15-93 (attached)
authorizing the release of Executive Session minutes of
the Village of Elk Grove Village.
(The resolution releases Executive Session minutes
from 3/12/85 for public inspection.

the Whole Meeting. )
F) Consideration to adopt RESOLUTION NO. 16-93 (attached)
establishing polices for off-duty services of Elk Grove
Village sworn personnel in uniform.
(The resolution sets the rate of compensation and
policy on the use of Village equipment for sworn personnel
involved in off-duty services .
(This item was discussed at the 2/23/93 Committee of
the Whole Meeting. )
G) Consideration to adopt RESOLUTION NO. 17-93 (attached)
supporting the retention of military units at O 'Hare
Airport.
(This resolution supports the continuance of the
O' Hare Military Base which employes 4 , 700 full and
part-time personnel .

the Whole Meeting. )
H) Consideration to adopt RESOLUTION NO. 18-93 (attached)
directed to the Cook County Board of Commissioners , Cook
County Board of Appeals, and the County Clerk for
transmittal to Cook County Board of Commissioners in
response to the public hearing held by the Cook County
Board of Appeals on March 5, 1993 regarding the rezoning of
unincorporated property located on the south side of
Higgins Road approximately 153 . 7 feet west of Stanley
Avenue (Pecora) .

(The resolution will require a super majority ( 3/4 )
vote by the Cook County Board to approve the proposed
rezoning from County R-5 (single-family) to County C-8
( Intensive Commercial ) .
(The Residents on Wildwood Drive that abut the site
have been notified of the public hearing scheduled for
March 5 , 1993 .

7 . REGULAR AGENDA
Consideration of a request (attached) from the Nieman Group for
a sign variation for the Park N' Shop Shopping Center ( southeast
intersection of Higgins and Arlington Heights Road) as follows :

(The petitioner is seeking a variation to renovate the
existing free-standing sign and to add an electronic
"flashing" message center to the sign. The existing sign was
permitted by a sign variation granted by the Village Board.
(The Director of Engineering & Community Development has
reviewed the request and has no objection to the renovation of
the existing sign. The height and area of the sign will be
the same as the existing sign.
(The Director recommends denying the variation for the
message center for the following reasons : 1) The Village has
never allowed changeable copy signs for commercial
advertising purposes . Shopping Center signage has been
limited to identifying the name of the center and tenants
therein. 2 ) A flashing sign at that location will be a
dangerous distraction to motorists using Higgins Road, which
is a six-thru lane highway at the location, and 3) the
relatively high speed of traffic ( 40 m.p.h. ) will render
the sign ineffective as an advertising device. ).
