A) Consideration to award a purchase contract to the lowest
responsive and responsible bidder, Hazco Services, Inc. ,
Dayton, Ohio to furnish and deliver two (2) Trelleborg
hazardous materials protective suits in an amount not to
exceed $5, 015 per suit for a total of $10 , 030 .
(Sufficient funds are available for this purchase.
(Reports from the Purchasing Agent and Fire Chief,
recommending approval, are attached. )
B) Consideration to award, a purchase contract to the lowest
responsive and responsible bidder, Schmerler Ford, Elk
Grove Village, Illinois to furnish and deliver one 1993
Ford Tempo GL 4-door sedan in an amount not to exceed
$9 , 512 . 50 , including $800 discount applied on the trade-in
of a 1986 Chevrolet Cavalier.
(The vehicle will be utilized by the Community
Service Officer (CSO) in the Police Department. The
current CSO vehicle will be traded in on the new vehicle.
( Sufficient funds are budgeted and available for this
purchase .
(A report from the Purchasing Agent, recommending
approval, is attached. )

C) Consideration to adopt RESOLUTION NO. 11-93 (attached)
determining the appropriateness for Class 6B status
pursuant to the Cook County Real Property Classification
Ordinance as amended January 1, 1990 for certain real
estate owned by K&M Plastics , 1601 Pratt Boulevard, Elk
Grove Village, IL.
(K & M Plastics plans to build an addition of 25, 000
square feet for the expansion of their plastics
manufacturing firm. The property tax incentive allows a
reduction from 36% of fair market value to 16% for an eight
( 8) year period on the addition.
(The construction of the addition will create 20 jobs
initially and add $1 million to the Village ' s property tax
base .
(A report from the Economic Development Assistant
recommending approval and a letter from K & M Plastics
requesting the class 6 B status are attached. )
D) Consideration of a request from Alexian Brothers Medical
Center to waive review fees for their building addition
(Obstetrics Units ) in an amount of $120 ,260 .
( It has been the past practice of the Village Board
to waive review fees for not-for-profit organizations .
(This item was discussed at the 2/9/93 Committee of
the Whole Meeting, )
E) Consideration to adopt RESOLUTION NO. 12-93 ( attached)
asking Governor Edgar to support the continuation of the
Income Tax Surcharge.
(The Illinois Municipal League is requesting that all
member municipalities adopt the attached resolution to
support the permanent continuation of the income tax
surcharge to municipalities . This source of income for
municipalities is due to expire on June 30 , 1993 .
(Currently, this revenue source is being used towards
capital improvement projects in the Village. )
F) Consideration to adopt RESOLUTION NO. 13-93 (attached)
authorizing the Village President to execute an agreement
between the Village of Elk Grove Village and Cook County
for Landmeier Road Improvements ( sidewalks and watermain) .
(The agreement obligates the Village to reimburse
Cook County a total of $380, 000 for the installation of
improvements requested by the Village. The improvements
include sidewalks on both sides of Landmeier Road
( $70 , 000) and the installation of an 8-inch Village
watermain ( $310, 000 ) in accordance with improvements
planned for Landmeier Road in Cook County. The Village
will assume ownership and maintenance responsibility
for these items.

(The Engineering & Community Development Director and
Public Works Director have reviewed the agreement and find
it satisfactory.
(A report from the Director of Public Works ,
recommending approval, is attached. )
G) Consideration to adopt ORDINANCE NO. 2289 (attached)
amending position classification and salary plan, of the
Village of Elk Grove Village by temporarily increasing the
authorized strength of the Fire Department by one.
(A vacancy currently exists in the Fire Lieutenant
rank. The Fire and Police Commission is currently
developing a promotional list for the position.
(The Fire Department is requesting a temporary
increase to its authorized strength by one to hire a
firefighter before the beginning of the next Fire Academy
class on March 15 . This action would be taken in
anticipation of a firefighter position opening once a
firefighter is promoted to Lieutenant . The authorized
strength position will be reduced to its current level once
the Lieutenant position is filled. )
