MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson announced the July Village Board meeting will be held at 5:00 p.m. due to the Summer concert series. Concerts will be held every Tuesday evening in July starting on July 9, 2013. Concerts will feature Blood, Sweat&Tears, Fran Cosmo-Former lead singer of Boston, Daryl Stuermer of Genesis/Phil Collins and Three Dog Night. Events - Mayor Johnson attended the following events: June 5 - DARE Graduation at Grove Jr. High and a tour of Creative Werks in Bensenville. Creative Werks is a large candy manufacturer that will be opening a location in Elk Grove Village. 'Their goal is to eventually have a one million foot location. June 8 and 9 - Japan Festival at Elk Grove High School June 8 - Bike with the Mayor June 10 - Grand Opening and Ribbon Cutting of Dolphin Swim Club at 681 Meacham Road June 15 - Wounded Warrior Event at Village CycleSport and the Hometown Parade Mayor Johnson thanked the Rotary Club for another great RotaryFest. Employee Recognition - Mayor Johnson recognized the following Village employees for their years of service with the Village: Casey Kowalczyk- Police Department- 15 years Dora Willis - Fire Department- 25 years David Valerio - Public Works- 25 years Scholarships -Trustee Franke,Trustee Prochno and Youth Committee member, Christine Kelley,joined Mayor Johnson at the podium. Three scholarship recipients were chosen. One scholarship was awarded by the Parks Foundation and two were awarded by the Village. Village scholarships were funded through the House Raffle held several years ago. Scholarships were awarded to Angelica Ford, Kaley Wendorf and Jacqueline Noto. Angelica was not able to attend the Village Board meeting. Trustee Franke presented $1,000 scholarships to Jacqueline Noto and Kaley Wendorf. Each recipient said thank you and stated where they would be attending college in the Fall. Proclamation- Mayor Johnson asked School District 54 Superintendent Ed Rafferty to join him at the podium. Mayor Johnson read and presented Mr. Rafferty with a proclamation honoring him on his retirement after almost thirty-seven years of service with the School District. Mr. Rafferty thanked the Mayor and Board and stated Elk Grove Village has always been a great partner to School District 54. Page 1 of 7 Oaths of Office- Fire Chief Rich Mikel joined Mayor Johnson at the podium. Chief Mittel gave a brief career and education background on three newly appointed Fire Battalion Chiefs. Mayor Johnson administered Oaths of Office to Richard Garchie, Lance Harris and Michael Keenan. Each Battalion Chief thanked the Mayor,Village Board,Village Manager, Fire Chief and their families. FOP Scholarships- Police Officer Eric Perkins joined Mayor Johnson at the podium. Officer Perkins is President of the Elk Grove Fraternal Order of Police Lodge #35. Each year the Fraternal Order of Police awards four$500 scholarships to members of the Community that are advancing their education. The committee chose the following recipients: Austin Amann,Catherine Reff,Megan Lancaster and Rachel Moody. Officer Perkins asked FOP Secretary, Officer Steve Rohman, to join him at the podium. Officer Perkins presented a scholarship to Rachel Moody. The other three recipients were not present. Rachel stated she would be attending Augustana College in the Fall and thanked everyone. Awards and Recognition- Police Chief Stephen Schmidt joined Mayor Johnson at the podium. Chief Schmidt asked the Village Social Worker, Des Raftery,to join them. Chief Schmidt announced that Mr. Raftery received special recognition from the Illinois State Senate for his service to the Northwest Suburban Alliance on Domestic Violence in 2012 and his efforts to raise awareness and promote prevention of domestic violence. Chief Schmidt congratulated Mr. Raftery. Mr. Raftery stated he was honored to receive the recognition. Mr. Raftery has worked for the Village fourteen years and has learned a lot about domestic violence through his work and educational opportunities that were provided to him by the Village Board and the Police Department. Mr. Raftery thanked the Police Chief, Deputy Chiefs,the Mayor and Board and the Village Manager for their support and encouragement. Mayor Johnson complimented Mr. Raftery for the wonderful job he does for the community. Commendation- Police Chief Schmidt asked Officer Steve Prindle to join him at the podium. Officer Prindle was presented with a Certificate of Commendation for locating and saving the life of a missing adult that was preparing to commit suicide. Officer Prindle thanked Chief Schmidt. Officer Prindle has been a Police Officer in Elk Grove for thirty-two years. Officer Prindle stated he was thankful for being recognized for doing something that he considers is part of his job. Life Saving Awards- Mayor Johnson asked Mr.Jesse Martinez to join him at the podium. Police Chief Schmidt asked Officers Edwin Medina and Nick Langendorf to come to the podium. Officers Medina and Langendorf were presented with Life Saving Awards for rescuing Mr. Martinez from a burning vehicle following an accident at Thorndale Road and Lively Boulevard on May 13, 2013. Officer Langendorf stated he was very happy that everything turned out the way it did that day. Mr. Martinez thanked the Officers and also the Fire Department and Paramedics that took care of him and got him to the hospital. Mayor Johnson complimented the Officers and all Village employees for their commitment to the Community. Trustee Feichter thanked'Mayor Johnson for participating in "Bike with the Mayor" and for his assistance in malting sure everyone made it safely through the intersections. Trustee Feichter also thanked the Police Department for their support and assistance. Trustee Feichter attended a special event at Queen of the Rosary School. The students at Queen of the Rosary won$5,000 in a contest sponsored by Commonwealth Edison. Thousands of students throughout the area.participated in a competition about the use and conservation of electricity during Earth Month. The second grade and fifth grade students came in first place. The whole school attended the award presentation and received ice cream. Trustee Feichter announced the Community Character Coalition honored two very distinguished citizens at their last meeting. Nanci Vanderweel was honored for everything she has done for the Village,the Township and the Community Character Coalition over the Page 2 of 7 years. Six members of the Coalition spoke about how Nand represents the Six Pillars of Character that the organization stands for. Trustee Prochno was also recognized. She was recognized for the work she has done with the Veterans and the Memorial Day Celebration which she started fifteen years ago. Trustee Prochno reported the Memorial Day Ceremony took place at the Park District Pavilion with the help of VFW Post 9284,American Legion Post 218,the Park District, the Village,the Lioness Club, the Boy Scouts and the Girl Scouts. The guest speaker was Courtney Olson, sister of John Olson. Jon was one of the four original servicemen from Elk Grove Village that was killed in Iraq. ` Trustee Prochno shared a report she received from Nick Nikola on the Salt Creek cleanup which took place on June 8, 2013. Approximately twelve bags of garbage were collected. There is less and less garbage each year. This was the thirty-first cleanup in nineteen years. Mr. Nikola thanked all the volunteers. Trustee Prochno announced the Little Boots Rodeo will be taking place on Saturday and Sunday,June 22 and 23, 2013. The Rodeo is open from noon to 6:00 p.m. Jack Groat is the Rodeo sponsor and many wonderful events will be taking place. This year Mayor Johnson will be sitting on a fourteen foot alligator and the Trustees will compete in a Duck Race. Trustee Petri participated in a groundbreaking on May 30,2013 at 2475 Touhy Avenue. The property is going to be a big asset to the Village. One of the property investors is Ross Perot, Jr.and his company from Texas. They also have a redevelopment project on the corner of Lunt Avenue and Nicholas Boulevard. On June 10, 2013 Trustee Petri attended the Tollway meeting. Plans are coming along with the Elgin O'Hare. Some work will be starting now and additional work will be done next Spring. One of the first projects is going to be the Elmhurst Road interchange and the other will be the fly over at Route 53. Trustee Czarnik congratulated and announced the four recipients of the$1,000 Frank J. Authorization of a request from Township High School District 214 to waive the permit fees for vending machines at Elk Grove High School, located 500 W. Elk Grove Boulevard, in the amount of$450.00. Trustee Lissner stated the memorandum supporting item f shows hotel/motel revenues are starting to come back again. It is good to see that business is getting better. CAPITAL IMPROVEMENTS COMMITTEE-Trustee Petri-The Village's local street program is underway. Curbs and gutters and preliminary work are being done. Good progress will be seen shortly and the roads will be ready for the bike race. Mayor Johnson stated the construction on Biesterfield Road will be completed by the end of the week. The project is two weeks ahead of schedule. Busse Road and Higgins Road will be starting shortly and that project will go until November. Arlington Heights Road is half- way done and should be finished by the end of July. Approximately five and one-half miles of Village streets are going to be worked on in addition to the brick crosswalks. Mayor Johnson thanked everyone for their patience and understanding. Over thirteen million dollars is being invested into Arlington Heights Road, Busse Road and Higgins Road by Cook County and the State of Illinois. 9.JUDICIARY, PLANNING AND ZONING COMMITTEE-Trustee Lissner- No Report 10. PERSONNEL COMMITTEE-Trustee Franke- No Report 11. RECYCLING &WASTE COMMITTEE-Trustee Feichter- On Saturday,June 22, 2013 the Village will be hosting a document destruction event and electronic recycling event at Fire Station 8 at 1000 Oakton Street between the hours of 9:00 a.m. and noon. 12. INFORMATION COMMITTEE-Trustee Prochno -The new Elk Grove Farmer's Market is taking place every Saturday morning from June 1 to October 12, 2013 from 7:30 a.m: to 1:00 p.m. in the Village Square. The Market is run by Jack and Connie Groat and their daughter Monika Montemayer. There are over twenty-six vendors with a variety of items. This week the Oscar Mayer Wienermobile will be at the Farmer's Market in the morning and at Little Boots Rodeo in the afternoon. - 13. CABLE TELEVISION COMMITTEE-Trustees Lissner/Petri - No Report 14. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION -Trustees Lissner/Petri - No Report 15.YOUTH COMMITTEE-Trustee Franke- Bob Biedke is the newly elected Park District Commissioner. Commissioner Biedke will be replacing Commissioner Tom Cooke on the Youth Committee. The first Summer Splash party will take place on July 12, 2013 from 8:00 p.m.to 10:00 p.m. at Rainbow Falls. The party is for sixth graders through high school. The next party is scheduled for August 16, 2013. 16. PARADE COMMITTEE-Trustee Czarnik- The annual Hometown Parade was last Saturday and it was a great success. Trustee Czarnik thanked the CERT team,Sergeant Matt Fiorito and the Police Department, George Murtaugh, Dave Preissig and the Public Works Department, Ross Rowe, Debbie Dennison, Beth Clem and Zoe Zawacki from Channel 6,Jim Heffern and Sue Heaton,the parade commentators, Kathy Post;Parade Coordinator, Parade Committee Members Anne Feichter, Ellen Peacock, Fred Geinosky, Rich Keyworth, Ron Pisczek,Jennifer Rupert, Marilyn Koss and Karen Szull,and Steve Santowski the Parade Committee Chairman. Trustee Czarnik announced the following float winners: Theme- Elk Grove Village Library with a fishing theme float Originality- Cub Scout Pack 190 with the Klondike Derby float Creativity- Boy Scout Troop 95 with a Beach Volleyball float Trustee Czarnik thanked parade sponsors, Grove Memorial Chapel, Chicago Offset Printing, Elk Grove Chamber of Commerce,Jerry Castle&Son Hi-Lift Inc.,A&H Plumbing, Creative Werks, Dolphin Swim Club and the Sign Centre. Page 5 of 7 The next meeting of the Parade Committee is Monday,July 1, 2013 at 5:30 p.m. in Room E of the Zettek Municipal Building. 17.HEALTH &COMMUNITY SERVICES ADVISORY COMMITTEE-Trustee Czarnik-The next Blood Drive will take place on Saturday,August 3, 2013 from 8:00 a.m.to 12:30 p.m. in the lower level of the Zettek Municipal Building. 18. LIQUOR COMMISSION -Mayor Johnson - No Report 19.SPECIAL EVENTS COMMITTEE - Mayor Johnson- The Summer Concert Series will start July 9 with Blood, Sweat and Tears followed by Fran Cosmo, former lead singer of Boston on July 16, Daryl Stuermer of Genesis/Phil Collins on July 23 and Three Dog Night on July 30. The concerts are free to the community. Rocco Vino's will be providing food and beverages at family friendly prices. The July 16, 2013 Village Board meeting will be held at 5:00 p.m. before the concert. The Lions and Lioness Clubs will be sponsoring fireworks'on the 41h of July by Elk Grove High School. 20. TOUR OF ELK GROVE UPDATE- Mayor Johnson-The Tour of Elk Grove will take place August 2, 3 and 4, 2013. There will be two one hour shows this year that will be broadcast nationally. One for the Men's Pro Race and one for the Women's Pro Race. Bob Roll,the voice of cycling, is one of the guest commentators for the race this year. . 21. PLAN COMMISSION -Village Manager Rummel - No Report 22.ZONING BOARD OF APPEALS -Village Manager Rummel - ZBA Docket 13-2 is a request to allow a screened porch at 926 Wisconsin Lane. The porch would extend 9 feet into a 20 foot required setback. The Zoning Board voted 5-0 with one abstention to recommend the variation to the Village Board. The Petitioners were present in the audience. There were no questions from the Village Board Motion to direct the Village Attorney to prepare the necessary documents. Moved by Trustee Czarnik Seconded by Trustee Lissner AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED Mayor Johnson advised the Petitioners that they are all set and do not need to attend the July Village Board meeting for the formal approval. The Mayor stated they could begin work once they obtain the proper permits from the Community Development Department. ZBA Docket 13-3 pertains to the replacement of a non-conforming fence at 208 Fern Drive. The Petitioner originally requested the installation of a five foot high vinyl white fence that would extend twenty-five feet six inches into the side yard setback. The Zoning Board of Appeals rejected that variation request and recommended that a replacement fence could be installed at the same location as the existing fence. The Zoning Board voted 7-0 to make that recommendation to the Board of Trustees. The Petitioner was present in the audience. Mayor Johnson asked the Petitioner if he originally wanted the fence where the existing fence is but was told he might as well try for the further one. The Petitioner said he was advised by Village staff that the hearing would be a "no brainer" and just a formality to get the variation. The Petitioner stated he was unable to attend the hearing, his wife was in attendance and she told him that their shed was brought into the issue,which has nothing to do with the fence. Mayor Johnson stated he drove by the property and with the location and angle of the fence,he feels the Zoning Board made the right decision by recommending the fence stay in the same location. If this was a new house the fence wouldn't even be allowed where it currently exists because of updates to the Village Code. Mayor Johnson apologized to the Petitioner if he was given the impression that the variation would be a "no brainer." There are no guarantees that variations will be approved or not approved. The Petitioner questioned why he was allowed to build his shed and now lie is not allowed to fence in the shed. Mary Jo Pye, Director of Community Development, stated the shed was Page 6 of 7 being looked into and is under consideration. The Village Manager advised that shed issues have been brought to the attention of the Village Board and a revised shed policy is being considered. Trustee Franke commented that a fence variation is a lot different than a shed variation. A fence can obstruct the view of more area than a shed. Mayor Johnson asked the Petitioner if he was comfortable with the Village Board approving the replacement of the fence in its existing location. The Petitioner said it was okay. Motion to direct the Village Attorney to prepare the necessary documents. Moved by Trustee Franke Seconded by Trustee Lissner AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED Mayor Johnson advised the Petitioner he can get started on the fence once the necessary permits are obtained. .23. REPORT FROM VILLAGE MANAGER- No Report 24. REPORT FROM VILLAGE CLERIC- No Report 25. UNFINISHED BUSINESS-The unfinished business under the Village Attorney can be removed. The item appears on the Consent Agenda as item k. 26. NEW BUSINESS -none Trustee Feichter commented that Representative Moylan called to say he came for the "Bike with the Mayor" but unfortunately he mixed up the location and came to Village Hall. He had been given Officer Fiorito's name as a contact person but was told by the Police Department that Officer Fiorito was not on duty, so he returned home. Mayor Johnson stated Officer Fiorito was off that day but came in to help out at intersections for the ride. Mayor Johnson stated Representative Moylan has done a great job representing Elk Grove Village and that he would apologize to Representative Moylan for the mix up. 27.
