Health Inspector, CD DOOR TO DOOR SOLICITORS ORDINANCE The Village Board directed the JPZ to meet and discuss the current rules and regulations pertaining to solicitors. This direction was brought about due to several complaints involving electrical aggregation companies soliciting in the Village. Currently, the Village requires a peddler license to be processed through the Police Department while the Village Clerk's Office processes solicitation permits. The Village Clerk provided the Committee with solicitation rules for the Village's comparable communities as well as Oak Brook's. The Village currently also provides a list of solicitors on the Village website. The Police Department Crime Prevention Division has spoken with residents about solicitors and has distributed "No Solicitor" decals. These decals are also available at the Village Hall. An article in the recent Villager newsletter also addressed solicitation. The JPZ Committee was advised that background checks are currently performed on the individuals soliciting in the Village, but that the companies themselves ate not investigated. Recommendation The consensus of the Committee was to direct the Village Attorney to investigate whether the Village could perform background checks on the companies requesting solicitation permits. At a minimum, this would involve the Village checking with the Better Business Bureau and the State's Attorney's Office. PETS PER HOUSEHOLD The Committee discussed a pet survey conducted by Community Development of the Village's comparable communities and the current Pet Licensing information provided by staff. The Committee discussed the current issues staff faces regarding pets. The Village Attorney recommended that the current Animal Control Ordinance be amended to restrict the number of litters to a maximum of two (2) litters per household in any one calendar year. The Committee discussed the existing animal trap loan program administered by Police. The Public Service Officer conveyed the difficulties that residents are having setting the traps, disposing of the trapped animal and then cleaning the traps. Staff suggested that the Village could collect bids from vendors to become a preferred animal contractor for residents. The Committee discussed the restrictions that other communities have placed on the number of pets per household. Staff indicated that the current ordinances provide them with adequate tools to deal with complaints that may arise based on the number of pets in a household. Recommendation The consensus of the Committee was the following: • To concur with the recommendation of the Village Attorney to restrict the number of litters to a maximum of two (2) per household in a calendar year. • To not place any restrictions on the number of pets per household. • To direct staff to pursue pricing for a preferred vendor animal trapping company that residents may utilize at their own expense. The Committee may meet when information is available by staff on a recommended animal trapping firm(s).
