Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled
meeting of the Village President and Board of Trustees on February 22, 2011, this Executive
Session was called to consider a Litigation matter.

Lineation
The Village Manager updated the Village Board on the ongoing investigation into the former
Executive Director with the Solid Waste Agency of Northern Cook County (SWANCC). It was
noted that the Forensic audit has been completed, and that it appears that the former Executive
Director received nearly $800,000 in unauthorized reimbursements. It was noted that the reason
it was caught by auditors this past year was due to the large reimbursement he received. Per
policy, lie was supposed to submit those expense reimbursements to the Board of Directors.
These reinibursenients were never placed on the warrant for consideration.
The forensic audit confirmed that the Secretary never benefitted financially. It was noted that an
indictment may occur in about a month. Mayor Van Dusen, Chairman of S WANCC, never saw
the checks because they were never placed on the warrant. The former Executive Director
removed all routine checks from the warrant and only placed major capital expenditures on the
warrant. The Mayor asked that the Village request changes to the Executive Board management.
The meeting was adjourned at 6:21 p.m.
