Chairman Childress called the meeting to order at 7:00 pm and read a statement describing the
hearing notification procedure as well as the legal notice.
Mr. Childress proceeded to read an additional letter provided by the petitioner on behalf of David
Holcomb and Rose Pasowicz who reside at 1735 Gibson Drive, Elk Grove Village. The letter
stated their support for the variance request.
The petitioner, .lohn Hershey, was sworn in and asked to present his case.
Mr. Hershey, Architect, stated that he is speaking on behalf of Jim and Anne Flannery,
homeowners of]764 W. Biesterfield Rd. He stated that the homeowners are requesting a
variance to the permit the construction of a third (3"d) car garage which would extend
approximately live and a half feel(5.5') into the required eleven and a half foot(11.5') side yard.
He stated the variance is required based upon the unique shape and configuration of the lot. The
lot has two (2) adjacent properties whose rear yards both abut this property.
Mr. Hershey indicated that various designs have been rendered to make the addition as small as
possible while also maintaining the functionally of the space. He indicated that the third car
garage will be used to store a small pickup truck, which Mrs. Flannery uses for her business
along with light storage.
Mr. Childress opened the meeting to questions from the board.
Mr. Bookler asked if any drainage improvements were proposed for the site.
Mr. Hershey stated that, if required, some type of underground drainage system for run off would
be provided. He noted that he had a civil engineer review the garage design/location and the civil
engineer saw no adverse effect on drainage.
Mr. Meister asked the petitioner if the photos submitted with the variance petition package were
current. Mr. Meister noted that a line of hedges currently exist along the south side of the
property which aren't shown on the photo. He stated a concern about the sightline restrictions
when backing out of the driveway.
Mr. Flannery stated that the current locution of the hedges do not obstruct sightlines when
backing out of the garage.
Mr. Hershey added that the current sightlines will not be affected based upon the design of the
new driveway, The new driveway will angle into the existing driveway, which will give the
driver more visibility when backing out of the garage.
Mr. Rettbcrg asked the petitioner and homeowners if any drainage issues currently exist at the
site.
Mr. Flannery mentioned that a small amount of water occasionally accumulates towards the rear
of the property. Mr. Hershey mentioned that any drainage issues which may arise based upon the
construction of the garage would be addressed.
Mr. Zinnel asked the Flannerys' if they were the original owners of the house.
Mr. Flannery stated that they have lived in the residence for 21 years.
Mr. Zinnel asked Mr. Flannery what the size of their shed was and if they had any intention of
removing the shed if the third car garage variance was granted.
Mr. Flannery stated that the shed was approximately 8'x10' and they had no intention of
removing the shed. The shed is used for storage of yard maintenance equipment/tools and the
new garage will be used for car storage along with miscellaneous light storage.
Mr. Dohrer stated that the proposed design worked well with the layout of the site and lie had no
issues with the variance request.
Mr. Dohrer asked Jared Polony, EGV Community Development Department, if all the casement
waivers have been submitted.
Mr. Polony stated that all utilities have signed off on the proposed garage location in the ten foot
(10') easement.
Mr. Childress asked the petitioner to state their hardship for the variance request.
Mr. Hershey stated that the unique configuration of the lot along with the need for further
protection of the 3"' car (business track)was the reason for the variance request. Based upon the
lot configuration, the only place the 3"' car garage could be constructed was within the sideyard
due to the proximity of the house to the side property line.
A motion to grant a variation for the construction of a third car garage which would encroach a
maximum of five and a half feet(5.5') into the required eleven and a half foot (11.5') sideyard
was made by Mr. Dohrer and seconded by Mr. Rettberg. Upon voting (AYES—Childress,
Bookler, Carlson, Meister, and Zinnel) the motion to grant the variance passed
unanimously. Mr. Childress advised the petitioner, Mr. Aershey, to contact the Village Clerk
and attend the subsequent Village Board Meeting. The meeting adjourned at 7:26 p.m.
