PLEDGE OF ALLEGIANCE INVOCATION - Pastor Stefan Potuznik, Christus Victor Lutheran Church 3. APPROVAL OF MINUTES OF July 16,2013 Motion to approve the Minutes of the Regular Village Board Meeting held on July 16,2013 as submitted and dispense with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik VOICE VOTE MOTION CARRIED 4. MAYOR & BOARD OF TRUSTEES' REPORT —Mayor Johnson attended the following events: July 18, 2013 —ARCpoint Labs Ribbon Cutting July 22, 2013 —Town Hall Meeting with Representative Marty Moylan July 23 & July 30, 2013 —Mid-Summer Classics Concerts (Daryl Stuermer of Genesis/Phil Collins and Three Dog Night)—Concerts will be back next July. The Park District has agreed to partner with the Village again. July 25, 2013 —Toured the Korea Daily News facility and attended the Rotary Club Volunteer Appreciation Dinner. August 2, 3 and 4, 2013 — 8`h Annual Alexian Brothers Tour of Elk Grove - The races were great, the concerts and fireworks went well and the weather was perfect. Mayor Johnson thanked McDonalds at Biesterfield and Arlington Heights Roads for donating $2,500.00 to the Soldier Memorial Fund. Monies will be donated to the charities at the September 10, 2013 Village Board meeting. $1,250.00 will be given to the Scholarship Fund administered by the Community Character Coalition and $1,250.00 to the Heart of A Marine Foundation. Monies raised at the Tour of Elk Grove will also be presented to the charities on September 10. Mayor Johnson advised there will be two Village Board meetings in September. The Mayor also advised that schools would be opening tomorrow, August 21, and asked everyone to be cautious while driving in school zones. Awards—Trustee Czarnik joined Mayor Johnson at the podium to present the following Parade Float Awards: Most Original—Cub Scout Pack 190—"Klondike Sled Races" Most Creative: - Boy Scout Troop 95 —`Beach Volleyball" Best Theme—Elk Grove Library—"Fishing" Next year's parade will be held on June 14, 2014, the Saturday before Father's Day. Trustee Prochno thanked everyone that attended the 26`h annual Kenneth Young Center Golf Outing on Thursday, August 1, 2013. The Kenneth Young Center reached their goal of raising $39,000. Izzy's third annual Lemonade Sale will be taking place on Saturday, August 24, 2013 from 1:00 p.m. to 5:00 p.m. at the Elk Grove Presbyterian Church located at 600 E. Elk Grove Boulevard. The funds raised this year will be donated to Presbyterian Disaster Assistance. Monetary donations or baby kits are being requested to help those that were hit by disasters earlier this year. The first year $600 was collected and donated to the Shriners Children's Hospital and the second year there was over$700 in monetary donations and school supplies that were donated to Seeds to Succeed. Page 1 of 6 The Lions Club of Illinois is sponsoring a free vision and hearing screening on August 29, 2013 from 1:00 p.m. to 4:00 p.m. at the Elk Grove Park District Pavilion. Trustee Feichter reported at the last meeting of the Community Character Coalition they recognized Gino Piscopo. Gino has raised thousands of dollars over many years for young cancer victims. The Community Character Coalition"Celebration of Character" will take place at the Pavilion on Friday, September 27, 2013 from 5:00 p.m. to 7:00 p.m. Trustee Czamik stated that on July 19, 2013 she and Trustee Prochno represented Mayor Johnson and the Village Board by presenting a Proclamation to Alexian Brothers at the opening of their Hospice Residence. The 7 1 annual Frank J. Czamik Memorial Golf Outing will take place on Saturday, October 5, 2013. The golf outing provides four $1,000 scholarships for Elk Grove Village students. Everyone is invited to participate. Trustee Lissner stated he attended the Farmer's Market on Saturday and noted that Mirai Corn was available at the Market. Trustee Lissner thanked Jack Groat for organizing the Farmer's Market. Trustee Franke reported he attended the ribbon cutting for the new Orange Leaf Yogurt on July 25, 2013. The final CERT class of this year will start on Monday, September 16, 2013. There are approximately three openings left. Anyone interested in attending can download the application from the Village website. Classes will take place on Mondays and Wednesdays. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the July 31, 2013 Accounts Payable Warrant in the amount of$1,581,910.34. Authorization of a request from First Baptist Church located at 590 Tonne Road, to waive permit fees to replace the roof of their building in the amount of$80.00. b. Authorization of a request to waive permit fees for sealcoating and striping of the parking lot at Living Hope Church located at 777 Meacham Road in the amount of$127.00. c. Authorization of a request from the Society of St. Vincent de Paul located at 9321 South Western Avenue, Chicago,IL to waive the FY2014 business license fees for the placement of collection boxes at Queen of the Rosary Church located at 750 W. Elk Grove Boulevard in the amount of$450.00. d. There were none. Mayor Johnson asked if anyone in the audience wished to address the Board regarding a Consent Agenda item. No Response. Motion to approve Consent Agenda items"a through u." Authorization to approve sign variations for Queen of the Rosary Parish located at 750 W. Elk Grove Boulevard. Boy Scout, Tyler Kudla, was present. Tyler will be raising funds to have the new sign and landscaping installed at the Church for his Eagle Scout project. Trustee Lissner stated he attends the Church and should probably abstain from voting. Mayor Johnson stated Trustee Lissner can vote in this instance because he would not be gaining anything financially. Motion to direct the Village Attorney to prepare the necessary documents. Authorization to grant special permission authorizing outdoor seating at Orange Leaf located at 916 Elk Grove Town Center in conjunction with the seating plan approved by the Department of Community Development. Mayor Johnson asked if anyone was present in the audience representing Orange Leaf. No one was present in the audience. Mary Jo Pye, Director of Community Development, advised that Orange Leaf had already placed seating outside and that Community Development advised Orange Leaf to come in and apply for the outdoor seating. Mayor Johnson asked if they were Page 4 of 6 advised to attend the Village Board meeting. Ms. Pye stated the item was expected to appear on the Consent Agenda and not the Regular Agenda, therefore they were not advised to attend the meeting. Motion to approve outdoor seating at Orange Leaf located at 916 Elk Grove Town Center. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Petri stated that item d. 2013 Street/MFT Program can be removed from the Agenda. The project has been completed very successfully. Mayor Johnson stated this is the first year that he has not received any complaint calls about the streets. Mayor Johnson stated approximately 400 Ash trees have been taken down, with another 1600 to be removed. All the trees should be down by February. It will take longer for the stump grinding and restoration. Mayor Johnson asked Assistant Village Manager, Joe Carey, to put an update on the tree removal and restoration in the next Village Newsletter. Trustee Franke asked if the wood can be used as firewood. Vito Sammarco, Director of Public Works, advised that some of the wood is being ground up for mulch and some is being used for firewood. Residents removing trees on private property can use the wood for firewood. Some of the larger logs are being used for reclaimed lumber. There are still no chemicals available to kill the Emeral Ash Borer. Eventually all the Ash trees will be removed. Some of the trees are being removed by the Public Works Department. Trees with green dots on the trunk are being removed by Public Works crews and the trees with red dots are being removed by the contractor, Powell Tree Care. 9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner—The Committee met on July 22, 2013 to discuss the two agenda items, Door-to-Door Solicitors and Pets Per Household. The Committee is still reviewing a few items but are close to a resolution for both items. Hopefully a more detailed report will be available for the next meeting. Mayor Johnson suggested giving a report at the next Committee of the Whole meeting. 10. PERSONNEL COMMITTEE - Trustee Franke—No Report 11. RECYCLING & WASTE COMMITTEE - Trustee Feichter—No Report 12. INFORMATION COMMITTEE - Trustee Prochno—The Information Committee is planning to meet within the next two weeks to discuss doing a survey to analyze things for Channel 6 and possibly a survey about the Village website. Trustee Prochno will announce the date of the meeting at the next Village Board meeting. The Farmer's Market is taking place every Saturday morning in the Village Hall parking lot from 7:30 a.m. to 1:00 p.m. Proceeds from the Market benefit local Food Pantries. From June 1 to the present the Elk Grove Farmer's Market has donated over ten skids of food to the three Elk Grove Food Pantries. Last Saturday was the best Market Day to date, many vendors sold out of their produce. Each week the Farmer's Market hosts a special event. Last week Home Depot offered bird house building kits at no cost for children to build. The Market also had a performance by the Dance For Me Performing Arts Center. There are eight more weeks of the Farmer's Market left. Trustee Prochno thanked Jack Groat and his family for organizing the wonderful Farmer's Market. 13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri—Trustee Lissner stated we are still waiting for feedback from the States Attorney about AT&T cable services. Trustee Lissner pointed out there were two people listed on the Village website from Real Time Acquisitions that are soliciting customers for Uverse in the Village. There will probably be more people signing up for Uverse. Mayor Johnson stated AT&T needs to abide by the law and provide the services they are required to provide. 4.INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION -Trustees . Lissner/Petri —Higgins Road and Busse Road are both under construction. They are taking out the medians on Busse Road. They are removing the concrete and will be adding topsoil and planting seed. In the Spring the Village is planning on putting in landscape. The project is moving along smoothly. The Higgins Road project is also moving along smoothly. 15. YOUTH COMMITTEE - Trustee Franke—The last Splash Party of the year was held last Friday. It was a little cool out but there were still a little over 100 children in attendance. The Page 5 of 6 weather held out for both Splash Parties this year. Trustee Franke thanked the Lioness Club, Leo Club, Park District and Police Department for all of their help. 16. PARADE COMMITTEE - Trustee Czarnik -Next year's annual Hometown Parade will be held on Saturday,June 14, 2013. The Committee is looking for themes and nominations for Grand Marshall. The next meeting of the Parade Committee is Monday, October 7, 2013 at 5:30 p.m. in Room E of the Zettek Municipal Complex. 17. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE - Trustee Czarnik thanked everyone who participated in the Saturday, August 3, 2013 Blood Drive. Marc Jolley is the August Community Spirit winner. Marc has been working with EGTV for the past seven years as the voice of Ralph the Robot. He previously performed with the Elk Grove Center for Performing Arts. Thanks to Mark for volunteering his time and talents to EGTV. Nominating someone for the Community Spirit Award is a great way to say thank you and recognize someone for doing a good deed. Forms are available at Village Hall, the Library, the Pavilion, Jarosch Bakery and on the Village website. 18. LIQUOR COMMISSION - Mayor Johnson—No Report 19. SPECIAL EVENTS COMMITTEE - Mayor Johnson—Upcoming special events include the Fire Station and Police Station Open House and the annual Tree Lighting Ceremony. 20. TOUR OF ELIC GROVE UPDATE - Mayor Johnson—Monies will be presented to the Charities at the September 10, 2013 Village Board meeting. 21. PLAN COMMISSION - Village Manager Rummel —No Report 22. ZONING BOARD OF APPEALS - Village Manager Rummel—No items for consideration. Village Manager Rummel noted that the fence variation request for 1794 Hampshire Drive was reconsidered by the Zoning Board of Appeals and the consensus of the Zoning Board was to reconvene on August 29, 2013 to try and reach a consensus on the issue. 23.
