REGULAR VILLAGE BOARD MEETING
September 10, 2013

3. APPROVAL OF MINUTES OF August 20,2013

4. MAYOR& BOARD OF TRUSTEES' REPORT—Mayor Johnson attended the following
special events:
August 21, 2013 —Chinese Public Administration Officials visited and toured the Elk Grove
Village Public Administration Complex.
August 21, 2013 —Ribbon cutting at Little Caesar's, 840 S. Arlington Heights Road.
September 6, 2013 —Presented the Mayor's Trophy to the Conant High School football team at
the Elk Grove High School and Conant High School football game.
September 8, 2013 —Attended a"Blue Mass" at Queen of the Rosary Church honoring
Emergency Personnel.
September 10, 2013 —Attended the SOC meeting in Wood Dale. The Village is working on an
Intergovernmental Agreement with DuPage County for the Busse Dam project.
Mayor Johnson referenced a recent arrest for the sale of drugs that took place in the Village on
Warwick Lane. Mayor Johnson thanked the residents of the Community. The illegal activity at
the house was reported by a resident to the Mayor. The Mayor gave the information to the
Police who in turn investigated and collected the evidence needed to make an arrest. Mayor
Johnson encouraged other residents to contact the Police Department if they suspect any illegal
activity. The residents are the eyes and ears of the Community.
Mayor Johnson stated the Police Department had been tipped off that the suspects were
potentially armed, therefore the Northern Illinois Police Alarm System (NIPAS) team, which
consists of approximately 25-30 Officers from the area were present at the scene. All safety
precautions were taken to not put any residents at risk. Mayor Johnson stated that he and the
Village Board are committed to keeping the Village safe.
Mayor Johnson stated there has been a lot of feedback since the Village published the letter in
the paper about the cancellation of the Tour of Elk Grove bike race. The Mayor stated he thinks
a lot of people are offended by the way Elk Grove Village has been treated by the Cycling
Federation.
The Tour of Elk Grove has been one of the top ranked cycling events in the world. The 2013
race was the best yet. The weather was perfect, the men's race was spectacular and the National
Racing Calendar sponsored by the USA Cycling Federation decided to have the women's
finishing race and crown the overall champion at the Tour of Elk Grove.
The Tour of Elk Grove has raised thousands of dollars for two local charities over the last eight

years and the Rotary Club raised funds running the beer tent that have been put back into the
Community.
Mayor Johnson explained that the dates of the Tour of Elk Grove cannot be changed due to
conflicts with area events and the dates that local schools are in session. The Mayor stated that
people have suggested starting the race on Thursday instead of Friday. Parts of the race take
place on main streets. It is difficult enough shutting those roads down on a Friday afternoon. It
affects the businesses in the Village. Two days of road closures would not be fair. Also, the
Village does not want to lower the standards of the race, a lot of hard work has been put in over
the years to bring the race to the highest level. It has been suggested that the Village host a
women's pro race. The Village has hosted a women's pro race as part of the Tour of Elk Grove
but it is not a standalone event. It was also suggested that the Village host a running event.
Running events are held all over, the bike race was unique, and the Park District hosts a running
event for the Village.
Mayor Johnson told everyone not to give up hope. The official bike race calendar has not been
released yet. The officials have been getting pressure from a lot of different groups and race
teams to not cancel the Tour of Elk Grove. The Tour of Elk Grove is an established event which
started before the Tour of Utah. The Tour of Utah is the one that is infringing on the Elk Grove
race by changing their dates. It has been past history that the established events have been
protected. Mayor Johnson has hope that the officials will not cancel the Tour of Elk Grove.
Presentations—Representatives from Community Character Coalition, Heart of A Marine
Foundation and McDonald's joined Mayor Johnson and his grandson Noah at the podium. Rich
O'Keefe, owner of the McDonald's at Biesterfield Road and Arlington Heights Road, recently
remodeled the restaurant and hosted a grand reopening. In celebration of the grand reopening the
O'Keefe family is donating $2500 to the two charities. A check for $1,250,was presented to the
Community Character Coalition for the Fallen Soldier Memorial Scholarship Fund and a check
for $1,250 was presented to the Heart of A Marine Foundation. Proceeds raised from the Tour of
Elk Grove in the amount of$4,365 were also donated to the two charities. A check in the
amount of$2,182.50 was presented to each group. Mayor Johnson donates $20 for every rider
that beats his time in the Mayor's Charity Time Trial. The Mayor presented each charity with a
personal check for $250. Each group thanked the Mayor and Board for the donations and gave
brief explanations about their organizations.
Pastor Hansen, Community Character Coalition, announced the Coalition will be hosting their
annual Celebration of Character on September 27, 2013 from 5:00 p.m. to 7:00 p.m. at the
Pavilion. The event is free and everyone is welcome to attend.
Trustee Franke announced the last CERT class of this year will start on Monday, September 16,
2013. There are still a couple of openings. Anyone interested in attending can download the
application from the Village website. Classes will take place on Mondays and Wednesdays.
Trustee Petri reported attending the following meetings/events:
August 21, 2013 —meeting with the Chinese delegation.
August 28, 2013 — SWANCC meeting with Village Manager Rummel
August 29, 2013 —presentation of the Elk Grove Book to the Business Community at the
Wyndham Hotel. Trustee Petri complimented Josh Grodzin, Director of Business Development
and Marketing, for doing a great job.
September 9, 2013 —the Elgin O'Hare Tollway meeting. Fifty-one million dollars of
expenditures was approved to get things going. Noise walls will be started east of Roselle Road
extending to Plum Grove Road, both eastbound and westbound, a Rohlwing Road interchange,
which is currently being worked on for utilities, with actual work starting in October. They will
also be working on the southbound bridge over 190 at Elmhurst Road.
September 10, 2013 —Groundbreaking at 2201 Lunt Avenue.
Trustee Czarnik announced Packages 4 Patriots is having a Collection Drive for soldier supplies.
The Village Hall collection box is located in the atrium near the bulletin boards. Please help
Packages 4 Patriots collect supplies to send overseas to active duty soldiers. The care packages
will be delivered to members of the military during the holidays. They have been short on
donations so any items would be deeply appreciated.

The 7 1 annual Frank J. Czarnik Memorial Golf Outing will take place on Saturday, October 5,
2013. The golf outing provides four $1,000 scholarships for Elk Grove Village students.
Everyone is invited to participate.
Trustee Feichter stated the Community Character Coalition's Celebration of Character will take
place on Friday, September 27, 2013 from 5:00 p.m. to 7:00 p.m. at the Pavilion. The event is
fun for all ages and has been very successful in the past. Everyone is welcome to attend. The
event is free to attend but everyone is asked to bring a canned good donation for the Elk Grove
Township Food Pantry.
Trustee Prochno attended Rally Day at Christus Victor Church on September 9, 2013. They had
a classic car show, a petting zoo, panning for gold, food, and several different vendors. It was a
very nice family event. There were many events held on September 9`h, the Christus Victor rally,
the Blue Mass at Queen of the Rosary, Special Service Day at Shinnyo-En Temple and a special
ceremony at the Elk Grove Baptist Church.
C000k County Commissioner Timothy O. Schneider is hosting a Fishing Derby on Saturday,
September 28, 2013 from 9:00 a.m. to noon at the Busse Woods Forest Preserve, Grove No. 25.
The Elk Grove Farmer's Market is taking place every Saturday morning in the Village Hall
parking lot from 7:30 a.m. to 1:00 p.m. This Saturday there will be booths from the University
of Illinois Master Gardner's, the Elk Grove Public Library, the Friends of Cycling of Elk Grove,
the Lions and Lioness Club of Elk Grove and the Community Character Coalition. There will be
a drawing at 12:45 p.m. to win a free gift from Pampered Chef and a free subscription to the
Journal & Topics Newspaper. The Farmer's Market will be hosting their first annual Corn Boil
from 10:00 a.m. to 1:00 p.m.

6. CONSENT AGENDA
a. Authorization of a request from Alexian Brothers Medical Center, located at 800
Biesterfield Road to waive permit fees for the installation of the sign for the Hospice
Residence at 901 Martha Street in the amount of$34.00.
b. Authorization of a request from the Elk Grove Village Park District to waive building
permit fees for the removal and replacement of five (5) light poles at Olmstead Park,
located at 920 Cypress Lane, in the amount of$195.00.
c. Authorization of a request from Rodriguez Dance Theatre to waive fees for a Class A
Liquor License and a Food Dealer License for the purpose of a fundraising event to be
held on October 11, 2013 at St. Nicholas Episcopal Church located at 1072 Ridge
Avenue.
d. Award a professional service contract to the lowest responsive and responsible bidder
Denler & Sons, Inc. of Mokena, IL for the 2013 Crack Sealing Contract in the amount of
$41,718.40.
e. Award a professional services contract to Plante Moran of Southfield, MI for consulting
services in the selection of a replacement Enterprise Resource Planning (ERP) system in
an amount not to exceed $67,850.

f. Award a professional services contract to Peters & Associates of Oakbrook Terrace, IL in
an amount not to exceed $141,480 for advanced technical support of the Village's
computer networks during Fiscal Year 2014.

of Skokie, IL for the 2013 Village-Wide Concrete Replacement Program by $105,000
from $337,052 to $442,052.
h. Authorization to grant a variation from the Municipal Code, Section 8-1213-1-1D,

S. CAPITAL IMPROVEMENTS COMMITTEE -Trustee Petri—Item b. Environmental
Evaluation of Facilities can be removed from the Agenda.
9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner—The
Judiciary, Planning and Zoning Committee will be meeting on September 24, 2013 at 3:00 p.m.
in the Chernick Conference Room to review a Special Events Policy.
The other two items on the Agenda were discussed at Committee of the Whole. The Door-to-
Door Solicitors process was reviewed and there was discussion about putting the same
information from the Village website onto Channel 6 on a regular basis.
Item b. Pets Per Household, the Committee decided not to put any limit on the number of pets
per household. Village staff reported there are adequate Ordinances to cover any problems that
could occur due to too many pets. There will be a change in the Ordinance regarding the amount
of litters allowed per household. Right now the Ordinance allows two litters per pet per year.
The Ordinance is going to be revised to allow two litters per household per year.
A change will be taking place concerning the traps the Village loans out. There have been
difficulties keeping the traps clean and working. There have also been problems with the
disposal of animals if something is caught. Village staff will be looking into a vendor of choice
to contract with and offer the service to homeowners at their expense. The vendor would set the
trap, pick the trap up and dispose of any animals that are caught. More information will be
provided when it is available.
An Ordinance limiting the number of litters per household will be prepared for the next Village
Board meeting.
10. PERSONNEL COMMITTEE - Trustee Franke—No Report

I 1. RECYCLING & WASTE COMMITTEE - Trustee Feichter—Anyone concerned about
garbage, recycling and other waste issues can give their input and ask questions at a SWANCC
meeting on September 11, 2013 from 5:00 p.m. to 7:00 p.m. at Oakton Community College in
Des Plaines or on September 12, 2013 from 7:00 p.m. to 9:00 p.m. at the Arlington Heights
Village Hall.
12. INFORMATION COMMITTEE - Trustee Prochno—Ross Rowe, EGTV Channel 6 Cable
Coordinator, is interested in putting together a survey to assess the viewership needs of the
Community. The Information Committee will be meeting on September 24, 2013 at 4:00 p.m. to
discuss survey questions. The survey will be made available through the Village Newsletter and
a link on the Village website.
13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri—No Report
14. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION- Trustees
Lissner/Petri—The reconstruction on Higgins Road is virtually finished,there is only some
cleanup to do. Busse Road is still being worked on. Next Monday Busse Road will be closed at
the railroad crossing for at least five to six days. The railroad crossing is being replaced.
15. YOUTH COMMITTEE - Trustee Franke—The Youth Committee and the Youth
Commission from the Park District met yesterday. It was decided that teen dances would be
cancelled next summer and focus will be put on hosting more splash parties. Teen dances will be
held every month during the winter. The first dance will be held on September 21, 2013 at 7:00
p.m.
16. PARADE COMMITTEE - Trustee Czarnik—Next year the annual Hometown Parade will
be held on Saturday, June 14, 2013. The Committee is looking for themes and nominations for
Grand Marshall. The next meeting of the Parade Committee is Monday, October 7, 2013 at 5:30
p.m.
17. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE - Trustee Czarnik
Mary Cox is the September Community Spirit winner. Mary has been a lifelong volunteer in Elk
Grove Village. She has volunteered at the library, the concession stand for Elk Grove Boys
Football and Alexian Brothers Hospital.
Nominating someone for the Community Spirit Award is a great way to say thank you and
recognize someone for doing a good deed. Forms are available at Village Hall, the Library, the
Pavilion, Jarosch Bakery and on the Village website.
18. LIQUOR COMMISSION - Mayor Johnson—No Report
19. SPECIAL EVENTS COMMITTEE - Mayor Johnson—The next special event will be the
Tree Lighting Ceremony on November 29, 2013 at 5:30 p.m.
20. TOUR OF ELK GROVE UPDATE - Mayor Johnson—A report was given under the
Mayor's Report.
21. PLAN COMMISSION - Village Manager Rummel—No Report
22. ZONING BOARD OF APPEALS - Village Manager Rummel presented item b. ZBA
Docket 13-7 for Steiner Electric. Steiner Electric has two buildings and would like to construct a
walkway between the two buildings. The Zoning Board of Appeals met on the variation and
voted unanimously to Do Grant the variation. Representatives from Steiner Electric were present
in the audience. Mayor Johnson asked if there were any questions or comments from the Village
Board. There were none.
Motion to direct the Village Attorney to prepare the necessary documents to permit the
construction of a structure that will join two existing buildings on property located at 1100
Touhy Avenue and 1250 Touhy Avenue.

Mayor Johnson advised the Petitioner they do not have to attend the September 24, 20I3 Village
Board meeting for formal approval. Once they have appropriate permits they can begin work.
The second item under the Zoning Board of Appeals is ZBA Docket 13-4 which was previously
considered by the Village Board and remanded back to the Zoning Board of Appeals after the
neighbor attended the Village Board meeting and provided additional testimony. The Zoning

Board of Appeals held two additional meetings on the petition and reached a consensus by a vote
of 5-3 recommending to Do Grant for the installation of a wrought iron style fence that would
have two forty-five degree angles instead of a ninety degree angle at the northwest side of the
property. The specific variation would allow for the construction of a fence that would extend
approximately twenty-seven feet beyond a line extended from the nearest front corner of the
adjacent single-family residential lot at 401 Vermont Drive.
All Village Trustees received copies of the packet that included a diagram and pictures. Mayor
Johnson asked the Petitioner, Matt Santeford, to come to the podium. Mayor Johnson asked if
any of the Trustees had any questions or concerns about the variation. There were none. The
Mayor asked if the Board was more comfortable with the compromise that was made between
the Zoning Board and Mr. Santeford. All Trustees stated they were. Mayor Johnson asked if
Mr. Santeford was okay with the compromise. Mr. Santeford stated he was. It was stated for the
record that the Petitioner was in agreement with the compromise as noted in the Zoning Board of
Appeals Finding-of-Fact and Minutes. Mayor Johnson asked if anyone in the audience wanted
to address the Village Board regarding the variance. No Response.
Motion to direct the Village Attorney to prepare the necessary documents for a fence
variation at 1794 Hampshire Drive.

Mayor Johnson advised Mr. Santeford that he can begin work as soon as appropriate permitting
is obtained. Mayor Johnson thanked Mr. Santeford and the Zoning Board of Appeals for the
time and effort they put into this matter.

Trustee Prochno thanked Jack Groat for the bundles of corn he provided to the Mayor and Board.
