CALL TO ORDER—7:29 p.m.—Roll Call Steven Demma, a student at Queen of the Rosary School and"Assistant Mayor for the Evening" called the Village Board meeting to order. Present: Mayor Craig B. Johnson, Trustees Nancy J. Czamik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Christine K. Prochno A Quorum was present Also Present: Village Manager Raymond R. Rummel,Village Attorney George B. Knickerbocker and Village Clerk Judith M. Keegan 2. PLEDGE OF ALLEGIANCE INVOCATION - Pastor Cema Castro Rand, Prince of Peace United Methodist Church 3. APPROVAL OF MINUTES OF October 8, 2013 Motion to approve the Minutes of the Regular Village Board Meeting held on October 8, 2013 as submitted and dispense with the reading. Moved by Trustee Petri Seconded by Trustee Czamik VOICE VOTE MOTION CARRIED 4. MAYOR& BOARD OF TRUSTEES' REPORT—Mayor Johnson attended the following meetings and events: October 10, 2013 —Mayor Johnson and staff took a tour of ComEd work being done throughout the Village. ComEd has been reinvesting into the community. In 2013 ComEd has installed over 73,000 feet of cable which has benefited 4,500 customers. They have almost completed 20,000 feet of cable injection which will benefit another 190 customers. They have installed two automated distribution systems which will allow an automatic switch to a different power line if the system senses something is wrong with the current line. When ComEd is finished in Elk Grove they will have installed over 17 miles of cable and over 6000 homes will benefit. In 2013 Elk Grove has had one-third of the amount of power outages that occurred in 2011. October 18, 2013 —Mayor Johnson and Deputy Village Manager Roan attended Art Centre 2013, a Juried Art Show presented by the Artists Association of Elk Grove Village. Two paintings were purchased for display in the Village Hall atrium. Both paintings were painted by Elk Grove Village residents. Mayor Johnson encouraged residents to watch the replay of tonight's Committee of the Whole meeting on Channel 6. Pension issues faced by the Village and how they are going to be addressed were discussed at the Committee of the Whole meeting. Mayor Johnson spoke about the opening of the new O'Hare runway and the cost of expansion. In 2003 Elk Grove Village predicted the expansion would come with a 20 billion dollar price tag. The press and everyone else disagreed at the time but it is looking like Elk Grove Village was right on target. Chicago announced that with expansion their goal is to accommodate one million flights per year. In 2004 before any expansion began, O'Hare handled 992,427 flights. According to those figures it is going to cost 20 billion dollars for an additional 7,573 flights per year. Hopefully the airlines will boycott further expansion because it is cost prohibitive and the benefits are not there. Trustee Prochno wished Trustee Czamik a Happy Birthday. Trustee Prochno stated Saturday, October 12, 2013 was the last Farmer's Market of the season. The Market celebrated Halloween that day. The Groat family did a wonderful job organizing this year's Farmer's Market. Hopefully the Market will be back again next year. Page 1 of 5 The annual Fire Department and Police Department Open House took place on Sunday, October 13,2013. The weather was perfect and the event was well attended. The Citizen Emergency Response Team (CERT) had representatives there to explain what they do for the community and to encourage residents to sign up for classes. The 25`h Annual Kenneth Young Center Fashion Show"Celebrating Hope and Silver Linings" is taking place on Saturday, November 2, 2013 at Belvedere Banquets. Mayor Johnson announced the Village Trick or Treat hours on Halloween are from 1:00 p.m. to 8:00 p.m. The Mayor stated there is a Halloween light show at 288 Parkchester. There are shows at 7:30 p.m. and 8:30 p.m. every night through Halloween. Trustee Lissner attended the Friends of Cycling monthly meeting with Trustee Feichter on October 16, 2013. Trustee Lissner was happy to see that the group is not only promoting cycling but are also promoting bicycle safety. Trustee Lissner asked Mayor Johnson if ComEd mentioned when Smart Meters may be coming to Elk Grove. The Mayor stated no and asked Assistant Village Manager, Joe Carey,to contact ComEd for an answer. A Smart Meter allows direct communication between ComEd and the meter. ComEd wouldn't have to come out and read the meter. Trustee Lissner believes they are presently being installed in Naperville. Trustee Feichter announced there will be traffic delays on Higgins Road on October 29,2013. The span of the new bike bridge over Higgins Road is being installed that day. This Saturday is Make a Difference Day and the Community Character Coalition will be collecting non-food donations for the local Elk Grove Village food banks. Groups will be soliciting and collecting donations at several stores throughout the Village. The Community Character Coalition is working with the Marine Corp on their Toys for Tots Program. Donations of new unwrapped toys are requested. Donation boxes are available at Village Hall, the Pavilion and the Hattendorf Center. Meet Chicago Northwest Convention & Visitors Bureau will be holding their annual meeting on June 4, 2013 in Elk Grove Village at Belvedere Banquets. Trustee Franke announced the Village is putting a team together to participate in a Spin-a-Thon on December 14, 2013 at 10:00 a.m. at the Pavilion to raise money for the Parks Foundation. The team will consist of Trustee Franke, Trustee Feichter, Trustee Prochno and Mayor Johnson, The Foundation provides youth scholarships and funding to families in need to participate in Park District programs. Trustee Czarnik announced that the Frank J. Czarnik Memorial Golf Outing was a great success and because it was so successful they will be increasing the scholarships to six $1000 scholarships for Elk Grove student residents. Trustee Czarnik thanked everyone who participated. Trustee Petri stated he went to Alexian Brothers yesterday and met with their Chaplains to celebrate Spiritual Care Week. It was a moving celebration and he was happy to represent the Village. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the October 22,2013 Accounts Payable Warrant in the amount of$692;352.77. Moved by Trustee Petri Seconded by Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czamik NAYS: None MOTION CARRIED 6. CONSENT AGENDA a. Authorization of a request from the VFW Post 9284 to waive permit fees to replace the free-standing sign located at 400 E. Devon Avenue in the amount of$250. b. Authorization to grant a variation from the Municipal Code, Section 8-1213-1-1D, Easements, to permit the construction of a shed which will encroach five feet(5') into the ten-foot(10')public utility easement at 246 Placid Court. Authorization to award a purchase contract through the Illinois Department of Central Management Services to Cargill Incorporated Salt Division of North Olmsted, OR,for the delivery of 3,360 tons of bulk rock salt in the amount of$181,642. d. Authorization to accept the Comprehensive Annual Financial Report (CAFR) for the Fiscal Year ended April 30, 2013. e. Authorization of the following: • To increase the Fiscal Year 2014 Water/Sewer Fund in the amount of$562,571.00; • To transfer funds from the Fiscal Year 2014 Water/Sewer Fund to the Capital Projects Fund in the amount of$562,571 to reimburse for storm water improvement projects initially funded by the Capital Projects Fund; • To increase the Fiscal Year 2014 General Fund in the amount of$1,400,000 for purposes of providing funding for capital projects in the Capital Projects Fund; • To transfer funds from the Fiscal Year 2014 General Fund to the Capital Projects Fund in the amount of$1,400,000; and • To increase the Fiscal Year 2014 Capital Projects Fund in the amount of$3,500,000. f. Authorization to waive the formal bidding procedures and award a professional service contract to the lowest responsive and responsible proposer Swallow Construction, Inc. of Downers Grove, IL for the emergency Thorndale Avenue Watermain replacement in the amount of$95,778.75 from the Water and Sewer Fund. 1. Authorization of the following: • To increase the FYI 2013-14 Capital Replacement Find budget in the amount of $102,000.00; and • To award a purchase contract through the State of Illinois CMA Joint Purchasing Contract to the lowest responsive and responsible bidder, Wright Automotive of Hillsboro, IL for the purchase of six (6) tota12014 Dodge Avenger inspector vehicles. Mayor Johnson asked if staff members or Village Trustees had any questions or comments regarding the Consent Agenda. No Response. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Petri—No Report 9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner—No Report 10. PERSONNEL COMMITTEE - Trustee Franke—No Report 11. RECYCLING & WASTE COMMITTEE - Trustee Feichter—The Village will be recycling Christmas lights and extension cords again this year. Lights and cords can be dropped off at Village Hall between November 1, 2013 and March 14, 2014. 12. INFORMATION COMMITTEE - Trustee Prochno—The Elk Grove Fire Department personnel are wearing hot pink polo shirts this month to support breast cancer awareness. They have also been fundraising to donate to the campaign. On Saturday, October 26, 2013,the Police Department will be participating in the 7`h Annual Take Back Initiative. Unused and unwanted pharmaceutical controlled substances and other medications can be disposed of at the Elk Grove Village Police.Department. Senator Dan Kotowski is hosting a community Job Fair on October 30, 2013 from 11:30 a.m. to 3:30 p.m. at the Park District Pavilion. Veterans and military families may arrive at 11:00 a.m. 13. CABLE TELEVISION COMMITTEE -Trustees Lissner/Petri—No Report 14. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - Trustees Lissner/Petri—The Busse Road reconstruction and paving should be finished by the next Village Board meeting on November 19, 2013. There are three Class 613's on the Consent Agenda. Two of them are companies moving into Elk Grove from out of town. The third one is for Buck's Inc. Their Illinois Headquarters is going to be in Elk Grove. They are also known as Bucky's and are located in several Mobil gas stations. 15. YOUTH COMMITTEE - Trustee Franke—No Report 16. PARADE COMMITTEE - Trustee Czamik—The annual Hometown Parade will take place on Saturday, June 14, 2014. The parade theme is "Under the Big Top." Contact Trustee Czarnik or the parade assistant with nominations for the Grand Marshall. The next Parade Committee meeting will be held Monday, November 4, 2013 at 5:30 p.m. 17. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE - Trustee Czarnik A Blood Drive is being held on Saturday, November 2, 2013 from 8:00 a.m. to 12:30 p.m. in the lower level of the Zettek Municipal Building. Acknowledge someone for doing a good deed by nominating them for the Community Spirit Award. Forms are available at Village Hall, the Library, the Pavilion, Jarosch Bakery and on the Village website. The Community Health Nurse is available to residents for assistance in getting information to help or advise them on health issues. Contact Jane directly at 847-357-4245. 18. LIQUOR COMMISSION - Mayor Johnson—No Report 19. SPECIAL EVENTS COMMITTEE - Mayor Johnson—The Tree Lighting Ceremony will take place on Friday,November 29, 2013 at 5:30 p.m. Nanci Vanderweel is the special guest that will help flip the light switch. 20. MID-SUMMER CLASSICS CONCERT UPDATE - Mayor Johnson—A concert line up will be announced in the near future. 21. PLAN COMMISSION - Village Manager Rummel—No Report 22. ZONING BOARD OF APPEALS -Village Manager Rummel—ZBA Docket 13-9 is a request for a variation to replace an existing 10 x 12 foot shed with a 10 x 16 foot shed. The Village Code allows sheds that are 10 x 15 feet. The Zoning Board of Appeals held a public hearing and unanimously recommended that the variance be granted subject to the shed not being Page 4 of 5 more than twelve feet high. The Petitioners want to purchase an off the shelf shed product that is a standard size of 10 x 16 feet. The Petitioners were present in the audience. Mayor Johnson asked if the Trustees had any questions. There were none. Motion to direct the Village Attorney to prepare the necessary documents for a variation to allow a 10 x 16 foot shed on the property located at 246 Placid Court. Moved by Trustee Czamik Seconded by Trustee Feichter AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED Mayor Johnson advised the Petitioners that they do not have to attend the November Village Board meeting for formal approval. They can begin work on the shed as soon as the proper permitting is obtained from the Community Development Department. Trustee Prochno noted that the JPZ Committee had met in the past to discuss sheds and perhaps the issue should be readdressed to look at standard shed sizes. Mayor Johnson asked that staff survey local stores to see what standard shed sizes are being offered. Once the information is gathered the Village Board will determine if the Village Code needs to be updated to accommodate the difference. 23. REPORT FROM VILLAGE MANAGER—Village Manager Rummel stated it has been a pleasure working with Assistant Mayor Steven Demma. 24. REPORT FROM VILLAGE CLERK—No Report Mayor Johnson announced that Coffee with the Mayor and Board will take place on Saturday, November 2, 2013 from 9:00 a.m. to 11:00 a.m. 25. UNFINISHED BUSINESS—The Unfinished Business appears on the Consent Agenda and can be removed from the Agenda. 26. NEW BUSINESS—None Mayor Johnson asked Assistant Mayor Steven if he had any questions for him and the Village Board. Steven asked "How hard are your jobs?" Trustee Petri stated it is very difficult and it takes a long time to become well versed on issues that arise. It takes as much time as you are willing to put in and you can do as much as you are willing to do. Each Trustee has different areas of expertise and interest. Mayor Johnson stated his job is the easiest because he has six great Trustees to work with and staff that does a phenomenal job. Steven stated he is in sixth grade at Queen of the Rosary and when he gets older he would like to be a Math Teacher. 27. PUBLIC COMMENT—8:13 p.m.—Mayor Johnson asked if anyone in the audience wished to address the Village Board. No Response. Mayor Johnson presented Steven with a Certificate of Recognition and a gift bag. 28.
