Keegan 2: PLEDGE OF ALLEGIANCE INVOCATION - Deacon Ted Czarnecki, Saint Julian Eymard Catholic Church 3.APPROVAL OF MINUTES OF November 19, 2013 Motion to approve the Minutes of the Regular Village Board Meeting held on November 19, 2013 as submitted and dispense with the reading. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson attended the following events: November 21 - Village Open House to provide information to residents about the demolition of the old Fire Administration/Library building located at 90.1 Brantwood. November 22 - Ribbon Cutting Ceremony at Elk-Grove Grove Bank&Trust,,Elk Crossing location. November 22 - Ribbon Cutting Ceremony for the Busse Woods Trail Overpass Bike Bridge. November 22 - Friends of Cycling in Elk Grove 2nd Anniversary Celebration. November 29 - 1611,Annual Tree Lighting Ceremony. December 3 - Community Character Coalition membership meeting and Toys for Tots donation pick-up. Mayor Johnson announced that there is a schedule change for the summer concert series lineup. Due to scheduling conflicts, Pat Benitar will be featured at the third concert and Kenny Loggins will be featured at the last/fifth concert. The Mayor announced there was 100% compliance during a recent check for sale of alcohol to minors at liquor licensed establishments in the Village. The Mayor pointed out that there was a recent article in the newspaper stating there were nine failures out of thirty- two liquor licensed establishments in Bartlett. Since 2000 when the Village Board approved an Ordinance requiring everyone, no matter what their age, be carded to purchase packaged goods, the compliance failure rate on the sale of alcohol to minors has dropped to almost none. After seeing what happened in Bartlett recently, it shows that the Village Board made the right decision. The Village recently found out that Federal Funding helped pay for the building of the Busse Woods Dam. This means there is a Federal hurdle to get past for the dam project. Mayor Johnson thanked Congresswoman Tammy Duckworth for her assistance in directing the Village to the right people to get the process moving quickly. A meeting was held and the Federal Government is very cooperative and wants to find a way to expedite the process to get the dam project started. Proclamation - Mayor Johnson asked Peggy Scholten and her family to join him at the podium. Mayor Johnson read and presented Peggy with a Proclamation honoring her upon her retirement from her thirty-seven year teaching and coaching career at Conant High School. Page 1 of 5 Oaths of Office - Police Chief Schmidt introduced and gave a brief career history about Randal Schumacher and James Lancaster. Mayor Johnson administered Oaths of Office to Sergeant Schumacher and Commander Lancaster. Both introduced their families and thanked Mayor Johnson, the Village Board, Chief Schmidt and their fellow Officers. Accreditation - Mayor Johnson stated the Elk Grove Village Police Department is Nationally Accredited. The Police Department has to be reaccredited every three years. Police Chief Schmidt presented the Village with the Police Department's seventh Accreditation Award. The Police Department has been accredited for twenty years. Chief Schmidt explained the accreditation is issued by CALEA and it is a voluntary program. There are over 17,000 law enforcement agencies in the country and less than 5% are Nationally Accredited. In order to obtain the award, the Police Department has to meet over 400 standards set by the National Accreditation Association. Trustee Prochno reported she, Trustee Franke,Trustee Petri and Trustee Czarnik attended the annual Sister City luncheon on December 8, 2013. The luncheon is a fundraiser for the Sister City program. The third student exchange program took place over the Thanksgiving holiday. Ten students from Termini were in Elk Grove Village and students from Elk Grove High School will be traveling to Termini in March. On December 14, 2013,Trustee Prochno and her husband attended the annual VFW Christmas dinner. They have installed a beautiful new sign and more renovations are planned. The VFW received a $3,000 grant from Home Depot to purchase materials for restroom renovations and they hope to install an elevator in the future. On December 14, 2013,Trustee Prochno and Trustee Franke represented the Village at the 2"d Annual Park District Spin-a-thon. Funds collected by all participating teams were donated to the Parks Foundation. The Parks Foundation sponsors children and families to participate in Park District programs that they are unable to afford on their own. Close to $5,000 was raised. Trustee Czarnik stated that Packages 4 Patriots is still taking place on the third Tuesday of each month at Lutheran Church of the Holy Spirit. TrusteQ Lissner and Trustee Petri attended a ribbon cutting this week at Weiss-Rohlig on Estes Avenue. Trustee Petri commented that Weiss-Rohlig was very appreciative of how easy it was to get their building permits and how helpful everyone at Village Hall was. Mayor Johnson stated there is no word yet about what type of store will be moving into the Dominick's. Mayor Johnson is confident that the location will not remain vacant for long. Trustee Franke announced a Citizen's Police Academy will be starting on January 29, 2014. Classes will take place every Wednesday evening through March 19, 2014. Anyone interested in taking the class can register on-line on the Village website. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the November 30, 2013 Accounts Payable Warrant in the amount of $819,250.05. Moved by Trustee Petri Seconded by Trustee Czarnik AYES: Trustees Franke, Lissner, Petri, Prochno, Czarnik NAYS: None ABSENT: Trustee Feichter MOTION CARRIED Motion to authorize payment of invoices as shown on the December 17, 2013 Accounts Payable Warrant in the amount of$888,335.78. Authorization of a request to waive the annual alarm license fees for Community Consolidated School District 54 for three schools in the amount of$125. Page 2 of 5 b. Authorization of a request from the Kenneth Young Center to waive permit fees for parking lot repairs at 1001 Rohlwing Road in the amount of$171. c, Authorization of a request from Alexian Brothers Medical Center, located at 800 Biesterfield Road, to waive building permit fees for the construction of new nurse stations in the emergency room in the amount of$1,170. d. Authorization of a request to award.a purchase contract to Wright Automotive, Inc. of Hillsboro, IL in an amount not to exceed $21,820 for the purchase of a Dodge Grand Caravan minivan from the Capital Replacement Fund. e, Authorization of a request to award a purchase contract to Currie Motors of Frankfort, IL in an amount not to exceed $25,136 for the purchase of a Ford Interceptor Sedan with Police Package from the Capital Replacement Fund. f. Authorization to award a professional services contract to Entertainment Management Group to manage and operate the 2014 Mid-Summer Classics Concert Series in an amount not to exceed $310,000, of which $50,000 will be reimbursed back to the Village by the Elk Grove Park District. g. REGULAR AGENDA - No items on the Regular Agenda 8. CAPITAL IMPROVEMENTS COMMITTEE -Trustee Petri - The Committee will meet shortly after the first of the year to review the 2014 Street Program with Public Works. 9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- Committee members and staff met earlier today. Several items were discussed. The first item was the 2012 International Building Code. The 2012 Code needs to be adopted by the Village in order to keep our ISO fire rating. The Community Development Department issued a report on the changes. The major change that affects residents is that all new construction of single family homes are required to have a fire suppression/sprinkler system installed. Tear downs and rebuilds would be considered new construction and would be required to install sprinklers. Additions, modifications and significant remodels would not be required to install sprinklers. The Code does affect Companies which modify fifty percent or more of their building. They will be required to install sprinklers. Motion to adopt Ordinance No. 3365 which adopts the 2012 International Building Code. Moved by Trustee Lissner Seconded by Trustee Petri AYES: Trustees Franke, Lissner, Petri, Prochno, Czarnik NAYS: None ABSENT: Trustee Feichter MOTION CARRIED Trustee Lissner stated he has been working with Ross Rowe, Channel 6 Cable Coordinator, about providing Channel 6 viewers with the same information that is available on the Village website about door-tb-door solicitors. The list of door-to-door solicitors is going to be made available twice per day,on Channel 6. Village news and events will also be shown. Information will be aired at 2:00 p.m. and 11:00 p.m. and also following Village Board meetings and Park Board meetings if time permits. Trustee Lissner asked that staff rename the last item on the Agenda from "Pets Per Household" to something with reference to the trapping of nuisance animals. Pets per Household has been previously addressed. The Village is still researching firms to handle the removal of nuisance animals and will being going out for a formal bid in the near future. The Special Events Policy was also discussed at the Committee meeting. Progress is being made and staff is going to work on streamlining the policy. The main concern is getting organizations to come to the Village prior to scheduling an event so the Village can determine what impact the event will have on the community, what licensing is needed and if Village staffing is required. 10. PERSONNEL COMMITTEE - Trustee Franke - No Report 11. RECYCLING&WASTE COMMITTEE - Trustee Feichter- Trustee Prochno reported on behalf of Trustee Feichter. Any unwanted Christmas lights and cords can be brought to Village Hall for recycling. 12. INFORMATION COMMITTEE -Trustee Prochno - The Channel 6 viewership survey is available on the Village website and at Village Hall, the Park District, the Library and the Hattendorf Center. 13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - Trustee Lissner spoke about a piece of equipment that Ross Rowe, Cable Coordinator, showed him which allows Channel 6 to televise off-site programming live. On Tuesday, December 10, 2013, Channel Page 4 of 5 6 was filming the Elk Grove girl's basketball game against Bartlett live. The picture was great but the sound could have been better. The Mayor commented that it would be nice to have more events filmed live and he would like to meet with Ross to find out what all is involved and needed in order to do so. 14. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - Trustees Lissner/Petri The Committee is getting ready to review their 2014-15 budget. 15.YOUTH COMMITTEE - Trustee Franke- Scholarship applications will be available shortly after the first of the year. Applications will be available at the high schools, Village Hall and on the Village website. Three one thousand dollar scholarships will be awarded. Two are awarded from the Village and one from the Parks Foundation. 16. PARADE COMMITTEE - Trustee Czarnik- The annual parade will take place at 2:00 p.m. on Saturday, June 14, 2014. The parade theme is "Under the Big Top." The next Parade Committee meeting is Monday, January 6, 2014 at 5:30 p.m. in Room E of the Zettek Municipal Complex. 17. HEALTH &COMMUNITY SERVICES ADVISORY COMMITTEE -Trustee Czarnik-The Caring Place is the official name of the Community Respite Program. The program takes place from 9:30 a.m. to 3:30 p.m. on Mondays, Wednesdays and Fridays at Christus Victor Lutheran Church on Arlington Heights Road. It is a great socialization program for adults. The program is organized and supervised by trained and caring staff. 18. LIQUOR COMMISSION - Mayor Johnson - No report 19. SPECIAL EVENTS COMMITTEE - Mayor Johnson -The next special event to take place will be the Memorial Day Observation. 20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson -This was discussed under the Mayor's Report. The concert line-up is America, Survivor, Pat Benitar, John Michael Montgomery and Kenny Loggins. 21. PLAN COMMISSION - Village Manager Rummel - No Report 22. ZONING BOARD OF APPEALS - Village Manager Rummel - No Report 23. REPORT FROM VILLAGE MANAGER- Village Manager Rummel wished everyone a Happy Holiday. 24. REPORT FROM VILLAGE CLERK- No Report 25. UNFINISHED BUSINESS -The Unfinished Business appears on the Consent Agenda and can be removed. 26. NEW BUSINESS - None Mayor Johnson acknowledged a Boy Scout in the audience from Troop 95 who was in attendance to earn his Citizenship Badge. 27. PUBLIC COMMENT- 8:15 p.m. - Carol Whitehurst, 1434 Worden Way, addressed the Mayor and Village Board. Mrs. Whitehurst has been a resident of Elk Grove Village for forty years and is going to be moving to Arizona. She thanked the Mayor and Board and expressed how much she loves Elk Grove and is going to miss it.
