6. CONSENT AGENDA
a. Consideration of a request for the following:
• To waive the annual alarm license fees for Community Consolidated School District
59 for seven (7) schools in the amount of$225.00; and
• To waive the annual alarm license fee for the Elk Grove Public Library in the amount
of$25.00. 1

(It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.
(A report from the Deputy Director of Finance, recommending approval, is attached.)
b. Consideration of a request from Queen of the Rosary Parish, located at 750 Elk Grove t
Boulevard to waive all temporary Class A Liquor Licenses ($2,900 per license) as well as
temporary Food Caterers Licenses ($100 per license) for all events occurring in 2014.
(Queen of the Rosary hosts several events throughout the year and is requesting the fees to
be waived for 2014 providing they contact the Village in advance with a list of dates of the
events.
(It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.)
c. Consideration to increase a professional services contract with MTI Construction Services
of Elgin, IL for construction services within the Municipal Complex in the amount of

$17,269, for a total contract in the amount not to exceed $42,269 from the Capital Projects
Fund.
(At the November 19, 2013 Village Board meeting, a construction services contract with
MTI was approved in the amount of$25,000.
(Inadvertently omitted from the contract award were the General Conditions budget of
$15,000 and the General Liability R Builder's Risk Insurance of$2,269, costs totaling
$17,269.
(Adequate funds are available in the Capital Projects Fund.)
d. Consideration to adopt Ordinance No. 3367 (attached) amending the Position
Classification and Salary Plan ofthe Village Code of the Village of Elk Grove Village.
(The Ordinance adds one (1) temporary Police Officer position and one (1) temporary
Battalion Chief position.)
c. Consideration to adopt Resolution No. 1-14 (attached) authorizing the Mayor and Village
Clerk to execute a Farmer's Market License Agreement for 2014 between the Village of
Elk Grove Village and Elk Grove Farmer's Market,NFP.
(The�Agrcement allows for a Farmer's Market to be held in the parking lot of the
Municipal Complex on Saturdays from June through October 2014.)
f. Consideration to adopt Resolution 2-14 (attached) determining the appropriateness for
Class 613 status pursuant to the Cool: County Real Property Classification Ordinance as
amended February 15, 2006 for certain real estate located at 61 Garlisch Drive.
(The Laws Offices of Liston d Tsantilis, on behalf of SFP Group, Lp (Applicant) is seeking
a Cook County Class 6B property tax exemption for property located at 61 Garlisch Drive.
(The Applicant intends on purchasing the building and leasing it to Universal Construction
Testing or UCT.
(UCT provides testing of construction concrete, masonry, and steel structures.
(UCT is currently located in Wheeling and will be relocating its entire operation including
eight jobs.
(The subject property consists of an 11,922 square foot building.
(The Applicant has allotted $300,000 to refurbish the building.
(This site qualifies as it involves occupation of an abandoned building for more than
twenty-four(24) months continuous vacancy with a purchase for value.
(The Class 613 classification is designed to encourage industrial development throughout i
Cook County by offering a real estate tax incentive for the development of new industrial
facilities, the rehabilitation of existing industrial structures, and the industrial reutilization
of abandoned buildings. The goal of Class 6B is to attract new industry, stimulate
expansion and retention of existing industry and increase employment opportunities. The
eligibility requirements for 6B status are new construction, substantial renovation or
buildings that have been vacant for a period of time. This site qualifies as it involves
occupation of an abandoned building for more than twenty-four(24) months continuous
vacancy with a purchase for value.
(Property approved for Class 6B status allows the owner of the property to have the

assessment level lowered for a period of twelve years. The assessment schedule is 10% of
fair market value for ten years then 15% in the eleventh year and 20% in the twelfth year.
Industrial property is currently assessed at 25% of fair market value in Cook County.
(A report from the Director of Business Development and Marketing, recommending
approval, is attached.)
g. Consideration to adopt Resolution No. 3-14 (attached) authorizing the Mayor to execute a
Consent to Assignment of Ground Lease and Related Tower Assets from AT&T to AT&T
subsidiary NCWPCS MPL 32 Year Sites Tower Holdings LLC.
(AT&T has entered into a tentative agreement with Crown Castle International Corp.
regarding AT&T's ground lease agreements.
(AT&T requires an internal assignment of the ground lease agreement at 600 Landmeier
Road (formerly 666 Landmeier Road) to AT&T subsidiary NCWPCS MPL 32 Year Sites
Tower Holdings, LLC prior to any agreement taking place.)
h. Consideration to adopt Resolution No. 4-14 (attached) amending Resolution No. 5-12 and
authorizing the Mayor to execute a Consent to Assignment of Ground Lease and Related
Tower Assets from Tower Assets Newco II, LLC to TV6-W, LLC.
(Tower Assets is combining subsidiaries to reduce the total number of TV6 Holdings
subsidiaries.
(Tower Assets Newco 11, LLC currently controls a ground lease at 1060 Oakton Street.
(Tower Assets Newco II, LLC is merging into Tower Assets Newco IX, LLC, a subsidiary
of TV6 Holdings, LLC.
(Tower Assets Newco II, LLC is being internally assigned to the TV6 Holdings a
subsidiary of TV6-W, LLC.)
