MINUTES
REGULAR VILLAGE BOARD MEETING
January 14, 2014
1. CALL TO ORDER- 7:23 p.m. - Roll Call
Present: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Jeffrey C. Franke, Patton L.
Feichter, Samuel L. Lissner, James P. Petri, Christine K. Prochno
A Quorum was present
Also Present: Village Manager Raymond R. Rummel,Village Attorney George B.
Knickerbocker and Village Clerk Judith M. Keegan.
2. PLEDGE OF ALLEGIANCE

3. APPROVAL OF MINUTES OF December 17, 2013
Motion to approve the Minutes of the Regular Village Board Meeting held on
December 17, 2013 as submitted and dispense with the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson complimented Village Staff
for doing a phenomenal job during recent snowstorms and frigid below zero temperatures.
Mayor Johnson stated there was an excellent article in the Chicago Tribune over the
weekend about the noise impact from the expanded O'Hare Airport. 2013 had the highest
number of noise complaints in the history of O'Hare Airport. Over 85% of the complaints
were from the City of Chicago.
Mayor Johnson stated people have asked him about the O'Hare Noise Commission. The
O'Hare Noise Compatibility Commission is a powerless entity that is controlled by the City
of Chicago. Mayor Johnson stated that we need a Noise Commission like the Commissions
in Seattle,Washington and Minneapolis, Minnesota, a Commission that has some power
and can get things done. The one good thing about the O'Hare Noise Commission is that it
sets up funding for soundproofing. Originally the Commission was choosing who to
soundproof but after a lawsuit was filed, soundproofing is now dictated by the Federal
Government.
Different runways are being used and the Village is aware that the noise has shifted to
different areas of the Village. Trustee Petri commented there was an earlier news article
that stated the airport was initially designed by pilots and now it is designed by politicians,
and the politicians have ruined a great airport. The pilots loved using the northwest and
southeast runways. They were ideal for landing in windy weather. Those runways are no
longer being used. Many flights are delayed and cancelled during difficult weather
conditions because the east/west runways are not conducive.
On December 19, 2013 Mayor Johnson did a taping for Channel 6 about the demolition of
the old Library and Fire Administration building at 901 Brantwood. The land is going to be
restored and turned over to the Park District in the Spring.
Mayor Johnson stated the Village had received several phone calls from residents and
businesses with complaints about the Post Office. Many people had gone several days
without mail delivery. The Village has no control,jurisdiction or influence over the U. S.
Post Office. The Post Office is not a government entity but they are a division of the federal
government. Mayor Johnson stated the Village was in contact with Congresswoman
Duckworth who in turn contacted the Postmaster General to address the problems. The
local Postmaster contacted the Village to explain what happened and stated they were back

up to 100% service as of last Friday. In the future, if you have a problem with the Post
Office you should contact Congresswoman Duckworth or U. S. Senators Durbin and Kirk.
Oaths of Office - Fire Chief Mikel introduced and gave a brief employment history about
Nathan Gac. Mayor Johnson administered the Oath of Office promoting Nathan Gac to Fire
Lieutenant.
Police Chief Schmidt introduced and gave brief educational and employment backgrounds
about three new Police Officers. Mayor Johnson administered Oaths of Office to Ryan J.
Abad, Kenneth M. Albro and Timothy E. Hain.
Trustee Feichter stated he was honored to represent the Mayor and Board on January 5,
2014 at Queen of the Rosary School for the Eagle Scout Ceremony of John Michael Glennon.
Trustee Prochno thanked everyone for shoveling their sidewalks and encouraged residents
to help neighbors and friends who are unable to do their own shoveling. Trustee Prochno
stated a few people complained to her about neighbors not shoveling because they said
they would be liable if someone slipped on their sidewalk. Trustee Prochno clarified that it
is not true.
Trustee Prochno reported the Lioness Club received a very generous donation from
Lioness Betty Erickson who passed away last year. The Lioness Club will be donating a
stone bench to Lions Park that will be installed next to the Lions Club Plaque. There will be
a dedication ceremony sometime in March.
Additionally, thanks to the generosity of Betty Erickson, the Lioness will be offering two
one thousand dollar scholarships this year. Trustee Prochno will announce more
information in the future when scholarship applications are available.
The Sister City organization will be meeting with students from Elk Grove High School that
will be traveling to Italy in the Spring as part of the Student Exchange Program.
Mayor Johnson announced the Rotary Club donates fourteen thousand dollars in
scholarship funds.
Trustee Franke stated in order to qualify for the Rotary Club scholarship funds you have to
be a resident of Elk Grove Village attending Elk Grove High School, Conant High School or
St. Viator High School and be graduating in 2014. You can also apply if you are home
schooled and have finished high school level education. Applications are due by February
14, 2014. Scholarship applications are available on the Rotary website. Mayor Johnson
noted that in addition to scholarships for students who will be attending a University, there
are also scholarships available to students that will be attending a Junior College or Trade
School.
The Police Department is offering a Citizen's Police Academy which will start on January
29, 2014. Classes will take place on Wednesday evenings for eight weeks.
5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the December 31, 2014 Accounts Payable Warrant in the amount of
$859,544.91.

6. CONSENT AGENDA
a. Authorization of a request for the following:
• To waive the annual alarm license fees for Community Consolidated School District
59 for seven (7) schools in the amount of$225.00; and
• To waive the annual alarm license fee for the Elk Grove Public Library in the amount
of$25.00.
b. Authorization of a request from Queen of the Rosary Parish, located at 750 Elk Grove
Boulevard to waive all temporary Class A Liquor Licenses ($2,900 per license) as well as
temporary Food Caterers Licenses ($100 per license) for all events occurring in 2014.
c. Authorization to increase a professional services contract with MTI Construction Services
of Elgin, IL for construction services within the Municipal Complex in the amount of
$17,269, for a total contract in the amount not to exceed $42,269 from the Capital Projects
Fund.
d. Adopt Ordinance No. 3367 entitled "AN ORDINANCE AMENDING POSITION
CLASSIFICATION AND SALARY PLAN OF THE VILLAGE OF ELK GROVE (FIRE
BATTALION CHIEF-FIRE DEPARTMENT AND POLICE OFFICER-POLICE
DEPARTMENT."
e. Adopt Resolution No. 1-14 entitled "A RESOLUTION AUTHORIZING THE MAYOR
AND VILLAGE CLERK TO EXECUTE A FARMER'S MARKET LICENSE
AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND ELK
GROVE FARMERS MARKET, NFP."
f. Adopt Resolution 2-14 entitled "A RESOLUTION DETERMINING THE
APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK
COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED
FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 61 GARLISCH
DRIVE, ELK GROVE VILLAGE, ILLINOIS."

Mayor Johnson asked if staff members or Village Trustees had any questions or comments
regarding the Consent Agenda. No Response. The Mayor asked if anyone in the audience
wished to address the Village Board regarding any items on the Consent Agenda. No
Response.

7. REGULAR AGENDA - No items on the Regular Agenda.
S:CAPITAL IMPROVEMENTS COMMITTEE - Trustee Petri - The Committee will meet
January 16, 2014 at 9:30 a.m. to discuss the 2014 Street Program. The meeting will be held
at the Public Works facility on Landmeier Road.
9.JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner - Village Manager
Rummel asked that item a. under the Plan Commission portion of the Agenda which
addresses a text amendment pertaining to special uses in Industrial Districts to permit
indoor teaching and training facilities for sports and athletic disciplines be moved to the
Judiciary, Planning&Zoning Committee portion of the Agenda for review and further study

by the JPZ Committee. There were no objections. The item will be moved.
Trustee Lissner stated that he believes item a. Door-to-Door Solicitors Ordinance can be
removed from the Agenda. Channel 6 is televising solicitor information and additional
Village news and information daily at 2:00 p.m. and 11:00 p.m. Mayor Johnson stated he
would like to see the information air more frequently. Trustee Lissner stated that it is
shown more often,when possible, but 2:00 p.m. and 11:00 p.m. are definite airing times.
Trustee Lissner advised that due to the weather there hasn't been any progress on the
Nuisance Animal Removal Agenda item.
The.third Agenda Item, Special Events Policy, is still being worked on by staff.
10. PERSONNEL COMMITTEE - Trustee Franke - No Report
11. RECYCLING &WASTE COMMITTEE - Trustee Feichter- Waste Management will be
picking up Christmas trees this week and next week during regularly scheduled pickup
times. Any unwanted Christmas lights and cords can be brought to Village Hall for
recycling.
12. INFORMATION COMMITTEE - Trustee Prochno - Trustee Prochno provided
information about the e-notification service offered by the Village. E-notification sign up is
available on the Village website. Once you register you will receive e-notifications about
Village news and events.
13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - Trustee Lissner stated
there was another Elk Grove High School basketball game televised live on Channel 6. This
is the second game that has been televised live. Trustee Lissner stated there were still a
few glitches with the sound and Mayor Johnson stated the lighting was a little off, but it is
great that Channel 6 is able to offer live viewing of the high school sporting events.
14. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - Trustees
Lissner/Petri -A meeting is going to be scheduled in the near future to discuss the budget.
Trustee Petri will announce the date at the next Village Board meeting.
15.YOUTH COMMITTEE - Trustee Franke - Three one thousand dollar scholarships are
being offered by the Youth Committee. Two scholarships are awarded from the Village and
one is awarded from the Parks Foundation. Applications are available at the high schools,
the Park District main office, and on the Village website. All applications are due by May 2,
2014.
16. PARADE COMMITTEE -Trustee Czarnik- The January meeting of the Parade
Committee was cancelled due to the weather. The parade theme is "Under the Big Top."
The parade will take place on Saturday, June 14, 2014. Parade applications will be mailed
in the near future. The next meeting of the Parade Committee is Monday, February 3, 2014
at 5:30 p.m.
17. HEALTH &COMMUNITY SERVICES ADVISORY COMMITTEE - Trustee Czarnik-
Forty-one people participated in last Saturdays Blood Drive. The next Blood Drive will take
place in April.
Acknowledge a good deed by nominating someone for the Community Spirit Award.
Nomination forms are available at Village Hall, the Library and the Pavilion or on-line at
www.elkg_rove.org.
18. LIQUOR COMMISSION - Mayor Johnson - No Report
19. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The next special event will be the
Memorial Day Ceremony.
20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson -The concert
series line-up is America, Survivor, Pat Benitar,John Michael Montgomery and Kenny
Loggins.
21. PLAN COMMISSION - Village Manager Rummel - Item a. has been moved to the JPZ
portion of the Agenda. Item b. has been verbally withdrawn by the Petitioner and can be
removed from the Agenda.

PC Docket 13-4 is a request from ABC Truck& Body Repair Inc. for a Special Use Permit for
the operation of a commercial truck repair shop at 1463 Lunt Avenue. The Plan
Commission voted unanimously to grant the Special Use Permit with two conditions. The
first condition is that the Special Use Permit would only apply to ABC Truck&Body Repair
Inc. The second condition pertains to the repair of the bottom ten feet of the driveway
apron between the curb and the sidewalk. Repairs would have to be done by June 30,
2014. The Petitioners were present in the audience.
Mayor Johnson asked if any of the Trustees had comments or questions. There were none.
Motion to direct the Village Attorney to prepare the necessary documents granting a
Special Use Permit to ABC Truck&Body Repair Inc.

Mayor Johnson asked the Petitioners if they were in agreement with the conditions. They
were. The Mayor advised that they were all set to go and they should work with the
Community Development Department to obtain any necessary permits.
