REGULAR VILLAGE BOARD MEETING
January 28, 2014
1. CALL TO ORDER - 7:07 p.m. Roll Call

2. PLEDGE OF ALLEGIANCE

3. APPROVAL OF MINUTES OF January 14, 2014
Motion to approve the Minutes of the Regular Village Board Meeting held on January
14, 2014 as submitted and dispense with the reading.

4. MAYOR & BOARD OF TRUSTEES' REPORT - Mayor Johnson announced there will be a
Public Hearing on February 11, 2014 at 6:00 p.m. addressing a TIF Redevelopment Plan
and Project. The public is invited to attend.
The Mayor stated prior to tonight's Board Meeting, the Village honored Doctor Alan
Shapiro, Chairman of the Fire & Police Commission for forty-five plus years of volunteer
service to the Village. A plaque honoring Doctor Shapiro was added to the Village's
Rotunda of Recognition.
Mayor Johnson addressed recent weather conditions. During the five days from January 17
through January 22, 2014,the Public Works Department conducted five plowing and
salting operations using approximately 650 tons of salt. There were approximately three
to fifteen trucks out operating for six to twelve hours per operation. The Mayor stated the
Village has received several letters from residents complimenting the maintenance of
Village streets this winter. Mayor Johnson commended and thanked the Public Works
Department for doing such a great job.
Trustee Franke stated a Citizen's Police Academy will be starting tomorrow night. Classes
will take place on Wednesday evenings for eight consecutive weeks.
The Elk Grove Rotary Club is offering fourteen thousand dollars in various scholarship
funds. Applicants have to be an Elk Grove Village resident attending Elk Grove High School,
Conant High School or St. Viator High School. Applications are available on the Rotary
website. Applications are due by February 14, 2014.
Trustee Lissner attended the Illinois Gubernatorial Forum presented by the Daily Herald
and ABC 7 News on January 16, 2014. Trustee Lissner was disappointed the question he
submitted to the moderator about local municipal problems did not get asked. The
candidates spent the majority of the time being critical of each other.
On January 23, 2014 Trustee Lissner attended the Elk Grove Chamber and Greater O'Hare
Association event held at the Elk Grove Village Hall. It was a very nice event that was well
attended. Trustees Petri, Czarnik and Prochno were also in attendance.
Mayor Johnson asked Trustee Lissner if local pension reform was addressed by the
candidates at the Gubernatorial Forum. Trustee Lissner stated the issue was not
addressed.

Mayor Johnson stated the Daily Herald sponsored a charitable event with the Chicago
Blackhawks on Sunday at the Elk Grove Cinema. A movie about the Blackhawks was
shown. The event was sold out. Mayor Johnson thanked John Mc Donough, the Blackhawks
and the Daily Herald for having the event in Elk Grove Village.
Trustee Petri thanked the Public Works Department, Police Department and Fire
Department for the good job they have been doing during the cold winterx weather.
On January 25, 2014 Trustee Petri and Assistant Village Manager, Joe Carey, attended the
legislative breakfast. There were approximately 160 people in attendance. Some of the
local Mayors brought up local Municipal pensions. Union representatives expressed their
opinions on pensions. Overall it was a good meeting.
Trustee Czarnik thanked the Public Works Department, Police Department and Fire
Department for all of their hard work during the cold and snowy weather. Residents have
commented how much they appreciate how well the streets are plowed in Elk Grove
Village.
Trustee Czarnik also attended the Elk Grove Chamber and Greater O'Hare Association
"Business After Hours" event on Thursday. It was interesting to meet and talk with local
business representatives.
Trustee Feichter commented how great Public Works is doing plowing the streets. It is
evident how good the Elk Grove streets are taken care of when you see the condition of the
streets in surrounding towns. Many towns are low on salt and will be unable to continue
salting their side streets. Some towns haven't even been plowing their side streets.
Trustee Feichter stated it was in the Business Section of the Daily Herald today that
Caputo's is coming to Elk Grove Village sometime in late April. Mayor Johnson stated the
Village has not received official notification from Caputo's yet.
Trustee Prochno stated the Public Works Department is doing a great job with snow
removal and asked that residents please shovel their sidewalks and assist neighbors and
friends who are unable to shovel themselves.
There was'a Sister City meeting on January 20, 2014. Students from Elk Grove High School
that will be participating in the Foreign Exchange Program attended the meeting.
There will be two one thousand dollar Betty Erickson Memorial Scholarships available
from the Lioness Club. A formal announcement and the locations where applications will
be available will be announced at the next Village Board meeting.
5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the January 28, 2014 Accounts Payable Warrant in the amount of
$618,570.79.

6. CONSENT AGENDA
a. Authorization of a request to waive the annual alarm license fees for the Elk Grove
Village Park District for seven facilities in the amount of$175.
b. Authorization of a request from Rodriguez Dance Theatre to waive fees for a Class A
Liquor License and a Food Dealer License for the purpose of a fundraising event to be
held on January 31, 2014 at St. Nicholas Episcopal Church located at 1072 Ridge
Avenue.
c. Authorization of a request to award a contract to the lowest responsive and responsible
bidder, Breathing Air Systems of Moweaqua, IL for the purchase and installation of a
High Pressure Breathing Air Compressor and Fill Station with Accessories in an amount
not to exceed $22,226.65 from the Foreign Fire Insurance Fund.
d. Authorization to renew a professional service contract to Lauterbach & Amen, LLP of
Warrenville, IL to perform the Village's annual audit of financial statements in a total
contract amount not to exceed $32,800.

e. Concur with prior authorization for an emergency purchase contract with Chick
Construction/A-1 Salt, of St. Louis, MO for the delivery of 500 tons of bulk rock salt in
the amount of$49,750.
f. Adopt Ordinance No. 3368 entitled "AN ORDINANCE GRANTING A SPECIAL USE
PERMIT TO ABC TRUCK & BODY REPAIR INC. TO PERMIT A COMMERCIAL
TRUCK REPAIR SHOP IN AN 1-2 INDUSTRIAL DISTRICT ON PROPERTY
LOCATED AT 1463 LUNT AVENUE, ELK GROVE VILLAGE, ILLINOIS."
g. Adopt Resolution No. 5-14 entitled "A RESOLUTION DETERMINING THE
APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK
COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED
FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 135-139 JOEY
DRIVE. ELK GROVE VILLAGE, ILLINOIS."
h. Adopt Resolution No. 6-14 authorizing the Maintenance of Streets and Highways by a
Municipality under the Illinois Highway Code and appropriating $1,203,400 from the
Motor Fuel Tax Funds (MFT) for the 2014 Street Maintenance Program.
Mayor Johnson asked if staff members or Village Trustees had any questions or comments
regarding the Consent Agenda. No Response. The Mayor asked if anyone in the audience
wished to address the Village Board regarding any items on the Consent Agenda. No
Response.

7. REGULAR AGENDA- No items on the Regular Agenda
8. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Petri - The Committee met to
discuss the Street Maintenance Program. There are not enough funds available from the
MFT program so reserve funds will also be used. There is an extensive list of streets. There
are other streets not on the list that.wil,l receive significant patching. The bid will go out as
soon as possible.
Mayor Johnson stated that Village streets get resurfaced every twelve to fourteen years.
Cul-de-sacs a little less frequently because they don't have as much traffic. Some of the
heavier trafficked streets and older pozzolanic streets are done a little more often.
Discussion pursued about how bad the pozzolanic streets get. Mayor Johnson stated
replacement of the pozzolanic streets should be in the Village's long term plan.
9. JUDICIARY, PLANNING AND ZONING COMMITTEE -Trustee Lissner- Trustee Lissner
called a meeting of the JPZ Committee on February 25, 2014 at 4:30 p.m. in the Chernick
Conference Room to discuss a Special Events Policy.
Trustee Lissner stated the Committee met earlier this evening to discuss item c. Sports &
Athletics in Industrial Districts. The Committee agreed with a majority of the Plan
Commission recommendation except for a few extra words at the end of the Text
Amendment. The JPZ Committee felt the use of the words "recreational uses and
amusements" was too vague. Removing those words would eliminate the requests for
haunted houses, paintball tournaments, etc. The main use is for typical sports training. JPZ
meeting minutes will be distributed and the Village Board will act on the recommendation
at the next Village Board meeting. The Village Manager recommended that the Village
Attorney prepare an Ordinance for the next Village Board meeting also.
Trustee Lissner announced the new Elk Grove Village news program on Channel 6 which
was airing at 2:00 p.m. and 11:00 p.m. will be airing at 2:00 p.m. and 6:00 p.m. starting in
February.
10. PERSONNEL COMMITTEE - Trustee Franke - No Report, Mayor Johnson asked that
Medicare Supplement Plan be added to the Personnel Committee Agenda. Mayor Johnson
asked that Trustee Franke have information ready for Village Board action at the February
11, 2014 Village Board meeting.

11.RECYCLING&WASTE COMMITTEE- Trustee Feichter-There are no weather delays this
week with Waste Management pickup. Old and unwanted Christmas lights and cords can be
brought to Village Hall for recycling. Trustee Franke asked if Christmas trees were still being
picked up by Waste Management. The Village Manager advised they would be picked up.
12.INFORMATION COMMITTEE -Trustee Prochno -The Channel 6 viewership survey is
completed. Channel 6 will be compiling the results of the survey. Trustee Prochno hopes to have a
report on the results at the next Village Board meeting.
13.CABLE TELEVISION COMMITTEE-Trustees Lissner/Petri- No Report
14.INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION -Trustees Lissner/Petri
Trustee Petri announced the Commission will be meeting for Budget review and Master Plan
review on Thursday, February 27, 2014 at 5:30 p.m. in the Community Development conference
room.
15.YOUTH COMMITTEE -Trustee Franke-Scholarship forms are available on the Village website,
at the high schools, and at the main Park District office. Three one thousand dollar scholarships are
being offered. Applications are due by May 2, 2014.
16.PARADE COMMITTEE-Trustee Czarnik-The annual Hometown Parade will take place on
Saturday,June 14, 2014. The Parade theme is"Under the Big Top." Parade applications will be
mailed in the near future. The next meeting of the Parade Committee will take place on February 3,
2014 at 5:30 p.m.
17.HEALTH &COMMUNITY SERVICES ADVISORY COMMITTEE -Trustee Czarnik-The
Community SpiritAward winners for February are the Elk Grove Jaycees. The Jaycees are a non-
profit civic group that emphasizes community service, social networking and leadership
development for young adults between the ages of twenty and forty-one. The Jaycees have aided in
sponsoring various community events since 1958 and they continuously dedicate their time to the
Elk Grove Village community. Watch"In The Grove" on Chanel 6 during the month of February to
hear more about the Jaycees.
"The Caring Place" is the official name of the Community Respite Program. The Program is offered
on Mondays,Wednesdays and Fridays from 9:30 a.m.to 3:30 p.m.at Christus Victor Lutheran
Church. It is a great socialization program for adults. The program is organized and supervised by
trained and caring staff.
The services of the Community Health Nurse are available to residents for help or advice on health
issues. Residents should not hesitate to contact Nurse Jane for assistance.
18.LIQUOR COMMISSION - Mayor Johnson- No Report
19.SPECIAL EVENTS COMMITTEE - Mayor Johnson-The next special event is the Memorial Day
Ceremony.
20.MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson -the Concert Series will
begin in six months.
21.PLAN COMMISSION -Village Manager Rummel- No Report
22.ZONING BOARD OF APPEALS-Village Manager Rummel- No Report

27. PUBLIC COMMENT-7:47 p.m. - Mayor Johnson recognized Boy Scout Robert Stanislawski in
the audience. Robert was in attendance to earn his Citizenship in the Community badge.
