REGULAR VILLAGE BOARD MEETING
February 11, 2014
1. CALL TO ORDER- 7:27 p.m. Roll Call

2. PLEDGE OF ALLEGIANCE

3.APPROVAL OF MINUTES OF January 28, 2014
Motion to approve the Minutes of the Regular Village Board Meeting held on January
28, 2014 as submitted and dispense with the reading.

4. MAYOR& BOARD OF TRUSTEES' REPORT - Coffee with the Mayor and Board took
place on Saturday, February 1, 2014. Mayor Johnson thanked everyone who attended.
Mayor Johnson stated the Village has 1500 tons of salt which should be enough to get
through the rest of the winter. To date 5100 tons of salt have been used. The record usage
for the Village is 5400 tons of salt. It looks like the record will be broken in 2014. The
Village has had almost 60 inches of snow this winter. The record snowfall for the Village is
60 inches in 2007/2008. It looks like that record will also be broken.
Mayor Johnson stated the Elk Grove Village Postmaster has asked that everyone with
mailboxes at the street shovel an area to make the mailbox accessible. Mail Carriers are not
allowed to get out of their vehicle to deliver to mailboxes at the street. If your mail is not
delivered it can be picked up at the Post Office. The Mayor asked that residents whose
mailboxes are attached to their homes please shovel their driveways and front walks to
provide a clear path for the mail carriers.
The Elk Grove Post Office is shorthanded at this time and the Village has requested that
mail be delivered to businesses first. Mail delivery to residents may be later in the day or
evening.
Mayor Johnson requested that people shovel around fire hydrants.
Mayor Johnson stated recent water bills reflect an increase due to the City of Chicago's
water rate increase. The rate increase went into effect on January 1, 2014. The rate
increase is effective when the meter is read, not when the water is used. Meters read in
January reflect water usage in November and December 2013. The Village did not pass
along the full increase that was implemented by the City of Chicago. The Village's water bill
with the City of Chicago is $650,000. The Village is looking into potential water supply
alternatives but the Village is locked into a contract with the City of Chicago until 2024.
Trustee Prochno thanked everyone that has been shoveling their sidewalks and driveways.
On Saturday, February 8, 2014, Trustee Lissner and his wife, Trustee Feichter and his wife,
Trustee Czarnik and Trustee Prochno and her husband attended the Heart of A Marine
annual dinner dance. It was a great event and a great fundraiser for the Heart of A Marine
Foundation.

Scholarship applications are available for the Elk Grove Lioness Club Betty Erickson
Memorial Scholarship. Applications are available at Conant High School, St. Viator High
School, Elk Grove High School and at the Administration Counter in Village Hall. Two
$1000 scholarships are going to be awarded in memory of Betty Erickson, a Lioness Club
Member who passed away last year. Applicants must be a resident of Elk Grove Village, a
high school senior attending a college, university or trade school in the Fall, show service to
school and community and demonstrate positive leadership qualities. Applications are due
by April 1, 2014 and winners will be notified by May 1, 2014.
Trustee Feichter represented Mayor Johnson on Friday at a special dinner held at the Ram
Restaurant for key sponsors and contributors to the Heart of A Marine Foundation.
Trustee Feichter spent a majority of the evening speaking with Rolling Meadows Mayor
Tom Rooney and also Ty Simmons, the keynote speaker for the annual dinner dance held
the following evening. Trustee Feichter noted that Elk Grove Village Firefighter and
Marine, Steve Petersen,was seated at his table at the dinner dance. Deceased veterans
were recognized in a ceremony at the dinner and Steve rang the fire bell as each name was
read.
Trustee Feichter announced the following Community Character Coalition events:
April 4, 2014 - Celebration of Cultures
May 16, 2014 - Spaghetti Dinner fundraiser
September 26, 2014 - Celebration of Character
The Elk Grove Village Police Department is going to work with the Community Character
Coalition on an educational program at Rupley School.
Trustee Czarnik stated the Heart of A Marine annual dinner dance was a lovely event and it
is a wonderful way to acknowledge and thank Veterans and enlisted Military for their
service.
The Frank J. Czarnik Memorial Scholarship applications will be available this week at
Conant High School, St. Viator High School, Elk Grove High School and the Park District
Office. Six one thousand dollar scholarships are being offered.
Trustee Franke reminded everyone that the Rotary Club is offering fourteen thousand
dollars in various scholarship funds. Applications are due February 14, 2014. Mayor
Johnson stated the scholarships are also available for trade school and junior college.
5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the January 31, 2014 Accounts Payable Warrant in the amount of
$677,648.34.

6. CONSENT AGENDA
a. Authorization of a request to hold a Public Hearing before the Plan Commission to
consider the petition submitted by Pit Stop Express Inc. for a Special Use at 150 Gaylord
Street.
b. Authorization to award a professional service contract to Ayers Associates Inc. of
Madison, WI for aerial photography and digital ortho-imagery mapping as part of the GIS
Consortium purchasing agreement in an amount not to exceed $44,639.00 from the
Water/Sewer Fund.

c. Concur with prior authorization for an emergency purchase contract with Rock Salt in
Bulk of Arlington Heights, IL as a broker for the delivery of 320 tons of bulk rock salt in
the amount of$56,000.
d. Authorization to award a purchase contract to Currie Motors of Frankfort, IL for the
purchase of three(3) Ford Utility Interceptors with Police Packages in an amount not to
exceed $94,602 from the Capital Replacement Fund.
e. Authorization to increase a professional service contract to Northwest Central Dispatch of
Arlington Heights, IL for radio equipment, installation and programming services as part
of the FCC mandated narrowbanding of radio frequencies and replacement of the radio
communication system project in an amount not to exceed$ 170,933 from the Capital
Replacement Fund.
f Authorization to award a professional service contract to the lowest responsive and
responsible bidder Thorne Electric, Inc. for the Biesterfield Road Traffic Signal and Street
Lighting Upgrade Project in the amount of$403,418 from the Capital Projects Fund Bond
Refinance Account and $108,854.36 from the ICRC Fund for a total of$512,272.36.
g. Adopt Resolution No. 7-14 entitled "A RESOLUTION AMENDING RESOLUTION NO.
36-05 AND AUTHORIZING THE MAYOR TO EXECUTE A FIRST AMENDMENT
TO GROUND LEASE AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE

Mayor Johnson asked if staff members or Village Trustees had any questions or comments
regarding the Consent Agenda. No Response. The Mayor asked if anyone in the audience
wished to address the Village Board regarding any items on the Consent Agenda. No
Response.

7. REGULAR AGENDA- No items on the Regular Agenda
8. CAPITAL IMPROVEMENTS COMMITTEE- Trustee Petri - Looking forward to the snow
melting so the Street Maintenance Program can get underway.
9.JUDICIARY, PLANNING AND ZONING COMMITTEE-Trustee Lissner-A Text Amendment to
allow indoor training facilities in the Business Park was discussed at the last Village Board meeting.
The Village Attorney has prepared an Ordinance. Mayor Johnson asked if parking arrangements
were taken into consideration for any larger events that could possibly take place. Trustee Lissner
stated the Plan Commission addressed the issue and it would be a requirement that would have to
be met in order to obtain the necessary Special Use Permit for the location. Mayor Johnson asked
that the parking requirement be highlighted to the Petitioner when application is made for this type
of Special Use.
Motion to adopt Ordinance No. 3369 amending Section 7E-3:A of the Zoning Ordinance
pertaining to Special Uses in 1-1 and 1-2 Industrial Districts.

Trustee Lissner stated the Judiciary, Planning&Zoning Committee will be meeting on February 25,
2014 at 4:30 p.m. to discuss the Special Events Policy.

10.PERSONNEL COMMITTEE-Trustee Franke-item a. on the Agenda will be discussed at a later
date.
11.RECYCLING&WASTE COMMITTEE-Trustee Feichter-Old and unwanted Christmas lights
and cords can be brought to Village Hall for recycling.
12. INFORMATION COMMITTEE- Trustee Prochno -The Greater O'Hare Association is hosting
their annual wine and beer tasting event, featuring a silent auction on Thursday, March 6, 2014 at
Belvedere Banquets.
13.CABLE TELEVISION COMMITTEE -Trustees Lissner/Petri- No Report
14.INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION -Trustees Lissner/Petri -The
Commission will be meeting on February 27, 2014 at 5:30 p.m. in the Community Development
conference room to discuss the budget,the TIF and the bond issue.
15.YOUTH COMMITTEE-Trustee Franke-Scholarship applications are available on the Village
website and at the local high schools.
16.PARADE COMMITTEE -Trustee Czarnik-The annual Hometown Parade is Saturday,June 14,
2014 at 2:00 p.m. The theme is "Under the Big Top." Applications have been mailed out. The next
meeting of the Parade Committee is Monday, March 3, 2014 at 5:30 p.m.
17.HEALTH &COMMUNITY SERVICES ADVISORY COMMITTEE -Trustee Czarnik-The
Community Spirit Award winners for February are the Elk Grove Jaycees. The Jaycees are a non-
profit civic group that emphasizes community service,social networking and leadership
development for young adults between the ages of twenty and forty-one. The Jaycees have aided in
sponsoring various community events since 1958 and they continuously dedicate their time to the
Elk Grove Village community. Watch "In The Grove' on Chanel 6 during the month of February to
hear more about the Jaycees.
"The Caring Place" is the official name of the Community Respite Program. The Program is offered
on Mondays,Wednesdays and Fridays from 9:30 a.m. to 3:30 p.m. at Christus Victor Lutheran
Church. It is a great socialization program for adults. The program is organized and supervised by
trained and caring staff.
18. LIQUOR COMMISSION - Mayor Johnson- No Report
19.SPECIAL EVENTS COMMITTEE - Mayor Johnson-The next special event is the Memorial Day
Ceremony. Discussion pursued about holding the event indoors or outside.
20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE- Mayor Johnson -The Concert Series
lineup is America, Survivor, Pat Benitar,John Michael Montgomery and Kenny Loggins. Concerts
are every Tuesday night in July.
21. PLAN COMMISSION -Village Manager Rummel- No Report
22. ZONING BOARD OF APPEALS- Village Manager Rummel -No Report
23. REPORT FROM VILLAGE MANAGER- No Report
24. REPORT FROM VILLAGE CLERK- Early Voting for the March 18, 2014 Gubernatorial Primary
Election will take place at the Elk Grove Village Hall starting on Monday, March 3, 2014 through
Saturday, March 15, 2014. Anyone residing in suburban Cook County can early vote at the Elk
Grove Village Hall.
25.UNFINISHED BUSINESS-The unfinished business was approved under the Judiciary, Planning
&Zoning Committee report and can be removed from the Agenda.
