MINUTES
REGULAR VILLAGE BOARD MEETING
February 25, 2014
1. CALL TO ORDER- 7:03 p.m. - Village Manager Raymond R. Rummel called the Village
Board Meeting to order.
Present: Trustees Nancy). Czarnik, Patton L. Feichter, Jeffrey C. Franke Samuel L. Lissner,
James P. Petri, Christine K. Prochno
A Quorum was present
Also Present: Village Manager Raymond R. Rummel,Village Attorney George B.
Knickerbocker and Village Clerk Judith M. Keegan
Trustee Czarnik nominated Senior Trustee James P. Petri as the temporary Chairman
of the Village Board Meeting. Trustee.Franke seconded the nomination.
AYES: Trustees Feichter, Franke, Lissner, Prochno, Czarnik

2. PLEDGE OF ALLEGIANCE
INVOCATION - Pastor Cerna Castro Rand, Prince of Peace United Methodist Church
Trustee Petri read a Press Release about Mayor Johnson. Mayor Johnson was unable to
attend the Village Board Meeting due to health issues beyond his control. The Mayor had
double-bypass heart surgery last week and is on his way to a full and complete recovery.
This is the first Village Board Meeting the Mayor has ever missed during his tenure as
Mayor. The Mayor compared his attendance streak to the continuous games played by
baseball Hall of Famer Cal Ripken, Jr. The Mayor sent a message stating"A Hall of Fame
baseball player couldn't do it forever, and neither could 1. However, I look forward to a full
and speedy recovery and I always look forward to humbly serving the residents and
businesses of Elk Grove for many years into the future. I can't wait for the new streak to
begin!"
3. APPROVAL OF MINUTES OF February 11, 2014
Motion to approve the Minutes of the Regular Village Board Meeting held on
February 11, 2014 as submitted and dispense with the reading.

4. MAYOR& BOARD OF TRUSTEES' REPORT - Trustee Petri read and presented a
Proclamation to the 2014 James B. Conant High School Co-Ed Cheerleading Team honoring
them for earning a first place State Championship Title in the Co-Ed Division at the IHSA
Competitive Cheerleading State finals.
Trustee Petri announced on March 11, 2014 at 7:00 a.m. at the Elk Grove Library, "Beyond
Business Friendly- Doing Business in Elk Grove" will be presented by Josh Grodzin,
Director of Business Development& Marketing. All are welcome to attend.
Trustee Czarnik stated the Frank J. Czarnik Memorial Scholarship applications are available
at Elk Grove, Conant and St. Viator High Schools, the Park District office,the Pavilion and St.
Julian Eymard Church. There are six one thousand dollar scholarships available for Elk
Grove Village residents that are graduating high school and attending college in the fall.
Applications must be submitted by May 3, 2014.
Trustee Lissner stated he will be attending the Joint Action Water Agency meeting
tomorrow night. The Intergovernmental Agreement between the Tollway and JAWA is up

for approval and there is a Budget Hearing. The Chicago water rate increases will be
discussed.
Trustee Feichter stated that Meet Chicago Northwest, formerly known as the Woodfield
Convention &Visitors Bureau, is conducting a restaurant program this week. Thirty-three
restaurants are participating. Two of the restaurants participating are in Elk Grove Village,
Shelby Campbell's and Real Time. The restaurants are offering special deals for lunch and
dinner.
Trustee Prochno reported there was a Sister City meeting last night. The group met with
the ten students that are participating in the student exchange program. The students will
be traveling to Termini Imerese in March.
Two $1000 scholarships are being offered by the Lioness Club. Scholarships are being
awarded in memory of Betty Erickson, a Lioness Club Member who passed away last year
and donated money to the Lioness Club. Applications are available at Conant High School,
St. Viator High School, Elk Grove High School and at the Administration Counter in Village
Hall. Applicants must write an essay about how they have impacted the community.
Applications are due by April 1, 2014 and winners will be notified by May 1, 2014.
Trustee Prochno thanked everyone for shoveling their sidewalks.
5.ACCOUNTS PAYABLE WARRANT- Motion to authorize payments of invoices as
shown on the February 25, 2014 Accounts Payable Warrant in the amount of
$948,925.01.

6. CONSENT AGENDA
a. Authorization to participate in a one year trial period with Commerce Bank of Kansas
City, MO for the implementation of their Control Pay ePayables program.
b. Authorization to award a purchase contract to OEC Business Interiors, Inc. of Elmhurst,
IL to purchase, relocate, and install work stations within the Municipal Complex in an
amount not to exceed $40,000 from the Capital Projects Fund.
c. Authorization to award a professional service contract to the lowest responsive and
responsible bidder Western Remac, Inc. of Woodridge, IL for the Regulatory Sign
Enhancement Program (Phase 11I) in the amount of$232,212.90 from the
Industrial/Commercial Revitalization Fund.
d. Authorize the Village Manager to execute the following agreements that provide
additional Medicare Supplemental Insurance offerings in which the premium is funded
100% by the eligible retiree as follows:
• A participation agreement with Benistar Administrative Services for an offering
of Medicare Part F supplemental insurance through Hartford Insurance; and
• An agreement with Express Script Insurance Company to offer Medicare Part D
prescription drug insurance plan to Medicare eligible retirees.

8. CAPITAL IMPROVEMENTS COMMITTEE- Trustee Petri - Trustee Petri is looking
forward to the 2014 Street Maintenance Program to begin.
9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- The Judiciary,
Planning and Zoning Committee met this evening prior to the Village Board meeting to
discuss a Special Events Policy. There was very good input and the Committee has decided
to move forward as suggested by staff. The Policy will be presented for discussion at a
future Committee of the Whole meeting.

10. PERSONNEL COMMITTEE - Trustee Franke- The Personnel Committee will'be
meeting in Executive Session on Tuesday, March 11, 2014 at 4:00 p.m.
11. RECYCLING &WASTE COMMITTEE - Trustee Feichter - Old and unwanted Christmas
lights and cords can be brought to Village Hall for recycling.
12. INFORMATION COMMITTEE - Trustee Prochno - Trustee Prochno thanked everyone
who responded to the Channel 6 Viewership Survey. The following are a few of the Survey
results:
• The Village Board meetings are the most watched show on Channel 6;
• Park Board meetings are the second most watched show followed by "In The Grove';
• 72% of viewers are 50 years of age or older;
• 63% of viewers attended or completed college; and
• 84% of respondents watch up to 10 hours of programming a month on Channel 6.
Some concerns were expressed about the audio and the need for more sporting events. Channel
6 is now filming high school sports live and next year's budget proposes $33,000 in fiber
installation to improve the audio quality. The Village is continuing to work with the Attorney
General's Office to press AT&T to provide the same level of quality to EGTV Channel 6 as they
do other programming.
In addition to Channel 6 being available on television, Channel 6 can also be viewed via the
internet, Youtube, U-Stream, Facebook, and on the Village website.
13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - No Report
14. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - Trustees
Lissner/Petri
The Commission will be meeting on Thursday, February 27, 2014 at 5:30 p.m. in the
Community Development Conference Room.
15.YOUTH COMMITTEE - Trustee Franke - Three one thousand dollar scholarships are
being offered by the Youth Committee. Scholarship applications are available on the Village
website, the Parks Foundation website, Elk Grove High School, Conant High School and St.
Viator High School. Applications are due by May 1, 2014.
All the Scholarships being offered are available for all forms of continuing education.
16. PARADE COMMITTEE - Trustee Czarnik- The annual Hometown Parade is Saturday,
June 14, 2014 at 2:00 p.m. The theme is "Under the Big Top." Applications have been
mailed out. The Grand Marshal has been selected and will be announced in March. The
next meeting of the Parade Committee is Monday, March 3, 2014 at 5:30 p.m. in Room E of
the Zettek Municipal Complex.
17. HEALTH &COMMUNITY SERVICES ADVISORY COMMITTEE -Trustee Czarnik-The
Community Spirit Award winners for February are the Elk Grove Jaycees. The Jaycees are a
non-profit civic group that emphasizes community service, social networking and
leadership development for young adults between the ages of twenty and forty-one. The
Jaycees have aided in sponsoring various community events since 1958 and they
continuously dedicate their time to the Elk Grove Village community. Watch "In The Grove'
on Chanel 6 during the month of February to hear more about the Jaycees.
"The Caring Place" is the official name of the Community Respite Program. The Program is
offered on Mondays,Wednesdays and Fridays from 9:30 a.m. to 3:30 p.m. at Christus Victor
Lutheran Church. It is a great socialization program for adults. The program is organized
and supervised by trained and caring staff.

24. REPORT FROM VILLAGE CLERK- Early Voting for the March 18, 2014 Gubernatorial
Primary Election will take place at the Elk Grove Village Hall starting on Monday, March 3,
2014 through Saturday, March 15, 2014. Anyone residing in suburban Cook County can
early vote at the Elk Grove Village Hall.
