REGULAR VILLAGE BOARD MEETING
March 11, 2014
1. CALL TO ORDER - 7:20 p.m. Roll Call

2. PLEDGE OF ALLEGIANCE
3 APPROVAL OF MINUTES OF February 25, 2014
Motion to approve the Minutes of the Regular Village Board Meeting held on
February 25, 2014 as submitted and dispense with the reading.

4. MAYOR& BOARD OF TRUSTEES' REPORT - Mayor Johnson stated that Brother Jim
from Alexian Brothers passed away recently. Mayor Johnson extended sympathy and
prayers to Brother Jim's family, friends and Alexian Brothers Hospital.
Mayor Johnson announced a recent article in the paper stated that O'Hare Airport has
received a record number of noise complaints. The vast majority of the complaints are
coming from the City of Chicago. Elk Grove Village is seeing less of an impact.
The Mayor stated there have been fifty-five snow plow operations this winter and almost
six thousand tons of salt have been used. Mayor Johnson commended the Public Works
Department for doing a great job.
Mayor Johnson stated that since July 1, 2013, the Village has removed almost sixteen
hundred Ash trees. There are still close to five thousand Ash trees in the Village. Trees that
are marked with purple or pink dots are going to be removed. New trees will be planted in
the Spring and Fall.
Mayor Johnson thanked Alexian Brothers Hospital for the level of care he recently received
when he had double by-pass surgery. The Mayor thanked the community for their concern
and well wishes. Mayor Johnson thanked the Village Board and stated he had no worries or
concerns about the Village because the Village Board works so well together and does a
great job. The Mayor thanked and complimented Village staff. Mayor Johnson thanked his
family for all of their support and God for watching over him.
Gino Piscopo joined Mayor Johnson at the podium. Gino thanked Mayor Johnson and the Board
for their past support of his St. Baldrick's fundraising events. Gino will not be hosting an event
this year but he will be participating in an event that will be held at Elk Grove High School on
Sunday, March 23, 2014. To date, Gino has raised over $50,000 for the St. Baldrick Foundation
and cancer research.
Trustee Lissner attended the Joint Action Water Agency meeting on February 26, 2014. The
budget for fiscal year 2015 and the Agreement with the Tollway Authority were both approved.
The new water line will be used whether the Village continues to get water from the City of
Chicago or if another source is used in the future.
Trustee Petri stated he was here in 1984 when the water line was put in and while it was in the
best interest of everyone at the time, had they known back then that the tollway would be
expanding, things would have been looked at differently.

Tomorrow evening Trustee Petri and Village Manager, Ray Rummel, will be attending the Solid
Waste Agency meeting and the Northwest Municipal Conference meeting. Thursday afternoon
Trustee Petri will be hosting a delegation of Japanese exchange students. This is the twenty-fifth
year that exchange students from Japan have been coming to Elk Grove Village. Students from
Elk Grove High School will be going to Japan in the summer. The students will tour Village
Hall,the Police Department and the Fire Department.
Trustee Czarnik stated the Frank J. Czarnik Memorial Scholarship applications are available
at Elk Grove, Conant and St. Viator High Schools,the Park District office,the Pavilion and St.
Julian Eymard Church. There are six one thousand dollar scholarships available for Elk
Grove Village residents that are graduating high school and attending college,junior college
or another form of continuing education in the fall. Applications must be submitted by May
2, 2014.
Trustee Feichter stated the Community Character Coalition will be hosting their annual
Celebration of Cultures on Friday,April 4, 2014 from 6:00 p.m. to 8:30 p.m. at the Pavilion.
This is a great family event. It presents a great example of the diversity in our community.
The annual CCC Youth Celebration will take place at the May 13, 2014 Village Board meeting
and on May 16, 2014 the Community Character Coalition will be sponsoring a spaghetti dinner
at the Hattendorf Center.
Trustee Prochno thanked everyone for clearing their sidewalks and asked everyone to continue
shoveling and to assist their neighbors who are unable to do it themselves.
Two $1000 scholarships are being offered by the Elk Grove Lioness Club. Scholarships are
being awarded in memory of Betty Erickson, a Lioness Club Member who passed away in
2013 and donated money to the Lioness Club. Eligibility and selection criteria requires the
applicant to be an Elk Grove resident, a high school senior attending a university, college or
trade school in the fall, show service to school and community and demonstrate positive
leadership qualities. Applications are available at Conant High School, St.Viator High
School, Elk Grove High School and at the Administration Counter in Village Hall.
Applications are due by April 1, 2014 and winners will be notified by May 1, 2014.
At the end of March Elk Grove High School students participating in the student exchange
program will be traveling to the Village's Sister City, Termini Imerese. Police Chief Schmidt
and his wife Cindy will be chaperoning the students. Chief Schmidt gave an overview of
what the students will be doing while they are visiting Termini Imerese.
Mayor Johnson spoke about his health and encouraged anyone experiencing any form of
irregularities or symptoms to see their Doctor.
5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the February 28, 2014 Accounts Payable Warrant in the amount of
$165,214.37.

6. CONSENT AGENDA
a. Authorization to award a purchase contract to Air One Equipment, Inc. of South Elgin, IL
for the purchase of Honeywell/Morning Pride firefighter turnout gear in an amount not to
exceed $23,375 from the General Fund.

b. Concur with prior authorization for an emergency purchase contract with R. Jones
Trucking and Grading, Inc. of Elk Grove Village, IL as a broker for the delivery of 200
tons of bulk rock salt in the amount of$40,000.
c. Authorization to award a contract to Trane U.S. Inc. of Willowbrook, IL to furnish and
deliver Rooftop HVAC Replacement Units for the Municipal Complex located at 401
Wellington Avenue in the amount of$143,257 from the Capital Projects Fund.
d. Authorization to award a contract from the State of Illinois Joint Purchase Contract for
the purchase of 3,360 tons of Bulk Rock Salt for the 2014-15 winter season at a
maximum cost of$57 per ton to be paid from the FY 2014-15 Budget.
e. Adopt Ordinance No. 3370 entitled, "AN ORDINANCE AMENDING SECTION 6-13-
1-A OF CHAPTER 13 OF TITLE 6 OF THE ELK GROVE VILLAGE CODE BY
EXEMPTING UNPAID TICKET PAYMENTS AND EMISSION TESTING FAILURE
SUSPENSIONS FROM VEHICLE SEIZURE AND IMPOUNDMENT"
Mayor Johnson asked if staff members or Village Trustees had any questions or comments
regarding the Consent Agenda. No Response. The Mayor asked if anyone in the audience
wished to address the Village Board regarding any items on the Consent Agenda. No
Response.

7. REGULAR AGENDA- Review and consideration of the Ordinances accepting the
Busse/Elmhurst Road Tax Increment Financing (TIF) District. Mayor Johnson advised that
a public hearing was held where public comment was heard regarding the TIF. Under
normal circumstances public comment is not taken during a Village Board Meeting
regarding the Regular Agenda, however Mayor Johnson stated an exception would be made
this evening. Mayor Johnson asked if anyone wanted to address the Board regarding the
TIF Ordinances.
Lois Colaprete, 177 Shadywood Lane, addressed the Mayor and Board about storm water.
Mayor Johnson assured Ms. Colaprete that the residents on Shadywood would not be
affected by any storm water changes made in the TIF district.
Peter Birren, 502 Shadywood Lane, questioned whether the TIF district is going to be a
problem in the future by means of increased taxes from the school districts. Mayor Johnson
explained the benefits that the TIF and redevelopment of the Business Park will have on
the area in the future. The school districts will not receive any less tax money than they are
receiving today. All the taxing districts will benefit from improvements made to keep the
Business Park viable far into the future.

Mayor Johnson stated the TIF has been approved and the Village Board will work diligently
to make sure that everything is done properly, judiciously and in the best interests of the
community.
B. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Petri - Trustee Petri stated he would
like to see the 2014 Street Maintenance Program get underway and see the streets paved
rather than plowed.
9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- The Committee
met on February 25, 2014 to discuss the Special Events Policy. The Committee accepted
the recommendation from staff to proceed with the Policy and would like to discuss the
Policy with the whole Village Board at a future Committee of the Whole meeting.
10. PERSONNEL COMMITTEE - Trustee Franke - The Personnel Committee met in
Executive Session today at 4:00 p.m. to discuss insurance.
11. RECYCLING &WASTE COMMITTEE - Trustee Feichter- Christmas lights can still be
brought to Village Hall for recycling. The yard waste program will be starting on April 1,
2014. Yard waste and small branch pick-up will take place from April 1st through
December 15th.
12. INFORMATION COMMITTEE -Trustee Prochno -Trustee Prochno asked that item c
be removed from the Agenda. A report about the Channel 6 survey was given at the last
Village Board meeting.
13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - No Report
14. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - Trustees Lissner/Petri
The Commission met last Thursday and discussed and approved the Budget. Josh Grodzin, Director
of Business Development and Marketing, gave a presentation at the Library this morning.
15.YOUTH COMMITTEE -Trustee Franke - Scholarship applications are due by May 2,
2014. Three one thousand dollar scholarships are being offered. Applicants have to be
high school seniors that will be continuing their education in the fall. Applications are
available on the Village website and at the high schools.
16. PARADE COMMITTEE - Trustee Czarnik- The annual Hometown Parade is on
Saturday, June 14, 2014. The theme is "Under the Big Top." The Grand Marshal is Fred
Geinosky. Fred has been involved in many activities in the Village for over forty years. He
started with the Jaycees and things grew from there. Elk Grove businesses have been very
helpful with sponsoring the parade. Sponsors to date are A&H Plumbing& Heating Co.,
Inc., Crosstown Electric, Gatwood Crane Service, Inc., Jerry Castle &Son Inc., North
American Carrier, Inc., Graham's Pet Depot and Dynalene Inc. The next meeting of the
Parade Committee is Monday, April 7, 2014 at 5:30 p.m. in Room E of the Zettek Municipal
Complex.
17. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE - Trustee Czarnik-
Consider donating blood at the next Blood Drive that is being held on April 12, 2014 from
8:00 a.m. to 12:00 p.m.
The Community Spirit Award winner for March is Fred Geinosky. Fred has been a citizen of
Elk Grove for over forty-four years. For many years he has helped the senior citizens and
low income residents by providing free tax filing services. Fred works with Alexian
Brothers Healthcare and the Park District to organize various volunteer opportunities for
Village residents. We are happy to acknowledge Fred's hard work and thank him for being
such an exceptional citizen. Fred will be featured on "In The Grove" on Channel 6 during
the month of March.

23. REPORT FROM VILLAGE MANAGER- Village Manager Rummel welcomed Mayor
Johnson back and wished him fantastic health in the future.
24. REPORT FROM VILLAGE CLERK- Early voting is taking place at Village Hall through
Saturday, March 15, 2014. Early Voting hours are 9:00 a.m. to 5:00 p.m. Anyone residing in
suburban Cook County can early vote at the Elk Grove Village Hall.

Mayor Johnson announced that Joe Carey,Assistant Village Manager,will be leaving Elk
Grove Village to work for Vernon Hills. Mayor Johnson thanked Joe for everything he has
done for Elk Grove Village and wished him good luck in his new position.
