REGULAR VILLAGE BOARD MEETING
March 25, 2014
1. CALL TO ORDER- 7:51 p.m. Roll Call
Present: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Jeffrey C. Franke, Patton L.

2. PLEDGE OF ALLEGIANCE
Mayor Johnson introduced Attorney Bill Payne, present for Village Attorney George
Knickerbocker.
3.APPROVAL OF MINUTES OF March 11, 2014
Motion to approve the Minutes of the Regular Village Board Meeting held on
February 15, 2014 as submitted and dispense with the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson asked Vito Sammarco,
Director of Public Works, how the Village's salt supply was holding up. Mr. Sammarco
advised that the Village has plenty of salt for the rest of the year. Mayor Johnson stated this
has been the coldest winter in the Village's history and the second snowiest up to this
point.
Oaths of Office - Chief Mikel gave a brief education and employment history and Mayor
Johnson administered Oaths of Office to the following

Joshua Derouin and Alexander Gedutis. Each firefighter thanked the Mayor and Board and
stated they were looking forward to their careers with the Elk Grove Village Fire
Department.
Chief Mikel gave an employment history and Mayor Johnson administered the Oath of
Office to Battalion Chief Michael Sharp. Battalion Chief Sharp introduced his family and
expressed his thanks to everyone who has supported him during his career with the Elk
Grove Village Fire Department.
Retirement- Deputy Police Chief John Nowacki joined Mayor Johnson at the podium.
Mayor Johnson spoke about the Police Department's K-9 program and how it benefits the
community. Police Officer Rick Meyers and his K-9 partner, Vasco,joined the Mayor and
Deputy Chief Nowacki. Officer Meyers and Vasco have been partners since 2005. Deputy
Chief Nowacki provided some facts about Officer Meyers and Vasco's arrest record and
drug seizure history as partners. Deputy Chief Nowacki presented Vasco's retirement
plaque to Officer Meyers. Officer O'Neill, Officer Meyers' partner for the past seven years,
presented a plaque to Officer Meyers on behalf of a local K-9 training group that they
belong to in honor of Vasco's retirement. Officer Meyers spoke about the time he has spent
as partners with Vasco and expressed his thanks for having the opportunity to work with
Vasco. Vasco will continue to live with Officer Meyers.
Trustee Prochno congratulated Village Clerk, Judy Keegan, for fifteen years of service to Elk
Grove Village.
Trustee Prochno reported eight Elk Grove High School exchange students are visiting the
Village's Sister City, Termini Imerese. Police Chief Schmidt and his wife Cindy are
chaperoning the students. This is the fourth year that the exchange program is taking
place.

Two $1000 scholarships are being offered by the Elk Grove Lioness Club. Scholarships are
being awarded in memory of Betty Erickson, a Lioness Club Member who passed away in
2013 and donated money to the Lioness Club. Eligibility and selection criteria requires the
applicant to be an Elk Grove resident, a high school senior attending a university, college or
trade school in the fall, show service to school and community and demonstrate positive
leadership qualities. Applications are available at Conant High School, St. Viator High
School, Elk Grove High School and at the Administration Counter in Village Hall.
Applications are due by April 1, 2014 and winners will be notified by May 1, 2014.
Trustee Feichter reported the Community Character Coalition will be hosting their annual
Celebration of Cultures on Friday,April 4, 2014 from 6:00 p.m. to 8:00 p.m. at the Pavilion.
This is a great family event. It presents a great example of the diversity in our community.
The annual CCC Youth Celebration will take place at the May 13, 2014 Village Board meeting
and on May 16, 2014 the Community Character Coalition will be sponsoring a spaghetti dinner
at the Hattendorf Center.
On Sunday, Trustee Feichter attended the Eagle Scout Ceremony of Jason Cokkinias at
Queen of the Rosary. Also attending the Ceremony were Rich Garchie of the Fire
Department and Keith Wilcox of the Police Department.
Trustee Czarnik Trustee Lissner and Josh Grodzin attended the Paddock Publication
Business Ledger Awards. Josh accepted an award for Elk Grove Village in the Economic
Development category. The Board is very proud of what the Village has accomplished and
will continue to excel in improving the business park and residential areas.
The Frank J. Czarnik Memorial Scholarship applications are available at Elk Grove, Conant
and St. Viator High Schools, the Park District office, the Pavilion and St. Julian Eymard
Church. There are six one thousand dollar scholarships available for Elk Grove Village
residents that are graduating high school and attending college,junior college or trade
school in the fall. Applications must be submitted by May 3, 2014.
Trustee Petri met with the Japanese Exchange Students on March 13, 2014. There were
eleven students. This is the twenty-sixth year that this exchange program has taken place.
Students from Elk Grove High School will be going to Japan over summer break.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the March 25, 2014 Accounts Payable Warrant in the amount of
$1,075,483.47.

6. CONSENT AGENDA
a. Authorization to award a professional service contract with Gary R. Weber Associates,
Inc. of Wheaton, IL for the Busse Road Median Landscape Improvements in the amount
of$42,762.80 from the ICRC fund.
b. Authorization to award a professional service contract with Gary R. Weber Associates,
Inc. of Wheaton, IL for design of the Village's proposed gateway signs in the amount of
$59,855.40 from the Capital Projects account and the ICRC fund.
c. Authorization to award a professional service contract with Municipal GIS Partners of Des
Plaines, IL for support services in connection with Elk Grove Village's Geographic
Information Systems (GIS) in an amount not to exceed $147,253 from the
Industrial/Commercial Revitalization Fund.
d. Authorization to award a construction contract to the lowest responsive and responsible
bidder, EarthWerks Land Improvement and Development Corporation of Batavia, IL for
the Final Grading Plans for 901 Brantwood Avenue in an amount not to exceed $172,553
from the Capital Projects Fund.

e. Authorization of a request to renew a landscape services contract to Sebert Landscaping
Company of Bartlett, IL for residential turf and landscape bed maintenance in the amount
of$77,630.
f. Adopt Ordinance No. 3374 entitled, "AN ORDINANCE AMENDING POSITION
CLASSIFICATION AND SALARY PLAN OF THE VILLAGE OF ELK GROVE
(ASSISTANT MECHANIC-PUBLIC WORKS DEPARTMENT, FLEET ATTENDANT-
PUBLIC WORKS DEPARTMENT AND FLEET SERVICES COORDINATOR-PUBLIC
WORKS DEPARTMMENT)"
g. Adopt Resolution No. 10-14 entitled, "A RESOLUTION APPROPRIATING FUNDS IN
THE AMOUNT OF $78,127 FOR CONSTRUCTION AND CONSTRUCTION
ENGINEERING FOR THE DEVON AVENUE BRIDGE OVER 1-290 IMPROVEMENT
PROJECT"
Mayor Johnson asked if staff members or Village Trustees had any questions or comments
regarding the Consent Agenda. Trustee Petri noted that item a. is for a service contract for
Busse Road. Cook County did a good portion of the work and saved the Village a good
amount of money. They did the grading and basic seeding. The Village will be adding
plants and trees.
The Mayor asked if anyone in the audience wished to address the Village Board regarding
any items on the Consent Agenda. No Response.

8. CAPITAL IMPROVEMENTS COMMITTEE- Trustee Petri - No Report
9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner - The Committee
met on February 25, 2014 with staff to discuss a Special Events Policy. Staff put together a
very good package with a list of fees, types of events and application forms. Trustee
Lissner would like the Policy to be presented at a future Committee of the Whole meeting.
Mayor Johnson asked that it tentatively be scheduled for a Committee of the Whole on April
22, 2014.
10. PERSONNEL COMMITTEE - Trustee Franke - No Report
11. RECYCLING &WASTE COMMITTEE - Trustee Feichter- Barbara Hengels, Elk Grove
Village resident and School District 54 Board member, sent an announcement to Trustee
Feichter stating District 54 is co-hosting a recycling event on April 19, 2014 from 10:00
a.m. to 3:00 p.m. Elk Grove residents are welcome to participate in the event. The event
will be taking place at the District 54 office located at 524 E. Schaumburg Road in
Schaumburg. The recycling event is for both documents and electronics.
The Village will be hosting a document and electronic recycling event. The tentative date is
June 21, 2014 and it will take place at the Cakton Fire Station. Trustee Feichter will
provide more information when everything is finalized.
The Village Yard Waste Program will begin on April 1, 2014 and run through December 15,
2014. Small branch pick up will also begin on April 1st. The Village continues to accept
small florescent light bulbs, old cell phones, mercury thermometers and household
batteries for recycling. Trustee Lissner asked if the branch pick up was only for small
branches. Trustee Feichter stated it was for small branches and advised that information is
provided in the latest Village Newsletter. The small branches are picked up by Waste
Management. The Village offers a large branch pick up program. Large branches will be
picked up by the Village on the east side of Rohlwing Road during the week of April 21,
2014 and west of Rohlwing Road will be picked up during the week of April 28, 2014.
12. INFORMATION COMMITTEE - Trustee Prochno - No Report
13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - Trustee Petri noted that
there was a five second delay during the filming of the Committee of the Whole meeting

and there was a very grainy and terrible picture. A new cable is on the upcoming budget
which will hopefully fix those issues.
14. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - Trustees Lissner/Petri
No Report
15.YOUTH COMMITTEE - Trustee Franke - Youth Committee Scholarship applications are
due by May 2, 2014. Three one thousand dollar scholarships are being offered. Scholarship
recipients will be announced sometime at the end of May and the scholarships will be
awarded in June.
16. PARADE COMMITTEE - Trustee Czarnik- The annual Hometown Parade is on
Saturday, June 14, 2014. The theme is "Under the Big Top." The Grand Marshal is Fred
Geinosky. Fred has been involved in many activities in the Village for over forty years. He
started with the Jaycees and things grew from there. Elk Grove businesses have been very
helpful with sponsoring the parade. Sponsors to date are A&H Plumbing&Heating Co.,
Inc., Crosstown Electric, Gatwood Crane Service, Inc.,Jerry Castle &Son Inc., North
American Carrier, Inc., Graham's Pet Depot and Dynalene Inc. The next meeting of the
Parade Committee is Monday, April 7, 2014 at 5:30 p.m.
17.HEALTH &COMMUNITY SERVICES ADVISORY COMMITTEE -Trustee Czarnik-The
next Blood Drive will take place on April 12, 2014 from 8:00 a.m. to 12:00 p.m.
The Community Spirit Award winner for March is Fred Geinosky. Fred has been a citizen of
Elk Grove for over forty-four years. For many years he has helped the senior citizens and
low income residents by providing free tax filing services. Fred works with Alexian
Brothers Healthcare and the Park District to organize various volunteer opportunities for
Village residents. We are happy to acknowledge Fred's hard work and thank him for being
such an exceptional citizen. Fred will be featured on "In The Grove' on Channel 6 during
the month of March.
Acknowledge a good deed by nominating someone for the Community Spirit Award. Forms
are available at Village Hall, the Library, the Pavilion and on the Village website.
18. LIQUOR COMMISSION - Mayor Johnson -There will be Liquor Hearing on April 8,
2014 at 6:30 p.m. in Council Chambers. The Police Department recently conducted a check
and one establishment failed.
19. SPECIAL EVENTS COMMITTEE - Mayor Johnson -The next special event is the
Memorial Day Celebration. The celebration takes place at 11:00 a.m. at the Park District
Pavilion.
20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE- Mayor Johnson - The concerts
will be taking place in July. Concerts will feature America, Survivor, Pat Benitar,John
Michael Montgomery and Kenny Loggins.

22. ZONING BOARD OF APPEALS - Village Manager Rummel - No Report

26. NEW BUSINESS - None
Mayor Johnson asked if the Trustees had anything further before going out for public
comment. Trustee Petri stated his grandson participated in the St. Baldrick event at Elk
Grove High School. This is the third year that he has participated.
27. PUBLIC COMMENT -8:45 p.m. - Resident Bob Lydon, 1380 Carlisle addressed the
Village Board regarding an email he received from the Illinois Tollway Authority about the
I-390 project. Mr. Lydon stated he didn't know that 1-390 was going to be a toll road. Mr.
Lydon lives at the corner of Devon and Carlisle and is concerned with the effects the toll
road will have on the traffic on Devon Avenue.
Mayor Johnson stated the Village expects traffic on Devon Avenue to increase. There is
construction taking place on the Devon Avenue bridge right now and the structural design

is for three lanes in both directions. It was designed for three lanes in case additional lanes
are needed in the future. Right now it is not expected to expand to three lanes but it was
designed for three lanes in case they are needed in the future. If the Elgin O'Hare (1-390)
works the way it is supposed to when everything is completed then there shouldn't be a big
change in traffic on Devon Avenue. The Village will be monitoring the traffic but the Village
does expect an increase in traffic.
Mayor Johnson wished Joe Carey,Assistant Village Manager, good luck in his new job. Joe's
last day with the Village is Friday, April 3, 2014.
