REGULAR VILLAGE BOARD MEETING
April 22, 2014
1. CALL TO ORDER- 7:26 p.m. Roll Call
Present: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C.

2. PLEDGE OF ALLEGIANCE
INVOCATION - Pastor Michael Gates, Living Hope Church
3.APPROVAL OF MINUTES OF April 8, 2014 - Motion to approve the Minutes of the
Regular Village Board Meeting held on April 8, 2014 as submitted and dispense with
the reading.

4. MAYOR & BOARD OF TRUSTEES' REPORT - On April 10, 2014 Mayor Johnson
presented the State of the Village to the Elk Grove Rotary Club.
Coffee with the Mayor and Board will take place on Saturday, May 3, 2014 from 9:00 a.m. to
11:00 a.m.
Recently Chicago Crain's came out with a list of the top two hundred fifty privately owned
businesses in Illinois. Six of those businesses are located in Elk Grove Village. Topco,
located at Northwest Point,was number five on the list.
Award - Elk Grove Village was voted the third highest rated community in the State of
Illinois for quality of life. The information was published by Cities Journal.com. St. Charles
was ranked first, Winnetka, second, Elk Grove was third, Oak Park was fourth and Park
Ridge was fifth.
The Village also won an international award for the pedestrian bike bridge over Higgins
Road at the forest preserve. The award was for the highest rated public transportation
project under five million dollars last year.
Oath o1'Office - Fire Chief Mikel gave an education and career history about Lieutenant
Matthew Bonilla. Mayor Johnson administered the Oath of Office to Lieutenant Bonilla.
Lieutenant Bonilla thanked the Mayor and Village Board, acknowledged his fellow
firefighters and introduced and thanked his family.
Mayor Johnson asked Police Chief Schmidt to join him at the podium. Chief Schmidt spoke
about the Sister Cities Student Exchange Program. Chief Schmidt and his wife recently
chaperoned a group of eight students to the Village's Sister City, Termini Imerese. Chief
Schmidt presented Mayor Johnson with a gift of two books that were sent from the Mayor
of Termini Imerese.
Trustee Feichter stated the Community Character Coalition Youth Celebration will take
place at the May 13, 2014 Village Board meeting.
Truster- On April 13, 2014, Trustee Petri, Trustee Prochno and Trustee Feichter
attended the opening of the new Fox Den and video gaming at Fox Run Golf Course. On
April 14, 2014 Trustee Petri attended the Tollway meeting. There are several ongoing
projects including the bridge over Elmhurst Road on I-90, the Elgin-O'Hare flyover at Route
S3 and new sound walls on both sides of the Elgin-O'Hare from Meacham Road to Irving

Park Road. They will be having an Open House about the Elmhurst Road Interchange on
May 1, 2014 at the Holiday Inn. It will be an informal walk-in meeting from 4:00 p.m. to
7:00 p.m. Everyone is invited to attend.
Trustee Czarnik - May 3, 2014 is the deadline for the Frank J. Czarnik Memorial
Scholarships. There are six one thousand dollar scholarships being offered.
Trustee Prochno thanked Chief Schmidt on behalf of the Sister Cities organization and the
Village for chaperoning the exchange students. Trustee Prochno stated there were no
chaperones available for the trip this year and Chief Schmidt and his wife personally paid
for their own trips and used their vacation time to chaperone the students.
The deadline has passed to apply for the Betty Erickson Memorial Scholarships. Two one
thousand dollar scholarships will be awarded. The recipients will be announced in early
May.
The 2014 Kenneth Young Center 5K Run/Walk for mental health and senior services will
take place on Saturday, May 10, 2014 at Busse Woods. The event is a family and pet
friendly event.
5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the April 22, 2014 Accounts Payable Warrant in the amount of
$1,079,431.05.

6. CONSENT AGENDA
a. Authorization to allow At The Post located at 554-B East Devon Avenue to host a
temporary one-day outdoor Kentucky Derby event from 10:00 a.m. to 10:00 p.m. on
Saturday, May 3, 2014.
b. Authorization of a request from the Elk Grove Park District to waive engineering
permit fees for the resurfacing of the asphalt parking lot at the Hattendorf Center,
located at 225 Elk Grove Boulevard, in the amount of$3,677.
c. Authorization of the following:
• to award a professional services contract to Gallagher-Bassett for the
administration of the Village's Self-Insured Liability Plan in an amount not to
exceed $42,008; and
• to approve the Liability Insurance Premiums for FY 2014-15, submitted by
Arthur J. Gallagher Risk Management Services, Inc. at a premium level as
determined for the following coverage:

d. Authorization to award a professional services contract to Ayers Associates Inc. of
Madison, WI for planimetric mapping updates as part of the GIS Consortium
purchasing agreement in an amount not to exceed $40,690 from the Water/Sewer
Fund.
e. Authorization to award a professional services contract to Peters &Associates of Oak
Brook Terrace, IL for advanced technical support of the Village's computer networks
for the period of May 1, 2014 through April 30, 2015 in an amount not to exceed
$89,280.
f. Authorization of a request to renew a professional services contract to Powell Tree
Care, Inc. of Elk Grove Village, IL for the 2014 Parkway Tree Maintenance Program in
the amount of$99,850.85 from the General Fund.
g. Adopt Resolution 16-14 entitled "A RESOLUTION ADOPTING THE FISCAL YEAR
2014-15 BUDGET FOR THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS"
Mayor Johnson asked if the Trustees or staff had any questions or comments about the
Consent Agenda. There were none. The Mayor asked if anyone in the audience wished to
address the Board about the Consent Agenda. No response.

8. CAPITAL IMPROVEMENTS COMMITTEE -Trustee Petri - No Report
9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- The Committee
met at 4:30 p.m. today and reviewed the nuisance animal removal proposal from the Police
Department. The Committee approved the proposal and will bring it to the full Board in
the near future. The company recommended by the Police Department is used by several
other towns. Residents and businesses also have the option of hiring a company of their
choice. The company offers helpful public education on their website.
The Special Events Policy was discussed at the Committee of the Whole meeting. The
Board was in concurrence with Staff and the Committee to proceed with the Policy. Once
the policy is in full effect, the special events process should be easier for everyone involved.
Event fees and fee waivers were also discussed.
10. PERSONNEL COMMITTEE - Trustee Franke - No Report
11. RECYCLING &WASTE COMMITTEE - Trustee Feichter- No Report
12. INFORMATION COMMITTEE - Trustee Prochno - Trustee Prochno asked that item b.
Committee for Smoke-Free Elk Grove, be removed from the Agenda.
13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - No Report
14. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - Trustees Lissner/Petri
Representatives from Red Caffeine gave a very informative marketing presentation at the
Committee of the Whole meeting.
15. YOUTH COMMITTEE - Trustee Franke -This is the last week to get applications turned
in for the Youth Committee scholarships. Three one thousand dollar scholarships are going
to be awarded. All applications must be turned in by May 2, 2014. Recipients will be
announced at the end of May.
16. PARADE COMMITTEE - Trustee Czarnik- The Annual Hometown Parade is Saturday,
June 14, 2014. The theme is "Under the Big Top." The Parade Grand Marshal is Fred
Geinosky. Parade sponsors are A&H Plumbing&Heating Co., Inc., Chicago Offset,
Crosstown Electric, Dynalene Inc., Gatwood Crane Service Inc., Graham's Pet Depot, Grove
Memorial Chapel, Jerry Castle & Son Inc., North American Carriers Inc., Rotary Club of Elk
Grove, the Sign Centre and Yummy Yogurt.
The next meeting of the Parade Committee is Monday, May 5, 2014 at 5:30 p.m. in Room E.

17. HEALTH &COMMUNITY SERVICES ADVISORY COMMITTEE - Trustee Czarnik-
There were twenty-nine donors at the last Community Blood Drive. The Community Spirit
Award winners for April are Jack Groat, Monika Montemayer and the Groat family. They
have been vital in sponsoring the Elk Grove Farmer's Market and Little Boots Rodeo for the
community. More information is available on In The Grove on Channel 6.
18. LIQUOR COMMISSION - Mayor Johnson - No Report
19. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The Memorial Day Celebration will
take place at the Pavilion on May 26, 2014 at 10:45 a.m.
20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - This summer's
concerts will feature America, Survivor, Pat Benitar, John Michael Montgomery and Kenny
Loggins.
21. PLAN COMMISSION - Village Manager Rummel - No Report
22. ZONING BOARD OF APPEALS - Village Manager Rummel - Mayor Johnson asked
Trustee Franke to excuse himself from the Board. Trustee Franke stepped down from the
dias and took a seat in the audience. Trustee Franke was asked to step down because the
variance request being considered by the Village Board is for Trustee Franke's property.
Village Manager Rummel advised there was a unanimous recommendation by the Zoning
Board of Appeals to provide a variation for a fence in the side yard,which actually
functions as a rear-yard at 281 Brookhaven Drive. There were no questions for the
Petitioner.
Motion to direct the Village Attorney to prepare the necessary documents.

Trustee Franke was advised that he can begin work on the fence once the necessary
permits are obtained from the Community Development Department.
