CALL TO ORDER- 7:16 p.m. Roll Call Present: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, Christine K. PLEDGE OF ALLEGIANCE INVOCATION Pastor Jim Pendowski, Northwest Filipino Baptist Church 3.APPROVAL OF MINUTES OF May 13, 2014- Motion to approve the Minutes of the Regular Village Board Meeting held on May 13, 2014 as submitted and dispense with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik VOICE VOTE MOTION CARRIED 4. MAYOR& BOARD OF TRUSTEES' REPORT Events - Mayor Johnson attended the following events: May 15, 2014 - Mayor Johnson delivered the State of the Village Address to the Elk Grove Chamber. May 21, 2014 - Mayor Johnson spoke at the monthly Lions Club meeting. May 27, 2014 - The Mayor spoke at the Sheila Ray Senior Center. Mayor Johnson congratulated the 5th and 6th grade classes at Stevenson Elementary School. The classes raised and donated $1,800.00 and supplies to the World Relief Organization. Mayor Johnson addressed airplane noise in the Village. The Mayor explained the role of the O'Hare Noise Compatibility Commission. The Commission is a powerless Chicago entity. They don't have the power that similar Commissions in other cities have. There is a new group called FAIR. FAIR is a group that was formed by residents in Chicago and surrounding suburbs that are being impacted by airport noise. FAIR is looking for contradictory answers, they are for O'Hare expansion but they don't like the noise impact that comes with it. The Village is going to keep an eye on the group because they state that they want the flights dispersed to other routes. The Board will be very protective of Elk Grove, one community shouldn't benefit at the cost of another community. The Mayor and Board are not afraid to fight the good fight and are going to remain vigilant and on top of the issue. There are areas in Elk Grove that are getting noise for the first time and there are other areas that have quiet for the first time. The overall flights impacting Elk Grove is nowhere near as bad as it used to be, it is just affecting areas that never had noise before. When the second new runway opens in 2015 it should help eliminate some of the impact the Village is seeing now. The Mayor stated many people are asking Chicago to revise the noise contour map. Chicago is within their legal right to wait until full expansion is complete before revising the map. The noise contour will change as expansion occurs. Mayor Johnson stated things should hopefully get better for the Village when the second runway opens in 2015. Proclamation - Mayor Johnson read and presented Lee Maternowski, Elk Grove Library Director, with a Proclamation honoring him upon his retirement in June. Lee thanked the Mayor and Village Board and stated it has been a pleasure working with the Village throughout his tenure at the Library. Pagel of 6 Presentation - Mayor Johnson asked Jack Groat, "Cowboy Jack" to join him at the podium. Mr. Groat stated the Farmer's Market will be starting on Saturday, June 7, 2014. Hours are 7:30 a.m. to 1:00 p.m. Leaflets about the Farmer's Market were distributed. Each leaflet had a two dollar bill attached to it. Prizes could be won at the first Farmer's Market if the coinciding serial number matched the serial number on the two dollar bill. The two dollar bill could then be spent at the Market. The 71h Annual Little Boots Rodeo will be taking place on June 21 and June 22, 2014. Over ten thousand dollars in proceeds were donated to local charitable organization from the 2013 Rodeo. Mr. Groat gave an overview of the events that will be taking place at the 2014 Rodeo. Mr. Groat gave Mayor Johnson a package from Svengoolie. The package contained a tee shirt and a remote control for a radio controlled balloon. There was a note attached to the balloon from Svengoolie to the Mayor. Svengoolie challenged the Mayor to a flying pig race at the Little Boots Rodeo on Sunday, June 22, 2014 at 1:00 p.m. Mayor Johnson accepted the challenge. Mr. Groat stated the tradition of hosting a "Trustee's Challenge" began at the Rodeo last year. The winner of the challenge wins a $250.00 donation to the charity of their choice. Last year four of the Trustees were able to attend and participate in the goose race challenge. Trustee Prochno won the challenge and chose to donate the money to the Kenneth Young Center. This year the challenge was brought to the Village Board meeting. Each Trustee was given an oyster to open. Each oyster contained a pearl. The Trustee with the odd color pearl would win the challenge. Trustee Czarnik won the challenge. A $250.00 donation will be made to the Frank J. Czarnik Memorial Scholarship Fund. Trustee Prochno reported the 161h Annual Memorial Day Observation took place yesterday, May 26, 2014. There was a wonderful turn out. The Boy Scouts, Girl Scouts, the VFW,the Ladies Auxiliary, the American Legion, the Elk Grove Baptist Choir and the Big Band with Howard Gorecki all participated. The Police and Fire Honor Guard did a flag folding ceremony and refreshments were offered under the Gazebo after the Ceremony. It was a very nice event. Prior to the Memorial Day Observation Trustee Prochno attended a Lioness Club dedication at Lions Park. The Lioness Club purchased and dedicated a cement bench in Lions Park in honor of all the Lioness members who have served the Community since the start of the Lioness Club over forty years ago. The dedication was made possible by a very generous donation made to the Lioness Club by former member, Betty Erickson. Betty passed away a little over a year ago and bequeathed ten thousand dollars to the Lioness Club. Two thousand dollars was used to purchase the bench and the other eight thousand dollars is being used to fund two one thousand dollar scholarships over the next four years. Trustee Prochno noted the Daily Herald has been conducting a corporate Fittest Loser Contest. The Elk Grove Park District team came in third place out of thirteen Park District teams. The Village had two teams in the contest that also did very well. On an individual basis, John Nicholas, of the Public Works Department, was the overall winner. John lost 45 pounds equaling 17.2% of his body weight. The 20th Annual Salt Creek Cleanup, sponsored by Nick Nikola, will take place on June 7, 2014 from 9:00 a.m. to 12:00 p.m. The cleanup will start from the parking lot at Elk Grove High School. Trustee Petri complimented Lee Maternowski on doing an excellent job at the Library. Trustee Czarnik spent some time at Rupley School on Wednesday, May 14, 2014, for Senior Day. It was a one on one memory time event for a student and a senior. Trustee Czarnik had a wonderful time with Pamela. The Frank J. Czarnik Scholarships will be awarded to the following Elk Grove students: Mary Frances Blonde, Kyle Brown and Elizabeth Kirkwood, from Conant High School, and Page 2 of 6 Scott Furlong, Jersson Pachar and Amelia Rafferty from Elk Grove High School. Save the date for the Frank J. Czarnik Memorial Golf Outing which will take place on October 4, 2014. Funds from the Golf Outing support the Scholarship Awards. Trustee Feichter participated in the first Annual Ride of Silence in Elk Grove Village. The Ride of Silence is a bicycle activity participated in by cyclists all over the nation in remembrance of those killed while riding their bicycles. The Elk Grove Ride of Silence was in honor of Elk Grove resident, Rosaline Waters,who was killed last year at the corner of Higgins and Route 53. Approximately one hundred cyclists participated in the event which started at the Hattendorf Center. The cyclists rode to the new bridge in the forest preserve, left red roses in memory of Rosaline, and preceded back to the Hattendorf Center. State Representative, Marty Moylan, presented a Proclamation to the family of Rosaline from the Illinois House of Representatives. Trustee Lissner stated he was out of town for the Mayor's State of the Village Address to the Chamber. However, due to the efforts of Channel 6, Trustee Lissner was able to watch the Mayor live from over 1500 miles away. Channel 6 is broadcast live over a computer software program called Ustream. 5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the May 27, 2014 Accounts Payable Warrant in the amount of $1,676,484.60. Authorization of a request from School District 54 - Mead Jr. High School, located at 1765 Biesterfield Road, to waive FY 2014-15 business license fees in the amount of$100. b. Authorization of a request from Township High School District 214 - Elk Grove High School, located at 500 W. Elk Grove Blvd.,to waive FY2014-15 business license fees in the amount of$450. c. Authorization of a request from the Society of St. Vincent de Paul, located at 9321 S. Western Avenue, Chicago, IL to waive FY 2014-15 business license fees in the amount of $450. d. Authorization of a request from the Salvation Army - Emergency Disaster Services, located at 1000 Pratt Blvd., to waive FY 2014-15 vehicle sticker fees in the amount of $1,325. e. CAPITAL IMPROVEMENTS COMMITTEE-Trustee Petri is looking forward to the start of the Street Maintenance Program. 9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- The JPZ Committee met prior to the Village Board meeting to discuss the resubdivision of 150 Lions Drive. The resubdivision is taking place because the Village is purchasing a piece of property next to the Lutheran Church on Lions Drive. The JPZ Committee is required to review the resubdivision following Plan Commission review. Trustee Lissner commented that the Plan Commission does an excellent job. The JPZ Committee unanimously approved the resubdivision. Trustee Lissner commented that he had two motions that he would like to make. Motion to direct the Village Attorney to prepare the necessary documents. Moved by Trustee Lissner Seconded by Trustee Czarnik AYES: Trustees Franke, Lissner, Petri, Prochno, Czarnik, Feichter NAYS: None MOTION CARRIED Trustee Lissner stated he doesn't know when review of resubdivisions by the JPZ Committee became a part of the Village Code. The JPZ Committee usually has to call a last minute meeting to review resubdivisions. Trustee Lissner suggested after Plan Commission review that JPZ Committee review be eliminated from the Code and resubdivisions come directly to the whole Village Board. Motion to direct the Village Attorney to prepare the necessary documents. Mayor Johnson explained the land that is being purchased by the Village behind the Lutheran Church of the Holy Spirit is going to be left as public land to be used for public events such as Rotaryfest, 4th of July, etc. The Village will start working on the land on July 5, 2014. The land sits partially in a flood plain and will be removed from the flood plain. The compensatory storage for removing the land from the flood plain will be the old Library land. Electricity and a forty-seven stall public parking lot are going to be installed on the land. 10. PERSONNEL COMMITTEE- Trustee Franke - No Report 11. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - Trustees Lissner/Petri No Report 15. YOUTH COMMITTEE - Trustee Franke thanked everyone that submitted applications for the Youth Committee Scholarships. The two recipients of the Youth Committee Scholarships from the Village are Mary Frances Blonde and Marki Kaim. The recipient of the Scholarship from the Parks Foundation is Gina Cirrincione. Recipients will be recognized at the June Village Board meeting. 16. PARADE COMMITTEE - Trustee Czarnik- The annual Hometown Parade is Saturday, June 14, 2014 at 2:00 p.m. The parade theme is "Under the Big Top." This year there will be a special appearance by the Shriners, approximately twenty units are expected. The Grand Marshal is Fred Geinosky. More information on the parade and Fred can be seen on Page 5 of 6 Channel 6 on In the Grove. Parade sponsors are A&H Plumbing& Heating Co., Inc., Chicago Offset, Crosstown Electric, Dynalene Inc., Elk Grove Chamber of Commerce, Gatwood Crane Service Inc., Graham's Pet Depot, Grove Memorial Chapel, Jerry Castle &Son Inc., Mallory Alexander International Logistics, North American Carriers Inc., Rotary Club of Elk Grove, The Sign Centre and Yummy Yogurt. The next meeting of the Parade Committee is Tuesday, June 3, 2014 at 5:30 p.m. The Trustee float is going to feature Trustee Petri as the Ringmaster, Trustee Lissner as the Lion Tamer, Trustee Franke as the Strong Man,Trustee Prochno as the Snake Charmer, Trustee Feichter as the Magician and Trustee Czarnik as the Juggler. 17. HEALTH &COMMUNITY SERVICES ADVISORY COMMITTEE - Trustee Czarnik- The Committee is looking for Community Spirit Award recipients. Acknowledge a good deed by nominating someone. Nomination forms are available at Village Hall, the Library, the Pavilion, and on the Village website. "The Caring Place" is the official name of the Community Respite Program located at Christus Victor Church. It is a great socialization program for adults. The program is organized and supervised by trained and caring staff. 18. LIQUOR COMMISSION - Mayor Johnson - No Report 19. SPECIAL EVENTS COMMITTEE - Mayor Johnson - No Report 20. MID SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - Concerts will start five weeks from tonight. Concerts will feature America, Survivor, Pat Benitar,John Michael Montgomery and Kenny Loggins. 21. PLAN COMMISSION - Village Manager Rummel - No Report 22.
