Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri and Christine K. Prochno ABSENT: None. A Quorum was present. Also Present: Village Manager Raymond R. Rummel, Village Attorney George B. Knickerbocker, Village Clerk Loretta M. Murphy 2. PLEDGE OF ALLEGIANCE 3. CONSENT AGENDA a. Authorization to increase an existing professional services contract to Red Caffeine of Lombard, IL in the amount of $400,000. Mayor Johnson stated that there is only one item on the Consent Agenda this evening. The Village met with the Business Leaders Forum earlier to discuss what is being unveiled this evening to the public. The response from the business community on the Elk Grove Cares Program is very positive. In the first 5 weeks of the program, we have had 3 people come in for help. The Elk Grove Cares Program is taking off and the Department of Justice is talking to us about possibly hosting a symposium in the future. We are very grateful for the help and support the Village is getting and are hopefully making a difference in a problem that the Federal Government calls the number one health issue facing this country. Tonight, we are here for a special presentation and a vote to start a program that the Village has been working on for approximately eight months. Three years ago, Elk Grove Village launched a regional advertising campaign to promote the business park, which is the manufacturing capital with the largest contiguous industrial park in the country. The Makers Wanted logo is now a trademarked logo of Elk Grove Village. (Presentation queued for the Makers Wanted campaign.) The campaign was advertised on television, billboards, radio commercials and multiple media outlets. Before 2014, the vacancy rate was 6.21% and since the marketing campaign was launched the vacancy rate dropped drastically to 2.64%. We cannot say the campaign is the reason why the vacancy rate dropped but we can say that the Village has done many things to improve the business park and make it more attractive to businesses. We looked at another resource when we started the campaign which was television advertisements during the Cubs games. We targeted for one year on a more regional basis of Northern Illinois, Southern Wisconsin, Eastern Iowa and Northern Indiana. We advertised on radio and billboards but focused on advertisements during the Cubs games because there was evidence of increased web site traffic during the baseball season. There was also a banner placed at the bottom of the television screen during the Cubs games that advertised "Makers Wanted - Elk Grove.org". After three years, it was determined that the success of the marketing campaign was working. The Village regrouped to determine a new way to attract more business to Elk Grove Village and came up with an approach on a national level. (Presentation queued announcing the Makers Wanted Bahama's Bowl campaign.) The Village is proposing for the first time in college football history to be a community that sponsors a bowl game. The Mid -American Conference plays in Nassau, Bahamas and Northern Illinois University is one of the teams that could potentially play on December 21St at the newly titled "Maker's Wanted - Bahama's Bowl". ESPN owns the rights to the bowl games and tonight's contract will give the Village Pagel of 2 an option, if we desire, to renew the contract for one additional year at the current price. Mayor Johnson emphasized that any elected official or staff member of the Village that plans to go to the game will need to pay their own airfare, hotel and meals. The Village will make sure that the word gets out on behalf of the community locally, regionally, nationally, and now internationally. The Village's business marketing campaign logo "Makers Wanted -Elk Grove Village" will appear on the 25-yard lines of the field and along the sidelines. The Bahamas Bowl logo will appear at center field. Upon our approval, ESPN will immediately release a press release to 1,000 affiliates to get the word out that the Bahamas Bowl is now the Makers Wanted - Bahamas Bowl. This is a very unique, different marketing strategy. For clarification purposes, the $400,000 contract that the Board is voting on is not only for the bowl game but also includes the cost to produce television commercials and advertisements that will run regionally during the upcoming election from Labor Day through November 6, 2018, and any other costs that are affiliated with the bowl game. Mayor Johnson asked if there were any questions or comments from staff or anyone in the audience before the Board takes a vote. Motion to approve Consent Agenda item 3-a. to increase the contract amount of $400,000 with Red Caffeine. Moved by Trustee Franke Seconded by Trustee Lissner AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED - Unanimous Approval (6-0) 4. PUBLIC COMMENT - 5:30 PM - Mayor Johnson asked if anyone had anything else to discuss with the Village Board this evening. See none. 5. ADJOURNMENT - Motion to adjourn the Village Board meeting at 5:38 PM.
