APPROVAL OF MINUTES OF June 19, 2018 - Motion to approve the Minutes of the Regular Village Board Meeting held on June 19, 2018 as submitted and dispensed with the reading. MAYOR & BOARD OF TRUSTEES' REPORT - Mayor Johnson - Tonight's meeting is casual due to the concert taking place on the Village Green. The Mayor attended the following meetings since the last regularly scheduled Village Board Meeting: • June 21- Finance Committee Meeting at the Tollway; • June 21- Press Conference announcing the Elk Grove Village Cares program. In the first three weeks of the program we have already had one current resident and one former resident that grew up in Elk Grove Village seek help by turning themselves in at the Police Department. They are both now in recovery programs. We are very proud to assist with this program and are diligently working to get the word out through many forms of media. • July 24 - Deputy Chief Mike Gaspari is going to Texas to speak on behalf of the Mayor at a symposium coordinated by the Department of Justice. They are interested in our program and would like to see it expanded throughout the country. They took a video of the Mayor for the opening speech and Deputy Chief Gaspari will be there to answer any questions on the program. We would be willing to host a national symposium here in Elk Grove Village. • June 28 - Tollway Board Meeting; • June 28 - Special Village Board Meeting to discuss the MWRD voluntary Annexation and the involuntary annexation properties along Higgins Road. The formal adoption for the involuntary annexations will be on August 14. • July 4 - Big & Rich Concert on Rotary Green with approximately 20,000 people in attendance. • July 10 - Richard Marx Concert on the Village Green; • Tonight - Sister Sledge and the Village People. • July 15, Third Annual Play, Picnic & Party on the Village Green. Passing of Trustee Tosto - On a more somber note, retired Village Trustee Mike Tosto, passed away recently at the age of 91. He was well known at the Village for the saying "It's a You - It's a Me". He was a Trustee for 22 years, a volunteer firefighter for the Village, worked with two Mayors, two Village Managers, 14 Trustees and three Village Clerks. The Village flags were at half-staff over the weekend in Page 1 of 6 his honor. Our thoughts and prayers go out to the Tosto family. Vacancy Rate - The vacancy rate is now under 2.6%. Elk Grove Village has the lowest vacancy rate of the entire industrial market around Chicago and the suburbs. The ground breaking ceremony at the new Elk Grove Technology Park is on Wednesday, July 25 at 2:00 PM. Governor Rauner is coming in town to speak. There are already four building applications submitted with the Village for the west side of the complex. Bike with the Mayor - There will be a Bike with the Mayor on July 28th at the Park District by the museum. Registration is at 9:00 AM and the ride begins at 10:00 AM with two different routes. This year they will raffle off two bikes. Construction Update - To show how well the Village is doing, in just two months of this fiscal year (May 1 through June 30), there is a construction value of $64 million, 829 permits were issued, and over $800,000 in permit fees. To compare, last year during the same time frame, we had $25 million in construction value, 700 permits were issued, and over $272,000 in permit fees. Police Department Enforcement Checks - Many people have inquired about the Police Department doing enforcement checks around the holidays (Memorial Day, 4th of July, Labor Day, etc.). The State of Illinois pays for the Police Officers to do enforcement checks to keep everyone safe. For example, the last enforcement check from 6/25 through 7/8 showed the following violations: 342 seat belt (219 front seats and 124 rear seats),12 child seat, 2 felony arrests, 2 revoked licenses, 3 uninsured motorists, and 12 use of cell phone or video devices. There were four drug arrests, 4 alcohol violations, 3 other unlicensed drivers (not revoked licenses), and 37 variations of equipment violations. That is proof that the enforcement checks work. TRUSTEE REPORTS - Trustee Lissner - No Report. Trustee Petri - No Report. Trustee Czarnik - Happy 62°d Anniversary to Elk Grove Village founded on July 17,1956. Attended the installation ceremony for Reverend Steven Okpisz as the new Pastor at Lutheran Church of the Holy Spirit. The Frank J. Czarnik Annual Golf Outing is Friday, August 17th with a shotgun start at 1:00 PM. The cost is $90 and registration is at Fox Run Golf Links. Trustee Feichter - No Report. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the June 30, 2018 Accounts Payable Warrant in the amount of $6,093,709.32. Moved by Trustee Petri Seconded by Trustee Czarnik AYES: Trustees Feichter, Lissner, Petri, Czarnik NAYS: None MOTION CARRIED - Unanimous Approval (4-0) Motion to authorize payment of invoices as shown on the July 17, 2018 Accounts Payable Warrant in the amount of $1,162,550.90. Authorization of a request from the Elk Grove Village Public Library, 1001 Wellington Avenue, to waive permit fees in the amount of $31 for the installation of a security system. b. Authorization of a request from Queen of the Rosary School, located at 690 Elk Grove Blvd., to waive the FY 2018-19 business license fees in the amount of $50. c. Authorization of a request from Sterling Education, 408 E. Devon Avenue, to waive permit fees for the installation of a new roof in the amount of $280. d. Authorization of a request from the Elk Grove Park District, located at 499 Biesterfield Road, to waive FY 2018/19 business license fees in the amount of $3,000. e. Authorization of a request from St. Julian Eymard Catholic Church to waive permit fees in the amount of $50 for the replacement of the furnace at their property located at 506 Bristol as corrected at the Village Board meeting. Page 2 of 6 f. Authorization of a request from Meet Chicago Northwest Convention Bureau for payment of annual dues for FY 2018-19 in the amount of $104,251.08. g. Authorization to award a professional services contract to Sun Park Consulting of Palatine, IL for PC technical support services for the period from August 1, 2018 through April 30, 2019 in an amount not to exceed $50,000. h. Authorization to award a purchase contract to Currie Motors of Frankfort, IL for five (5) Ford Interceptor Utility police squads in the amount of $164,185 from the General Fund. i. Authorization to award a purchase contract through the Suburban Purchasing Cooperative (SPC) Joint Purchasing Contract to Foster Coach Sales of Sterling, IL for one (1) Ford F-550 ambulance with custom Horton Body in the amount of $214,434 from the Capital Replacement Fund. j. Authorization to award a professional service contract to the lowest responsive and responsible bidder Alliance Contractors, Inc. of Woodstock, IL for the Arlington Heights Road at I-90 Gateway Sign project in the amount of $248,358.75 from the BLF Funds. k. Authorization of the following items related to the closing of the Fiscal Year 2018 Budget and amendments to the adopted Fiscal Year 2019 Budget: • Amend the Fiscal Year 2019 Budget for the carryover of bond proceeds and outstanding encumbrances from the Fiscal Year 2018 Budget for a total amount of $54,987,992; • Increase the Fiscal Year 2018 Busse/Elmhurst TIF Fund budget in the amount of $6,853,770 to cover costs associated with the expense of TIF eligible capital projects; • Increase the Fiscal Year 2018 Debt Service Fund budget in the amount of $22,907,467 to cover costs associated with debt issuance related to the Elk Grove 2025 program; and • Increase the Fiscal Year 2018 Higgins Road TIF Fund budget in the amount of $700 to cover costs associated with professional services. 1. Authorization to award a professional services agreement to PUSH Wellness Solutions, Inc. of Chicago, IL to administer employee health assessments and manage an employee wellness program with a fee and compensation schedule based upon employee participation as follows: • One-time Implementation fee of $5 per eligible employee • Annual program fee of $10 per eligible employee • Health assessment and incentive costs up to $480 per participant; and • $900 Daily On -Site fee for PUSH staff member m. Authorization to award a construction contract to the lowest responsive and responsible bidder, A. Lamp Concrete Contractors of Schaumburg, IL for the Busse Woods Bike Path Extension project in the amount of $452,844.27 from the Capital Projects and Business Leaders Forum Funds. n. Authorization of the following: • To concur with prior Village Board authorization and award a construction contract to Kane County Excavating of St. Charles, IL for excavation and site utility work related to the new training tower at Fire Station #8 at 700 Fargo in the amount of $59,173; • To concur with prior Village Board authorization and award a construction contract to Builders Concrete of Hillside, IL for site concrete work related to the new training tower at Fire Station #8 at 700 Fargo in the amount of $518,000; • To concur with prior Village Board authorization and award a construction contract to GC Masonry of Elgin, IL for masonry work related to the new training tower at Fire Station #8 at 700 Fargo in the amount of $289,700; • To concur with prior Village Board authorization and award a construction contract to Hargrave Builders, Inc. of South Elgin, IL for carpentry and general trade work related to the new training tower at Fire Station #8 at 700 Fargo in the amount of $312,650; • To concur with prior Village Board authorization and award a construction contract to Nedrow Decorating, Inc. of Aurora, IL for painting related to the new training tower at Fire Station #8 at 700 Fargo in the amount of $18,900; • To concur with prior Village Board authorization and award a construction contract to Jensen's Plumbing & Heating of Woodstock, IL for plumbing related to the new training tower at Fire Station #8 at 700 Fargo in the amount of $98,900; • To concur with prior Village Board authorization and award a construction contract to Jensen's Plumbing & Heating of Woodstock, IL for HVAC and mechanical work related to the new training tower at Fire Station #8 at 700 Fargo in the amount of $19,527; and Page 3 of 6 • To concur with prior Village Board authorization and award a construction contract to Associated Electrical of Woodstock, IL for electrical and low voltage work related to the new training tower at Fire Station #8 at 700 Fargo in the amount of $80,000. o. Authorization to increase the FY 2018-19 Grove Mall TIF Fund in the amount of $500,000 to support the Redevelopment Agreement to re -tenant the vacant anchor space at the Elk Grove Town Center. q. Authorization to adopt Ordinance No. 3562 entitled, "AN ORDINANCE AMENDING TITLE 3, CHAPTER 25, SMALL WIRELESS FACILITIES TO COMPLY WITH STATE RIGHT-OF-WAY REGULATIONS AND REQUIREMENTS." r. Authorization to adopt Ordinance No. 3563 entitled, "AN ORDINANCE APPROVING THE PLAT OF RESUBDIVISION IDENTIFIED AS ELK GROVE TOWN CENTER SUBDIVISION (910 BIESTERFIELD)." s. Authorization to adopt Ordinance No. 3564 entitled, "AN ORDINANCE APPROVING THE PLAT OF RESUBDIVISION IDENTIFIED AS THE FINAL PLAT OF SUBDIVISION - MALLARD CROSSING SHOPPING CENTER AND GRANTING A SPECIAL USE TO OPERATE A DRIVE-THRU FACILITY (901 MEACHAM ROAD)." t. Authorization to adopt Resolution No. 34-18 entitled, "A RESOLUTION AUTHORIZING RELEASE/RETENTION OF EXECUTIVE SESSION MINUTES OF THE VILLAGE OF ELK GROVE VILLAGE FROM JULY 2016 THROUGH DECEMBER 2016." u. Authorization to adopt Resolution No. 35-18 entitled, "A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A LETTER OF RECEIPT STIPULATING THE TERMS OF AN AGREEMENT FOR AN APPLICATION SEEKING A COOK COUNTY CLASS 6B PROPERTY TAX EXEMPTION STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 955 EAST HIGGINS RD. AT THE ELK GROVE TECHNOLOGY PARK." v. Authorization to adopt Resolution No. 38-18 entitled, "A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE A REVISED REPAIR AND MAINTENANCE ESCROW AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND BRIXMOR HOLDINGS 1 SPE, LLC." y. Authorization to award a construction contract to Scott Steel of Crown Point, IN for structural steel and miscellaneous iron work related to the new training tower at Fire Station #8 in the amount of $270,000 from the Capital Projects Fund. Mayor Johnson asked if there were any questions or comments from staff or anyone in the audience. Village Manager Rummel noted that item e. on the Consent Agenda should be corrected as $50 for the permit fee and that the $4,200 is actually the construction value for the replacement furnace at 506 Bristol which property is owned by St. Julian. Corrections were noted and there were no other comments from the audience. Motion to approve Consent Agenda items a. through y. Authorization to approve a sign permit for AT&T located at 916 Elk Grove Town Center. Village Manager Rummel noted that a sign request was made by AT&T at the Elk Grove Town Center. The zoning for the Elk Grove Town Center requires Village Board approval for signs at that location. Community Development does recommend approval for the signage request. PLAN COMMISSION - Village Manager Rummel -There are no items to report. 9. ZONING BOARD OF APPEALS - Village Manager Rummel - ZBA Docket 18-6 - A Public Hearing for a fence variation for property located at 670 Magnolia Lane. Village Manager Rummel noted that the Village Board has a report from the Zoning Board of Appeals for the installation of a new fence at 670 Magnolia Lane. The fence requires a variation to extend T beyond the front corner of the home. By a vote of 8-1, the Zoning Board of Appeals recommends that the Village Board grant the variation. The petitioners were present to answer questions. See none. Motion to direct the Village Attorney to prepare the necessary documents for the fence variation at 670 Magnolia. Moved by Trustee Feichter Seconded by Trustee Petri VOICE VOTE MOTION CARRIED - Unanimous Approval (4-0) It was noted that the petitioner can begin permitting process and does not need to be present at the August 14 Village Board Meeting for the variation to be formally adopted. ZBA Docket 18-5 - A Public Hearing for a fence variation for property located at 1085 Tennessee Lane. Village Manager Rummel stated that the homeowner requested to replace the existing 21-year-old wood fence with a vinyl fence. The Zoning Board of Appeals, with a vote of 8-0-1, recommends approval of the zoning variation. The petitioner is present this evening to answer any questions. See none. Motion to direct the Village Attorney to prepare the necessary documents for the fence variation at 1085 Tennessee Lane. BUSINESS LEADERS FORUM - Trustee Petri - There is a BLF meeting tomorrow night (Wednesday) at 5:00 PM at Enclave. 12. CABLE TELEVISION COMMITTEE - Trustee Lissner - The Village Board Meeting will now be shown on YouTube, Channel 6 Live, Channel 99 on AT&T U-verse, the Village website, Facebook and Roku. The Village works hard to get the word out to the community. 13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - No Report. 14. INFORMATION COMMITTEE - Trustee Lissner - No Report. 15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - Harper College will be hosting an electronics recycling event this Saturday from 9:00 AM to 12:00 PM at the college campus. All vehicles must enter and exit from Euclid Avenue. 16. PARADE COMMITTEE - Trustee Czarnik - The next Parade meeting is not yet set up. A special meeting will be announced at a later time. 17. PERSONNEL COMMITTEE - No Report. 18. JUDICIARY, PLANNING AND ZONING COMMITTEE - No Report. 19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - The Village will be seal coating roadways. A meeting will be called shortly. 20. AIRPORT UPDATE - Mayor Johnson - The members of the Suburban O'Hare Commission have committed to hiring JDA to do the next analysis of the airport through the end of building the last Page 5 of 6 runway. 21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - • July 24 - Dionne Warwick - Village Green; and • July 31-Bret Michaels -Village Green. 22. SPECIAL EVENTS - Mayor Johnson - The next event will be Oktoberfest at the end of September. 23. LIQUOR COMMISSION - Mayor Johnson - No Report. 24. REPORT FROM VILLAGE MANAGER - No Report. 2 5. REPORT FROM VILLAGE CLERK - The Village has been approved as an early voting site for the upcoming election in November. 26. UNFINISHED BUSINESS - No Report. 27. NEW BUSINESS - Trustee Lissner - No Report. 28. PUBLIC COMMENT - 5:45 PM - Mayor Johnson asked if anyone would like to speak to the Village Board this evening. Village Manager Rummel did note that the owners of the Elk Grove Town Center were present and the plat of subdivision was approved on tonight's Consent Agenda. There were no further comments. 29.
