Chairman Jim Christie called the meeting to order at 7:06 PM. -
Action Items: Approval of the Minutes
There was a motion by Merrill Froney to approve the minutes of the April 18, 2007 meeting, second by
Mike TnOZZO. The minutes were unanimously approved.
Department Director's Report
Anti-Smoking Campaign
Smoke Free Elk Grove Website
The Village has now established a direct link to the Smoke Free Elk Grove website. The web address
is wwNv.smol.efree.elkgr'ove.com.
Smoke Free Afascot Contest
The Smoke Free Elk Grove mascot contest concluded on April 30"i. At the conclusion of the meeting
the Director asked a number of Board members to conduct a preliminary judging of the entries. Ten
entries were chosen. These will be provided to the Mayor and Trustees for the final judging. The
mascot will be used in promotional events and activities.
Smoking Cessation
The smoking cessation survey has been finalized. The survey will be posted on the Elk Grove Smoke
Free website. The survey will be promoted in the Village Newsletter. Kenneth Young Centers'In
Touch program designed the survey. The smoking survey will be used by the Village to develop an
effective smoking cessation program.

Smoke Frce Illinois
• The state legislature passed the State of Illinois Smoking Ban. It now rooves to the Governor for
signing, who said he would sign the bill. If passed the bill would go into effect on January 1, 2008. If
the bill becomes law communities that have smoking ordinances would need to comply with State
requirements. hi the case of Elk Grove Village our ordinance would need to be revised. The State
requires a 15-foot perimeter from a public or work place entryway vs. a -1 0-foot distance for the
Village.
Compact Fluorescent Lights
The"A Thousand Points of Environmental Light"program has hit a snag. Wal*Marts' corporate office_
has decided not to participate in the Village program promoting and discounting CFLs to the residents.
The Village was hoping to form a public-private partnership with Wal*Mart to provide CFLs to
residents at a discounted price. The CFL program was the idea of three students from Elk Grove High
School. The students will pursue other partnerships with local retailers.
Medication Drop-off
The medication drop-off program has been cleared to begin in May. Last month the Village was told
that the DEA required a police.officer to be present to oversee the handling and.storage of any
controlled substance. Since we did not know when those substances could be brought in it would be
disrupting to police operations.
The Village has now been cleared to accept all medications as long as strict security is followed.
Medications will be deposited into drums and sealed after each use. The Director is still recommending
the medication drop off is limited to once a month for a determined period of time; Sharps (needles,
lancets) will also be accepted. The Firstdateis scheduled for May 1 S'h from 3:00 PM to 5:00 PM.
Additional dates have been scheduled for June, July, and August.
Health risk Assessment
Aliproxinmately 50 village employees that participated in the health risk assessment (HRA) screenings
conducted by ABMC on April 10`" and 12`h were sent e-mails to participate in a the second part of the
assessment. Employees were asked to fill out an online survey. After submitting the survey employees
will be provided with an individual HRA. The Village will then receive an aggregate survey of
employees LIRA.
Emergencv Response Volunteers
The Department met with the Police and Fire Departments and Public Works to discuss the recruitment
and training of a corps of volunteers that will be activated during a time of disaster or emergency
situation. The participating Departments agreed that volunteers could be cross-trained to perform a
variety of tasks during a disaster or activation of the pharmaceutical distribution plan. We will continue
to meet to discuss the recruitment, formation, and training of a volunteer corps.
Pharmaceutical Distribution Exercise
On April 26"' the Village participated in a full-scale exercise to test the Cook County Department of
Public Health Pharmaceutical Stockpile Distribution Plan for first responders. The mock exercise
tested and validated procedures to distribute pharmaceuticals to first responders and their family
members.
® West Nile virus
May I" is the unofficial start of the West Nile virus season. The Village can begin to provide dead
birds to the County for testing. In DuPage County an early test of mosquito batches has already come
back positive for West Nile virus. Residents must continue to exercise caution when outdoors during
active mosquito periods.
Blood Drive
At blood drive held on Saturday, April 28`h, 29 pints of blood were donated, 6 donors were deferred.
The next blood drive will be held on August 4`h.
Conditional Permit Enforcement
The Department had to place Rey Taco on notice for violating the conditions of its "Conditional
Permit".The restaurant was granted a last minute extension, but must comply with the requirements of
the permit in 60 days. Failure to comply will result in a hearing before the Board of Health &
Community Periodic inspections will be conducted to ensure they are on track.

Community Service Coordinator Report
Financial Assistance
The following financial assistance was provided in April.
Salvation Anuy funds assisted five families: $1,000.00
Housing fund assisted four families: $378.86
Food pantry assisted 36 households (40 adults, 7 senior citizens, 44 children)
Holiday-Adopt-A-Fanuly
The Community Services Coordinator and Senior Clerk will be exploring ways to accommodate the
Holiday-Adopt-A-Family program with the construction of the new Village complex.
• Rebuilding Together
Rebuilding Together completed their projects on May 5"' Eight homes, including one in Elle Grove,
were provided with needed repairs. Rebuilding Together is a national program that rehabs homes and
provides repairs for low-income seniors and persons with disabilities. All services are provided free-of-
charge by volunteers and skilled workers.
Treasures And Trash
Plans to hold the Treasures And Trash sale to benefit the Kenneth Young Centers are moving along.
Applications were mailed out to possible vendors and interested groups and individuals. Local
newspapers have been contacted, and the event will be publicized in the Villager Newsletter and on the
Channel 6 program In The Grove.
Cook County Sheriff's Award,
At a ceremony held on May 9th, Lorraine Terryberry and Ruth Gilbert, were awarded the Cook County
Sheriff sSenior Medal of Honor for their service in the community.
Nuts And Bolts
On Saturday, May 19"', the United States Postal Service is sponsoring their letter carrier food drive.
This is done in conjunction with the Cub Scouts. The program supplies local food pantries with canned
and dry food products.
The Kenneth Young "Walk for The Mental Health Of It"is Saturday, May 19`h. The walk helps find
. the many programs provided by the agency.

the Board could be provided with some volunteer activities. The Director stated that help would be
needed at the Document Destruction Event to be held on June 23`6.

Call to Order:
James Morrill, President, called the meeting to order at 6:31 p.m
• Action Items:
The minutes from the April 20, 2006 meeting were approved after a motion by Mike
Tuozzo and a second by Anne Feichter.
New Business:
Mayor Johnson addressed the board about the future state of the Community Service
Board. According to Mayor Johnson, the Elk Grove Village Board has been reviewing
all village boards. As a result of this process, the Elk Grove Village Board unanimously
agreed to combine the Board of Health and the Community Service Board. An official
vote will be taken at the June board meeting. The Elk Grove Village Board will also
decide whether to make the combined board 11 or 9 members. Mayor Johnson assured
Community Service Board members that no Community Service members or Health
Board members be removed. Through attrition, the number of Health and Community
Service board members will be reduced.
Mayor Johnson also stated that members of any village board will be required to maintain
a 66% attendance percentage in order to continue to serve his or her board. According to
Mayor Johnson the Community Service by laws are not binding because they were never
officially approved by the Village Board.
Jim Christie will remain the chairman of the combined Boards. Mr. Christie has been
. told of the changes, but the rest of the Health Board has not been informed. The new
board will become a committee, not a commission due to legalities. Despite the lack of
. commission status given to the combined board, members will continue to receive a
vehicle sticker and an invitation to the village dinner. The mayor reiterated that he
appreciates the service of the Board.
Coordinator's Report: Given by Linda Blair
Linda reports that Marty is still out on medical leave. There have been several attempts
to contact the Red Cross regarding Shelter Training. As of tonight there has not been a
response, but Linda will continue to follow up to attempt to schedule.
Linda wanted the Board to know that she was not aware of the change in the status of the
Board. She was not party to any discussion or was not involved in any part of the
decision making.
Committee Reports
Caryn Brauweiler, is an employee of Safe From The Start, a division of the Children's
Advocacy Center, which files abuse reports when children make cases, was introduced as
a guest speaker.
The program was started though a grant for children 0-5 to help those have been victims
of violence or witness to violence. This was an underserved part of the population, so
they were able to provide a valuable service to these children and their families. They
also do presentations to train preschool teachers some of the warning signs of students
that have been exposed to abuse. They also train law enforcement.
The program started with three employees, but has since expanded. They service mostly
northwest Cook County, but if there is an opening in the caseload, they will take anyone
in Cook County. Most referrals come from law enforcement. All services are free to the
community.
Ms. Brauweiler also talked about the different types of play therapy that is done for these
children. Vice President Tuozzo asked what the board could do to help. Ms. Brauweiler
said that the board should be aware of the program--Educating ourselves and knowing
about the different programs so that we would be able to pass it on to others.
Old Business:
President Morrill spoke to the board about the Chicago Area Storm Ready Guidelines
that he researched. Elk Grove meets the guidelines, but the program will help educate the
community, fire, and police departments. Again, President Morrill would like to come up
with a public awareness program to educate the residents about being storm readiness.
He thought that segments on Channel 6 would be helpful. Contact President Morrill for
more information.

. Director Cavallini educated the Community Service Board about the Health Board. He
stated that the Board of Health was recently directed to look at is the different programs
to promote a smoke free community. The American Cancer Society, the American Lung
Association, and other organizations have made presentations to the Health Board. The
health department has also examined other health issues such as the bird flu, West Nile
Virus, and looking at restaurant issues. Other services offered by the Health Department
include providing animal traps, handling garbage complaints, yard waste, recycling,
people with high grass, blood drives.
Trustee Liaison Report: Given by Trustee Nancy Czarnik
The Rotary Fest will be June 14-18. The parade is June 17, at 3p.m. There will be a sock
hop from 7:30—9 p.m. on the 17d'.
The Farmer's market will begin June 7`h and run through September every Wednesday
from 7 a.m. to 1 p.m. There will be an master gardener attending these sessions. Please
contact Trustee Czarnik for a list of all vendors for the Farmer's Market.
Announcements:
The United Way is having a Day for United Way on Monday May 22"d at Denny's from
4:00 p.m. — 10:00 p.m. in Hoffman Estates. 10% of the sales will be given to the for
Northwest Suburban United Way.
Relay for Life is in Friday, June 9.
The Health Department is sponsoring an unwanted medication drive to dispose of
prescription or nonprescription medicines on Wednesday, May 31, 2006, from 8:30 a.m.
to 2:00 p.m.
The next Community Service Board meeting will be on Thursday, June 15, 2006, at
7p.m. in Room "C" at the Village Hall.
