Chainnan Jinn Christie called the meeting to order at 7:02 PM.
Action Items: Approval of the Minutes
There was a motion by Ray De Palma to approve the minutes of the September 19, 2007 meeting,
second by Dick Sholten. The minutes were unanimously approved,
Special Nurse's Report- TR
Community Health Nurse (CHN), Jane Sloger provided information to the Board on changes to the
Suburban Cook County Tuberculosis Sanitarium District (SCCTSD). These changes may affect the
efficacy of the TB testing program required by Village ordinance.
As of Jane 2007, the Cook County Department of Public Health (CCDPI l) has taken over the duties
of the SCCTSD. The Department can no longer get Mantoux (TB shot) for free. Potential clients
need to schedule an appointment for referral or testing and the clinic is open only two days a week.
The SCCTSD will no longer provide any outreach and the Department will now be required to have
a physician referral for every client sent for referral, testing or treatment.
Presently the Village offers free TB testing. The Mantoux is free from the County, but the Village
will now have to pay for Mantoux. Mantoux costs approximately $100.00 per vial of 50 doses and
expires 30 days after opening. Many times the TB clinic screens less than 50 people and vaccine
would be wasted.
hi Elk Grove Village all food establishment personnel are required to have a TB test at the time,of
hiring. Statistics show that Asian Indians and South East Asians account for a majority of TB cases
in Cook County, In Elk Grove there is an average of 1-3 cases per year. Only two other
communities in the State require TB testing of Food establislunent employees. It is no longer a state
requirement for food employees. To be exposed to TB a person need to be in a closed environment.
Your risk of contracting TB in a restaurant is remote. People who have active TB are very, very
sick.
Chairman Christie asked if it was the Village's responsibility to follow up with an employee who
• tested positive for TB to which the CHN stated "Yes". Village personnel cannot do follow-ups for
people that test positive. The new county requirements require positive people to be referred for
treatment. Once tested positive, a physician has to write a referral to the clinic where the person can
get free medication. Follow up or referral would need to be done by the employee's County TB
clinic or a physican. If the Village continues to test, then the physician must refer that employee.
The Village may be required to hire that physician at a substantial cost.
Dr Kelly said that the Village needs to be certain that the County will no longer provide the follow
up service. The CHN said that the Village can no longer refer people to the county and it will need
to be referred by a physician.
The Department will operate TB clinic in November as normal. The Department will clarify the
Count},'s position on the Village conducting TB clinics in the future.
Community Service Coordinator Report
Holiday Adopt-a-Familt)- The Community Service Office has begun to get ready for the holidays.
The Office is looking for donors to adopt families for the holiday season. The office is fortunate to
have more donors than needy families. Because of the new constriction the collection and
distribution this year will be held at the Fire Administration Building. The Chairman informed the
Coordinator that the Elk Grove Rotary is looking for volunteering opportunities.
Salvation Army Bell Rilleirte- The Salvation Arany is now asking the Village to participate in the
holiday bell ringing for the agency. Previously they had asked that the Village not participate this
year. The Coordinator is not sure if the Village can participate this year because of the relocation of
the Police Department. In the past the exchange of buckets was carried out with the help of the
Police Department. The Coordinator may ask the Fire Department, but that might not be an option
because of fire and emergency responses.
Interfaith Council Food Drive- The Interfaith Council Food Drive is underway. Food is collected
at churches, schools, library, and other Village locations. It is one of two community food drives
that assists the Elk Grove Food Panty.
Senior Service Booklet- The newly revised and updated Senior Service Booklet is getting near
completion. It should be ready for distribution in December.
Make -A -Difference Day- There will be no Make -A -Difference Day events this year. The efforts
this year went into the Kenneth Young Centers Garage Sale fundraiser.
Coupon Collection- Connmunity services was approached by a retired individual to help collect
retail store coupons to purchase items needed by the Armed Forces fighting in the Middle East.
Coupons are arriving in droves in the office from employees and residents.

Anti-Smoking Campaign
Smoking Cessation- The Director has been meeting with Kenneth Young Centers' In Touch
program personnel to develop a smoking cessation program for residents. The Department will hold
the smoking cessation sessions in January 2008.
Smoke Free Elk Grove-The Department will be assisting Elk Grove High School students again
this year with their plans to promote the American Cancer Society's Great American Smoke Out on
November 15"i. The Department will provide funding to purchase all the promotional materials and
handouts.
The Department is also funding the Teens against Tobacco Use (T.A.T.U.) training for Elk Grove
High School students. T.A.T.U. trained students visit elementary schools to speak to students on the
dangers of smoking. The American Lung Association conducts the training. The training will be
held in December. This is the second year the Department has funded the training program.
Department Director's Report
Probationary Restaurant Enforcement
The Director provided the Board with a revised Food Service and Retail Food Store Permit
Requirements and Suspension and Revocation Protocol. The revised copy provides the following-

During probation if a food establishment is found to be in violation fora second routine inspection
the establishment will be required to appear at a [nearing before the Board of Health and Community
• Services. If the Board agrees with the findings of the Department, the rood establislunent's permit
will be suspended a minimum of one day to a maximum of three days.
If the establishment fails to meet the requirements of the Department on the third routine inspection
the Board, after a hearing, may suspend their permit for a-minimum of seven days or permanently
revoke.
If the food establishment fails a subsequent routine inspection their permit shall be permanently
revoked and the Board will make a recommendation to the Mayor and Village Board to
permanently revoke their business license.
If the Department closes a food establishment for any reason it must post a sign in a conspicuous
place stating the establishment has been closed by the Department of Health & Community
Services. The Department shall provide the required sign.
The Board approved the final copy. The Director will work with the Village Attorney to prepare an
ordinance.
Reinspection Fees
On Octo�Village Board passed an ordinance increasing the fees for reinspection (service) fees
for businesses regulated by the Department. These fees are charged to a business (es) when two or
more inspections are needed to bring a business into compliance.
Prior to the increase the fee for a second reinspection was $50.00 and $100.00 for all subsequent
inspections. The new fee schedule will be $100.00 for the second reinspection, $150.00 for the third
reinspection, and $500.00 for each additional inspection. This fee schedule is in line with the Fire
Department's fee schedule, except the Department will not charge a business for a first reinspection
as the Fire Department is capable of doing.

Fin Vaccine
The Director provided the Board a schedule of the Community Flu clinics for the 2007-2008
season. There will be four clinics in total, two will be held during the day and two in the evening.
Additional clinics will be Held at the three senior residences for those residents only. Homebound
. residents may call the Department for appointments. The Villages of Elk Grove and Schaumburg
will be hosting a children's flu clinic on October 30"i at the Fox Run Golf Course from 3:00 PM to
6:00 PM.
The flu clinic hotline is also up and running. Residents may call (847) 357-4057 for the latest flu
schedule information.
Medication Drop-off
The Department will again collect old medications and used sharps beginning in October.
SWANCC has decided to continue to provide the unused pharmaceuticals and sharps program to
member communities.
The Department will not have set drop-off times like the pilot program, but will allow residents to-
drop off medications and sharps during normal Department business hours.
The program allows residents to dispose of unwanted prescription drugs, over-the counter
pharmaceuticals, and shares (needles/syringes) in an environmentally safe manner.
Compact Fluorescent Bulbs (CFLs)
The Department will be participating in another SWANCC sponsored program to recycle compact
fluorescent bulbs (CFLs) and rechargeable batteries. CFLs are being endorsed by several federal
state agencies because they require 2/3 less energy to operate than a standard incandescent bulb and
last 10 times longer.
One draw back is they do contain small amounts of mercury. Throwing away the CFLs in the trash
allows that mercury to get into the environment. Currently the only way to dispose of CFLs is to
. bring them to one of the state sponsored household hazardous waste recycling events of drop-off
centers. CFLs can also be recycled at local IKEA retail outlets. As these bulbs begin to be used more
frequently residents will need additional recycling options.
River Shannon Recycling will provide education and training along with the necessary containers
for the CFLs. All storage containers contain a AblerePak"". This is a specially designed filter that
absorbs mercury vapors if a CFL is broken.
NestNile virus (�V1
As of October 10' there have been 60 human cases of West Nile virus (WNV) in Illinois. Four
deaths have been attributed to WNV. Statistics for 2007 show that WNV can strike anyone in any
age group, but 50 is the average age group, and 35% of the cases have been in the 45-59 year age
group.
WNV has been found in most of the continental United States, with Colorado having the most cases
(457) and California having the most deaths (14).
,People should take the necessary precautions for mosquito bites until the first hard freeze.
Computer & Electronic Recycling Event
SWANCC is reviewing the pilot program it sponsored over the summer to recycle computers and
electronics at residents homes. The program allowed residents to place out tip to 6 items for $25.00.
SWANCC is also considering an on-going program to recycle electronics. Items would be recycled
once a month at participating communities. The funding, collection boxes, and all related materials
would be provided by SWANCC.

A Board member asked if the Southern Belle had closed. The Director was not aware the restaurant
had closed. The Director will follow up on the information.
Mary Paliganoff made a motion to adjourn the meeting; it was seconded by Dr. Kelly. The meeting
was adjourned at 8:30 PM.
