6. CONSENT AGENDA
a. Consideration to award a professional service contract to Accurate Tank Construction,
Inc. of North Aurora, IL to perform fuel system tank top upgrades at the Landmeier
Public Works Facility in the amount of$27,480 from the Capital Projects Fund.
(During the replacement of the tank monitoring system, a number of issues were
discovered that require repair prior to completion of the tank monitor installation. In order
to accomplish these necessary repairs, it will be cost-effective to complete several
additional items. The Village staff will be working with the vendor to perform some of
the work and thereby reduce the cost of the project. Village participation includes the use
of a vacuum truck for excavation as well as replacing the concrete.
(Accurate Tank Construction is the construction division of the Village's
underground storage tank contractor, Accurate Tank. They have previously satisfactorily
provided similar services to the Village.
(A report from the Director of Public Works, recommending approval, is attached.)
b. Consideration to adopt Ordinance No. 3392 (attached) granting a Special Use Permit to
CENTI Illinois to permit a religious institution on the property located at 1550 Higgins
Road.
(This item was previously discussed at the September 9, 2014 Village Board meeting and
currently appears as Unfinished Business under the Village Attorney.)

c. Consideration to award a purchase contract through the Illinois Department of Central
Management Services to Cargill Incorporated Salt Division of North Olmsted, OH for the
delivery of 4,030 tons of bulk rock salt at $56.76 per ton in the amount of$228,743.
(The Village Board on March 25, 2014 approved ajoint purchasing requisition through
the Illinois Department of Central Management Services (CMS) for a renewal of the
Village's contract with Cargill Incorporated Salt Division of North Olmstead, OH.
(Renewal of the prior year contract would allow procurement of 3,360 tons of bulk rock
salt with the option to order an additional 20 percent, for a total of 4,030 tons.
(On September 1, 2014, the Village was notified by CMS that bulk rock salt had been
secured for our renewal contract at an increase of five-percent (5%) above last year's
favorable bid prices.
(CMS obtained a price of$56.76 per ton from Cargill Incorporated Salt Division of
North Olmsted, OH for the Village's requisition at a total proposed cost of$228.743 for
4,030 tons.
(The CMS contract requires a minimum purchase of 3,360 tons and allows for an
additional 20 percent to be purchased at the same unit price, for a total of 4,030 tons, if
necessary.
(The Department of Public Works stockpiled approximately 700 tons of salt at our
salt storage facility at 1000 Oakton Street.
(On August 19, 2014, the Village Board approved a purchase contract with Compass
Minerals/North American Salt for an additional 2,200 tons of rock salt to supplement the
CMS contract and provide sufficient salt for an above-average season.
(Adequate funds are available in the General Fund to purchase 4,030 tons of bulk rock
salt through the CMS renewal contract with Cargill Incorporated.

d. Consideration to award a purchase contract through the Illinois Department of Central
Management Services to Landmark Ford of Springfield, IL for the purchase of one (1)
Ford Expedition in the amount of$29,163 from the Water/Sewer Fund.
(The Public Works Department is replacing one (1) administrative vehicle having
excessive age and mileage.
(The 2015 Ford Expedition is available through the Illinois Department of Central
Management Services (CMS) Joint Purchasing Contract from the lowest determined
bidder, Landmark Ford of Springfield, IL. This vehicle will replace a 17 year old
Suburban.
(Adequate funds are budgeted in the Water/Sewer Fund.
(A report from the Director of Public Works, recommending approval, is attached.)
e. Consideration to adopt Ordinance No. 3393 (attached) amending Title 6, Chapter 3 of the
Elk Grove Village Municipal Code allowing the review of recorded automated traffic law
violations to be viewed by a Village Police Officer or retired Police Officer.
(This Ordinance will allow any retired Police Officer from the State of Illinois to review
recorded automated traffic law violations, which is the intent of the State law.)

f. Consideration to adopt Ordinance No. 3394 (attached) amending Section 6-4-7-A of the
Elk Grove Village Code by reducing the speed limit on Biesterfield Road between
Arlington Heights Road and Rohlwing Road from forty (40) miles per hour to thirty-five
(35) miles per hour.
(This Ordinance will reduce the speed limit on Biesterfield Road through the center of
town from forty (40) mph to thirty-five (35) mph.
(This reduction in speed limit is required due to the State requirement of having only a 10
mph increment change in speed limits on the same road.
(This reduction request is also due to increased vehicular, pedestrian, and bicycle traffic in
this area.)
g. Consideration to adopt Ordinance No. 3395 (attached) amending Sections 6-4-1-B and 6-
4-5-2 of the Elk Grove Village Code as they relate to parking lot exit turns and parking at
Rupley School.
(School District 59's internal transportation supervisor, Ralph Kahly, provided the Elk
Grove Village Police Department with a written request from the District for certain
changes in parking and traffic flow within the School District.
(The Police worked with the neighbors and made the changes on a trial basis.
(The attached Ordinance will allow changes to be made permanently to improve traffic
flow and safety at the schools.)
h. Consideration to adopt Ordinance No. 3396 (attached) amending the Position
Classification and Salary Plan of the Village Code of the Village of Elk Grove Village.
(This Ordinance adds four (4) temporary Police Officer positions and one (1) temporary
Public Works Foreman position in anticipation of retirements.)
i. Consideration to adopt Resolution No. 40-14 (attached) authorizing the Mayor to enter
into an Intergovernmental Agreement with Cook County for services provided by the
Sheriff's Work Alternative Program ("SWAP").
(The County of Cook, through its Sheriffs Office, administers the Sheriffs Work
Alternative Program (SWAP) for offenders to carry out their sentences of community
service.
(The Village of Elk Grove Department of Public Works has utilized SWAP services
routinely and extensively for the past several years at no cost to the Village.
(Services for which the Village has used SWAP include picking up trash along roadsides,
cleaning bus shelters in the business park, pulling weeds around Village facilities, and
planting perennials in landscaped beds.
(An Intergovernmental Agreement with Cook County is now required to continue
receiving SWAP services including an administrative fee according to the pre-scheduled
days of service annually provided.
(The Department of Public Works requests eighteen (18) service days in this year's
Intergovernmental Agreement at a total cost of$2,000.

j. Consideration to concur with prior Village Board authorization by adopting Resolution
No. 41-14 (attached) authorizing the Mayor and Village Clerk to execute a Development
and Operating Agreement - Dispensing Organization between the Village of Elk Grove
Village and FloraMedex, LLC.
(On August I, 2013, the Illinois Legislature enacted the Compassionate Use of Medical
Cannabis Pilot Program Act. The purpose of the Act was to distinguish between medical
and non-medical cannabis and to ". . . protect patients with debilitating medical
conditions, as well as their physicians and providers, from arrest and prosecution, criminal
and other penalties, and property forfeiture if the patients engage in the medical use of
cannabis."
(The Act authorizes the State the right to grant a license to a Dispensing Organization
where medical cannabis can be sold.
(The State has granted provisions for one dispensing organization to be located within
either Elk Grove or Schaumburg Township.
(Dispensaries noted above are seeking Village approval to operate a Dispensing
Organization within the corporate boundaries of the Village.
(A copy of the agreement is available in the Village Clerk's Office.)
k. Consideration of the following:
• to concur with prior Village Board authorization by adopting Resolution No. 42-14
(attached) authorizing the Mayor and Village Clerk to execute a Development and
Operating Agreement for a Cultivation Facility between the Village of Elk Grove
Village and FloraMedex, LLC; and
• to concur with prior Village Board authorization by adopting Resolution No. 43-14
(attached) authorizing the Mayor and Village Clerk to execute a Development and
Operating Agreement for a Cultivation Facility between the Village of Elk Grove
Village and Veteran Distribution Company.
(On August 1, 2013, the Illinois Legislature enacted the Compassionate Use of Medical
Cannabis Pilot Program Act. The purpose of the Act was to distinguish between medical
and non-medical cannabis and to ". . . protect patients with debilitating medical
conditions, as well as their physicians and providers, from arrest and prosecution,
criminal and other penalties, and property forfeiture if the patients engage in the medical
use of cannabis."
(The Act authorizes the State the right to grant up to 22 licenses for cultivation facilities
where medical cannabis can be grown for sale only to approved dispensary organizations.
(Only one (1) cultivation facility will be awarded throughout all of Cook County.
(The Elk Grove Village Business Park is a desirable location due to distances from
residential zoned properties, schools, daycare facilities, and group homes, as well as its
transportation networks.
