MINUTES
REGULAR VILLAGE BOARD MEETING
September 23, 2014
1. CALL TO ORDER- 7:05 p.m.
Present: Mayor Craig B. Johnson, Trustees Patton L. Feichter,Jeffrey C. Franke, Samuel L.
Lissner, James P. Petri, Christine K. Prochno
Absent: Trustee Nancy J. Czarnik
Also Present: Village Manager Raymond R. Rummel,Village Attorney George B.

2. PLEDGE OF ALLEGIANCE
INVOCATION - Pastor Curt Hansen, Elk Grove Baptist Church
Mayor Johnson thanked Pastor Hansen for delivering the invocation. Pastor Hansen
announced the Community Character Coalition will be hosting the annual Celebration of
Character on Friday, September 26, 2014 from 5:00 p.m. to 7:00 p.m. at the Pavilion. The
Mayor stated Elk Grove High School will be playing their Homecoming football game later
that evening.
3.APPROVAL OF MINUTES OF September 9, 2014- Motion to approve the Minutes of
the Regular Village Board Meeting held on September 9, 2014 as submitted and
dispense with the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT- On September 9, 2014 Mayor Johnson
attended the monthly SOC (Suburban O'Hare Commission) meeting. Tomorrow evening
there will be a special meeting in Itasca to discuss formulating a game plan to move
forward in unity to minimize the impact of O'Hare Airport. The Village will be sending out
a special newsletter in the near future to explain how the Village plans on addressing
O'Hare expansion issues. Mayor Johnson is Chairman of the Suburban O'Hare Commission
and the Commission is going to do everything they can to ensure the best quality of life in
Elk Grove Village and neighboring communities.
On September 15, 2014 Mayor Johnson, Trustee Feichter and Village Clerk Keegan attended
the Ribbon Cutting Ceremony for Brian Homann, DDS at 8 E. Devon Avenue.
Mayor Johnson commented that Cardinal George is going to be retiring. The Mayor sent
best wishes to the Cardinal's successor and to Cardinal George as he fights health issues.
Mayor Johnson announced the Village will be celebrating its 60L'Anniversary in 2016.
Several events will be planned to celebrate the Anniversary. The Mayor stated any
residents interested in volunteering to be on the Planning Committee should contact Lorrie
Murphy at 847-357-4010. Trustee Petri is the Committee Chairman. The actual
Anniversary date is Sunday, July 17, 2016.
Mayor Johnson stated the Village has established a crime free rental housing program. The
program develops a partnership between the landlord, tenant and community to ensure
the finest housing for the tenants, the safest tenants for the owners and the best
combination for the community. The owners of the property are required to attend a
seminar provided by the Village and have the property inspected by a Village inspector.
Mary Jo Pye, Community Development Director,joined Mayor Johnson at the podium to
present a certificate to Colleen and Ronald Riggsbee. Mr. and Mrs. Riggsbee own a rental

home in the Village and it was the first home inspected by the Village and the first home to
be in compliance with the crime-free housing ordinance.
Mrs. Riggsbee stated they have been part of a crime free housing program in Schaumburg
for six years and she was very happy to see Elk Grove adopt the program. Mrs. Riggsbee
feels the program is beneficial to the whole community. It makes sure that safe housing is
provided and it also keeps property values up. Mrs. Riggsbee stated she believes in the
program and it was a very simple process. The seminar was very helpful and presented
well by Officer Thomas, Mrs. Riggsbee stated she even carried over some of the
suggestions to her own personal home. Mayor Johnson thanked Mr. and Mrs. Riggsbee for
the positive feedback and presented them with a framed license.
Trustee Feichter encouraged parents to bring their children to the Celebration of Character
on Friday at the Pavilion. It is a great event with free food, entertainment and a split-the-
pot raffle.
The second meeting of the Bicycle Task Force took place on September 17, 2014. Survey
results were discussed. There was a good response to the survey. Many people gave their
opinions and expressed their concerns. The Friends of Cycling in Elk Grove and Village
staff are each going to review the survey results and put together some ideas to take care of
noted problems. Everyone will meet again on October 1, 2014 to compare ideas and move
forward with the next step of the process.
Trustee Prochno referenced a September 16, 2014 article in the Daily Herald which was
headlined "Pizza for Vets, how about cookies too?" Mark Evans started Pizza 4 Patriots in
2010 and has shipped over a million slices of pizza to our troops overseas. Kathi and
Randy Mode did a spin-off and started Packages 4 Patriots and now Girl Scout Leader,
Frances Lehning is organizing Operation Cookie Drop. Girl Scout troops and Boy Scout
troops met at Lutheran Church of the Holy Spirit to help assemble boxes of cookies. Their
goal is to ship thirteen thousand boxes of cookies to veteran homes, hospitals and other
organizations in all fifty states before Veterans Day on November 11, 2014.
Mayor Johnson stated he spoke with Mark Evans today. Mark is going to attend the Village
Board meeting on October 14, 2014 to discuss something he is going to do with flags on
Veterans Day and what he is going to do with pumpkins that he has grown.
The Elk Grove Farmer's Market is taking place every Saturday through the beginning of
October in the town square. Trustee Prochno received an email from the Groats, the
Market Organizers, stating that the Elk Grove Farmer's Market was the most celebrated
Farmer's Market in Illinois and eighth in the nation for 2014.
The 26th annual Kenneth Young Fashion Show will take place on Saturday, November 8,
2014 at Belvedere Banquets. This is a major fundraiser for the Kenneth Young Center. All
profits go to funding programs for the community.
On Saturday, October 11, 2014, Elk Grove High School will be hosting the third annual
Crosstown Classic Boys Varsity soccer game. Elk Grove High School will be competing
against Conant High School at 5:00 p.m. There will be several events happening
throughout the day prior to the game.
S.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the September 23, 2014 Accounts Payable Warrant in-the amount of
$1,466,064.14.

6. CONSENT AGENDA
a. Authorization to award a professional service contract to Accurate Tank Construction,
Inc. of North Aurora, IL to perform fuel system tank top upgrades at the Landmeier
Public Works Facility in the amount of$27,480 from the Capital Projects Fund.

b. Adopt Ordinance No. 3392 entitled, "AN ORDINANCE GRANTING A SPECIAL USE
PERMIT TO CENTI ILLINOIS TO PERMIT A RELIGIOUS INSTITUTION ON THE

c. Award a purchase contract through the Illinois Department of Central Management
Services to Cargill Incorporated Salt Division of North Olmsted, OH for the delivery of
4,030 tons of bulk rock salt at $56.76 per ton in the amount of$228,743.
d. Award a purchase contract through the Illinois Department of Central Management
Services to Landmark Ford of Springfield, IL for the purchase of one (1) Ford Expedition
in the amount of$29,163 from the Water/Sewer Fund.
e. Adopt Ordinance No. 3393 entitled, "AN ORDINANCE AMENDING SECTION 6-3-11-
4-13 OF THE ELK GROVE VILLAGE CODE PERTAINING TO POLICE OFFICER
ELIGIBILITY FOR REVIEW OF RED LIGHT TRAFFIC CONTROL VIOLATIONS"
f Adopt Ordinance No. 3394 entitled, "AN ORDINANCE AMENDING SECTION 6-4-7-

Mayor Johnson noted that item f. is an Ordinance which reduces the speed limit on
Biesterfield Road between Arlington Heights Road and Rohlwing Road from forty miles per
hour to thirty-five miles per hour. The speed is being reduced to be consistent with similar
roads in the Village and because State law prohibits a fifteen mile per hour difference in
speed on the same road; it is limited to a ten mile per hour difference. The speed limit
change will become effective in ten days. Cook County lowered the speed limit on
Arlington Heights Road because of the number of accidents occurring. Mayor Johnson

noted that ever since the speed limit was reduced on Arlington Heights Road, accidents
have decreased almost 100%.
Mayor Johnson asked if any of the Trustees or staff wanted to address any items on the
Consent Agenda. No Response. The Mayor asked if anyone in the audience wished to
address the Board about any items on the Consent Agenda. No Response.

14. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - Trustees Lissner/Petri
Good progress is being made on some of the drainage projects. Mayor Johnson asked Vito
Sammarco, Director of Public Works, the status of the drainage projects. Mr. Sammarco stated the
projects are moving forward and some will be completed this year. More projects will get
underway next year. Lively Boulevard is almost complete which will help alleviate a lot of the
problems. The Mayor asked the status of the University Lane project. Mr.Sammarco stated Water
main relocation was completed and culvert pipes should start being removed by the end of the
week. Installation of the new pipes will begin next week. The goal is to have the road open by
Halloween and the job finished by mid November. ,

19. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The next special event is the Tree
Lighting Ceremony which will take place on the Friday after Thanksgiving at 5:30 p.m.
20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - Mayor
Johnson hopes to announce next year's concert line up by the November Village Board
meeting.
21.AIRPORT UPDATE- State Representative Marty Moylan has introduced a Bill in
Springfield that concerns the Village. Several Mayors will be discussing the Bill tomorrow
evening and information will be provided to residents in an upcoming special Newsletter.
22. PLAN COMMISSION - Village Manager Rummel - A Public Hearing will take place
tomorrow evening at 7:00 p.m. for rezone of the property at 50 Biesterfield Road to allow a
drive-thru Dunkin Donuts and Baskin Robbins.

24. REPORT FROM VILLAGE MANAGER- No Report
25. REPORT FROM VILLAGE CLERK-Tuesday, October 7, 2014 is the last day to register
to vote before the November 4, 2014 Election. Early Voting will take place at Village Hall
from October 20, 2014 through November 1, 2014.
26.UNFINISHED BUSINESS -The Unfinished Business appears on the Consent Agenda
and can be removed from the Agenda.

28. PUBLIC COMMENT- 7:43 p.m. - Michael Kielczewski, 633 North Park Way,
unincorporated Elk Grove Township, addressed Mayor Johnson and the Village Board with
concerns about forced annexation of properties. Mr. Kielczewski expressed that he likes
the rural feel of his neighborhood and would be against any forced annexation. Mayor
Johnson advised Mr. Kielczewski that at this time the Village Board is not considering
forced annexation of the area in which he resides. If a majority of the subdivision came to
the Village requesting annexation, the Village Board would take the matter under
consideration at that time. The Village is not meeting with the County and at this time the
Village is not contemplating annexation.
