REGULAR VILLAGE BOARD MEETING
October 28, 2014
1. CALL TO ORDER- 7:05 p.m.
Present: Mayor Craig B. Johnson, Trustees Patton L. Feichter,Jeffrey C. Franke, Samuel L.

2. PLEDGE OF ALLEGIANCE

3.APPROVAL OF MINUTES OF October 14, 2014- Motion to approve the Minutes of
the Regular Village Board Meeting held on October 14, 2014 as submitted and
dispense with the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT - On October 16, 2014 Mayor Johnson
attended a Busse Dam presentation. The Mayor is hopeful that work will begin on the Dam
this upcoming Spring. Mayor Johnson and Deputy Village Manager Matt Roan attended the
31st annual Juried Art Show at the Library on October 17, 2014.
Mayor Johnson stated a bank robbery took place in the Village at Parkway Bank on
Meacham Road. The Elk Grove Village Police Department in conjunction with the
Schaumburg Police Department was able to apprehend the gentleman. The suspect is an
Elk Grove Village resident. Mayor Johnsoncommended the Police Department for
apprehending the suspect safely and quickly.
Early voting has been very successful. Approximately 1200 people have voted early at
Village Hall.
Since mid-June there has been an additional 1600 Ash trees removed in the Village. The
goal is to have all the Ash trees removed by mid-July 2015. New trees are being planted
and the hydro-seeding was very successful this year.
The vacancy rate in the Industrial Park is down to seven percent. At the height of the
recession the vacancy rate was double that amount.
Coffee with the Mayor and Board will take place on Saturday, November 1, 2014 from 9:00
a.m. to 11:00 a.m. Everyone is welcome. A blood drive will also be taking place that day
from 8:00 a.m. to 12:30 p.m.
There have been numerous calls to the Village about the Crime Free Housing Program. The
Village adopted a Crime Free Housing Ordinance and information was mailed to all rental
housing owners. A reminder letter was recently mailed which has prompted all of the
phone calls. Anyone that owns rental property needs to contact the Village to purchase a
license and schedule an inspection.
The Village has had a series of meetings with the hospital to discuss Ebola. The Fire
Department, Police Department and Public Works Department have all been involved in
working on a game plan with the hospital. The hospital is prepared if there is concern of
Ebola. There is an isolation room at the hospital and the Fire Department has procedures
in place for transporting an Ebola patient, if needed.

Trick-or-Treat hours are 1:00 p.m. to 8:00 p.m. on Halloween. Mayor Johnson
complimented Christine Tromp, Finance Director, on the wonderful Halloween display at
her house and encouraged people to go see it.
Trustee Petri attended the Manufacturing Expo on Tuesday, October 21, 2014. It was a
great success. There were over one thousand attendees and ninety-six exhibitors. Trustee
Petri obtained some good leads for the Industrial/Commercial Revitalization Commission.
Trustee Lissner also attended the Manufacturing Expo. Trustee Petri presented three
awards at the Expo. The award trophies were extremely nice. They were donated by the
same company that is designing and installing the new Village gateway signs. Discussion
pursued about the new Village signs, their locations and the timeframe for installation.
Trustee Feichter stated the Bicycle Task Force held their third meeting yesterday. Signage
was discussed. The next meeting will be held on November 12, 2014 at 9:30 a.m.
Education and enforcement will be discussed. A preliminary report will then be provided
to the Village Board and possibly a Public Hearing. Trustee Feichter pointed out that the
Task Force has been developing a plan and that it may take several years to implement
parts of the plan. There is no set timeframe, items will be prioritized and implemented
when funding is available.
Trustee Franke announced the Police Department will be hosting a Citizens Police Academy
in 2015. The first class will begin on January 28, 2015. Classes are two hours long and will
be held for eight consecutive weeks.
On behalf of the community, Mayor Johnson extended condolences to Trustee Prochno on
the passing of her Mother.
Trustee Prochno stated the 26th annual Kenneth Young Fashion Show is going to take place
on Saturday, November 8, 2014 at Belvedere Banquets.
Trustee Prochno thanked everyone for the support, caring and condolences that were
expressed to her on the passing of her Mother.
5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the October 28, 2014 Accounts Payable Warrant in the amount of
$1,086,475.45.

6. CONSENT AGENDA
a. Authorization of a request from WINGS, 1265 Oakton Street, to waive permit fees to
sealcoat and stripe the parking lot in the amount of$47.
b. Authorization of a request from the Schaumburg Township Elementary School
Foundation to waive permit fees in the amount of$200 associated with a holiday tree sale
commencing on November 28, 2014 at Mallard Crossing located at 855 Meacham Road.
c. Authorization of a request from the Elk Grove High School Instrumental Music
Association to waive permit fees in the amount of$200 for a holiday tree and wreath sale
commencing on November 28, 2014 at Elk Grove High School located at 500 W. Elk
Grove Boulevard.
d. Authorization of a request from Queen of the Rosary Parish, located at 750 Elk Grove
Boulevard, to waive permit fees in the amount of$225 for parking lot repairs.

e. Authorization of a request from School District 59 to waive permit fees for parking lot
entrance repairs at Clearmont School, located at 280 Clearmont Drive, in the amount of
$360.
f Authorization of a request from Christus Victor Lutheran Church, located at 1045 S.
Arlington Heights Road, to waive permit fees for parking lot repairs in the amount of
$1,199.
g. Authorization of a request from the Elk Grove Village Public Library, 1001 Wellington
Avenue, to waive building permit fees for the air conditioning unit replacement project in
the amount of$1,220.
h. Authorization of a request from the Elk Grove Park District to waive permit fees in the
amount of$2,461 for the following:
• Installation of concrete walkways and a picnic shelter at Jensen Park, located at
1060 Arkansas Drive, in the amount of $684;
• Installation of concrete walkways and a picnic shelter at Fairchild Park, located at
1205 Ridge Avenue, in the amount of $914;
• Catch basin repairs at the Pavilion, located at 1000 Wellington Avenue, in the
amount of$149;
• Sealcoat and stripe the parking lot at 499 Biesterfield Road, in the amount of$32;
• Sealcoat and stripe the parking lot at the maintenance building located at 140
Lively Boulevard, in the amount of$38;
• Patch, sealcoat and stripe the parking lot at Audubon Park, located at 300 Elk
Grove Boulevard, in the amount of$170;
• Sealcoat and stripe the parking lot at Fox Run Golf Course, located at 333 Plum
Grove Road, in the amount of$215;

i. Authorization of a request from Alexian Brothers Medical Center to waive permit fees in
the amount of$2,797 for the following:
• Asphalt repairs at the Alexian Brothers Hospital, located at 800 Biesterfield Road,
in the amount of$934;
• Asphalt and catch basin repairs at 701 Biesterfield Road in the amount of$1,397;
and
• Asphalt and catch basin repairs at 955 Beisner Road in the amount of$466.
j. Authorization to award a professional service contract to the lowest responsive and
responsible bidder Suburban General Construction, Inc. of La Grange Park, IL for
the Devon Avenue Sanitary Sewer - VFW to Ridge in the amount of$95,985
from the Water/Sewer Fund.
k. Authorization of a request to hold a Public Hearing for the Plan Commission to consider
the petition submitted by Gerald Kane for a Special Use at 101 Kelly.
1. Authorization to accept the Comprehensive Annual Financial Report(CAFR) for the
Fiscal Year ended April 30, 2014.
m. Adopt Resolution No. 48-14 entitled, "A RESOLUTION DETERMINING THE
APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK
COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED
JULY 17, 2013 FOR CERTAIN REAL ESTATE LOCATED AT 55 GAYLORD

Johnson is hoping to have more information to share at the November 18, 2014 Village
Board meeting.

The November Village Board meeting will be held on November 18, 2014 and the
December meeting will take place on December 16, 2014.
