MINUTES OF THE REGULAR MEETING
OF THE BOARD OF FIRE AND POLICE.COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON SEPTEMBER 17, 2013
Chairman Shapiro called the meeting to order at 5:30 p.m. in the Charles J. Zettek Building,
901 Wellington Avenue, Elk Grove Village, and noted for the record that the following
members were present: Chairman Alan J. Shapiro DDS, Secretary E. Butch Ehrke,
Commissioner Michael Kontek.
It was moved by Commissioner Kontek and seconded by Commissioner Ehrke that the
minutes of August 20, 2013 meeting be approved as submitted and that the Board dispense
with the reading thereof. The motion was voted upon by acclamation whereupon Chairman
Shapiro declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES -None
CORRESPONDENCE
1. Memo to Chief Schmidt regarding final probationary reviews for Police Officers D.
Doherty, David Johnson, G. Jones and requesting comments/constructive criticism
relating to their performance.
2. Notice of Retirement from Lt. Hans Gustaysen effective November 16, 2013 after
23 plus years of service.
3. Notice of Retirement from FF Melvin `Bernie" Stillson effective November 16,
2013 after 27 plus years of service.
4. Resignation Notice from Police Officer Brandi Mathis effective June 11, 2013.
5. Written Reprimand dated September 10, 2013 to Police Officer (Efren Pelayo) for
violating Rules and Regulations of the Elk Grove Village Police Department,
Section 26.1.IA, Rules of Conduct, Rule 39 (Failure to inventory and process
recovered property in conformance with Department orders).
6. Email from Attorney John Kelly regarding extension of police eligibility list.
7. Notice of Suspension dated September 12, 2013 to Police Officer for violating Rules
and Regulations of the Elk Grove Village Police Department, Section 26.1.IA, Rules
of Conduct, Rule 46 (Failure to operate Village vehicles in a safe or prudent manner,
or to obey related traffic laws). Two day suspension to be served September 201h
and 2151.
8. Memo from Chief Schmidt regarding the performance of probationary Police
Officers D. Doherty, David Johnson, and G. Jones.
9. Subpoena for Records pertaining to hiring practices from The Illinois Attorney
General dated September 13, 2013 in the matter of the People of the State of Illinois
v. Alta Colleges,Inc. et. al.

10. Appointment Letters issued to Police Officer candidates Ryan Abad, Kenneth Albro,
Timothy Hain and Michael Stadler scheduled to report for work.on September 23,
2013.
OLD BUSINESS
1. Discussed Police Officer hiring process.
2. Discussed Firefighter hiring process.
NEW BUSINESS - none
ELIGIBILITY LIST /HIRING STATUS
1. Police Officer—Thirteen names remain on the final eligibility list published on June
24, 2013. One hundred forty nine names remain on the preliminary eligibility list
scheduled to expire on January 16, 2014.
2. Firefighter—Written examination was administered on August 24, 2013. We are
currently verifying'and tabulating preference points. New eligibility list will be
published shortly.
3. Police Sergeant—Four names appear on the eligibility list which will expire on April
20, 2015.
4. Fire Lieutenant—Eight names appear on the eligibility list which will expire on May
6, 2015.
ADJOURNMENT
It was moved by Commissioner Ehrke and seconded Chairman Shapiro that the meeting be
adjourned. The motion was voted upon by acclamation whereupon Chairman Shapiro
declared the motion carried. The meeting adjourned at 6:30 p.m.
